During September, National Preparedness Month, the Austin Joint Field Office is releasing a series of stories highlighting FEMA’s support of Texas communities as they take steps to reduce or eliminate long-term risk to people and property.

AUSTIN, Texas – Austin’s city leaders have seen disaster before and understand the folly of waiting and hoping one will never again hit this area.

With that in mind, they partnered with Travis County and the Central Texas Chapter of the American Red Cross to develop “Disaster Ready Austin.”  Coordinated by the city of Austin’s Office of Homeland Security and Emergency Management (HSEM), the purpose of the initiative is to educate and empower residents to be prepared for emergencies and disasters.

The vision is a whole-community approach to disaster preparedness education in the city of Austin. “Our basic message to [residents] is to protect themselves,” said Jacob Dirr, public information and marketing officer of HSEM’s Community Preparedness Programs. “The goal is to educate Austin residents on basic preparedness for all types of hazards, including first aid tips and what to do in case of flash floods, wildfires, severe weather, pandemic flu or accidents involving hazardous materials.”

Online resources, such as contact cards and emergency kit checklists are offered in English and Spanish at Homeland Security and Emergency Management | AustinTexas.gov . The HSEM Community Education and Outreach team members take advantage of scheduled meetings, such as Parent Teacher Associations (PTA) gatherings at the schools, where they offer presentations in English and Spanish.

Dirr notes that in some areas young kids, and parents, in the Austin community understand Spanish more than English.

Other audiences include Boy Scout groups, elderly care facilities, fairs, kids’ summer programs, area employers, community groups and school events.

One component of their community outreach at events is “Ready Freddie,” a character included in a children’s activity book called “Too Prepared to Be Scared,” which Dirr said is popular with parents and children. Featuring puzzles, games and animated figures to help get the preparedness message across, the booklet also has a certificate of appreciation children can receive when they finish.

“It’s full of colorful disaster-related advice such as information on developing an emergency supply kit, having an emergency plan and keeping pets safe,” Dirr said.

One of the biggest events attended by HSEM staff, including Dirr dressed in a life-size Ready Freddie mascot costume, was the “Back to School Bash” held at the downtown convention center. More than 100 vendors participated, with attendance exceeding 11,000.

Austin Program Encourages Residents to be Disaster Ready

SAIPAN – Following Typhoon Soudelor, FEMA called upon the expertise of our federal partners to help support the response.  This included mission assigning the Navy and the Marine Corps to help provide relief to the island. The 31st Marine Expeditionary Unit (MEU) was conducting regularly scheduled training in the vicinity of the Mariana Islands when they were redirected to support the relief efforts.

When the USS Ashland and the MEU arrived in Saipan, August 7th, they hit the ground running.  The Navy-Marine Corps team quickly assessed the situation and brought to bear a myriad of capabilities including: manpower, transfer of goods and equipment, and distribution of donated humanitarian aid to individual survivors. This included multiple mobile water containers able to transport more than 2,000 gallons of drinking water, generators and equipment to repair and restore power and approximately 10,000 pounds of Red Cross relief goods.

“The Marines provided manpower, equipment and technical expertise for emergency drinking water production, and distribution for typhoon survivors as directed by the CNMI government. Their assistance expedited immediate humanitarian relief. We appreciate the unique capabilities of the Marines” said FEMA Federal Coordinating Officer Stephen M. DeBlasio Sr.

The 31st MEU also provided critical emergency water production and distribution to survivors of Typhoon Soudelor in support of the Commonwealth of the Northern Mariana Islands government. 337,200 gallons of water and 71,136 individual Meals, Ready to Eat, were delivered to distribution sites across the island of Saipan.  These sites included Koblerville Fire Station, Garapan Fishing Base, San Roque Fire Station, and Kagman Fire Station.

Debris clearance was another priority of the Marines, and they assisted in debris clearance for Marianas High School, Hopwood Junior High School, Garapan Elementary School, William Reyes Elementary School, Koblerville Elementary School, Koblerville Middle School, and Saipan Southern High School.

The 31st MEU will complete their mission at 6PM on August 22, and following that will return to their home port in Okinawa, Japan.  Media queries concerning the 31st MEU’s participation in typhoon relief efforts operations may be directed to Capt. SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Nine Mile Fire burning in Okanogan County, Washington.

FEMA Region X Regional Administrator Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Washington’s request for a federal Fire Management Assistance Grant (FMAG) at 11:00 p.m. PDT on Aug. 13, 2015.

At the time of the request, the fire had burned 10-12 structures, including primary residences, and was immediately threatening 660 homes in and around the communities of Nine Mile Ranches, Old Tressel, Canyon View and Rise Road near Oroville. Multiple facilities, including roads, bridges, power and natural gas lines, as well as several private businesses were also threatened. More than 400 people have been evacuated and a shelter has been established at Oroville High School.

The authorization makes FEMA funding available to pay 75 percent of the state of Washington’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

FMAGs are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

Specialists from the State of Texas, the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA), nongovernmental organizations and the local community are on hand to answer questions and provide information on the types of assistance available to survivors.

The recovery center will serve as a central location for survivors who need one-on-one assistance. State and federal professionals will be available to help eligible survivors get help as quickly as possible.

Disaster Recovery Center Opens in Wimberley, Texas

DENTON, Texas —The Federal Emergency Management Agency (FEMA) provided more than $554 million in 2014 funding to the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and community partners for disaster recovery, mitigation and preparedness.

“FEMA in partnership with GOHSEP, continues to provide funding to assist communities in recovering from and mitigating against future damage,” said FEMA Region 6 Administrator Tony Robinson. “We are committed to helping Louisiana residents strengthen their resilience.”

The $554 million includes more than $4 million from FEMA’s Individual Assistance program, $301 million in Public Assistance dollars for repair and replacement of infrastructure, $225 million in Hazard Mitigation funding, and more than $24 million in Preparedness grants for projects to mitigate damage from future disasters.  

“It is exciting to see the progress made over the past year,” said Kevin Davis, GOHSEP Executive Director. “Our team realizes the importance of working with FEMA in order to help Louisiana citizens recover.”

Some highlights from FEMA’s 2014 federal funding in Louisiana for disasters dating back to 2005 include:
•    The city of New Orleans received more than $79 million for road repairs and American with Disabilities (ADA) ramps for damage incurred after Hurricane Katrina.
•    Plaquemines Parish School Board was funded over $3 million for Phoenix High School repairs to campus facilities damaged by Hurricane Katrina.
•    St. John the Baptist Parish received $26.3 million to fund repairs to five East St. John High School buildings and the Lake Pontchartrain Elementary School following Hurricane Isaac.
•    Jefferson Parish received $2 million for the elevation of 16 homes, severely damaged by previous storms and flooding including Hurricane Gustav.
•    GOHSEP’s statewide generator project was awarded $2.1 million from Hurricane Gustav for the purchase and installation of permanent and portable generators at 19 critical facilities, including Covington, East Baton Rouge, and Jefferson parishes’ fire and police departments, lift stations, and Caddo Parish Child & Family Services.

In addition to providing federal funding, FEMA’s Environmental and Historic Preservation team in partnership with the Louisiana State Historic Preservation Office helped to facilitate the new listing of New Orleans’ Edgewood Park Historic District to the National Register of Historic Places in 2014.

FEMA 2014 Funding for Louisiana Tops $554 Million

FEMA and Urban Assembly School for Emergency Management Improve Community Disaster Resiliency through America’s PrepareAthon!

New York, NY – New York and New Jersey have seen their share of weather disasters in recent years. Based on recent experience and on current assessments of the National Oceanic and Atmospheric Administration (NOAA), the region is likely to endure continuing shifts in weather patterns, prompting a need for emergency management expertise, as well as community preparedness for severe weather.

According to a 2012 national survey on preparedness by FEMA, a mere 39 percent of Americans reported having a household emergency plan, and almost 50 percent did not have supplies set aside in their homes for use in a disaster.

Playing a pivotal role in disaster preparedness is the new Manhattan-based Urban Assembly School for Emergency Management, the first high school in the United States devoted exclusively to emergency management.  This Wednesday, April 30, 120 of its students will interview some 1500 residents across New York City’s five boroughs about their families’ preparedness. Survey results will be used to determine how prepared the general public is post-Super Storm Sandy, and if preparedness levels differ in flood prone areas. The survey’s results will be made public on the school’s website.

The students will be joined by Jerome Hatfield, Regional Administrator of FEMA at the Staten Island Ferry Terminal in lower Manhattan at 10:30 am this Wednesday. This event is being held in coordination with the NYC Office of Emergency Management.  Mr. Hatfield will be available for interviews on the role of the new emergency management school and the need for preparedness, as well as the evolving weather climate in FEMA’s Region II, which includes New York, New Jersey, Puerto Rico, and the Virgin Islands.

The joint effort by FEMA and the Urban Assembly School for Emergency Management to interview and inform the public about emergency preparedness constitute one of many events occurring across the country as part of America’s PrepareAthon!, a national community day of action encouraging millions of individuals, organizations, and communities to take action to improve their levels of disaster preparedness.

Changing Weather in the Northeast Calls for Greater Local Preparation

Students have been helping with the SR 530 Slide recovery. One example is in Mill Creek, Wash., where a broadcast team of seven students from Henry M. Jackson High School produced one of the first newscasts that told the story of the SR 530 Slide. The newscast was produced for the high school’s news network as a way of increasing media awareness among younger audiences, said Zachary Anders, who is part of the broadcast team.

“I believe our coverage reached the younger audience simply by us students covering it, and for those of our age being able to relate to us,” he said. “Many of the students I talked to told us they ignored the coverage by CNN and NBC, or that they don’t watch the news at all.”

Another example of student involvement in SR 530 Slide recovery is in Edmonds, Wash. Two Edmonds Community College students, Rob Matthews and Quincy Powell, are volunteering their skills to help survivors recover their memories from computer hard drives, flash drives and SD cards that were damaged as a result of the SR 530 Slide.

“I want to help the survivors by giving them back something they thought they had lost. Then they can maybe begin the healing process and get some remembrance and closure,” Matthews said.

Matthews, Powell and other students of the college are earning degrees in Information Security Technology and Data Recovery. They are working with members of the High Technology Crime Investigation Association to recover the data for free.
