Eatontown, N.J. — When it comes to destruction, disasters like Superstorm Sandy don’t discriminate:  historic structures and environmentally sensitive areas that lie in the path of a storm are in just as much peril as less significant sites.

But when a historic structure or ecologically fragile area is damaged in a disaster, particular care must be taken to ensure that any repair or remediation that must take place is done in accordance with historic and environmental regulations.

To accomplish that, state, county and local officials in the impacted area are able to draw on the support of the Federal Emergency Management Agency’s Environmental and Historic Preservation Specialists.

The EHP cadre plays a critical role in helping municipalities and agencies understand the importance of compliance with environmental and cultural regulations so they may make informed planning decisions.

EHP provides expertise and technical assistance to FEMA staff, local, state and federal partners and applicants who are tasked with the challenge of preserving historic, cultural and natural aspects of our national heritage. They help applicants understand what is required under the law and how best to meet those requirements.

At Liberty State Park, which is adjacent to Jersey City, Superstorm Sandy destroyed a popular pedestrian bridge that provided access to the park for walkers and cyclists in the Jersey City area.

With the help of specialists from FEMA’s Environmental and Historic Preservation Department, city officials acted quickly to develop a plan for reconstructing the bridge.

The city applied for a FEMA Public Assistance grant which, if the project was approved, would reimburse the city for most of the reconstruction costs.

Because the original bridge traversed environmentally sensitive wetlands, it was important that any new construction be environmentally acceptable and that it occupy the same footprint as the previous bridge.

The park, an oasis of green space adjacent to the bustle of Jersey City, offers recreational facilities, a science museum, and several historic sites including the historic Central Railroad of New Jersey terminal where new immigrants arriving from Ellis Island boarded the trains that would take them to new lives across America.

The park is also the site of a memorial honoring those who died in the attacks of Sept. 11, 2001, titled Empty Sky. It is the most heavily visited park in the state.

Located just across the river from lower Manhattan, Liberty State Park also played a critical role following the attacks of 9/11 as a staging area for first responders.

With so many reasons for area residents to visit the park, restoring access via the pedestrian bridge was a priority for Jersey City officials.

The cost of replacing the 120-foot-long, 10-foot-wide bridge replacement project was estimated at $834,600. Jersey City’s Assistant City Engineer Jeff Reeves chose a pre-fabricated bridge that could be lifted onto the foundation via a crane. The pre-made span cost $160,000.

Restoring the foundation cost an additional $650,000, which included the demolition of the remnants of the original bridge and the installation of necessary components such as foundation “riprap.”

The final cost for reconstruction of the foundation and replacement of the pedestrian bridge came in under budget at $755,642 which represents the 90% federal share of the total cost.

Because the total cost of disaster recovery in New Jersey exceeded a benchmark set by the federal government according to a specific formula, the federal share of the cost of the bridge replacement was increased to 90 percent with the remaining 10 percent borne by the state and the City of Jersey City.

On June 20, 2013, Jersey City Mayor Jerramiah T. Healy dedicated the new bridge, which has been officially named the “Ethel Pesin Liberty Footbridge” in memory of the woman who, with her husband, Morris, worked tirelessly to  establish the park. A community leader and founding trustee of the Friends of Liberty State Park, Pesin died early in 2013.

“We know how important this piece of infrastructure is to our residents, and that is why we worked with OEM and our engineering staff to find a way to expedite the replacement of the Jersey Avenue footbridge,” the mayor said.

Today, walkers and cyclists are again able to enjoy the recreational facilities at Liberty State Park and visit the park’s historic sites via the Jersey Avenue Bridge.

And because of the teamwork between state and local officials and FEMA’s EHP experts, the environmentally sensitive wetlands that surround the bridge have been protected.

Bridging a Link to History at Liberty State Park

Roy Wright, Deputy Associate Administrator for Insurance and Mitigation for the National Flood Insurance Program (NFIP), reminds policyholders that the deadline for requesting a review of their Hurricane Sandy claim is Sept. 15, 2015.

“If you feel your Sandy claim was underpaid, I encourage you to call us so we can take another look and we stand ready to take your calls,” Wright said. “FEMA has begun providing funds to policyholders who completed the review and were due additional payments on their claim,” Wright said.

More than 12,500 policyholders have entered the review process so far.

Getting started is as simple as making a telephone call. To be eligible for the review, policyholders must have experienced flood damage between Oct. 27, 2012 and Nov. 6, 2012 as a result of Hurricane Sandy and must have had an active NFIP flood policy at the time of the loss. Policyholders can call the NFIP’s Hurricane Sandy claims center at 866-337-4262 to request a review.  It is important to have your policy number and insurance company name when you call.

In advance of the approaching deadline, FEMA expanded its call center hours to make it easier for policyholders to request a review. The call center operates weekdays from 8 a.m. to 9 p.m. Eastern Daylight Time (EDT), Saturday and Sunday from 10 a.m. EDT to 6 p.m. EDT.

Over 11,000 National Flood Insurance Program (NFIP) policyholders who filed claims for damage are in the Hurricane Sandy Claims Review process, the Federal Emergency Management Agency (FEMA) announced today. FEMA has already validated and begun providing additional funds to policyholders taking part in the Hurricane Sandy Claims Review.

“If you believe your flood claim was underpaid for any reason, we encourage you to do what so many of your neighbors are doing and ask FEMA to take another look,” said Roy Wright, Deputy Associate Administrator for FEMA’s Federal Insurance and Mitigation Administration, which runs the NFIP.

FEMA reminds policyholders that September 15, 2015 is the last day to request a review of their Hurricane Sandy claims.

To be eligible, policyholders must have experienced flood damage between Oct. 27, 2012 and Nov. 6, 2012. Policyholders can call the NFIP’s Hurricane Sandy claims center at 866-337-4262 to request a review. FEMA will give substantial weight to the recommendation made by the officials in making its final determination on the file.

Policyholders who have already requested a Hurricane Sandy claims review do not need to take any additional action and can expect to be contacted by their adjuster.

Thousands of Policyholders Taking Part in Hurricane Sandy Claims Review

The first payments are being made to policyholders taking part in the Federal Emergency Management Agency’s (FEMA) Hurricane Sandy Claims Review, the agency announced today.

The payments represent additional funds owed to National Flood Insurance Program (NFIP) policyholders who filed flood insurance claims after Hurricane Sandy in 2012.

“We want to ensure our policyholders are paid what they are owed under their policies. This claims review gives us a chance to take another look,” said Roy Wright, Deputy Associate Administrator for FEMA’s Federal Insurance and Mitigation Administration. “I encourage policyholders to request a review if they believe their Hurricane Sandy claim was underpaid for any reason.”

In May 2015, FEMA began contacting 142,000 NFIP policyholders who filed claims resulting from Hurricane Sandy, offering to review their claim files. To date, more than 10,000 policyholders have entered the process. FEMA authorized the insurance companies writing NFIP policies to make the first additional payments to policyholders whose claims have been reviewed through this process.

The deadline to request a review is Sept. 15, 2015. After initial request, the entire process usually takes around 90 days to complete.

First Payments Going to NFIP Policyholders in Hurricane Sandy Claims Review

Agreements Total $9.9 Billion in Recovery Funding Since 2013; Funding Provided Under New Public Assistance Pilot Program

NEW YORK – Today, the Federal Emergency Management Agency, New York State, and New York City announced they have reached final agreements for 78 Public Assistance projects in New York City and Long Island since 2013. The agreements, known as Letters of Undertaking (LOUs), support repair and restoration work totaling $9.9 billion. This includes 33 LOUs for the New York City Housing Authority (NYCHA) which support $2.9 billion of work at more than 250 buildings.

The funding for these projects was made possible by FEMA’s Public Assistance Alternative Procedures Pilot Program for Permanent Work (Section 428) – a new authority provided by the Sandy Recovery Improvement Act of 2013. The pilot program allows FEMA to improve the delivery of public assistance funds by providing financial incentives for timely and cost effective completion of projects. The pilot program also provides FEMA with increased flexibility in the administration of public assistance while streamlining support to state, local, tribal governments or nonprofit groups.

“These agreements are a major step forward in helping our region recover from the devastating effects of Hurricane Sandy,” said Region II Administrator, Jerome Hatfield. “This new authority has improved FEMA’s ability to support our state, local and tribal partners as we work together to not only help New York recover from this disaster but also build back safer and stronger than ever before. Our working relationship with New York State and New York City has been invaluable.”

“The vital support provided to New York City through the 428 program is allowing us to rebuild stronger and more resiliently across the five boroughs — from our public housing and hospitals to our boardwalks and open spaces,” said Bill Goldstein, Senior Advisor to Mayor de Blasio for Recovery, Resiliency, and Infrastructure. “The flexibility provided by the program has been a huge help to the City and the New Yorkers who rely on this critical infrastructure. Some key highlights:

·         The 78 LOUs represent an estimated $9.9 billion, with an anticipated $8.9 billion in federal share funding. To date, FEMA has obligated $5.7 billion of its federal share.

·         Of the 78 LOUs, 63 represent New York City projects for an estimated $5.9 billion with an anticipated $5.3 billion federal share funding. To date, FEMA has obligated $2.2 billion of the federal share for these NYC projects.

·         33 LOUs pertain to New York City Housing Authority developments and represent an estimated $2.9 billion with an anticipated $2.6 billion in federal share funding. To date, FEMA has obligated $10.2 million of the federal share.

A significant portion of eligible FEMA funding for NYCHA projects will be applied toward mitigation measures to help disaster-damaged buildings better withstand future disasters, including dry flood-proofing of structures and certain utilities, elevating equipment and providing backup power generators to certain damaged facilities.

Traditionally, Public Assistance funding is provided based on estimates and reimbursed at actual cost of completed projects. Under the Alternative Procedures Pilot Program for Permanent Work, eligible applicants may request this fixed cap grant funding for repair, restoration, reconstruction, or replacement of the disaster-damaged facility.  The grant amount is capped once FEMA, the State and the applicant agree on the damage, scope of work and estimated cost. Work must be finished within the established time period, including approved time extensions, and managed by the applicant to ensure it is completed for the capped amount.  Additional funding is not available if an applicant spends more than the fixed estimate. If the completed project is finished for less than the capped amount, the applicant may use the excess funds for other eligible Public Assistance projects.

The Alternative Procedures Pilot Program for Permanent Work is just one of several Public Assistance initiatives authorized by the Sandy Recovery Improvement Act; more information can be found at FEMA.gov.

FEMA Officials Encourage Those With Concerns about Hurricane Sandy Flood Insurance Claims to Call 866-337-4262

WASHINGTON – The Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program (NFIP) announced the start of Hurricane Sandy flood insurance claims review. The review is part of a broad process to reform NFIP claims and appeals procedures.       

FEMA opened the Hurricane Sandy claims review process and began mailing letters to approximately 142,000 NFIP policyholders, offering them an opportunity to have their claims from Hurricane Sandy reviewed. In the review, policyholders who have not pursued litigation or already received the maximum amount under their policy will have an opportunity to have their files reviewed. FEMA will contact policyholders and explain how to request this review.

“Flood insurance issues arising from Hurricane Sandy are of great concern to FEMA,” said Deputy Associate Administrator for Federal Insurance Brad Kieserman. “We are committed to administering a program that is survivor-centric and helps policyholders recover from flooding in a fair, transparent, and expeditious way. Flooding is the most common natural disaster in the United States. Between 1980 and 2013, the United States suffered more than $260 billion in flood-related damages. Flood insurance is a vital service that protects communities from the most common and costly disaster we face, and those who purchase insurance must be able to count on it being there when it is needed to help rebuild their lives.

FEMA Announces Launch of Hurricane Sandy Flood Insurance Claims Review Process

EATONTOWN, N.J. — In the two years and three months since Hurricane Sandy scored a direct hit on New Jersey, the Federal Emergency Management Agency has remained engaged in the recovery effort, providing $6.9 billion to date to help the state recover and rebuild.

This money has helped to rebuild critical facilities, clear debris from navigable channels, restore boardwalks along the Jersey Shore, rebuild Atlantic Highlands harbor, and reimburse municipalities throughout the state for the enormous costs of clearing debris and restoring public safety in the immediate aftermath of the storm.

FEMA’s National Flood Insurance program has paid out more than $3.5 billion in claims to flood insurance policyholders whose homes were damaged or destroyed by the storm.

Through FEMA’s Individuals and Households Program (IHP), the agency approved $422.9 million in payments to Sandy survivors.

FEMA Public Assistance, which provides funds for repair and rebuilding of infrastructure and public facilities as well as necessary work such as debris removal and emergency response, has contributed $1.525 billion towards repair and rebuilding projects in New Jersey.  Eighty-seven percent of all PA projects in New Jersey have total project costs of over a half-million dollars.

As the immediate work of rebuilding continues, FEMA is helping to strengthen the state’s capacity to withstand a future disaster. Forty percent of all Public Assistance (PA) projects have accompanying mitigation projects attached to them. FEMA is funding projects that protect vulnerable facilities from inundation by storm waters, raise homes above the flood plain and convert neighborhoods that have experienced repeated and devastating flooding to public, open space.

To date, the FEMA’s Hazard Mitigation Grant Program has allotted $162 million for voluntary property acquisitions in communities subject to repetitive flooding. It has allocated $51 million for home elevations in flood-prone areas and $9.7 million for the Retail Fuel Station Program. The RFS is a voluntary grant program designed to enhance the operational resiliency of retail fuel stations statewide by funding the installation of back-up generators capable of operating fuel pumps when power outages occur.

EATONTOWN, N.J. – Since Hurricane Sandy made landfall Oct. 29, 2012, FEMA, in partnership with the federal family and state and local governments, has been on the scene helping individuals, government entities and eligible non-profits as New Jersey recovers from the storm’s devastation.

FEMA has funded more than 5,185 Public Assistance projects including repairing and restoring hospitals, schools, waterways, parks, beaches, marinas, water treatment plants and public buildings. A roster of services has been restored, including utilities critical to everyday life. Billions of federal dollars have been expended during the past two years. The numbers below tell the story. In the two years since Hurricane Sandy devastated New Jersey:

                                 $6.67 billion      has been provided to the state of New Jersey for Hurricane Sandy Recovery.

 

                               $422.9 million     has been distributed to help survivors get back on their feet via temporary housing assistance, disaster

                                                           unemployment and other needs assistance.

 

                                   $3.5 billion      has been paid to policyholders for flood claims through FEMA’s National Flood Insurance Program.

 

                                   $1.5 billion      in Public Assistance funds has been obligated to communities and certain non-profit organizations for debris

                                                            removal, emergency work and permanent work.

 

                              $279.5 million      in grants has been provided for projects to protect damaged facilities against future disasters.

 

                              $123.9 million      in funding for property acquisitions, elevation and planning updates has been paid to New Jersey communities

                                                            through the Hazard Mitigation Grant Program.

 

                               $847.7 million     has been approved by the Small Business Administration for SBA disaster loans to 10,726 individuals and

                                                           1,718 small businesses.

Hurricane Sandy: After Two Years, $6.67 Billion, FEMA Continues N.J. Recovery

EATONTOWN, N.J — One of the largest public assistance projects in the history of the Federal Emergency Management Agency recently received final approval for funding.

The Passaic Valley Sewerage Commission’s Newark Bay Treatment Plant is the fifth-largest sewage treatment facility in the nation. The plant, which is situated on a low-lying 140 acres at the edge of Newark Bay, treats wastewater, municipal sewage sludge and drinking water sludge from 3.43 million combined residents of New Jersey and New York, serving approximately 25 percent of New Jersey’s population and 15 percent of New York City’s.

Forty-six separate project worksheets were associated with the plant. The FEMA-obligated cost of PVSC’s combined projects is $348,680,241.44, topping the list of New Jersey public assistance applicants.

The facility sustained more than $90 million of damage to everything from generators and internal wiring to support vehicles on the grounds. In addition to the repairs, PVSC plans to build a flood wall that will protect the entire facility from a similar future disaster. That project will require approximately one year to design and 5-6 years to build.

Debris removal was the most costly expense in the days immediately after Hurricane Sandy, and FEMA has obligated more than $203 million to the New Jersey Department of Environmental Protection for Sandy-related remediation and expenses, including $161.4 million for debris removal expenses. The third-highest application total for PA grant funding is the Middlesex County Utilities Authority at $93.7 million.

In New Jersey, FEMA Public Assistance grants for Hurricane Sandy recovery work pay 90 percent of the eligible costs not covered by insurance payouts. FEMA provides the funding to the State of New Jersey for reimbursement to the applicants. Any remaining costs are paid for by the applicant.

Grants also can be used to pay for the repair, reconstruction or replacement of eligible public facilities and infrastructure such as roads and bridges.

As of October 3, 2014, FEMA has obligated nearly $1.5 billion for public assistance projects related to Sandy in New Jersey.
