Individuals who had disaster-related damage or losses between May 26 and June 24 and who live or work in the 24 eligible counties have until Wednesday, Aug. 10, to register for FEMA assistance.

AUSTIN, Texas—More than $51 million in federal disaster assistance to date is helping fuel the recovery for households and businesses in 24 Texas counties hit hard by the May-June storms and flooding.

As of July 13, nearly $28.4 million was approved in FEMA household assistance grants for eligible applicants to repair damaged homes and pay for temporary housing. An additional $4.5 million was approved to cover other essential needs including personal property, disaster-related dental and medical expenses, transportation and child care.

Some 4,911 households in 24 designated counties were approved for FEMA assistance. The designated counties are Austin, Bastrop, Brazoria, Brazos, Burleson, Eastland, Fayette, Fort Bend, Grimes, Harris, Hidalgo, Hood, Kleberg, Lee, Liberty, Montgomery, Palo Pinto, Parker, San Jacinto, Stephens, Travis, Tyler, Waller and Washington.

The U.S. Small Business Administration approved 328 businesses, nonprofits, homeowners and renters for low-interest disaster loans totaling nearly $18.5 million.

“FEMA and the SBA have been working with our state and local partners to help families and communities get back on their feet,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “But we can only assist you if you have registered with FEMA.”

Federal Disaster Assistance Tops $51 Million for May-June Storms and Flooding

CHARLESTON, W. Va. – Disaster assistance grants approved for homeowners and renters affected by last month’s severe storms, flooding, landslides and mudslides, has reached more than $28 million, less than three weeks after President Obama issued a major disaster declaration for West Virginia.  

That total includes more than $24.2 million in housing assistance and more than $4.3 million in other needs assistance. More than 6,900 households and businesses have registered with the Federal Emergency Management Agency (FEMA) to date. Disaster assistance may include grants to help homeowners and renters pay for temporary housing, essential home repairs, personal property replacement, and serious disaster-related needs.

During the same period, one of FEMA’s partners in disaster recovery, the U.S. Small Business Administration (SBA) approved 55 low-interest disaster loans to businesses, homeowners and renters, totaling just over $3 million. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property.

Federal disaster assistance is now available to residents of 12 counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers, and Webster. FEMA-contracted housing inspectors have completed more than 5,400 inspections of disaster-damaged properties to verify damage. There are currently 32 inspectors in the field.

The Federal Emergency Management Agency (FEMA) encourages all survivors who sustained disaster-related damage or losses to apply online at DisasterAssistance.gov or by phone (voice, 711 or relay service) at 800-621-3362. (TTY users should call 800-462-7585.) The toll-free lines are open 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available.

In support of the State of West Virginia, FEMA has deployed 15 teams of Disaster Survivor Assistance (DSA) personnel to canvass storm-damaged neighborhoods. DSA workers are equipped to register survivors with FEMA and answer their questions about disaster assistance.

The State and FEMA have opened 14 Disaster Recovery Centers (DRCs) and one Mobile Disaster Recovery Center (MDRC) in the affected area. The centers report 3,319 visitors to date. DRCs currently are open 7 a.m. to 7 p.m. seven days a week.

Disaster assistance grants from FEMA are not taxable income and will not affect eligibility for Social Security, Medicaid, welfare assistance, food stamps and several other programs. Disaster grants are just that—grants that do not have to be paid back to the government.

What Texans Are Asked When Applying for FEMA Assistance

AUSTIN, Texas – Federal officials are cautioning Texans who have received disaster assistance from FEMA to use the money for its intended purpose and to keep disaster spending receipts for three years.

Disaster assistance is to help residents meet basic disaster-related needs and funds are distributed via check or direct deposit. A letter explaining what the payment is to be used for arrives within a day or two of the check or direct deposit payment.

If an applicant spends the payment on anything other than the purpose for which it is directed, he or she may be denied assistance the next time a disaster strikes. In some cases, FEMA will ask that the money be returned.

“Money from FEMA is not like a tax refund from the IRS, so please don’t treat it as such,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “These funds are to help survivors in their disaster recovery and shouldn’t be used for anything else.”

Those receiving assistance are urged to keep receipts of their disaster spending for three years to document the money was used to meet disaster-related needs. If a recipient receives an insurance settlement to cover the same expenses, he or she must reimburse FEMA. Random audits are conducted to confirm funds were spent properly.

Disaster assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners.

FEMA to Those Who Receive Assistance: Use Funds for Its Intended Purpose

CHICAGO –Ensure your Independence Day weekend is filled with celebration and not regret with these 10 fire safety tips, from the Federal Emergency Management Agency (FEMA) Region V office in Chicago:

  1. Be sure fireworks are legal in your area before using or buying them.
  2. Always have an adult supervise fireworks activities and never allow children to play with or ignite fireworks. Sparklers alone account for one quarter of emergency room fireworks injuries.
  3. If you set off fireworks, keep a bucket of water handy in case of malfunction or fire.
  4. If fireworks malfunction, don’t relight them! Douse and soak them with water then throw them away.
  5. Never ignite fireworks in a container, especially one that is glass or metal.
  6. Use your grill well away from your home and deck railings, and out from under branches or overhangs.
  7. Open your gas grill before lighting.
  8. Periodically remove grease or fat buildup in trays below your gas or propane grill so it cannot be ignited.
  9. Declare a three-foot “kid and pet-free zone” around the grill to keep them safe.
  10. Avoid loose clothing that can catch fire when cooking on the grill.

Ten Safety Tips for this 4th of July

CHICAGO – It’s too easy to think we’re invincible when it comes to lightning storms—going outside, staying in the pool, or continuing a softball game as thunder sounds in the distance are not safe activities when lightning and thunder are in the area. Instead, move indoors when thunder roars—such a simple step could save more than 400 people from getting struck by lightning every year.

In recognition of Lightning Safety Awareness Week, June 19 – 25, 2016, FEMA is encouraging everyone to get storm safety smart:

  • There is no safe place outdoors when thunderstorms are in the area. Get indoors and avoid contact with corded phones, electrical equipment, plumbing, and windows and doors.
  •  Water is an excellent conductor of electricity – so get out of and away from water!  
  • Electricity always seeks the shortest path to its destination. Avoid tall, isolated trees or other tall objects in a lightning storm.
  • When camping, set up in a valley, ravine or other low area. Tents and open-sided shelters don’t provide protection from the dangers of lightning. If there isn’t a substantial building nearby, take shelter in your vehicle.
  • Wait 30 minutes after the last lightning or thunder before going back outside.
  • Anyone struck by lightning will need immediate medical attention. Call 911 and remember: lightning victims do not carry an electrical charge and are safe to touch.

When there’s Lightning, Bolt to Safety Indoors

AUSTIN, Texas – As storms and flooding wreak havoc across Texas, FEMA officials are warning of another danger: scam artists and unscrupulous contractors out to fleece communities and survivors struggling to recover from disaster.

Be aware of these most common post-disaster scams:

Housing inspectors: If home damage is visible from the street, an owner/applicant may be vulnerable to those who pose as housing inspectors and claim to represent FEMA or the U.S. Small Business Administration.

  • Ask for identification. Federal and state representatives carry photo ID. A FEMA or SBA shirt or jacket is not proof of affiliation with the government.

  • FEMA inspectors never ask for banking or other personal information. < >EMA housing inspectors verify damage but do not hire or endorse specific contractors to fix homes or recommend repairs. They do not determine eligibility for assistance.

  • Use licensed local contractors backed by reliable references; recovery experts recommend getting a written estimate from at least three contractors, including the cost of labor and materials; and read the fine print.

  • Demand that contractors carry general liability insurance and workers’ compensation. If he or she is not insured, you may be liable for accidents that occur on your property.

  • Avoid paying more than half the costs upfront. Doing so offers little incentive for the contractor to return to complete repairs.

Pleas for post-disaster donations: Con artists play on the sympathies of disaster survivors, knowing that people want to help others in need. Disaster aid solicitations may arrive by phone, email, letter or face-to-face visits. Verify charitable solicitations:

  • Ask for the charity’s exact name, street address, phone number and web address, then phone the charity to confirm that the person asking for funds is an employee or volunteer.

  • Don’t pay with cash. Pay with a check made out to the charity in case funds must be stopped later.

  • Request a receipt. Legitimate nonprofit agencies routinely provide receipts for tax purposes.

Offers of state or federal aid: Beware of anyone claiming to be from FEMA or the state and asking for a Social Security number, bank account number or other sensitive information. Scammers may solicit by phone or in person, promising to speed up the insurance, disaster assistance or building permit process. Others promise a disaster grant and ask for large cash deposits or advance payments. Here’s how to protect yourself:

  • Federal and state workers do not solicit or accept money. FEMA and SBA staff never charge applicants for disaster assistance, inspections or help in filling out applications. If you have any doubts, do not give out information and file a report with the police.

If you suspect fraud, call the FEMA Disaster Fraud Hotline at 866-720-5721. If you are a victim of a home repair or price-gouging scam, call the Office of the Texas Attorney General at 800-252-8011. Protect Yourself from Disaster-Related Fraud and Scams

AUSTIN, Texas – Not every Texan who registered for federal disaster assistance following the April storms and flooding will qualify for aid. However, an appeal process can ensure those affected by the storms will receive all aid for which they are legally eligible.

People who live or work in the following 12 counties may be eligible for assistance for the April 17-24 storms: Austin, Colorado, Fayette, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Waller and Wharton.

Applicants from those counties have 60 days from the date on FEMA’s determination letter to file their appeal. The FEMA letter describes the amount and type of assistance being offered.

Applicants who are dissatisfied with FEMA’s decision may call the FEMA helpline at 800-621-3362 (FEMA) or TTY 800-462-7585 for information on how to file an appeal. Specialists are available from 7 a.m. to 10 p.m., seven days a week.

The presidential disaster declaration of June 11 makes federal assistance available to affected individuals and households in 12 Texas counties: Austin, Brazoria, Brazos, Fort Bend, Grimes, Hidalgo, Hood, Montgomery, San Jacinto, Travis, Waller and Washington.

Residents are encouraged to apply for FEMA disaster assistance even if they applied for or received aid for other recent disasters.

“It may seem confusing, but residents who received disaster aid earlier this year need to apply again for assistance available through this new disaster declaration,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “We want to make sure that all Texans who had damage in this latest disaster receive every bit of assistance they are eligible for.”

Texans can register the following ways:

  • online at www.DisasterAssistance.gov

  • phone 800-621-3362 (FEMA). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Applicants who use 711 or Video Relay Service may also call 800-621-3362. The toll-free numbers are open from 6 a.m. to 10 p.m. CDT seven days a week. Multilingual operators are available.

  • visit a disaster recovery center

To find the nearest disaster recovery center, go online to the Disaster Recovery Center Locator at asd.fema.gov/inter/locator/home.htm.

If you have a disability and need an accommodation to access Braille or large print, please let the FEMA representatives know. American Sign Language interpreters can be available, if requested, by calling Everett Sedgwick at 202-870-4129.

Disaster assistance for homeowners and renters may include grants to help pay for temporary housing and essential home repairs, as well as other serious disaster-related needs such as medical and dental expenses.

FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims have been settled.
