SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Card Street Fire, burning in Kenai Peninsula Borough, Alaska.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Card Street Fire threatened such destruction as would constitute a major disaster. Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on June 16, 2015 at 4:54 p.m. AKDT. This is the second FMAG approved in Alaska this fire season.

The fire started on June 15, 2015, and has burned approximately 840 acres of private and state land.

At the time of the request, the fire had burned 10 structures of which 3 were primary homes. Additional losses included 2 large structures, and 5 outbuildings. The fire was threatening 300+ homes of which 200 were primary in and around the Kenai Keys. Approximately 300 people have evacuated the area and preparations are being made for more evacuations. Sheltering operations are ongoing with two currently open hosting 50 local residents and an unknown number of tourists.

Firefighting resources onsite include 12 engines, 2-crews, and additional assets ordered from out-of-state. The Federal Principal Advisor confirmed the threat to homes. The fire is currently 5 percent contained. There are 28 uncontrolled fires within the state which has burned over 70,000 acres to date.

The authorization makes FEMA funding available to pay 75 percent of the State of Alaska’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Sockeye Fire threatened such destruction as would constitute a major disaster. Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on June 15, 2015 at 6:37 p.m. AKDT.

The fire started on June 14, 2015, and has burned approximately 6,500 acres of private and state land. At the time of the request, the fire had burned 25 homes and was threatening 893 primary homes in and around the town of Willow. Approximately 1700 people had evacuated the area. Sheltering operations have been ongoing and have had to relocate 3 times because of the dynamics of this fire. The Park Highway, local roads and bridges were closed and threatened.

Firefighting resources include a Type 1 Incident Management Team, 5 Hot Spot Crews, 10 Helicopters, 1 Air Tanker, 2 Engine Task Forces to support fire suppression activities. The Federal Principal Advisor confirmed the threat to homes. The fire is currently 0 percent contained. There are 24 other fires burning uncontrolled within the state.

EATONTOWN, N.J. – The process of recovering from a disaster begins almost as soon as the threat has passed and responders have arrived. Hundreds, if not thousands, of people will need help immediately as well as for the foreseeable future. Non-governmental volunteer groups, churches and faith-based organizations are often among the first to step in and help, but also have limited resources to sustain their presence.

In 13 New Jersey counties affected by Hurricane Sandy, many of these organizations came together to form long-term recovery groups (LTRGs), and Federal Disaster Recovery Coordination (FDRC; regionally referred to as Federal Interagency Regional Coordination) connects these groups to the Federal Emergency Management Agency. FEMA Voluntary Agency Liaisons (VAL) support the LTRGs as they address the unmet needs of individuals that they can help with, in contrast to FIRC’s emphasis on communities as a whole.

While a few groups had come into existence after Hurricane Irene struck in 2011, many LTRGs were formed in the immediate aftermath of Sandy. The VALs assisted in getting some of the groups launched, using the VOAD (Voluntary Organizations Active in Disaster) manual and other toolkits to bring representatives together.

There are 14 active groups in New Jersey in 13 counties (Atlantic City has its own group separate from Atlantic County). These long-term recovery groups mainly consist of and represent faith-based and nonprofit organizations that have resources to assist survivors.

“Survivors that are still not back in their homes need things like rental assistance, construction assistance and help filling funding gaps, and members of the LTRGs seek to provide those resources and guidance,” said Susan Zuber, VAL for the New Jersey Sandy Recovery Field Office. She also said that one advantage of having religious organizations involved in the LTRGs is “they can reach up to the national level and potentially get funds and resources.”

Along with investigating the issues communities are facing during recovery, FIRC coordinates information and resources to affected survivors, so they can determine where help is available.

“The LTRG disaster case managers strive to make sure various resources get to the people they know need help, and FIRC helps them ensure that there is no duplication of benefits,” Zuber said. “We assist in being the best stewards possible of limited available funds.”

FIRC VAL Lori Ross says that nearly two years after Sandy struck, the LTRGs are still actively helping survivors with some serious issues.

“New Jersey 211 (the state’s resource hotline) is receiving (an average of) 44 new referrals for help every week,” she said. “The Ocean and Monmouth county groups have started receiving requests for rental assistance” as people who had been renting properties while their homes were repaired or rebuilt are in need of more money to pay their rent and mortgage, she added. Mold in homes that wasn’t dealt with properly initially continues to be an issue.

Not all of the problems survivors are facing are of a physical nature, either.

“We’re also seeing more cases where people are asking for mental and emotional assistance,” Zuber said. “We’re getting requests for clergy and mental health treatment. There’s a real emotional and spiritual care element as it relates to the impact of the storm.”

Ross added that even caregivers and case workers are feeling the pressure of what is now a two-year process. “This (the anniversary) is a very critical time,” she said, noting that requests for this type of aid increased at this time last year as well.

Rebuilding after a disaster the magnitude of Hurricane Sandy takes years. FEMA, the FIRC, and the long-term recovery groups of New Jersey are using coordinated teamwork and resources to help people put their lives back together.

FIRC, Local Organizations Team Up On Long-Term Recovery Efforts

ATLANTA – September is National Preparedness Month, and the Federal Emergency Management Agency (FEMA) encourages everyone to make disaster preparedness a priority.

“National Preparedness Month reminds us that we all need to be ready for disasters and emergencies,” said FEMA Region IV Acting Regional Administrator Andrew Velasquez III. “September is also the height of hurricane season, so preparing now is even more critical for families and businesses in the Southeast.”

Across the Nation, disasters are occurring with greater frequency, and are larger and more complex. Severe weather and other emergencies can strike with little or no warning and can have disastrous impacts. Already this year, states across the Southeast have experienced destructive severe storms, including the winter storms that affected Alabama, Georgia and North and South Carolina. Spring tornadoes and flooding also affected several states. Four named tropical cyclones, Arthur, Bertha, Cristobal, and Dolly have already formed this summer, and they serve as a reminder to be ready for hurricanes.

“Take the steps necessary to make preparedness a part of your everyday life,” said Velasquez. “Prepare for the hazards that are most likely to occur where you live and work. Talk to your family and make a family disaster plan. But don’t stop there. Practice your plan. Practicing in advance of a disaster makes you better prepared to handle any emergency you may encounter.”

Make disaster readiness manageable by taking one step at a time— start by learning your specific risks, then gather supplies for an emergency kit, and finally develop a family communications plan. By taking these small, but critical steps, over time you can be prepared for disasters. A useful guide to prepare for hurricanes is located at FEMA’s America’s PrepareAthon! website.

DENVER – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Anaconda Fire in Tooele County.

FEMA Acting Regional Administrator Tony Russell approved the state’s request for a Federal Fire Management Assistance Grant (FMAG) upon receiving the request at 9:07 p.m. MDT Monday evening.  At the time of the request, residents of approximately 100 homes in the community of Lincoln were under a mandatory evacuation. The 300-acre fire was within a quarter mile of the community and was five percent contained.

The authorization makes FEMA funding available to pay 75 percent of the state’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. FEMA Authorizes Funds to Fight Utah Anaconda Fire

WASHINGTON – The Federal Emergency Management Agency (FEMA), through its Regional Office in Oakland, California, is monitoring the situation following the U.S. Geological Survey report of a 6.0 magnitude earthquake that occurred this morning six miles south southwest of Napa, California.  FEMA remains in close coordination with California officials, and its Regional Watch Center is at an enhanced watch to provide additional reporting and monitoring of the situation, including impacts of any additional aftershocks.

FEMA deployed liaison officers to the state emergency operations center in California and to the California coastal region emergency operations center to help coordinate any requests for federal assistance.  FEMA also deployed a National Incident Management Assistance Team (IMAT West) to California to support response activities and ensure there are no unmet needs.

“I urge residents and visitors to follow the direction of state, tribal and local officials,” FEMA Administrator Craig Fugate said. “Aftershocks can be strong enough to cause additional damage to weakened structures and can occur in the first hours, days, weeks or even months after the quake.”

When disasters occur, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations and numerous private interest groups who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

Safety and Preparedness Tips

  • Expect aftershocks. These secondary shockwaves are usually less violent than the main quake but can be strong enough to do additional damage to weakened structures and can occur in the first hours, days, weeks or even months after the quake.
  • During an earthquake, drop, cover and hold on. Minimize movements to a few steps to a nearby safe place. If indoors, stay there until the shaking has stopped and exiting is safe.
  • If it is safe to do so, check on neighbors who may require assistance.
  • Use the telephone only for emergency calls. Cellular and land line phone systems may not be functioning properly. The use of text messages to contact family is the best option, when it is available.
  • Check for gas leaks. If you know how to turn the gas off, do so and report the leak to your local fire department and gas company.

On August 6, 2014, the State of Oregon submitted a request for a fire management assistance declaration for the Rowena Fire, burning in Hood River County.  At the time of the request, 480 homes were threatened and about 500 people had evacuated the area.  The fire started on August 5, 2014, and has consumed approximately 1,500 acres of Federal and private land. Firefighting resources committed to this incident include fire crews, strike teams, helicopters, air tankers and engines. The Federal Principal Advisor confirmed the threat to homes, and transportation facilities.  The fire is currently uncontained.

The authorization makes FEMA funding available to pay 75 percent of Oregon State’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. On August 5, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Hansel Fire, burning in Chelan County.  At the time of the request, 220 homes were threatened and about 720 people had evacuated the area.  The fire started on August 2, 2014, and at least 10 fires are burning uncontrolled in Chelan Count. The Hansel Fire has consumed approximately 1,500 acres of Federal and private land and is being fueled by heavy timber. Firefighting resources from local, State, and Federal, and out of state are fighting the fire, include strike teams , type 2 IA crews, air resources, tenders and  an Incident Management Team   to support fire suppression activity. The Federal Principal Advisor confirmed the threat to homes, dams, overhead power lines, and rail line.  The fire is currently uncontained.

A state of emergency was declared by the Governor late Tuesday, July 14 in 20 Eastern Washington counties in response to multiple wildfires threatening homes, businesses, public infrastructure, and natural resources in many parts of the state as fire crews face continued severe fire weather conditions.

The authorization makes FEMA funding available to pay 75 percent of Washington State’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. On August 3, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Snag Canyon Fire, burning in Kittitas County.  At the time of the request, 180 homes were threatened and about 600 people had evacuated the area.  The fire started on August 2, 2014, and at least 8 fires are burning uncontrolled in Kittitas County and the Snag Canyon Fire has consumed approximately 3,000 acres of State, and private land.  Firefighting resources from local, State, and Federal, and out of state are fighting the fire,  include strike teams , type 2 IA crews, air resources, tenders and  type 2 Incident Management Team   to support fire suppression activity as of August 3, 2014. FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Oregon Gulch Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on August 1, 2014 at 6:43 p.m. PDT.

On August 1, 2014, the State of Oregon submitted a request for a fire management assistance declaration for the Oregon Gulch Fire, burning in Jackson and Klamath Counties. At the time of the request, 123 homes were threatened and about 40 people had evacuated the area. Two major power transmission lines from a hydroelectric facility had been destroyed and a third transmission line was threatened. The fire was also threatening the municipal watershed area, the Pinehurst municipal airport and an elementary school.  The fire started on July 31, 2014, and has fire has burned approximately 11,000 acres of Federal and private land.  The Firefighting resources committed to the incident include fire crews, structural engines, helicopters, air tankers,  dozers and two teams of National Guard forces. Federal Principal Advisor confirmed the threat to homes and power transmission lines.  The fire is at zero percent containment.
