Each community is required to adopt updated maps to continue participating in the National Flood Insurance Program (NFIP), which makes flood insurance available to the community.

Flood Map Meetings Scheduled in Ocean County

DENTON, Texas – Residents, business and residential renters, and business owners in Bellaire, Texas can now enjoy a 5 to 15 percent reduction in flood insurance premiums because of the city’s active participation in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS).

This means those policyholders who reside in Special Flood Hazard Areas (SFHA) will receive a 15 percent reduction on flood insurance premiums, and policyholders located outside the SFHA will enjoy a 5 percent discount.

In addition to lower premiums, the rating program helps to reduce the threat of damage from flooding, according to officials with the Federal Emergency Management Agency (FEMA). “The flood insurance program rewards communities for implementing programs and policies that protect their residents from flooding,” said FEMA Region 6 Administrator Tony Robinson. “Bellaire’s higher regulatory standards, public education outreach, drainage system maintenance and effort at developing additional flood data, among other activities, have earned the city lower premiums as a CRS Class 7 Community.”

The reduction in flood insurance premiums represents an annual savings in premium costs for Bellaire policy holders and will take effect at the time a new policy is written or an effective policy is renewed. Those individuals and business owners with a Preferred Risk Policy will not receive premium rate credits under the CRS because it already has a lower premium than other policies.

The city’s participation in the program has been beneficial in many respects. In addition to the reduction in insurance premiums, local officials are more knowledgeable about floodplain management and residents are more knowledgeable about mitigation and flood insurance.    The CRS program has helped make Bellaire a safer place to live, reduced the economic impact of flood hazards and saved their citizens money on flood policy premiums.

CRS is a voluntary program for National Flood Insurance Program (NFIP)-participating communities. Bellaire, Texas Celebrates a Safer Community

DENVER – Flooding is the most common natural disaster in the United States.  Recent years have seen more frequent severe weather events, like Hurricane Sandy, which ravaged the East Coast.  The Federal Emergency Management Agency (FEMA) manages the National Flood Insurance Program (NFIP) that provides flood insurance policies that provide millions of Americans their first line of defense against flooding.  But those flood insurance policies are only one component of the program and just part of the protection NFIP provides to individuals and the American public at large.

For anyone to be able to purchase an NFIP policy, the only requirement is that they live in a participating community.  A participating community can be a town or city or a larger jurisdiction like a township or county that includes unincorporated areas.  It is up to the community to opt into the NFIP program for the benefit of its citizens.  When joining the program, the community agrees to assess flood risks and to establish floodplain management ordinances.  In return for taking these actions, residents are able to purchase federally backed flood insurance policies.

One of the cornerstones of the NFIP is the flood mapping program.  FEMA works with states and local communities to conduct studies on flood risks and develop maps that show the level of risk for that area, called a Flood Insurance Rate Map (FIRM).  The FIRM provides useful information that can assist in communities in planning development.  The area that has the highest risk of flooding is the Special Flood Hazard Area (SFHA), commonly called the floodplain.  The SFHA has a one percent chance of being flooded in any given year.  Because of the greater risk, premiums for flood insurance policies for properties in the SFHA are greater than for those for properties outside of it. 

Equally important to knowing the risks of flooding is having a game plan to address those risks.  This is role of floodplain management.  Local communities must comply with minimum national standards established by FEMA, but are free to develop stricter codes and ordinances should they choose to do so.  Key elements of floodplain management include building codes for construction in the floodplain and limitations on development in high risk areas.  Floodplain management is an ongoing process, with communities continually reassessing their needs as new data becomes available and the flood risk for areas may change.

The NFIP brings all levels of government together with insurers and private citizens to protect against the threat of flooding.  Federally sponsored flood maps and locally developed floodplain regulations give property owners the picture of their risk and ensure building practices are in place to minimize that risk.  As a property owner, purchasing a flood insurance policy is a measure you can take to further protect yourself.  To find out more about your individual risk contact your local floodplain administrator. There’s More to NFIP than Just the Policy

PHILADELPHIA, Pa. – The Town of Bowers, DE, is scheduled to be placed on probationary status with the National Flood Insurance Program (NFIP) on November 21, 2013, unless the Town remedies all of the identified corrective actions prior to that date.  The NFIP is a federally backed program administered by the Federal Emergency Management Agency (FEMA).  The program provides flood insurance coverage to residents of communities that agree to participate by adopting and enforcing adequate floodplain management ordinances and practices.

After working with the Town for three years to obtain compliance with the minimum requirements of the program, FEMA sent notification to Town officials that unless the identified remedial measures are taken, the Community will be placed on probation for floodplain management violations and program deficiencies.

The deficiencies cited in the Town of Bowers notifications include failure to manage floodplain development in accordance with the Town’s floodplain program, and failure to obtain and maintain compliance documentation for all floodplain development.  Direct violations of the community’s flood damage prevention ordinance include failure to implement enforcement procedures to mitigate all suspected or known violations.  Due to these identified deficiencies, FEMA is required to initiate the probation process pursuant to Title 44 of the Code of Federal Regulations §59.24.

These program deficiencies came to light after a Community Assistance Visit (CAV) on March 25, 2010.  A CAV is a dual purpose meeting where a community is able to receive technical assistance related to the NFIP, and FEMA is able to assess the community’s enforcement of its floodplain management regulations.  Since the 2010 CAV, FEMA has provided technical assistance on numerous occasions to the Town of Bowers regarding the floodplain management violations and program deficiencies.

Property owners will still be able to purchase and renew flood insurance coverage during the probationary period, but a $50 surcharge will be added to any policy sold or renewed in the community for the next year beginning on November 21, 2013.  There are currently 123 flood insurance policies in the Town.

If the Town fails to make adequate progress during the first six months of the NFIP probation, or by May 21, 2014, the Town could be suspended from the program.  The result of suspension is the loss of federally-backed flood insurance in the community, meaning that residents will not be able to purchase or renew their flood insurance policies after the suspension occurs. 

Additionally, if a flood disaster occurs in a suspended community, most types of federal disaster assistance for structures within the Special Flood Hazard Area (SFHA), including federal assistance to individuals and households is not available.  Furthermore, the Flood Disaster Protection Act of 1973 prohibits federal agencies from making grants, loans, or guarantees for the acquisition or construction of structures located in a SFHA.

National Flood Insurance Program Probation for Bowers, DE

Latest study reveals increased flood risk along the Pit River

OAKLAND, Calif. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is working with the city of Alturas and Modoc County, Calif., to update flood hazard risk information.  FEMA released preliminary flood maps that will help community officials, individuals and business owners identify known flood risks.  When finalized, the maps will be used for flood insurance, land use, and development decisions.  The revised maps are digital, incorporating the latest technology to identity flood risk based on detailed engineering models, decades of rainfall, storm gauge information, and current topographic data.

The preliminary flood maps propose changes to areas for structures near the Pit River, North Fork Pit River and South Fork Pit River.  Currently, there are approximately 210 structures located within the Special Flood Hazard Area (SFHA) or high risk flood zone.  The preliminary flood maps propose approximately 145 structures may be added to the SFHA, from moderate to high flood risk and 15 structures may be removed from the SFHA, from high to moderate flood risk.  The last map update was June 4, 2010.

Individuals and business owners who believe the proposed flood maps contain errors will be able to submit appeals by submitting additional scientific or technical information through their community officials to FEMA. Once all appeals are resolved, FEMA will make any necessary updates and notify community officials.  Floodplain administrators in each community have copies of the maps available for public viewing.

Anyone living in an NFIP participating community can purchase an NFIP flood insurance policy.  It is up to the community to decide to enter the NFIP program for the benefit of its citizens.  When joining the program, the community agrees to assess flood risks and to establish floodplain management ordinances.  As a result, residents can buy federally-backed flood insurance policies.  You can find out if your community participates in the NFIP by reviewing the Community Status Book, available at fema.gov/cis/nation.

“By participating in the NFIP, communities take great strides to make everyone in the community more resilient to flooding” said FEMA Region III Administrator MaryAnn Tierney. “Not only does it make the community stronger, but it opens up a lot of resources to everyone in the community; it’s a huge step to preparing for flooding.”

One of the cornerstones of the NFIP is the flood mapping program.  FEMA works with states and local communities to conduct studies on flood risks and develop maps that show the level of risk for that area, called Flood Insurance Rate Maps (FIRMs).  These FIRMs have useful information that can help communities plan development.  The area that has the highest risk of flooding is the Special Flood Hazard Area (SFHA), commonly called the floodplain.  The SFHA has a one percent chance of being flooded in any given year.  Because of the greater risk, premiums for flood insurance policies for properties in the SFHA are greater than for those for properties outside of it. 

Equally important to knowing the risks of flooding is having a plan to address those risks.  This is the role of floodplain management.  Local communities must comply with minimum national standards established by FEMA, but are free to develop stricter codes and ordinances if they want to.  Key elements of floodplain management include building codes for construction in the floodplain and limitations on development in high risk areas.  Floodplain management is an ongoing process, with communities continually reassessing their needs as new data becomes available and the flood risk for areas change.

The NFIP brings all levels of government together with insurers and private citizens to protect against the threat of flooding.  Federally sponsored flood maps and locally developed floodplain regulations give property owners the picture of their risk and ensure building practices are in place to minimize that risk.  As a property owner, purchasing a flood insurance policy is a measure you can take to further protect yourself.  To find out more about your individual risk contact your local floodplain administrator. There’s More to the NFIP than Just the Policy

DENTON, Texas- Efforts are ongoing by the Federal Emergency Management Agency (FEMA) to assist the village of Port Vincent, Louisiana hold on to its National Flood Insurance Program (NFIP) status; a status that it is in jeopardy of losing if it does not correct current floodplain management violations.

The National Flood Insurance Program (NFIP) makes flood insurance available in communities where minimum local floodplain management standards are adopted and enforced. FEMA recently issued a letter to Port Vincent that establishes a deadline of March 1, 2013 for the village to correct certain violations and program deficiencies.

The deficiencies cited in the probation letter include the failure to manage floodplain development in accordance with the village’s floodplain program and a lack of adequate administrative procedures and record keeping.

While the village works to correct these violations, property owners will still be able to purchase and renew flood insurance coverage during the probationary period. However, a $50 surcharge will be added to any policy sold or renewed in the community for the next year beginning on March 1, 2013. There are currently 103 flood insurance policies in the village.

If the village fails to make progress by Sept. 1, 2013, it could be suspended from the program. The result of suspension is the loss of federally backed flood insurance in the community.  Residents in the village will not be able to purchase or renew their flood insurance policies after the suspension occurs.

Additionally, if a flood disaster occurs in a suspended community, most types of federal disaster assistance for structures within the Special Flood Hazard Area (SFHA), including federal assistance to individuals and households is not available. Also, the Flood Disaster Protection Act of 1973 prohibits federal agencies from making grants, loans, or guarantees for the acquisition or construction of structures located in a SFHA.
