AUSTIN, Texas – State and federal recovery officials encourage Texans to watch for and report any suspicious activity or potential fraud from scam artists, identity thieves and other criminals. Also, FEMA does not endorse any commercial businesses, products or services.

FEMA encourages survivors as well as local residents and businesses to be especially vigilant for these common post-disaster fraud practices:

Fraudulent building contractors. When hiring a contractor:

  • Use licensed local contractors backed by reliable references.
  • Demand that contractors carry general liability insurance and workers’ compensation.
  • Do not pay more than half the costs of repairs upfront.

Bogus pleas for post-disaster donations. Often, unscrupulous solicitors may play on the emotions of disaster survivors, residents and business owners. Be aware that disaster aid solicitations may arrive by phone, email, letter or face-to-face visits. To ensure a charity is legitimate:

  • Ask for the requestor’s name as well as the charity’s exact name, street address, phone number and website address – then call the charity directly to confirm the person asking for funds is an employee or volunteer.
  • Whether making a donation by cash or with a credit card, request a receipt including the charity’s name, street address and phone number.
  • With text messages, the five-to-six digit numbers known as a short code makes it difficult to tell who is on the receiving end. A legitimate charity will not ask for personal information or a credit card number by text.

Identity theft. Beware of visits, calls or e-mails from people claiming to be from FEMA, the state of Texas or a volunteer group. They will ask for an applicant’s Social Security number, bank account number or other sensitive information because their real goal is to steal personal identity and money.

  • Don’t fall for scam artists who promise a disaster grant and ask for large cash deposits or advance payments in full.
  • Federal and state workers do not solicit or accept money. FEMA and the U.S. Small Business Administration staff never charge applicants for disaster assistance, inspections or help in filling out applications.

Phony housing inspectors. Homeowners and registered FEMA applicants should watch out for housing inspectors claiming to represent FEMA or the SBA.

  • Inspectors already have each applicant’s nine-digit registration number and a FEMA inspector will not ask for this number.
  • FEMA inspectors NEVER require banking or other personal information.
  • The job of FEMA housing inspectors is to verify damage. Inspectors do not hire or endorse specific contractors to fix homes or recommend repairs. They do not determine eligibility for assistance.

Federal and state representatives carry photo identification. Ask to see it. If unsure, call FEMA to verify the employee at 800-621-3362 (FEMA) or TTY 800-462-7585.

If fraud is suspected, call the FEMA Disaster Fraud Hotline at 866-720-5721. If you are a victim, suspect a home repair scam, are contacted for unsolicited information, or believe a business is practicing price gouging, call the Office of the Texas Attorney General at 800-252-8011.

Be On Alert for Disaster-Related Fraud and Scams

AUSTIN, Texas — Texans who suffered damage or losses from the March 7-29 severe storms, tornadoes and flooding only have until Wednesday, May 18, to register for FEMA assistance.

“We do not want to see anyone lose the opportunity to receive money that they are due,” said Federal Coordinating Officer Kevin Hannes, who is in charge of FEMA’s operations in Texas. “But as we deal with multiple disasters here in Texas, FEMA must ask survivors to meet this deadline so that we can start the next steps in the recovery process.”

To register, people can go online anytime at DisasterAssistance.gov. Survivors also can register with FEMA by phone (voice, 711 or video relay service) at 800-621-3362 (FEMA), TTY 800-462-7585. The toll-free lines are open 7 a.m. to 10 p.m. local time, seven days a week. Multilingual operators are available.

Applicants will be asked for the following information:

  • Social Security number;
  • address of the damaged primary residence;
  • description of the damage;
  • information about insurance coverage;
  • a current contact telephone number;
  • an address where they can receive mail; and
  • a bank account and routing numbers for direct deposit of funds.

FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims are settled.

Before starting repairs or rebuilding a home or business, it is important to contact your local building code official or floodplain manager.

Only Two Weeks Left to Register for March Storms Disaster Assistance

AUSTIN, Texas – Residents in Parker County with losses or damage from the severe storms and flooding of April 17-24 should register for federal disaster assistance with FEMA, even if they registered with the agency following the March storms.

An April 25 federal disaster declaration made Parker County — along with Fayette, Grimes and Harris counties — eligible for FEMA’s Individual Assistance program. Parker County also was included in the March 19 disaster declaration for the severe storms, tornadoes and flooding March 7-29. Each disaster is a separate event.

Parker County survivors can register with FEMA anytime at DisasterAssistance.gov. They also can register by phone (voice, 711 or video relay service) at 800-621-3362, TTY 800-462-7585. The toll-free lines are open from 7 a.m. to 10 p.m., seven days a week. Multilingual operators are available.

When registering, applicants will be asked for the following information:

Storm Damage in March and April – Register Again with FEMA

WASHINGTON –The Federal Emergency Management Agency (FEMA) announced that the President has made additional disaster assistance available by authorizing an increase in the level of Federal funding for Public Assistance projects undertaken by the Omaha Tribe of Nebraska and Iowa as a result of flooding during the period of May 24 to August 1, 2011 in Iowa and during the period of May 25 to August 1, 2011 in Nebraska.

Under the President’s major disaster declaration issued for the State of Iowa on June 27, 2011 and the State of Nebraska on August 12, 2011, federal funding was made available for Public Assistance and Hazard Mitigation at 75 percent federal funding of total eligible costs.          

Under the President’s order yesterday, the Federal share for Public Assistance has been increased to 90 percent of the total eligible costs for the Omaha Tribe of Nebraska and Iowa.

President Amends Iowa and Nebraska Disaster Declarations

RIDGELAND, Miss. – Disaster assistance for temporary housing, essential home repairs, replacement of personal property or for other serious needs does not count as taxable income.

Therefore, Mississippians affected by the severe storms and flooding who receive federal assistance will not lose Social Security or Medicare benefits, will not pay additional taxes, or give up income-based benefit programs.

As of April 18, 2016, FEMA has awarded $5.8 million in disaster assistance to Mississippians affected by the disaster that occurred from March 9 through 29 in 17 disaster-designated counties.

Eligibility for FEMA assistance is not dependent on income.

The amount of disaster assistance an applicant receives is based on the amount of eligible loss and damage incurred as a direct result of the recent storms and flooding and the amount of their insurance settlement, if any.

Tallahatchie County Added to Federal Disaster Declaration for March Severe Storms and Floods

AUSTIN, Texas – Texas residents affected by the severe storms, tornadoes and flooding in March will not lose Social Security benefits, pay additional taxes, or give up income-based benefit programs if they accept federal or state disaster aid. This includes homeowners, renters and businesses in Erath, Gregg, Harrison, Henderson, Hood, Jasper, Limestone, Marion, Newton, Orange, Parker, Shelby and Tyler counties who register for disaster assistance.

In most cases, the Social Security Administration does not count federal or state disaster aid as income, according to recovery officials from the state of Texas and the Federal Emergency Management Agency.

A few questions that often come up following a disaster declaration are:

FEMA Grants

Question: I’m between 62 and 65 years of age, and have chosen to receive Social Security benefits. If my income is more than a certain amount each year, I must reimburse a portion of my Social Security payment. Will FEMA grants add to my income and require me to repay Social Security?

Answer: No. FEMA grants for housing and other disaster assistance are not counted as income.

Taxes

Question: I’m over 65, but if I earn more than a certain amount, I must pay tax on my Social Security income. Will FEMA grants boost my income and require me to pay tax on my Social Security income?

Answer: No. The IRS does not count FEMA grants for housing and other disaster assistance as income.

Other Assistance

Question: Will receiving a grant cause my income to increase to the point that I am no longer eligible for Medicaid, welfare assistance or food stamps?

Answer: No. Grants for housing and other disaster assistance are not counted as income in determining eligibility for income-tested benefit programs that the U.S. government funds.

FEMA Officials Visiting Southeast Texas Communities to Link Residents with Resources for Recovery

AUSTIN, Texas – Residents in Jasper, Newton and Orange counties may see FEMA’s Disaster Survivor Assistance (DSA) teams in their communities, offering a personal link to the resources for recovery.

Using the latest mobile technology, DSA team members can help survivors register for disaster assistance, update information on applications, assist with determining ongoing needs, and make referrals to whole community partners.

The DSA teams are there in partnership with the Texas Division of Emergency Management and local officials. DSA team members wear FEMA attire and carry FEMA photo IDs. If the photo ID is not displayed, ask to see it.

They may request the following information:

  • Social Security number
  • Address of the damaged primary residence
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can receive mail
  • Bank account and routing numbers for direct deposit of funds

FEMA officials will be in the counties to meet with residents who suffered damage from the severe storms, tornadoes and flooding that began March 7. Residents in these counties do not have to wait until they meet with a DSA team member to register for FEMA assistance.
