NEW YORK ­­­­– Getting local businesses back up and running is a key part of a community’s recovery after a disaster. Several of FEMA’s federal, state, local and private sector partners have programs in place to support New York businesses after Hurricane Sandy:

The U.S. Small Business Administration (SBA) has low-interest loans available for businesses and most private nonprofits for up to $2 million dollars for physical property losses. Small businesses and most private nonprofits can also apply for economic injury loans for up to

$2 million. Interested businesses can apply at any of the State/FEMA Disaster Recovery Centers, SBA Business Recovery Centers, online at https://disasterloan.sba.gov/ela or contact the SBA at 800-659-2955.

NYC Economic Development Corporation established a Hurricane Sandy Emergency Loan Fund to support NYC small businesses with their recovery and clean-up efforts. This loan program will provide $10 million in low-interest loans to businesses, ranging from

$5,000 – $25,000 for each loan. Funds can be used to replace or repair damaged assets, or to make up for working capital losses incurred due to business interruption. Suffolk County Industrial Development Agency’s Emergency Sales Tax Relief Program gives an exemption of State and County Sales Tax of 8.625 percent to small businesses in Suffolk County on purchases up to $100,000 for building materials or replacing damaged equipment.  Businesses can visit: www.suffolkIDA.org or call 631-853-4802 for additional information or to fill out an application.

National Grid Hurricane Sandy Relief Program provides grants up to $250,000 to National Grid commercial, industrial or multi-family residential gas customers that were impacted by Hurricane Sandy. Eligible customers can use program funds for energy infrastructure repairs or replacement, rehabilitation of buildings, and costs associated with replacement of machinery or equipment necessary for the operation of the businesses. Funding consideration will be based on documented financial need and impact to the community. Several Resources Available to Help Business Owners Recover from Sandy

NEW YORK – Nearly seven weeks since the Oct. 30 federal disaster declaration for Hurricane Sandy in New York, more than $1 billion in state and federal assistance has been approved for survivors.

“We are all working together to get the disaster assistance where it needs to be – in the hands of survivors and communities,” said Federal Coordinating Officer Michael F. Byrne. “FEMA’s mission has been to help individuals and families recover from the disaster and we will continue to support residents until the mission is completed.”

While there is still much work to be done, this money has contributed significantly to the recovery effort. Survivors are repairing homes and debris is getting cleaned up. FEMA assistance is helping to speed the pace of recovery for survivors. 

FEMA continues to reach out to all 13 counties designated for Individual Assistance, focusing on the hardest-hit areas. Assistance to residents in affected counties includes:

  • Bronx                $2.1 million
  • Kings                 $175 million
  • Nassau               $263.8 million
  • New York         $11.9 million
  • Queens              $205.9 million
  • Richmond         $82.8 million
  • Suffolk              $59.8 million

FEMA and the U.S. Small Business Administration have approved more than $1 billion for Hurricane Sandy survivors. This includes more than $806 million in Individual Assistance and more than $723 million for Housing Assistance and nearly $83 million in assistance for other needs.

  • The U.S. Small Business Administration has approved more than $264 million in disaster loans to homeowners, renters and businesses. The SBA has staff members at every FEMA/State Disaster Recovery Center and 19 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance.
  • More than 256,000 New Yorkers have contacted FEMA for information or registered for assistance, including more than 139,000 who have applied through the online application site at www.DisasterAssistance.gov or on their smartphone at m.fema.gov.
  • 24 Disaster Recovery Centers are open in the affected areas. These include mobile sites as well as fixed sites, and to date nearly 105,000 survivors have been assisted at Disaster Recovery Centers in New York.           
  • 91 inspectors are currently in the field. To date 164,824 home inspections have been completed, making a 99 percent completion rate.
  • 2 Points of Distribution remain open in Nassau County providing meals, water and blankets. 
  • 13 New York counties are designated for both Individual Assistance and Public Assistance. These are Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester. Greene County has been designated for Public Assistance only. 
  • Public Assistance funds are also flowing; so far, more than $318 million has been obligated to the state to help replenish dollars spent to protect New Yorkers before, during and after the storm. The FEMA PA program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for

disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure. In order to qualify, damage must be a direct result of Hurricane Sandy.

Assistance to New York State Sandy Survivors Tops $1 Billion

NEW YORK – Federal disaster assistance for Hurricane Sandy survivors tops $1 billion in New York.

The Federal Emergency Management Agency has approved grants of more than $802 million for rental assistance, home repairs and other needs. The U.S. Small Business Administration has approved low-interest disaster loans of more than $232 million to help homeowners and renters recover from uninsured property loss and other damages.

SBA has also issued loans totaling nearly $17 million to help business owners recover from damages caused by Hurricane Sandy.

“This billion dollar milestone follows President Obama’s words to me,” said Michael F. Byrne, FEMA federal coordinating officer. “He told me ‘stay on it’ after he saw the devastation first hand. As a New Yorker, I can speak for FEMA and all of our partners when I promise that we will stay on it right through recovery.”

Hurricane Sandy caused damage in 13 New York counties that were designated for Individual Assistance grants to help survivors repair homes, replace lost property and pay for other essential disaster-related needs.

The 13 counties designated for Individual Assistance include: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

Disaster Recovery Centers are still open in most designated counties where FEMA and SBA specialists are on hand to answer questions. Change Announced for Westchester Disaster Recovery Center

NEW YORK – A Disaster Recovery Center at the Knights of Columbus Hall in Brooklyn will not be open for logistical reasons on Saturday, Dec. 15, but will reopen to help Hurricane Sandy survivors at 9 a.m. on Sunday, Dec. 16.

The Knights of Columbus recovery center is located at 2882 Gerritsen Ave., Brooklyn, NY 11229. Its usual hours, which will resume on Dec. 16, are 9 a.m. to 3 p.m. on Sundays and 8 a.m. to 6 p.m. Monday through Saturday.

Altered Weekend Schedule for Knights of Columbus Disaster Recovery Center

WINDSOR, Conn. — The FEMA-state Disaster Recovery Center at the Housatonic Community College, 900 Lafayette Blvd., Bridgeport, will close at 4 p.m., Saturday, Dec. 15.

When the center closes, FEMA will still be only a mouse-click or a phone call away. Disaster survivors may also go to any other Disaster Recovery Center. For an updated list of DRCs, go to http://go.usa.gov/g2Td on the Web or text the letters DRC and your ZIP code to the number 43362.

Homeowners, business owners and renters who had damage from Hurricane Sandy in one of the Connecticut counties designated for Individual Assistance have until Dec. 31 to register for assistance from the Federal Emergency Management Agency.

Survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or other Web-enabled device at m.fema.gov. Survivors can also register or ask questions by phone anytime by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available 24 hours a day, seven days a week. Wait for the English message to finish to reach multilingual operators.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance; flood insurance claims are handled separately.

If an applicant receives an application for a low-interest disaster loan from the U.S. Small Business Administration as part of their registration package from FEMA, it is important this application be completed and returned.  No survivor is required to take out an SBA loan, but completion of the SBA application may make the applicant eligible for further FEMA assistance.

Bridgeport Disaster Recovery Center to Close Saturday, Dec. 15, at 4 p.m.

NEW YORK – Hurricane Sandy survivors have until 6 p.m. Friday, Dec. 14, to visit the Disaster Recovery Center at Meadowmere Park in Nassau County.  

The center is at 14 Meyer Ave., Lawrence, NY 11559. Hours are 8 a.m. to 6 p.m. through Friday.

Changes Announced for two New York Disaster Recovery Centers

Trenton, N.J. — Survivors have the right to appeal the Federal Emergency Management Agency’s decision about what assistance they can receive.

You may ask for another review to appeal the amount or type of help provided or any other decision about federal disaster assistance.

Before asking for an appeal, it is important to review the “Help After a Disaster” applicant’s guide. The booklet explains the different types of assistance that may be available to survivors and could answer some questions you have about the appeal process. Each applicant receives a copy and it is available online at www.fema.gov/help-after-disaster.

When appealing, explain in writing why you disagree with a decision. Include any new or additional documents that would support the appeal. Be as specific as possible in the letter. Include materials such as itemized receipts and contractor estimates.

When sending an appeal letter for Hurricane Sandy, remember to include:

  • On all pages of all documents:
    • Federal disaster declaration number 4086-DR-NJ.
    • Nine-digit FEMA application number.
  • Applicant’s name, place and date of birth, and the address of the damaged dwelling.
  • Copies of documentation that supports the appeal. All receipts, bills and estimates must include contact information for the service provider. Keep all originals for your records.
  • A copy of a state-issued identification card, unless the letter is notarized or includes the following statement: “I hereby declare under penalty of perjury that the foregoing is true and correct.”
  • The applicant’s signature.

Appeal letters must be postmarked within 60 days of the date on the decision letter.

FEMA Assistance Denial Still Offers Option For Appeal

NEW YORK – Just over a month after Hurricane Sandy made landfall, the Federal Emergency Management Agency has approved more than $754 million in disaster assistance for New York State survivors under the agency’s Individuals and Households program.                                    

As of Dec. 7, more than $754 million in grants was approved through FEMA’s Individuals and Households program. Of that, more than $689 million was for housing assistance and more than $65 million to cover other essential disaster-related needs, such as funeral expenses and lost personal possessions.

“In the impacted neighborhoods of New York, we concentrated our efforts to get money into the hands of survivors,” said Federal Coordinating Officer Michael F. Byrne. “We targeted the hardest hit areas and were able to expedite initial assistance to people who needed it most.”

Grant money goes directly to survivors in the 13 New York counties designated for federal individual assistance, helping them rebuild their homes and lives. FEMA is focusing on the hardest hit areas of New York State which includes the following counties:

  • Bronx                $1.9 million
  • Kings          $161.6 million
  • Nassau        $249.6 million
  • New York         $10.9 million
  • Queens              $193.1 million
  • Richmond         $78 million
  • Suffolk     $55.6 million

  • 3 Prescription Medication Task Force Teams (PMTFT) and 1 National Veterinary Response Team (NVRT) from the Department of Health and Human Services remain deployed in New York.
  • The U.S. Army Corps of Engineers has removed 263,498 cubic yards of debris from rights-of-way. 
  • The U.S. Small Business Administration has approved nearly $102 million in disaster loans to homeowners, renters and businesses. The SBA has staff members at 19 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance.

Applicants who use 711-Relay or Video Relay Services (VRS) can call 800-621-3362. The toll-free telephone numbers operate 24 hours a day seven days a week until further notice.

Federal disaster assistance for individuals and families can include money for rental assistance, essential home repairs, personal property loss and other serious disaster-related needs not covered by insurance.
