SAVANNAH, Ga. – Free legal assistance is now available to low-income Georgia disaster survivors who need help with home repair contracts and contractors, counseling on landlord-tenant issues or assistance with life, medical and property insurance claims.

Disaster often brings chaos, which can result in disagreements. Legal help is available to survivors in Bryan, Bulloch, Chatham, Effingham, Evans, Glynn, Liberty, Long, McIntosh and Wayne who can’t afford to hire a lawyer to deal with disaster-related issues. Damage must have occurred from Oct. 4-15.

Legal assistance can include:

  • help securing FEMA and other government benefits available to disaster survivors

  • replacement of wills and other important legal documents lost or destroyed in the disaster

  • assistance with consumer protection issues such as price gouging and avoiding contractor scams in the rebuilding process

  • counseling on mortgage-foreclosure problems

The toll-free legal hotline to connect disaster survivors affected by Hurricane Matthew with legal aid providers is 866-584-8027. Local residents may call 404-527-8793. The lines are open Monday to Friday, 9 a.m. to 5 p.m.

Individuals who qualify for assistance will be matched with Georgia lawyers who have volunteered to provide free, limited legal help. Assistance is not available for cases that will produce a fee; for example, those cases in which attorneys are paid part of the settlement by a court. Such cases are referred to a local lawyer referral service.

Consultations with attorneys are confidential.

Legal services are provided by FEMA partners, including the State Bar of Georgia Young Lawyers Division, the American Bar Association Young Lawyers Division, Georgia Legal Services Program and Atlanta Legal Aid Society.

They will be there to provide extra technical support and resources to individuals with disabilities, senior citizens and their families who are seeking FEMA and or other disaster assistance. Disaster Recovery Center will have assistance for survivors with disabilities, seniors and families next week

LINCROFT, N.J. – For many households, there is an extra element to account for when making plans for disasters – the family pet.

Pets are an important part of many households and their unique needs should be taken into account, as they are particularly vulnerable when a disaster strikes, particularly one that requires evacuation or relocation. They are unlikely to survive on their own if left behind, and if they do, they could run away and be difficult to find afterwards.

 “A pet needs the bare necessities during a disaster. These include food for a few days, one gallon per day of water, medical records and medication, and leash and collar,” explained Kathy Johnson, Director of the Bergen County Humane Society. Pets’ basic needs are similar to those of humans:

  • Water: A minimum of a week’s worth of water for each pet.
  • Food: A minimum of a week’s worth of food. Keep canned or dried food in airtight containers. Include a manual can opener. Food should be changed every six months.
  • Shelter: A pet may require a personal carrier or cage, which should be big enough for your pet to stand and move around in.

You can create a pet disaster kit with a first aid kit and pet first aid guide book, which can be bought at any pet store or online. Your pet’s medicine and medical records can be kept in the first aid kit and kept up to date. Other important documentation, such as adoption papers, vaccination records, feeding schedules, behavior issues and your veterinarian’s contact information, should also be kept in a waterproof bag or container.

Not all emergency shelters allow pets, so pet owners need to know what their other options are if they need to evacuate. Ask family and friends that live outside your area if they might be willing to take your pets until you return, or just to check on them if something happens when you are not home. A kennel or your veterinarian’s office could have the resources to board your pet if you have to evacuate.

Another option is hotels and motels that allow pets during emergencies. Some websites that have information on these hotels and motels are: BringFido.com, DogFriendly.com, DogInMySuitcase.com, Pet Friendly Hotels & Motels, PetsWelcome.com and TripsWithPets.com. Call ahead for a reservation as soon as the possibility of evacuation comes up.

Bring a few of your pet’s favorite toys and comfort items to help him stay calm and reduce stress. Have some sanitation items such as cat litter, litter box and scoop, trash bags, newspaper and paper towels. Also consider taking a picture of you with your pet. In case you get separated, you can show what your pet looks like. You will also have proof that it is your pet if he’s found.

Pets should have some form of identification on them. The simplest way is a regular collar tag, which should have the pet’s name, your name, address and phone number on it. A waterproof pouch containing identification information can be attached to the collar.

The other common identification method is a microchip implanted underneath the animal’s skin with all of its information on it. A veterinarian or an animal shelter can perform the procedure, but the chip also has to be registered. For confined animals, such as birds, reptiles and small mammals, identification should be kept on the cage.

Birds, fish, reptiles and amphibians require special care, especially during a disaster. Birds can be transported in a covered carrier and then moved to a regular cage. They should be kept in a quiet area. You will need a plant mister to keep the bird cool, a hot water bottle to heat the cage, materials to line the bottom of the cage, and necessary dietary supplements.  

Reptiles can be transported in a cloth sack, such as a pillowcase, or a regular carrier. Upon arrival, immediately transfer the reptile to a secure cage. If possible, have the reptile defecate before transporting by soaking it in a shallow water bath. Also, have a water bowl for soaking, spray bottle for misting, heating pad, appropriate handling supplies, extra bags and newspapers, and dietary supplements.

Fish and amphibians can be transported in watertight plastic bags or ventilated plastic containers. Terrestrial or semi-aquatic amphibians only require a small amount of water. Moistened paper towels, clean foam rubber, or even moss will suffice. Fish and aquatic amphibians need plenty of water. The bag should be at least one-third full, then inflated with air and closed. Using water from your pets’ normal living space will probably reduce physiologic stress. It is recommended to monitor the water, temperature, humidity, lighting, and nutrition while your pet is at the shelter.

All of these animals should be kept away from heavy traffic areas, loud noises, and vibrations. All carriers should be escape-proof. Birds need to be fed and given water on a daily basis. Feed your fish, reptile or amphibian on its regular schedule if you can.

Ward County’s hub of history itself became the site of historic flooding last June.

Pioneer Village, the home and showcase of the Ward County Historical Society located next to the state fairgrounds, suffered devastating losses in the flood.

All 13 of its buildings received at least some damage. The railroad depot had up to eight feet of water and the warehouse, which held 13 antique automobiles, had seven feet. The entire original contents of the former Immanuel Lutheran Church, nearly a century old, were thrown out. Horse-drawn sleighs and buggies were devastated. Historic contents of the barbershop, dentist’s office, general store and post office were destroyed. Furniture from the first county courthouse, built in Burlington in 1886, was ruined. Schoolbooks and records were flooded, and the state’s first iron lung plus antique pump organs from the church were wiped out.

“So much was lost, it’s hard to comprehend it all,” says current director Sue Bergan. “The losses in the church hurt the worst. I sat down on the steps and cried the day they cleared it out.”

Compounding the devastation caused by the flood, the society then lost its long-time administrator and curator, Reverend David Jones, the pastor of the Dakota Baptist Church. While attending a church conference in Boston, he died of a heart attack on September 28, 2011.

“He was an exemplary person, a wonderful man, and a historian,” says Bergan. “He was from Mobile, Alabama, and had quite the cutest Southern accent. He just worked too many hours between the society and the church. It was a terrible blow to us to have to try to reorganize, knowing what he had accomplished and what still had to be accomplished.”

The historical society was facing a historic crisis.

Volunteers — many facing their own flood-related demands at home and work — stepped up, including outside groups such as Lutheran Social Services and students from Minot State University and Trinity Bible College in Ellendale. The Minot post office donated an antique post office that was collecting dust in a corner of its building. The Stenkjaer Lutheran Church in Simcoe, which was closing, donated all its contents to Pioneer Village. An area farmer who has the first schoolhouse in Ward County still on his property is willing to donate the building and all its contents if the society can find the funds to move it. Other volunteers have “adopted” a Model T and a John Deere tractor, promising to restore the antique vehicles on their own. Bergan hopes additional items can be similarly restored.

Staff from the State Historical Society of North Dakota, the State Historic Preservation Office, the American Institute for Conservation, the Heritage Preservation organization, the University of Utah Preservation Library and FEMA also pitched in with their various specializations, helping inventory contents and deciding what could be saved and how it could be restored.

The Ward County Historical Society (WCHS) is a private, non-profit organization – which can be eligible for FEMA Public Assistance aid if they meet certain qualifications. The historical society was an eligible applicant and received funding for repairs to nine of the buildings, debris removal, and restoration of a portion of the collection. FEMA’s team of environmental and historic preservation experts also provided valuable technical assistance to ensure FEMA funding could be used to maximum effect.

Charles Bello, FEMA Historic Preservation Specialist, who worked closely on this project, states that, “We were able to provide guidance and funding to help ensure that key items in the Historical Society’s collection will live on and be enjoyed for generations to come.”

Bergan herself had her own business hanging and removing wallpaper. She had worked with the historical society in January, 2010, when she and her mother re-wallpapered the upstairs apartment in the century-old Samuelson House at Pioneer Village. The flood wiped out a bridge to her own home, and she and her husband had half-hour walks up and down ladders on river banks to get home until a new bridge was built in October. In the meantime, she had volunteered to help at the society, and after Jones’ death she found herself drafted to be the new director.

“It’s going to be all of two years until everything is restored,” she says. “The immediate projects are to reseed the grass and get the outside of the buildings looking nice. I would like to have a couple of buildings open by the time the state fair opens July 20, but I don’t know if that’s going to happen or not. The log cabin and courthouse, maybe the cook car [a horse-drawn wagon pulled from farm to farm during threshing season], those are the three I’m hoping for, but it’s kind of a far reach.”

“I don’t know how we’ll commemorate the 2011 flood itself,” says Bergan. “Maybe just by winning the battle and reopening. We’re going to have a party then, that’s for sure.”
