FRANKFORT, Ky. — The Federal Emergency Management Agency’s Hazard Mitigation Grant Program provides funding to states, local governments and certain private nonprofits to reduce the loss of life and property due to natural disasters.

Mitigation was approved as part of the presidential disaster declaration of March 6. All the counties in the Commonwealth are eligible for the program.

The Hazard Mitigation Grant Program is funded by FEMA and administered by the Commonwealth.

FEMA can fund up to 75 percent of the eligible costs of each project. The Commonwealth, local government or private nonprofit must provide 25 percent in matching funds. Matching funds can be fashioned from a combination of cash and in-kind sources.

The program provides the Commonwealth with a grant of up to 20 percent of the total disaster funding awarded by FEMA during the recovery from the disaster. Because the Commonwealth met higher mitigation planning requirements, Kentucky receives five percent more than the standard funding.

The program enables mitigation measures to be implemented during the immediate recovery from a disaster.

Eligible applicants are Commonwealth, local governments and certain private nonprofit organizations.

Individual homeowners and businesses may not apply directly to the program; however, local governments may apply on their behalf.

Five issues are considered when determining the eligibility of a proposed project:

  • Does the project conform to the Commonwealth hazard mitigation plan?
  • Does the project provide a beneficial impact on the disaster area, i.e. the Commonwealth?
  • Does the application meet the environmental requirements? Visit the FEMA Environmental Program Site for information.
  • Does the project solve a problem independently?
  • Is the project cost effective?

Following a federal disaster declaration, the Commonwealth will advertise that Hazard Mitigation Grant Program funding is available to fund mitigation projects in the Commonwealth. The Commonwealth will conduct regional Hazard Mitigation Grant briefings, which will provide detailed program information and application requirements to potential eligible applicants.

Interested state agencies, local governments, or private nonprofit organizations should refer to the Kentucky Emergency Management website for dates, times and locations of briefings.

Applications for mitigation projects should be filed as soon as possible after the disaster occurs so that opportunities for mitigation projects are not lost during reconstruction. The Commonwealth will set a deadline for application submittal.

CHARLESTON, W. Va. – Registering with the Federal Emergency Management Agency and completing a Small Business Administration disaster-loan application are often both necessary for many West Virginians needing help in recovering from the recent tornadoes and flooding.

“The first step toward disaster recovery is registering with FEMA,” said State Coordinating Officer Jimmy Gianato. “The next step is completing and returning the SBA disaster-loan application if one is mailed to you. Both businesses and disaster survivors are eligible for SBA loans.”

Homeowners and renters should complete and return the SBA application, even if they don’t want a loan or don’t expect to qualify for one, officials said. A completed SBA loan application is needed in order to qualify for state and FEMA grants that cover personal property, vehicle repair or replacement, moving and storage expenses and other help.

Applicants can register by phone by calling the FEMA Help Line at (800)-621-3362. TTY users can call (800)-462-7585. The toll-free lines are open from 7 a.m. to 10 p.m. ET, seven days a week. For qualifying homeowners, renters, businesses of all sizes and nonprofit organizations in Logan, Lincoln, Marion and Wayne counties, SBA disaster loans can be used to pay for disaster-related damages. People with home-based businesses or rental property who have been affected by the storms may also be eligible for SBA loans.

Homeowners can borrow up to $200,000 to repair or replace their primary residence. Homeowners and renters can borrow up to $40,000 to replace personal property lost in the disaster.

Businesses can borrow up to $2 million to repair or replace disaster-damaged real estate, machinery and equipment, inventory and other business assets. The SBA also provides small business owners and most private nonprofit organizations “economic injury” disaster loans for ongoing business expenses to recover from the economic impact of a disaster. Economic injury disaster loans are available even if the business didn’t sustain physical damages.

Loan amounts and terms are determined on a case-by-case basis. Interest rates are as low as
1.875 percent for homeowners and renters, 3 percent for nonprofit organizations and 4 percent for businesses. Payment terms can be as long as 30 years.

SBA representatives are available at the FEMA Disaster Recovery Centers to help individuals complete and submit disaster-loan applications and answer any questions. CHATTANOOGA, Tenn. — Tennessee residents affected by the Feb. 29 – March 2 tornadoes need to complete and return the disaster loan application they received after registering with the Federal Emergency Management Agency. The loan application could be the key to rebuilding a damaged home or business.

Survivors are urged to consider low-interest disaster loans from the U.S. Small Business Administration. While FEMA assistance addresses the immediate needs of disaster survivors, it is low-interest disaster loans that can help homeowners, renters and businesses handle the larger costs of rebuilding or replacing personal property and contents.

Although survivors are not required to accept a disaster loan if one is offered, completing the SBA application is a part of the process and is a key to receiving other assistance, such as FEMA grants, in the 10 Tennessee counties designated for federal disaster assistance.

Homeowners, renters, businesses of all sizes and private nonprofit organizations in these counties who qualify, can use SBA disaster loans to pay for disaster-related damages. Businesses or owners of rental property affected by the storm may also be eligible.

The SBA offers loans up to $200,000 to repair or replace primary residences and up to $40,000 for personal property damages, including automobiles. The interest rate on disaster loans for homeowners may be as low as 1.875 percent, with terms up to 30 years.

Loans to businesses may be up to $2 million, with interest rates as low as 4 percent. These loans may help with repairs, replacement of property, and working capital for economic injury. The SBA provides small businesses and most private nonprofit organizations economic injury disaster loans for ongoing business expenses to recover from the economic impact of a disaster. Economic injury disaster loans are available even if the business didn’t sustain physical damages.

SBA representatives at all nine Tennessee disaster recovery centers are available to help individuals complete and submit loan applications and answer any questions.

Survivors may apply for SBA disaster loans before insurance claims are settled. The loans may be used to refinance existing mortgages on homes and businesses in certain cases. They may also be used to relocate on a case-by-case basis.

To date, more than $461,000 in grants has been approved to help survivors pay for temporary housing and other needs as a result of damage they incurred. Many more survivors in the 10 disaster-designated counties may be eligible for benefits but may not be registering with FEMA in larger numbers for a variety of reasons:

Unfamiliar with the FEMA registration process – it’s as easy as a phone call or click.

Don’t know the full scope of available assistance.

  • FEMA assistance can cover rental costs, home repairs and other disaster-related expenses.
  • FEMA can refer survivors who do not need FEMA assistance, or who have additional needs, to partner agencies such as the U.S. Small Business Administration, the American Red Cross and the Salvation Army. FEMA also can refer survivors to groups and agencies who can help them with disaster unemployment assistance, crisis counseling and legal aid.
  • SBA low-interest disaster loans are available for homeowners, renters and businesses at affordable terms. Survivors offered an SBA low-interest loan are under no obligation to accept it. However, completing and returning the application may open the door to other forms of assistance such as additional FEMA grants.
  • Survivors can obtain more information from the SBA website at www.sba.gov and learn how to apply on line or download an SBA application. Applicants with questions specific to SBA can also call the SBA Customer Service Center at 800-659-2955 (800-877-8339 for the deaf and hard of hearing) for assistance.

Think insurance will cover damages or are waiting for an insurance settlement.

  • Homeowners and renters with insurance should fill out a FEMA application and SBA loan application while they are waiting for their insurance decision. It saves time.
  • If insurance doesn’t cover all of their disaster-related expenses, FEMA and/or SBA assistance may be available to fill the gap.

Busy cleaning up debris, repairing homes; haven’t taken the time to register.

  • Registering by phone or online can take as little as 15 to 30 minutes.

Think FEMA assistance could count against benefits received from other federal programs such as Social Security or Medicare.

  • FEMA grants for housing and other needs assistance are NOT counted as income and DO NOT affect other benefits or eligibility for programs such as Social Security, Medicaid, welfare assistance, SNAP or Aid to Families with Dependent Children. FEMA grant money does not have to be repaid as long as it is properly spent for your disaster recovery.

Think they are ineligible for FEMA assistance due to income levels or too little damage.

  • Income level does not affect possible FEMA assistance for homeowners; and let FEMA determine if the amount of damage qualifies for assistance. Survivors should not disqualify themselves by not registering.

If, after registering, survivors still have questions or need help registering, they can get face-to-face help by visiting any of the nine disaster recovery centers in Tennessee, which are staffed with recovery specialists from TEMA, FEMA, SBA and other agencies able to answer questions. Disaster recovery centers are open 8 a.m. to 6 p.m. Monday through Saturday and 1 p.m. to 6 p.m. Sunday.

CHARLESTON, W.V. — West Virginia residents in Lincoln, Logan, Marion and Wayne counties who registered with the Federal Emergency Management Agency will receive a letter after they apply for disaster assistance. The letter explains the current status of an individual’s disaster assistance application.

“We want to remind disaster survivors to carefully read the entire letter, because FEMA may need additional information,” said Charleston-based FEMA Federal Coordinating Officer Deanne Criswell. Criswell is in charge of FEMA’s response to the flooding and tornadoes between February 29 through March 5 and the flooding beginning March 15.

“It is important to know that the initial decision and amount of assistance, whatever it might be, could change when the applicant’s insurance or other government assistance is figured in,” Criswell said.

Sometimes people do not qualify for financial help right away because further documentation has to be submitted to FEMA. Some of the many reasons for a denial are:

  • Records have not been provided to show the damaged property was the applicant’s primary residence at the time of the disaster;
  • The applicant has not received his or her insurance settlement;
  • Information may be needed such as a record of income or the correct address of the damaged property;
  • Proof of home ownership or rental documentation might be missing;
  • The Small Business Administration disaster loan application has not been returned; or
  • Essential documents are not signed.

“Just because the letter says an applicant isn’t eligible for disaster assistance, this does not necessarily mean FEMA’s decision is final,” said Criswell. “Applicants can ask FEMA to reconsider the decision if they disagree with what the letter says.”

If an applicant does not agree with FEMA’s decision, an appeal process is available. Appeals may relate to eligibility, the amount or type of help provided, a late application, a request to return money or continuing help. The appeal must be sent to FEMA and postmarked within 60 days of the date the decision letter is received. To appeal, applicants must follow these steps:

  1. Explain in writing why you think the decision about the amount or type of assistance is not correct.
    1. When submitting the letter, include your full name, date and place of birth, and current address.
    2. You must sign the letter, and it must be notarized and include a copy of a state-issued identification card. Failing that, the letter must contain the following statement: “I hereby declare under the penalty of perjury that the foregoing is true and correct.”
  2. Date the appeal letter and include your FEMA application number and the disaster number (located at the top of the decision letter).
  3. Mail the letter to:

Filling out an SBA loan application is essential for potentially qualifying for further assistance. SBA personnel at the DRC can explain the low-interest loan packages available to individuals, private nonprofits and businesses of any size for the repair or replacement of real estate and/or personal property damaged by the storms and related flooding, officials said. People who register with FEMA may be sent a loan application from the SBA along with the FEMA letter. No one is obligated to take out a loan, according to the SBA.

INDIANAPOLIS – Disaster recovery specialists from the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) will be at the Holton Fire Department in Holton from 9 a.m. to 6 p.m. for one day on Saturday, March 24.

Staff and services will be available to provide assistance to individuals who suffered damage from severe storms, straight-line winds and tornadoes from Feb. 29 through March 3.

INDIANAPOLIS, Ind. — The Indiana Department of Homeland Security (IDHS) and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announce new hours for the Disaster Recovery Center at Ivy Tech Community College in Sellersburg. Starting Sunday, March 25, and until further notice, the hours will be as follows:

Hours of operation

Sunday, March 25 (The center will be closed on Sundays after March 25.)
9 a.m. to 6 p.m.

Monday – Saturday
9 a.m. to 6 p.m.

The center will remain open as long as individuals continue to utilize its services.

More than 460 storm-impacted individuals have been served at the center since the IDHS and FEMA opened it March 13 at Ivy Tech Community College, I-65 and Hwy 311(I-65 exit 9).

At the center, storm-impacted individuals can meet face-to-face with FEMA specialists who can help with the application process. They can complete necessary steps, such as updating addresses, phone numbers and insurance information. Assistants also explain FEMA processes, including how to appeal decisions. FEMA mitigation specialists are also on hand at the center to explain simple ways individuals can reduce risk of loss in the future.

U.S. Small Business Administration’s (SBA) customer service representatives at the recovery center are available to answer program questions and issue disaster loan applications for homeowners, renters and businesses of all sizes. SBA offers disaster loans up to $200,000 to homeowners to repair or replace disaster damaged or destroyed real estate. Homeowners and renters are eligible up to $40,000 to repair or replace disaster damaged or destroyed personal property. Businesses and private non-profit organizations of any size may borrow up to $2 million for disaster related losses. Interest rates are as low as 1.875 percent for
homeowners and renters, 3 percent for non-profit organizations and 4 percent for businesses with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.

Homeowners, renters and business owners affected by the storms are encouraged to register for assistance prior to visiting the center by calling the telephone registration line, (800) 621-FEMA (3362). Federal disaster aid was made available to the State of Indiana to supplement state and local recovery efforts in areas affected by severe storms, straight-line winds, and tornadoes from Feb. 29 through March 3 in Clark, Jefferson, Ripley, Scott, Warrick, and Washington counties.
