Kansas City, Mo. –The U.S. Department of Homeland Security’s Federal Emergency Management Agency’s (FEMA) Region VII office announced today the Fort Calhoun Nuclear Station public meeting and emergency response exercise, scheduled to take place this week near Fort Calhoun, Nebraska has been postponed until further notice. High wind speeds reaching approximately 90 mph were reported during a severe thunderstorm this morning, and power was lost. The power has since been restored and there are no safety concerns.

The states of Nebraska and Iowa along with Washington County in Nebraska and Pottawattamie and Harrison Counties in Iowa will work with the Nuclear Regulatory Commission (NRC), FEMA and the Omaha Public Power District to reschedule the exercise for a future date to be determined.

The exercise is a biennial requirement to determine the adequacy of the state and local radiological emergency preparedness and response plans. It tests the abilities of the state, the utility company, and participating counties to protect the health and safety of the public living and working in the vicinity of the Fort Calhoun Nuclear Station.

The exercise requires the activation of emergency facilities operated by state, county and local units of government, all of which generating response activities that are evaluated by the FEMA Region VII Radiological Emergency Preparedness (REP) Program. Concurrently, the Fort Calhoun Nuclear Station on-site performance is evaluated by officials from the NRC.

Members of the public and the media will be informed when the exercise and the public meeting outlining the full-scale response exercise process, has been rescheduled.

KANSAS CITY, Mo. – With several areas throughout Kansas and Missouri experiencing bouts of late-summer flooding, the Federal Emergency Management Agency (FEMA) is urging residents to stay informed about the potential hazards of flooding.

Floods, especially flash floods, kill more people each year than any other weather phenomenon. This recent spate of severe weather-related events across the Midwestern states serves as a pointed reminder just how dangerous floods can be and how important it is to stay abreast of weather warnings, understand flood terms, and take action by monitoring, listening, preparing and acting accordingly.

Beth Freeman, Regional Administrator for FEMA Region VII urges residents to be constantly aware of their environment and any potential for flooding. “There’s no doubt that when people are aware of the dangers and power of flooding, they can take measures to lessen the exposure to danger for themselves and family members,” Freeman said. “When you’re driving and you see the road ahead is flooded, be safe. It’s best to ‘turn around, don’t drown.’ FEMA is monitoring the situation and is on standby to help states if assistance is requested.”

While floods are the most common hazard in the United States, not all floods are alike. Floods typically occur when too much rain falls or snow melts too quickly. While some floods develop slowly, flash floods develop suddenly. 

One of the most dangerous elements of a flood is floodwaters covering roadways, and motorists are urged to never attempt driving through them.  About 60 percent of all flood deaths result from people trying to cross flooded roads in vehicles when the moving water sweeps them away.

While flood risks can indeed be a formidable threat, there are simple steps citizens can take today to reduce their risk to all types of floods. 

If a flood is likely in your area, you should:

  • Listen to your radio or television for information.
  • Be aware that flash flooding can occur. If there is any possibility of a flash flood that could affect you, move immediately to higher ground. Do not wait for instructions to move.
  • Be aware of streams, drainage channels, canyons, and other areas known to flood suddenly. Flash floods can occur in these areas with or without such typical warnings as rain clouds or heavy rain.

If you must prepare to evacuate, you should:

  • Secure your home. If you have time, bring in outdoor furniture. Move essential items to an upper floor.
  • Turn off utilities at the main switches or valves if instructed to do so. Unplug electrical appliances. Do not touch electrical equipment if you are wet or standing in water.

If you must leave your home, remember these evacuation tips:

  • Do not walk through moving water. Six inches of moving water can make you fall. If you have to walk in water, walk in areas where the water is not moving. Use a pole or stick to make sure the ground continues in front of you.
  • Do not drive into flooded areas. If floodwaters rise around your car, abandon the car and move to higher ground if you can do so safely. You and your vehicle can be quickly swept away.
  • Six inches of water will reach the bottom of most passenger cars causing loss of control and possible stalling.
  • A foot of water will float many vehicles.
  • Two feet of rushing water can carry away most vehicles including sport utility vehicles (SUVs) and pick-ups.

Additional tips to consider:

  • United Way’s 2-1-1 is a helpful resource before, during and after disasters. Keeping this number and an up-to-date family communication plan handy is a must-do when preparing for emergencies.
  • Keep emergency supplies on hand, such as non-perishable food, medicine, maps, a flashlight and first-aid kit.
  • Use extreme caution when returning to flood damaged homes or businesses.

Become familiar with the terms that are used to identify flooding hazards:

  • Flood Watch: Flooding is possible. Tune in to NOAA Weather Radio, commercial radio, or television for information.
  • Flood Warning: Flooding is occurring or will occur soon; if advised to evacuate, do so immediately.
  • Flash Flood Watch: Rapid rises on streams and rivers are possible. Be prepared to move to higher ground; listen to NOAA Weather Radio, commercial radio, or television for information.
  • Flash Flood Warning: Rapid rises on streams and rivers are occurring; seek higher ground on foot immediately.

Federal Aid Programs for the State of Texas Declaration

CHICAGO — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $1,093,748 in Hazard Mitigation Grant Program (HMGP) funds to the City of Wood Dale, Ill., for the acquisition and demolition of five residential structures located in the floodplain of Salt Creek. These structures have been damaged multiple times from past flooding and rain events.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III.  “The acquisition of these homes permanently removes the structures from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $1,458,330 eligible project cost.  The remaining 25 percent of the funds, $364,582 will be provided by Wood Dale.

FEMA Awards $1,093,748 Grant to City of Wood Dale: Hazard mitigation funds will be used to acquire and demolish five flood prone structures

PHILADELPHIA, Pa. – Today, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced five newly selected members of the FEMA National Youth Preparedness Council (YPC).

FEMA’s Youth Preparedness Council was formed last year to bring together youth leaders from across the country that are highly interested and engaged in advocating youth preparedness and making a difference in their communities.  The Council supports FEMA’s commitment to involving youth in preparedness-related activities, and provides an avenue to engage youth population, taking into account their perspectives, feedback and opinions.  Council members will attend a Youth Preparedness Council Summit on youth disaster preparedness and will also complete a Council project with FEMA support.

Young people are capable of playing an important role in emergency preparedness, and have the unique potential to help their communities be safe, stronger and more resilient before, during and after a disaster. Youth involved in preparedness programs are able to effectively spread important messages about preparedness to their family, school and community. By participating in youth preparedness programs, young individuals are empowered to become leaders at home, in their schools and communities.

In its second year, interest in the Youth Preparedness Council has increased based on the number of applications received this year for the five seats available.  The five newest members of the Council from across the country have been selected based on their dedication to public service, efforts in making a difference in their community, and their potential to expand their impact as a national advocate for youth preparedness.

The distinguished members selected in 2013 are as follows:

  • Ashley Houston (Region VII) was requested to speak about youth preparedness on a panel at the 2013 Institute of Medicine Workshop (to be held in June 2013).
  • Divya Saini (Region IX) was awarded the “Disney Friends for Change” grant for her Block Preparedness Coordinator work, and has authored and published three articles about preparedness in the Palo Alto Weekly Newspaper.
  • Tiffany Espensen (Region IX) developed “Tiffy’s Tip Tuesday” in which she relays disaster preparedness tips via her Twitter account, which currently has 16,880 followers.

This year council members will have the opportunity to participate in the Youth Preparedness Council Summit in Washington, D.C. this summer where they will advise and ask questions on youth disaster preparedness with the leadership of national organizations working on this critical priority.  Council members will also determine their Council project and meet with FEMA Community Preparedness staff, who will be their ongoing FEMA support contacts and mentors. Members will also meet virtually with FEMA leadership on a regular basis throughout the year and will provide ongoing input on strategies and initiatives as well as updates on their projects.

Federal Aid Programs for the State of Michigan Declaration

ATLANTA – The Federal Emergency Management Agency’s Region IV office in Atlanta became the first FEMA office to earn the National Weather Service’s StormReady designation.

Forecasters from the weather service presented the designation to FEMA Region IV Administrator Phil May Monday during the Regional Interagency Steering Committee meeting with the region’s eight state emergency management agencies and federal response partners.

“Disaster preparedness is important at every level, from the federal government all the way to each and every member of the public,” May said. “We’re proud to set a good example in our community and we hope that others follow us as we work to become a more resilient nation.”

StormReady is a nationwide program of the weather service that helps communities and organizations to protect their citizens during severe weather, and encourages a proactive approach to improving local hazardous weather operations.

“We are continuously working to get more communities and organizations into the StormReady program,” said NWS Peachtree City Meteorologist in Charge Keith Stellman. “Our goal is that all communities and government installations will take the steps necessary to become StormReady which will in turn mean our residents will be better prepared when severe weather threatens their area.”

The FEMA Region IV campus includes four buildings in the greater Atlanta area, as well as a facility in Thomasville, Ga. And Biloxi, Miss. Less than 30 government facilities nationwide have the StormReady designation.

To be recognized as StormReady, the following criteria must be met:

  • Establish a 24-hour warning point and emergency operations center.
  • Have multiple ways to receive severe weather warnings and forecasts and to alert the public.
  • Create a system that monitors weather conditions locally.
  • Promote the importance of public readiness through community seminars.
  • Develop a formal hazardous weather plan, which includes training severe weather spotters and holding emergency exercises.

TRENTON, NJ – The Federal Emergency Management Agency is releasing preliminary work maps for four New Jersey counties heavily impacted by Superstorm Sandy – Hudson, Monmouth, Ocean and Atlantic.

The preliminary work maps for those counties will replace the Advisory Base Flood Elevation maps because they reflect a more precise modeling analysis of current flood hazards, including wave analysis, and a more detailed study of other specific conditions that could affect flood risk.

FEMA is working closely with New Jersey’s local and state officials to provide the most accurate updated flood risk information to those individuals who need it as they make decisions about rebuilding their homes.

Revision of these maps is an ongoing process leading to the final Flood Insurance Rate Maps. The final maps will incorporate previous data and add more details about specific flood risk conditions in communities throughout the state, with a priority placed on those in coastal areas facing the highest risk.

Before Superstorm Sandy struck, FEMA was in the process of updating flood hazard maps for
the New Jersey coast.

Soon after Sandy, FEMA released Advisory Base Flood Elevations which incorporated much of
the information contained in the study already under way.

Because Sandy had reshaped the coastline, not all the earlier information was applicable. The Advisory Base Flood Elevations represented the best information available at the time, and served as a guide for those who wanted to rebuild as soon as possible.
