BATON ROUGE, La.— Move your recovery forward and get informed to make sure you invest resources properly and rebuild or repair wisely.
 
Contact your community’s floodplain management or building officials to start the inspection process to determine if your home or business is substantially damaged. Also get the proper permits for things like plumbing, electrical system, foundation and structural repairs.

Substantial damage exists in Special Flood Hazard Areas, or floodplains—areas that have increased flooding risks— when the cost of restoring a structure equals or exceeds 50 percent of the structure’s pre-damage market value. However, some communities enforce a more restrictive definition. 
 
It’s important to know the structural damage percentage of your home or business because that information helps determine the work needed to repair or replace the damaged structure. It also helps determine if additional work will be needed to comply with local codes and ordinances.

You may appeal a substantial damage determination with your local officials if you disagree with their decision.

A structure located in a floodplain must be brought into compliance with local regulations if a local official determines it is substantially damaged. Local building departments may have adopted standards higher than FEMA’s that property owners would have to comply with when rebuilding.
 
Owners who decide to rebuild may need to elevate their structures, or change them in some other way to comply with local regulations and avoid future flood losses. Those who own non-residential structures may need to flood-proof their building.

Property owners who have flood insurance and a substantially damaged building in a floodplain may be able to get additional funds for costs related to complying with local regulations. Contact your insurance agent for more information.

Contact Local Officials About Substantial Damage and Permits Before Starting Work

DENTON, Texas – Homeowners, renters and business owners are encouraged to review revised preliminary flood maps for St. Bernard Parish, Louisiana. Anyone who wishes to file an appeal or comment has until Aug. 10, 2016, for submission.

 “We hope that everyone reviews the maps to understand the flood risks involved,” said FEMA Region 6 Administrator Tony Robinson. “It is also very important that we receive the public’s input on these maps.”  
    
Appeals are formal objections and must be based on technical data showing proposed maps to be scientifically incorrect. Appeal topics include: Proposed base flood elevations or flood depths, Special Flood Hazard Area (SFHA) boundaries and zones, or floodways. Anyone making an appeal must include the method, data and analysis used to support the claim.  

Comments are objections to a base map feature change. Those feature changes could include labels, incorrect road names or jurisdictional boundaries, or any other non-appealable change.

The public can provide comments and appeals to their local floodplain administrator, who will forward them to FEMA for final resolution.

The next step is the resolution of all the comments and appeals. When that is complete, FEMA will notify communities of the effective date of the final maps.

Appeals and Comments on Revised Preliminary Flood Maps for St. Bernard Parish Ends Soon

DENTON, Texas – Residents and business owners in Dickinson, Texas can now enjoy a 5 to10 percent reduction in flood insurance premiums because of the city’s active participation in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS). In addition to lower premiums, the CRS program has helped reduce the threat of damage due to flooding.

“The flood insurance program rewards communities for implementing programs and policies that protect their residents from flooding,” said Tony Robinson the Region 6 Federal Emergency Management Agency (FEMA) acting regional administrator.  “Dickinson’s higher regulatory standards, public education and outreach, buyout programs and open space preservation initiatives, among other activities, have earned the city lower premiums as a CRS Class 8 Community.”

The city of Dickinson’s flood insurance policyholders who reside in Special Flood Hazard Areas will receive a 10 percent reduction on flood insurance premiums and policyholders located outside Special Flood Hazard Areas will enjoy a 5 percent discount. The reduction in flood insurance premiums represents an annual savings in premium costs for Dickinson’s policy holders and will take effect at the time a new policy is written or an effective policy is renewed. Those individuals and business owners with a Preferred Risk Policy will not receive premium rate credits under the CRS because it already has a lower premium than other policies.

The city’s participation in the CRS is beneficial in many respects.  In addition to the reduction in insurance premiums, Dickinson officials are more knowledgeable about floodplain management and its residents are more knowledgeable about mitigation and flood insurance.   The CRS program has helped make Dickinson a safer place to live, reduced the economic impact of flood hazards and saved their citizens money on their flood policy premiums.

The community rating system (CRS) is a voluntary program for NFIP-participating communities.  The intended goals of the CRS are to reduce flood losses; facilitate accurate insurance ratings; and to promote the awareness of flood insurance.  For more information on the NFIP’s CRS program, go to http://www.fema.gov/business/nfip/crs.shtm.
