AUSTIN, Texas—With images of damage from the May-June storms and flooding receding into a rear view, Texas individuals, families and businesses are now shifting focus ahead on the road to recovery thanks to $75.4 million in federal assistance.

FEMA and the U.S. Small Business Administration recently released dollar amounts to date that point to recovery progress in the 24 designated counties approved for federal help: Austin, Bastrop, Brazoria, Brazos, Burleson, Eastland, Fayette, Fort Bend, Grimes, Harris, Hidalgo, Hood, Kleberg, Lee, Liberty, Montgomery, Palo Pinto, Parker, San Jacinto, Stephens, Travis, Tyler, Waller and Washington.

  • Nearly $31.7 million was approved in FEMA household assistance grants for eligible applicants to repair damaged homes and pay for temporary housing.

  • An additional $6.5 million was approved to cover other essential needs including personal property, disaster-related dental and medical expenses, transportation and child care.

  • The SBA has approved $37.2 million for businesses, nonprofits, homeowners and renters for low-interest disaster loans.

Additionally, the National Flood Insurance Program has paid $107.6 million in claims to about 3,500 Texas policyholders affected by the May-June storms.

More than $75 Million in Federal Help Flows to Texans for May-June Storms and Flooding

CHICAGO –The Thanksgiving week ahead is one typically filled with travel, a busy schedule and potentially bad weather.

“Don’t let this hectic time of year sidetrack you from safety on the road,” said FEMA Region V Administrator Andrew Velasquez III. “Take some time now to talk to your family about how to handle a travel emergency, and stockpile necessary supplies in your car in case you become stranded.”

Remember to take these simple steps to help ensure safe travel for you and your family:

1. Know the risks before leaving home.  Listen to the radio or television for the latest weather forecasts and road conditions. If bad weather is forecast, drive only if absolutely necessary.
2. Keep your gas tank above half-full.  When temperatures are extremely cold, condensation can build up in a near-empty gas tank, potentially freezing fuel lines and leaving you stranded. 
3. Check or have a mechanic check the following items on your vehicle:
• Antifreeze levels – ensure they are sufficient to avoid freezing.
• Brakes – check for wear and fluid levels.
• Exhaust system – repair as necessary. Carbon monoxide is deadly and usually gives no warning.
• Fuel and air filters – replace as needed. 
• Battery and ignition system – make sure they’re clean and functioning properly.
• Heater and defroster – ensure they work properly.
• Lights and flashing hazard lights – check for serviceability.
• Thermostat – ensure it works properly.
• Windshield wiper equipment – repair any problems and maintain proper washer fluid level.
• Install good winter tires – make sure the tires have adequate tread.
4. Have an emergency supply kit for your car in case it’s needed. Include the following items:
• Jumper cables – consider including flares or reflective triangles.
• Flashlights – with extra batteries.
• First aid kit – remember any necessary medications, baby food or diapers.
• Food –  non-perishable food such as canned food, and protein rich foods like nuts and energy bars.
• Manual can opener
• Water – at least 1 gallon of water per person a day for at least 3 days.
• Basic toolkit – pliers, wrench, screwdriver.
• Radio – battery or hand cranked.
• Cat litter or sand – for better tire traction.
• Shovel
• Ice scraper
• Clothes – warm clothes, gloves, hat, sturdy boots, jacket and an extra change of clothes for the cold.
• Blankets or sleeping bags
• Charged cell phone –  and car charger.
• Pet supplies – food and water.

PENSACOLA, Fla. – With many Floridians on the road to recovery from the recent storms and flooding, state and Federal Emergency Management Agency officials warn of scam artists.

“We understand that survivors are anxious to get repairs done and get the help they need to put their lives back in order,” said State Coordinating Officer Bryan Koon. “As you begin repairs, please take the necessary steps to ensure that you are hiring legitimate, responsible contractors.”

The state and FEMA caution residents to be on alert for scam artists using tricks to obtain vital information or take advantage of storm-weary survivors.

Some of the scams often used are:

Home Repair

Unlicensed home improvement contractors may take the disaster survivor’s money and disappear, leaving unfinished work and unsafe homes. Before hiring a contractor, storm survivors should check with the Florida Department of Business & Professional Regulation online at www.myfloridalicense.com. The DBPR website provides information about licensed contractors.

Always ask for proof of the contractor’s liability insurance. All contracts should be in writing and carefully reviewed before being signed. Full payment should not be made until the work is completed. The local police department should be notified of suspected fraud.

Price Gouging

Excessive price increases are illegal. Check with the Florida Department of Agriculture and Consumer Affairs at freshfromflorida.com/Divisions-Offices/Consumer-Services or call 800-HELP-FLA or TTY 800-435-7352 if you suspect prices are unreasonably high.

False Payments and Bribes

Con artists may pose as insurance specialists or expeditors, claiming they can convince FEMA to increase home repair damage aid or the insurer to pay a larger settlement. The scammers ask the applicant or policyholder to sign a contract giving them a percentage of the “increased” payment.

The essence of the con is to take a percentage of the damage grant or policy settlement. FEMA always deals directly with each applicant and is always willing to consider an appeal by sending a new inspector to review damaged property or claimed losses.

Pick Ups and SUVs are No Protection from Rushing Flood Waters

PORTSMOUTH, N.H.–Each year, flooding causes more deaths than any other weather hazard. Most of these drownings could be prevented—if people better understood the force and power of rushing floodwater. Whether driving or walking, save your life, and the lives of your children and other family members or traveling companions. When you see flood waters ahead: Turn Around Don’t Drown®.

More than half of all flood-related drownings occur when vehicles are swept away because their drivers attempted to travel through flood water. Many drive around flood barriers because they mistakenly believe their 3,000 pound or more vehicle is so heavy it will stay in contact with the road surface. Think about that for a moment:  aircraft carriers weighing 97,000 tons float. Vehicles, including ships, float because of buoyancy.

Keep these facts in mind:

  • Six inches of water will reach the bottom of most passenger cars causing loss of control and possible stalling.
  • A foot of water will float many vehicles.
  • Two feet of rushing water can carry away most vehicles including sport utility vehicles (SUVs) and pick-ups.

As a powerful winter storm continues to develop in the Central U.S., the Federal Emergency Management Agency (FEMA) encourages everyone to get ready now to weather the storm for at least three days by having all the supplies you and your family need on hand.    

“Snow and ice storms can be dangerous and potentially life-threatening. It’s important to know your risk, have a plan and put it into action when confronted with severe weather,” said FEMA Region V Administrator Andrew Velasquez III.

Protect your family and prevent damages with these easy to follow tips:

  • Create an emergency supply kit that includes a three-day supply of food and water for each person, a battery-powered or hand-crank radio, extra flashlights and batteries, and any items to meet the unique needs of your family.
  • Purchase rock salt to melt ice on walkways, sand to improve traction and snow shovels or other snow removal equipment.
  • Ensure your family preparedness plan and contacts are up to date.
  • Maintain adequate clothing and blankets to keep you warm.

Make sure to also put together a winter survival kit for the time you spend on the road.  Don’t run the risk of being stranded in your vehicle without proper emergency equipment and supplies.

Don’t Let Winter Storms Catch You Off-Guard

WINDSOR, Conn. — While the Federal Emergency Management Agency expects to help the state pay for repairing infrastructure damaged by Hurricane Sandy, FEMA can also help cover the costs of rebuilding critical infrastructure to a stronger, safer standard.

The work is known as mitigation, which is intended to break the cycle of damage and reduce repetitive losses.

“Studies show that every dollar spent on mitigation saves $4 down the road by preventing disaster-related damage and loss,” said FEMA Federal Coordinating Officer Albert Lewis.

FEMA’s Public Assistance program helps local governments and certain private, nonprofit organizations pay for eligible disaster-related costs for debris removal, emergency protective measures and repair or restoration of public infrastructure. FEMA provides a minimum of 75 percent of the cost of repairs.

Generally, the PA program restores disaster-damaged infrastructure to pre-disaster conditions.  However, where cost-effective and technically feasible, additional funding can be approved to restore the facility to a higher standard and make it more disaster-resistant.

Such projects can include:

  • Increasing the size of culverts under bridges and roadways to allow floodwaters to flow through without damage;
  • Armoring riverbanks with stone to forestall erosion; and
  • Constructing gated floodwalls to prevent the inundation of structures or neighborhoods.

Eligible applicants for Public Assistance funding and mitigation include state agencies, local and county governments, tribal nations and nonprofit agencies that provide essential services. As part of the federal assistance application process, FEMA and the state help applicants identify projects that qualify for mitigation funding.

FEMA and its state partners are encouraging applicants to take advantage of mitigation funding to help reduce repetitive losses from disasters.

Public Assistance Mitigation Funds Can Help Break Cycle of Repetitive Loss

New York – Hurricane Sandy survivors, who received temporary housing assistance from the Federal Emergency Management Agency, and continue to have a housing need, must fill out an important form for additional short-term rental assistance.

FEMA mails all applicants who receive rental assistance the “Declaration for Continuing Need for Rental Assistance” form. It reaffirms that applicants have an ongoing need for temporary housing while they search for a permanent place to live.

  • This form is mailed 15 days after applicants receive their initial rental assistance grant.
  • Applicants who need additional rental assistance must complete the form and mail it back to FEMA at the address printed on the form.
  • If you don’t have the form, contact FEMA’s toll-free helpline 800-621-FEMA (3362).

Returning to a permanent home is a significant milestone on the road to recovery. FEMA rental assistance may last for up to 18 months from the date of declaration. So it’s important for survivors to have a permanent housing plan.

Survivors with questions about temporary housing assistance should contact FEMA’s toll-free helpline 800-621-FEMA (3362). Applicants who use 711-Relay or Video Relay Services (VRS) can call 800-621-3362. The toll-free telephone numbers operate 24 hours a day seven days a week until further notice.

Survivors Must Contact FEMA to Keep Temporary Housing Assistance

CHICAGO – September is National Preparedness Month and as we remember the tragic events of the September 11 terrorist attacks, FEMA Region V would like to remind everyone to make preparedness a priority. 

“We all want peace of mind knowing that our families, our homes and our businesses are safe and protected from threats of any kind,” said Andrew Velasquez III, regional administrator of FEMA’s office in Chicago. “Throughout the month of September we are encouraging the whole community – individuals, businesses, community organizations, faith-based groups, and state, local and tribal governments – to focus on preparing for all types of emergencies and disasters that may impact their communities.”

Preparing can start with three important steps:

  • Put together your own personalized emergency supply kit
  • Plan now so you know what do to before, during and after disaster strikes
  • Be informed about specific hazards that could affect your community

Everyone should take responsibility for being prepared with the understanding that disasters may disrupt essential services.  Everyone should have sufficient supplies for at least three days.  Taking action now to prepare for emergencies and disasters will increase your chances of surviving and recovering from a disaster.

FEMA Region V Highlights National Preparedness Month

WITH MORE THAN $133 MILLION OBLIGATED TO REPAIR VERMONT INFRASTRUCTURE, FEMA PUBLIC ASSISTANCE PROCESS CONTINUES

ESSEX JUNCTION, Vt. – The Federal Emergency Management Agency has so far obligated more than $133 million to repair eligible storm-impacted roads, bridges, culverts and other elements of Vermont’s infrastructure; the Public Assistance process continues. In their ongoing partnership, FEMA and the State of Vermont announce a series of meetings to update individual applicants from local governments and some private non-profit organizations.

The meetings, the first of which is scheduled to be held on Monday, Aug. 6, are intended to update Public Assistance applicants in Addison, Bennington, Chittenden, Essex, Franklin, Lemoille, Orange, Rutland, Washington, Windham and Windsor counties.

“These meetings will serve to underscore FEMA’s commitment to working with the State of Vermont to ensure that all applicants for Public Assistance receive the maximum amount of funding for which they are eligible,” said FEMA Federal Coordinating Officer Nick Russo. 

The meetings are intended to provide a common understanding as to the way ahead, including changes of scope, time extensions and appeals. Applicants will be briefed on the close out process, relevant terminology and other topics related to exit interviews.

“It is the intent of the state to support FEMA’s effort to ensure Public Assistance applicants are aware of the status of project worksheets and have a common understanding as to the road ahead,” said State Coordinating Officer Ross Nagy.
