TALLAHASSEE, Fla. – Survivors rebuilding their lives from Hurricane Hermine have 30 days left to register for federal disaster assistance. The storm caused widespread damage along Florida’s western coastline. The State of Florida, the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) continue to support individual and family recovery efforts.

As of close of business Oct. 27, 2016, nearly $38 million in federal assistance has been provided to homeowners, renters and business owners in designated areas for Hurricane Hermine, including:

  • $27 million in flood insurance approved for policyholders under the National Flood Insurance Program (NFIP).
  • More than $5.5 million approved to help individuals and families recover from the disaster, including more than $4.5 million for housing assistance.
  • Nearly $5.4 million in SBA disaster loans to both individuals and businesses.

Individuals who have underinsured or uninsured damages or losses from Hurricane Hermine and who live in the eight eligible counties still have until Monday, Nov. 28, to register for FEMA assistance. The counties included in the federal disaster declaration are Citrus, Dixie, Hernando, Hillsborough, Leon, Levy, Pasco and Pinellas

Register online at DisasterAssistance.gov or by calling 800-621-3362, which is Video Relay Service (VRS) accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m., seven days a week, until further notice. Don’t wait to register. Applying for federal disaster assistance now may help if you still have unmet needs after receiving your insurance payment. While FEMA cannot duplicate assistance covered by insurance, you may still be eligible for assistance for losses not covered by insurance. FEMA grants do not have to be repaid, are nontaxable and do not affect eligibility for Social Security, Medicaid or other federal benefits.

Register with FEMA and, if asked, complete and return the SBA loan application. There is no charge to apply for the loan and no obligation to accept it if approved. SBA low-interest disaster loans can help homeowners, renters, businesses of all sizes and private nonprofit organizations rebuild. Homeowners can receive loans of up to $200,000 to repair or replace their primary residences. Homeowners and renters may also borrow up to $40,000 to replace damaged or destroyed personal property including vehicles. Businesses and private nonprofit organizations can borrow up to $2,000,000 for disaster-related losses.

Hurricane Hermine Survivors: Assistance Still Available, 30 Days Left to Register for Federal Disaster Aid

ATLANTA – Homeowners, renters and business owners in Evans, Liberty and Long counties may apply for federal disaster assistance for Hurricane Matthew damage and losses in Georgia.  In addition to the three counties now eligible to apply for assistance under FEMA’s Individual Assistance Program, seven counties had already received approval to apply for assistance, including Bryan, Bulloch, Chatham, Effingham, Glynn, McIntosh and Wayne

Damage and losses from the hurricane and flooding must have occurred Oct. 4-15.

Survivors are encouraged to register with FEMA the following ways:

  • Download the FEMA mobile app

  • Call the FEMA Helpline at 800-621-3362 (FEMA). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Toll-free numbers are open daily from 7 a.m. to 11 p.m.

People with disabilities are eligible to receive the same services and assistance offered to everyone in the declared disaster area, and FEMA is committed to ensuring those services are available.

Survivors requiring a reasonable accommodation (American Sign Language interpreting, braille, assistive technology equipment, etc.) may call the appropriate helpline number for support. FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Federal Aid Programs for the State of Florida Emergency Declaration

BATON ROUGE, La. – Nonprofit organizations that experienced damage or losses from the August floods may apply for Federal Emergency Management Agency Public Assistance grants to help them get back to the business of helping others.

As part of its mission, FEMA provides grants to state, tribal and local governments and certain private nonprofits through its Public Assistance program. For the August floods, these grants reimburse 90 percent of eligible costs for emergency protective measures, and repair and restoration of public facilities and infrastructure to pre-disaster condition.

Only certain nonprofit organizations (PNPs) are eligible. If they provide critical services, such as education, utility, emergency or medical, they can apply directly to FEMA. Those that provide non-critical, essential services to the community must first apply for a low-interest loan from the U.S. Small Business Administration (SBA). FEMA may pay for all eligible emergency work and the permanent work not covered by an SBA loan.

Essential service providers include:

  • Child care centers;
  • Libraries, museums and zoos;
  • Community centers;
  • Disability advocacy and service providers;
  • Homeless shelters and rehabilitation facilities;
  • Social and human services organizations for children, youth and adults; and
  • Senior citizen centers.

A nonprofit that can prove its tax-exempt status from the IRS or the state can begin the process by submitting a Request for Public Assistance (RPA) to the State of Louisiana. The State of Louisiana will forward completed applications to FEMA for eligibility determination.

Some Nonprofits May Qualify for FEMA Disaster Grants

WASHINGTON, D.C.  – The Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Iowa to supplement state and local recovery efforts in the area affected by severe storms, straight-line winds, and flooding during the period of August 23-27, 2016.

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by severe storms, straight-line winds, and flooding in Allamakee, Chickasaw, Clayton, Fayette, Floyd, Howard, Mitchell, and Winneshiek counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

James N. Russo has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.

Note: The disaster declaration is not related to the most recent flooding in Iowa. FEMA is currently supporting the state with Preliminary Damage Assessments related to the September event.

President Obama Signs Iowa Disaster Declaration

BATON ROUGE, La. — Many residents of parishes covered by last month’s presidential disaster declaration might be eligible for federal assistance, but have yet to seek help from the Federal Emergency Management Agency.

Some homeowners and renters who would qualify for assistance miss out on aid because they are mistaken or misinformed about applying, or are returning to damaged dwellings. All you need to do is register with FEMA to get the process started.

To seek aid, call 800-621-3362 between 6 a.m. and 10 p.m. seven days a week. People who are deaf, hard of hearing or have a speech disability and use TTY call 800-462-7585, and those who use 711 or Video Relay Services may call 800-621-3362. You may also apply online with any computer, smartphone or tablet at www.DisasterAssistance.gov   

Some survivors who already have cleaned up and made repairs themselves think they cannot apply for assistance. Others worry that accepting money from FEMA might affect their Social Security checks or that a FEMA grant would be taxed as income by the IRS. Neither is the case.

Still others might hesitate in accepting taxpayer money because they feel their neighbors need it more.

Sometimes survivors assume that once they collect their insurance claims they are no longer eligible for federal help, even if the insurance payment fell short of covering the damages.

Perhaps the most common reason, however, that people do not apply for FEMA assistance is their mistaken assumption that once they alert local, county or state officials to their damages they automatically are registered with FEMA. They are not.

Many Residents Missing Out on FEMA Help

CHARLESTON, W.Va. – It has been more than 10 weeks since disaster assistance personnel from the Federal Emergency Management Agency (FEMA) deployed to West Virginia in response to President Obama’s major disaster declaration of June 25, 2016. The president’s signature on the decree made federal assistance available to eligible survivors of the June 22-29 severe storms, flooding, landslides and mudslides in 12 counties.

Although the deadline for registering for individual financial assistance from FEMA has passed, the recovery continues and FEMA disaster recovery specialists remain on the scene. Survivors of the June storms and flooding, who have registered for FEMA assistance, still have access to the agency for information about temporary housing, help with insurance claims, questions about filing an appeal, and other disaster services and resources.

Registered individuals have access to FEMA’s toll-free Helpline, seven days a week, 7 a.m. to 10 p.m. EDT. Call 800-621-3362 (TTY users should call 800-462-7585). Multilingual operators are available.

Applicants receiving temporary rental assistance and who have a need for continuing housing assistance must apply to FEMA for approval. FEMA will evaluate the information to determine if the applicant qualifies for ongoing federal rental assistance, based on financial need. Contact the FEMA Helpline for information on how to apply.

FEMA urges registered individuals to “keep in touch” and notify FEMA of address or phone number changes, initiate appeals or reschedule inspection appointments. It is important to keep all contact information current to avoid delays in getting assistance.  

As of the Sept. 7 deadline, 8,974 West Virginia homeowners and renters have applied to FEMA for disaster assistance. To date more than $33.3 million in individual housing assistance grants and nearly $6.4 million in other needs assistance have been approved for residents of the 12 designated counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing and essential home repairs. Other needs assistance provides funding for repair or replacement of furnishings and other personal property, transportation and other disaster-related needs such as transportation and childcare. Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicare and other federal and state programs. Grants do not have to be repaid to the federal government.

Since the June 25 disaster declaration, the U.S. Small Business Administration (SBA), one of FEMA’s partners in disaster recovery, has approved 735 low-interest disaster loans totaling nearly $47.7 million. SBA offers low-interest disaster loans to homeowners and renters who have applied for FEMA assistance, as well as to businesses of all sizes and private nonprofit organizations. SBA disaster loans may cover the cost of repairing, rebuilding or replacing lost or disaster-damaged real estate and personal property.

Examples include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps. Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

Baton Rouge, La. – Louisiana renters who experienced losses due to the severe storms and flooding beginning on Aug. 11, 2016, may be eligible for disaster recovery assistance from FEMA and the U.S Small Business Administration (SBA).

Renters may be eligible for grants from FEMA to help with such disaster-related expenses as:

  • Renting a new place to live when the renter’s previous home was lost due to the disaster.
  • Disaster related medical and dental expenses.
  • Replacement or repair of necessary personal property lost or damaged in the disaster, such as appliances and furniture, textbooks and computers used by students, and work equipment or tools used by the self-employed.
  • Repair or replacement of vehicles damaged by the disaster.
  • Disaster-related funeral and burial expenses.

FEMA grants are not loans and do not have to be repaid. They are not taxable income and will not affect eligibility for Social Security, Medicaid, welfare assistance, SNAP benefits and several other programs.

Additionally, renters may qualify for a low-interest loan of up to $40,000 from the SBA to repair or replace personal property.

include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps.  Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

Survivors with questions regarding FEMA registration or who have not yet registered for assistance should call the FEMA Helpline (voice, 711 or relay service) at 800-621-3362. (TTY users should call 800-462-7585) or visit DisasterAssistance.gov . The toll-free lines are open 7 a.m. to 10 p.m. EDT seven days a week. Multilingual operators are available.

West Virginia homeowners and renters who have registered for disaster assistance with FEMA are encouraged by recovery officials to “stay in touch.” If survivors change their address or phone numbers they should update that information with FEMA. Missing or erroneous information could result in delays getting a home inspection or in receiving assistance.
