BATON ROUGE, La.— Move your recovery forward and get informed to make sure you invest resources properly and rebuild or repair wisely.
 
Contact your community’s floodplain management or building officials to start the inspection process to determine if your home or business is substantially damaged. Also get the proper permits for things like plumbing, electrical system, foundation and structural repairs.

Substantial damage exists in Special Flood Hazard Areas, or floodplains—areas that have increased flooding risks— when the cost of restoring a structure equals or exceeds 50 percent of the structure’s pre-damage market value. However, some communities enforce a more restrictive definition. 
 
It’s important to know the structural damage percentage of your home or business because that information helps determine the work needed to repair or replace the damaged structure. It also helps determine if additional work will be needed to comply with local codes and ordinances.

You may appeal a substantial damage determination with your local officials if you disagree with their decision.

A structure located in a floodplain must be brought into compliance with local regulations if a local official determines it is substantially damaged. Local building departments may have adopted standards higher than FEMA’s that property owners would have to comply with when rebuilding.
 
Owners who decide to rebuild may need to elevate their structures, or change them in some other way to comply with local regulations and avoid future flood losses. Those who own non-residential structures may need to flood-proof their building.

Contact Local Officials About Substantial Damage and Permits Before Starting Work

NORTH LITTLE ROCK – Federal assistance is being offered to help Arkansas communities rebuild infrastructure to higher, more disaster-resistant standards and state officials are encouraging local governments to take advantage of that funding.

The assistance to communities is part of the aid that became available following the severe storms, tornadoes, straight-line winds, and flooding Dec. 26, 2015 to Jan. 22, 2016.

“Generally, the federal Public Assistance program restores disaster damaged infrastructure to pre-disaster conditions,” said John Long, federal coordinating officer for the Federal Emergency Management Agency. “But when cost effective and technically feasible, it makes sense to rebuild to higher standards that can prevent future loss. FEMA makes available the funds to do so.”

FEMA’s Public Assistance program provides federal funds to reimburse a minimum of 75 percent of the costs for removing debris, conducting emergency protective measures and repairing levees, roads, bridges, public utilities, water control facilities, public buildings and parks. Mitigation funding may be considered in each project category.

Eligible applicants may include:

  • state agencies
  • local and county governments
  • private nonprofit organizations that own or operate facilities that provide essential government-type services

“Studies show that every $1 paid toward mitigation saves an average of $4 in future disaster-related costs,” said State Coordinating Officer Scott Bass of the Arkansas Department of Emergency Management Agency. “By adding mitigation money to repair costs, our goal is to reduce or eliminate damages from future disasters.”

As part of the process for applying for federal assistance, experts from ADEM and FEMA help identify projects that will qualify for the special mitigation program. Officials urge applicants to take advantage of the funds.

Otero County, New Mexico Flood Maps Become Final

Typhoons, as we witnessed with Soudelor, are a double threat. They can produce both dangerously high winds and widespread torrential rains.

Slow moving storms and tropical storms moving into mountainous regions tend to produce especially heavy rain. This not only damages or destroys homes directly with water and wind, but can also produce damages indirectly with landslides or mud slides. Flash flooding is also a possibility, and flooding near streams or low lying areas may persist for several days or more after a storm.

“With another storm approaching the CNMI, there are still things you can do in this last day or two to protect yourself, your family and your property,” said Deputy Federal Coordinating Officer Ryan Brown.

“Securing loose objects around the house and/or removing and securing objects to prevent them from being picked up and propelled by possible, strong winds,” said Marvin Seman, Special Assistant for Homeland Security & Emergency Operations. “Also, residents living in tents, damaged homes, or homes with compromised safety are strongly encouraged to take precautionary measures and to anticipate heavy rain, strong winds, and possible flooding.”

Other protective actions include:

  • Make sure you have enough food and water for all family members and pets for three days.

     

  • Fill your car’s gas tank, both in case evacuation becomes necessary and in case gas stations are disabled after the storm.

     

  • Secure your property.

    • Permanent storm shutters offer the best protection for windows.

    • A second option is to board up windows with 5/8 inch marine plywood.

    • Tape does not prevent windows from breaking.

  • Install straps or clips to fasten your roof to the frame structure more securely.

    • This will reduce roof damage.

    • It may reduce overall damage, because homes that lose a roof usually suffer serious subsequent damage.

       

  • Be sure trees and shrubs around your home are well trimmed.

     

  • Clear loose and clogged rain gutters and downspouts.

     

  • If you have a boat, secure it.

Communities urged to apply for aid that helps build more disaster-resistant infrastructure

DENVER – Union County, S.D., is scheduled to be placed on probationary status with the National Flood Insurance Program (NFIP) on May 18, 2015, unless the county is able to address program deficiencies prior to that date, according to the Federal Emergency Management Agency (FEMA), which administers the program.

FEMA’s regional office in Denver sent a letter to the county on January 16, 2015, which identified floodplain management violations and program deficiencies that need to be corrected. This action was taken after repeated attempts were made to obtain information and documentation related to identified floodplain management violations and program deficiencies and after attempts to resolve these deficiencies through community assistance and consultation. The deficiencies and violations cited in the probation letter include failure to manage floodplain development in accordance with the county’s floodplain ordinance and lack of adequate record keeping.

Compliance with NFIP requirements is designed to help communities better protect citizens and their homes and property from flooding. Noncompliance puts Union County in danger of failing to provide an appropriate level of protection to the citizens and property owners of the county, which faces significant risk from flooding.

Union County property owners will still be able to purchase and renew flood insurance coverage during the probationary period, but a $50 surcharge will be added to each policy sold or renewed in the community beginning on May 18, 2015.  There are currently 424 flood insurance policies in Union County.

If the county fails to make progress remedying the floodplain management violations and program deficiencies, the county could be suspended from the program. The result of suspension is the loss of federally backed flood insurance in the county, meaning that residents will not be able to purchase or renew their flood insurance policies after suspension occurs. Furthermore, the Flood Disaster Protection Act of 1973 prohibits federal agencies from making grants, loans, or guarantees for the acquisition or construction of structures located in a Special Flood Hazard Area.

Additionally, if a disaster occurs in a suspended community, most types of federal disaster assistance for structures within a Special Flood Hazard Area are not available.

FEMA remains committed to working with Union County officials to help the county achieve a good standing in the NFIP.

Union County Facing Probation from National Flood Insurance Program

MONTGOMERY, Ala. – In 2013, the National Weather Service issued 332 flash flood and flood watches/warnings for the state. The state also reported one tropical storm in the Gulf Coast. More severe weather came this spring with tornadoes and more than two feet of rain.

Between the Gulf Coast’s tropical storms and the numerous rivers and streams, the potential for flooding in Alabama is ever present, according to the National Weather Service Office in Birmingham.

“Flooding due to heavy rains is a serious threat to all residents of our state,” said Alabama Emergency Management Director Art Faulkner.  “Many of the homes and businesses flooded in the recent historic rain events were not in a flood zone. For the best protection, a flood policy available through the National Flood Insurance Program is a wise investment. Flood insurance will not keep rising water out of your home or business, but it will protect the investment you have in them.”

Flood insurance is important regardless of your flood zone. In fact, people outside high-risk areas file more than 25 percent of flood claims nationwide. And according to the flood insurance program, from 2003 to 2012, the agency averaged $4 billion in claims per year nationwide.

In Alabama, only 57,000 of the estimated 1.8 million households have flood insurance.  Yet, the state is highly susceptible to the ravages of flooding, according to FEMA’s Federal Coordinating Officer in charge of Alabama’s disaster recovery Joe M. Girot.

“Here are two important points people need to understand,” he said. “First, homeowner insurance policies do not cover flooding. Second, flood insurance policyholders can file a claim even if a storm doesn’t trigger a federal disaster declaration.

“Flood insurance is available to homeowners, business owners and renters in communities that participate in the National Flood Insurance Program and enforce their local flood damage prevention ordinances,” Girot said.

Homeowners in a floodplain (or Special Flood Hazard Area) must buy flood insurance if they have a mortgage from a federally regulated lender. An interactive guide to determine your flood risk is available online at FloodSmart.gov. The site also provides information on the NFIP.

Flood insurance, with an average premium running about $600 per year, can save homeowners thousands of dollars in repairs. Just three inches of floodwater in a home will require replacing drywall, baseboards, carpets, furniture and other necessary repairs that can cost an estimated $7,800, according to the National Flood Insurance Program.

The deeper the floodwater, the more it will cost – 18 inches of water means repairs to the electrical system and the heating and cooling system. It also means replacement of doors, appliances and cabinetry, adding another $26,000 to the bill.

Homeowners can insure their homes for up to $250,000 and contents for up to $100,000. Renters can cover their belongings for up to $100,000. Nonresidential property owners can insure a building and its contents for up to $500,000 each.

There is normally a 30-day waiting period when purchasing a new policy. Flood insurance is sold through private companies and agents and is backed by the federal government.

Flood Insurance is an Essential Ingredient for Protecting Your Family

LINCROFT, N.J. — Frederick Ziegler promises his rebuilt house in Point Pleasant Beach will be just as spotless as he left his FEMA mobile home at Green Acres Manor in Howell Township.

Two feet of water flooded his home, causing his heating oil tank to rupture. Some oil mixed with the floodwaters and some seeped through the flooring into the subfloors, making cleanup difficult. It even got into the rain boots of the volunteers working to clean it up. (Kitty litter absorbed most of the oil inside the house.) Meanwhile, the oil tank filled up with salt water. The water damage in the home created mold that had to be removed. The cellulose insulation in the first floor walls collapsed below the water line, but that turned out to be a blessing in disguise, as the insulation sealed off the walls, preventing the oil from getting into them.

Mr. Siegler welcomes guests as he stands on his front stepsMr. Ziegler greets guests after returning home.After the storm, Ziegler moved in with his then-fiancée for the first four weeks, and then moved to his brother’s home in Point Pleasant Borough, not far from the FEMA Disaster Recovery Center in Bay Head. “It was right across from St. Paul’s Methodist Church, which was serving three meals a day (to survivors),” he recalled. He couldn’t remain at his brother’s because he developed health issues related to his brother’s cats, so he moved into a FEMA-provided mobile home in January 2013. “I like the trailer better,” he joked.

While he was living in the mobile home he could work on getting his home repaired. Calvary Chapel sent two groups of volunteers – one from Wisconsin and one from Boston – to tear out the walls and floors. A team of Mennonites from western Pennsylvania put down the new subfloor. Jersey Shore United outfitted the house with new appliances from Home Depot. Volunteers were helping Ziegler rebuild through the end of March 2014. FEMA paid for cleaning and sanitizing as well as the complete replacement of the home’s electrical system. FEMA also covered part of the cost of replacing the home’s plumbing.

Point Pleasant Beach had been classified as being in a Special Flood Hazard Area A-zone before Sandy hit. It was changed to a V-zone, then back to an A-zone in August 2013. Elevation is recommended, though not explicitly required, for homes in A-zones.

Ziegler is on the state’s Reconstruction, Rehabilitation, Elevation and Mitigation (RREM) program’s waiting list for elevation funding.

Ziegler credited FEMA with connecting him to Catholic Charities and the Ocean County Long Term Recovery Group, which helped him find the resources he needed to repair his home. He was both grateful and pleasantly surprised by how much overall assistance they offered. “I remember thinking, ‘Do they really want to help that (much)?’” he said. “But they’ve been great.”
