WASHINGTON — Today, Federal Emergency Management Agency (FEMA) Administrator Craig Fugate traveled to New York and New Jersey to meet with federal, state and local officials and to discuss ongoing recovery efforts following Hurricane Sandy. During his visit, Administrator Fugate emphasized that communities in impacted states have the continued, full support of FEMA and the federal family.

In Freeport, NY, Administrator Fugate met with state and local officials to discuss recovery planning for Freeport and Nassau County and how federal programs can support local efforts. Following the meeting, Administrator Fugate surveyed damage in some of the county’s hardest hit areas.

Federal funding is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for debris removal and emergency protective measures, including direct federal assistance, for designated counties in New York and New Jersey.

Administrator Fugate next traveled to New Jersey, where he visited the Middlesex County Emergency Operations Center and met with state and local officials to discuss recovery efforts, both in the county and throughout the state of New Jersey. At the Sayreville Water Pumping Station, Administrator Fugate was briefed on the impact of Sandy on the station and the emergency efforts undertaken during the storm to restore operations at the facility.

In both New York and New Jersey, Administrator Fugate reiterated FEMA’s continued support for communities impacted by Hurricane Sandy and encouraged impacted residents to register for federal assistance.

President Obama declared major disasters for New York and New Jersey on October 30, making federal assistance available to affected individuals and businesses. Impacted residents in designated counties can apply for assistance online at www.disasterassistance.gov, by web enabled mobile device at m.fema.gov or by calling 1-800-621-FEMA (3362).  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.  The toll-free telephone numbers are operating 24 hours a day, seven days a week until further notice.

  • The U.S. Environmental Protection Agency (EPA) has 30 On-Scene Coordinators deployed in New York who are responsible for monitoring or directing responses to all oil spills and hazardous substance releases reported to the federal government.

  • The Occupational Safety and Health Administration (OSHA) has had field staff out in impacted areas to make sure that workers and businesses are aware of the hazards involved with the clean-up and recovery operations. As of Nov. 19th, OSHA personnel have performed 507 safety and health briefings reaching 12,423 workers, including 2,966 that don’t speak English. Additionally, OSHA has conducted 764 direct interventions at worksites that are involved in storm recovery operations, removing 2,656 employees from recognized hazards.

Federal Support to New York State for the Response to Hurricane Sandy

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Maryland to supplement state and local recovery efforts in the area affected by Hurricane Sandy during the period of October 26 to November 4, 2012.

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Sandy in Allegany, Calvert, Caroline, Charles, Dorchester, Frederick, Garrett, Harford, Howard, Kent, Queen Anne’s, Somerset, St. Mary’s, Talbot, Washington, Wicomico, and Worcester Counties and the Independent City of Baltimore.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Michael J. Lapinski has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Lapinski said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

More Than $500 Million Approved for Hurricane Sandy Recovery

TRENTON, N.J.– A toll-free hotline, 1-888-541-1900, is now available for New Jersey survivors facing legal issues because of Hurricane Sandy.  Disaster survivors with storm-related legal issues can call the hotline to request free legal assistance.

The office will be staffed from 9 a.m. to 5 p.m., Monday through Friday by members of the Young Lawyers Division of the New Jersey Bar Association. Voice messages can be left when the office is not staffed.

The type of legal assistance available includes:

  • Assistance with replacing legal documents that may have been lost due to flooding.
  • Assistance with life, medical and property insurance-related claims.
  • Assistance in consumer protection matters, remedies, and procedures.
  • Counseling on mortgage-foreclosure problems.
  • Counseling on landlord/tenant problems.
  • Creditor-debtor matters.
  • FEMA appeals.

Callers will be interviewed to determine what help they need and then will be matched with a volunteer attorney who can provide assistance or general legal information regarding their issue.

When calling, survivors should make clear that they are seeking legal assistance related to Hurricane Sandy.

The hotline is part of a long-standing partnership between FEMA and the American Bar Association.

Telephone Hotline For New Jersey Disaster Legal Services

LINCROFT, N.J. — FEMA, the state of New Jersey, volunteer agencies and the U.S. Army Corps of Engineers, working out of the State-FEMA Joint Field Office in Lincroft, NJ, began a Shelter In Place Assistance Program Nov. 14 to help New Jersey residents recover following Hurricane Sandy.

The program provides training, mentoring, and materials by Army engineers to Voluntary Organizations Active in Disaster (VOAD) members, such as the Southern Baptist Convention, Mennonite and Methodist Men.

“The most important part of recovery is helping those affected by Hurricane Sandy get back to a sense of normalcy,” said Joel Hendrix, South Atlantic Division, Chief Readiness and Contingency Operations, who is leading the Corps efforts. “Nothing brings more stability to someone affected by disaster than getting back into their home.”

The program seeks to give VOAD groups the skills and materials necessary to make minor, temporary repairs to homes, such as boarding up windows with plywood. Allowing people to return to their homes so quickly after a disaster, said Hendrix, not only gives them time to make more permanent repairs but also minimizes the number of people seeking temporary shelter.

About 500 homes, many of which suffered water damage, will be assessed for possible repairs.

“Our job is to support the governor and the volunteers,” Hendrix said.

The Corps’ team is working in close coordination with FEMA, and state and locals officials.

HARRISBURG, Pa. – Joint preliminary damage assessments are underway in the Commonwealth of Pennsylvania, where teams are reviewing Hurricane Sandy damage in several counties.

A preliminary damage assessment is an information-gathering process and does not guarantee federal assistance. Federal, Commonwealth and local officials are working together to assess the damage. The Commonwealth will use the information to determine whether to make an official request for federal assistance.

Pennsylvania Governor Corbett requested joint preliminary damage assessments of Hurricane Sandy-affected counties. FEMA and the U.S. Small Business Administration (SBA) have been teamed up with Commonwealth and local officials to review damage to infrastructure, homes and businesses in Berks, Bucks, Franklin, Lehigh, Monroe, Montgomery, Northampton and Philadelphia counties. The teams will not visit every home or business.  

Earlier this week, the Civil Air Patrol provided officials with a bird’s eye view of damages in Franklin County, flying over Hurricane Sandy-impacted homes and businesses there.

Additionally, FEMA coordinated the issue of 239,703 liters of water; 103,668 shelf-stable meals; 10 infant-toddler kits; and 15 generators in Pennsylvania.

At the request of the Commonwealth, FEMA has been coordinating the installation of generators since before Hurricane Sandy swept through the area. FEMA tasked a specialized U.S. Army Corps of Engineers Emergency Power Planning and Response Team to install generators in locations such as medical facilities, emergency operation centers and emergency shelters.

Community Relations Specialists have been assisting emergency managers in counties impacted by Sandy. Earlier this week, specialists assisted in Kintnersville at the Bucks County American Red Cross Shelter in Palisades High School. The FEMA teams helped distribute water, shelf-stable meals and other necessary supplies at the shelter, where hundreds of Hurricane Sandy-impacted residents have sought assistance.

FEMA will remain in the Commonwealth for as long as necessary, supporting residents impacted by Hurricane Sandy.
