Less than Two Weeks left for Rhode Islanders to Seek Aid for Sandy Losses

WARWICK, R.I. — Time is running out for anyone hit with losses from Hurricane Sandy to seek state-federal disaster recovery assistance. The deadline to register with the Federal Emergency Management Agency is Monday, January 14.

“Don’t assume you wouldn’t qualify for assistance,” said FEMA’s Federal Coordinating Officer James N. Russo. “Let us figure that out. We want to ensure that everyone who is eligible receives help. If Sandy caused you any kind of losses–regardless of whether you are a property owner, renter, have already cleaned up or made repairs or have insurance–call or go online and register now.”

FEMA-state assistance may include grants for temporary housing and home repairs, uninsured vehicle damage, lost or damaged personal property and many other costs incurred because of Hurricane Sandy.

State and federal officials particularly want to remind anyone who has insurance, including flood insurance, to go ahead and register with FEMA. Once you are registered, you can go back to FEMA down the road for help if insurance shortfalls result in uncompensated losses. But if you don’t register before the deadline, FEMA will not be able to help you cover those losses. Registration keeps the financial assistance option open.

The phone line is open from 8 a.m.–10 p.m. Multilingual recovery specialists are available. Low interest disaster loans are vital to full recovery for many who had storm damage.  The U.S. Small Business Administration provides these loans, not just for businesses, but also for renters, homeowners, businesses of any size and private non-profits to cover uncompensated real or personal property losses. The deadline to apply for an SBA loan is Tuesday, January 15.

WARWICK, R.I. — Since November 14 when President Obama declared a major disaster for Rhode Island due to damage from Hurricane Sandy, federal disaster aid to Rhode Islanders has topped $1,060,342 in assistance.

Below is a statistical summary of state-federal aid for individuals, families and public entities in the counties designated for FEMA’s assistance programs. Numbers are as of December 30, 2012:

  • 509 households have registered with FEMA for some form of disaster assistance, including financial grants, loans and other disaster-related services.
  • $293,243 has been approved through the Individuals and Households Program to help pay for housing assistance, including rental assistance and repairs to homes.
  • $22,086 has been approved to help applicants cover other disaster-related needs such as medical and dental expenses, funeral costs and lost personal property and loss of transportation.
  • $213,513 has been obligated through the Public Assistance Program, which reimburses local, county, and state government entities and some non-profit organizations for their disaster related costs.
  • 71 applicants have requested aid from the Public Assistance Program.
  • $531,500 in low interest, disaster recovery loans to homeowners has been approved by the U.S. Small Business Administration.

FEMA and state officials continue to encourage anyone with storm-related losses to register for assistance. This includes renters and those who have insurance. FEMA provides assistance to renters. And for those with insurance, FEMA may be able to cover expenses insurance does not cover.

More than $1 Million in Sandy Federal Disaster Aid Approved for Rhode Island

70 percent of Hurricane Sandy’s 6 million cubic yards of debris has been picked up

Hurricane Sandy’s strong winds, heavy rain and storm surge brought down trees and power lines, damaged houses, schools and businesses and in its wake created an estimated six million cubic yards of debris in New York state. In the seven weeks since the hurricane made landfall, 4.2 million cubic yards, 70 percent, has been collected.

In New York City alone, Hurricane Sandy left an estimated 2 million cubic yards of debris. The U.S. Army Corps of Engineers and the City of New York Department of Sanitation have worked together to remove 1.8 million cubic yards, 90 percent of that debris.

“This has been a tremendous joint effort between FEMA, the Corps of Engineers, New York State, New York City and other local governments,” said Michael F. Byrne, FEMA federal coordinating officer. “Collecting and disposing of debris helps to clear the path for people to get back into their homes, schools to reopen and businesses to resume operations. “

After collection, debris is trucked to temporary staging areas where it is inspected and separated into categories. Items that can be recycled are prepared for reuse. Sand that was removed from roads near the shoreline is being sifted so it can be reused. Where practical, vegetative debris is ground and chipped. The remaining debris is disposed of in the safest, most cost effective manner possible. 

The FEMA Public Assistance program reimburses state and local governments and certain private nonprofit organizations at least 75 percent of eligible debris removal costs.  The remaining 25 percent comes from non-federal funds.

For debris removal to be eligible, the damage must be a direct result of Hurricane Sandy, and the work must be necessary to:

  • Eliminate an immediate threat to lives, public health and safety,
  • Eliminate immediate threats of significant damage to improved public and private property when the measures are cost effective, or
  • Ensure the economic recovery of the affected community to the benefit of the community-at-large.

Removing Obstacles on the Road to Recovery

NEW YORK – Federal disaster assistance for Hurricane Sandy survivors tops $1 billion in New York.

The Federal Emergency Management Agency has approved grants of more than $802 million for rental assistance, home repairs and other needs. The U.S. Small Business Administration has approved low-interest disaster loans of more than $232 million to help homeowners and renters recover from uninsured property loss and other damages.

SBA has also issued loans totaling nearly $17 million to help business owners recover from damages caused by Hurricane Sandy.

“This billion dollar milestone follows President Obama’s words to me,” said Michael F. Byrne, FEMA federal coordinating officer. “He told me ‘stay on it’ after he saw the devastation first hand. As a New Yorker, I can speak for FEMA and all of our partners when I promise that we will stay on it right through recovery.”

Hurricane Sandy caused damage in 13 New York counties that were designated for Individual Assistance grants to help survivors repair homes, replace lost property and pay for other essential disaster-related needs.

The 13 counties designated for Individual Assistance include: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

Disaster Recovery Centers are still open in most designated counties where FEMA and SBA specialists are on hand to answer questions. FEMA, SBA Assistance to New York Survivors Tops $1 Billion

NEW YORK – Five tools new to help people who are deaf, hard of hearing or blind are being used for Hurricane Sandy disaster response by the Federal Emergency Management Agency.

At New York disaster recovery centers, survivors who are blind or have low vision are using text-to-speech software and a variety of magnifiers to access FEMA information. Survivors who are deaf or hard of hearing are offered enhanced listening devices, iPad 3s with real-time-video remote sign language interpreting apps, and captioned phones to get disaster recovery information accessible to them.

These five assistive technology tools are part of a kit that costs FEMA less than $4,000. For price comparison, a single sign-language interpreter at one disaster recovery center can cost more than $400-a-day. (Federal law mandates that equal access to effective communication be available the entire time that a recovery center is open, usually eight hours daily.) On-site interpreters are available upon request, but for immediate access, interpreters are provided via on-line Wi-Fi and cellular connections, similar to the use of Skype. 

“The tools were selected after considering many options that would work in the aftermath of a disaster,” says Marcie Roth, director of FEMA’s Office of Disability Integration and Coordination.

“We’ve been engaging the real experts, people who use these tools on a regular basis, as our planning partners,” she explains. “We are so far ahead of where we were, even a year ago, but that doesn’t mean that we’re there yet. We’re in a position where we’re using for the first time some of the most advanced technology in one of the worst disasters. This is a great teachable moment, but we have to make sure no one falls through the cracks in this learning curve.”

The five new tools at each disaster recovery center are:

  • iPad 3 – this device has many apps to provide enlarged text for people with low vision, picture symbols for people with low literacy or communication disabilities, immediate access to sign language interpreters for people who are deaf and many other tools for immediate communication access
  • Magnifying Readers – Enlarges text for people with low vision
  • Enhanced Listening Devices – improves the clarity of sound for people who are hard of hearing, especially helpful for older adults in noisy settings like a Disaster Recovery Center.
  • Live Video Interpreting – provides immediate access to sign language interpreters standing by at a remote location to provide access to people who are deaf.
  • Captioned Phones – provide real-time voice-to-text for people who can speak on the phone but cannot hear the caller on the other end.“We’re not working for people with disabilities,” adds Marcie Roth, “we’re working with people with disabilities.”

FEMA Continues Innovations to Meet Access and Functional Needs Integration

NEW YORK – New York University’s Langone Medical Center in Manhattan has been approved for two FEMA grants totaling $35.5 million to defray costs associated with Hurricane Sandy. These FEMA grants are in addition to an award of $114 million for the facility that was approved earlier in December for emergency repairs, patient evacuations and other disaster-related expenditures. This brings the total FEMA has awarded to the institution to $149.5 million.

The grants are for $9.2 million and nearly $25.9 million. The first represents 75 percent of the expected costs associated with removal and disposal of wastewater from seven of the center’s buildings along with cleanup of the fuel oil that leaked throughout the flooded area. It will additionally cover the cost of removing damaged equipment from the Smilow Research Center.

The second award covers 75 percent of the estimated outlays for relocating and replacing critical equipment like MRI and CAT scanners, setup of a temporary emergency room, rental of premises for classrooms and a kitchen, mobile data centers and relocating medical-research laboratories to newly leased facilities in the East River Science Park.

The funds are being provided under FEMA’s Public Assistance program, which defrays disaster costs incurred by certain nonprofit organizations. The NYU Medical Center is a private, nonsectarian, nonprofit healthcare and research entity at First Avenue and 34th Street.

Under FEMA’s authorizing legislation, known as the Stafford Act, private nonprofits can be eligible for federal disaster-relief funds if they provide critical services of a governmental nature.

NYU Langone Medical Center Approved for $35.5 Million FEMA Grant

NEW YORK – Hurricane Sandy survivors in Staten Island have until 3 p.m. Sunday, Dec. 16, to visit the Disaster Recovery Center (DRC) at Borough Hall.

The center is at 10 Richmond Terrace, Staten Island, NY 10301. It has been open since Nov. 10 and has provided face-to-face information and help to more than 650 hurricane survivors since then. The center will be open until 6 p.m. today and 9 a.m. to 3 p.m. Sunday.     

The state and the Federal Emergency Management Agency closely monitor visitor traffic at all New York Disaster Recovery Centers. When traffic slows, a center may change its hours to reflect the fact that most information needs of storm survivors in the area are being met.

NEW YORK — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency’s mission has been to help individuals and families recover from the disaster and will continue to support residents until the mission is completed. As of today, FEMA has approved more than $784 million in individual assistance for New York Sandy survivors.

FEMA is reaching out to all 13 designated counties, focusing on the hardest hit areas of New York state. Assistance to the hardest-hit areas includes:

  • Bronx   $2 million
  • Kings   $169.1 million
  • Nassau   $257.8 million
  • New York   $11.5 million
  • Queens   $200.4 million
  • Richmond   $80.6 million
  • Suffolk  $57.9 million

FEMA provides the following snapshot of the disaster-recovery effort as of December 14:

  • More than 253,000 New Yorkers have contacted FEMA for information or registered for assistance with FEMA and more than $784 million has been approved.  More than 128,000 people have applied through the online application site at www.DisasterAssistance.gov, or on their smart phone at m.fema.gov.
  • 26 Disaster Recovery Centers are open in the affected areas. These include mobile sites as well as fixed sites, and to date more than 94,000 survivors have been assisted at DRCs in New York.
  • 114 inspectors in the field have completed 160,986 home inspections – completing 98 percent of inspections.
  • 2 Points of Distribution or PODs remain open providing meals, water and blankets, both in Nassau County. 
  • 13 New York counties are designated for both individual and public assistance. These are Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.
  • The U.S. Small Business Administration has approved nearly $163 million in disaster loans to homeowners, renters and businesses. The SBA has staff members at every FEMA/State Disaster Recovery Center and 19 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance.

NEW YORK – A Disaster Recovery Center at the Knights of Columbus Hall in Brooklyn will not be open for logistical reasons on Saturday, Dec. 15, but will reopen to help Hurricane Sandy survivors at 9 a.m. on Sunday, Dec. 16.

The Knights of Columbus recovery center is located at 2882 Gerritsen Ave., Brooklyn, NY 11229. Its usual hours, which will resume on Dec. 16, are 9 a.m. to 3 p.m. on Sundays and 8 a.m. to 6 p.m. Monday through Saturday.

Altered Weekend Schedule for Knights of Columbus Disaster Recovery Center

New York – Hurricane Sandy survivors, who received temporary housing assistance from the Federal Emergency Management Agency, and continue to have a housing need, must fill out an important form for additional short-term rental assistance.

FEMA mails all applicants who receive rental assistance the “Declaration for Continuing Need for Rental Assistance” form. It reaffirms that applicants have an ongoing need for temporary housing while they search for a permanent place to live.

  • This form is mailed 15 days after applicants receive their initial rental assistance grant.
  • Applicants who need additional rental assistance must complete the form and mail it back to FEMA at the address printed on the form.
  • If you don’t have the form, contact FEMA’s toll-free helpline 800-621-FEMA (3362).

Returning to a permanent home is a significant milestone on the road to recovery. FEMA rental assistance may last for up to 18 months from the date of declaration. So it’s important for survivors to have a permanent housing plan.
