  • Nearly $954 million in FEMA grants approved for individuals and households
    • Nearly $818 million for housing assistance
    • More than $136 million for other needs
  • Nearly $1.4 billion in SBA disaster loans approved for homeowners, renters and businesses
  • Nearly $824 million approved in FEMA Public Assistance grants to communities and some nonprofit organizations that serve the public

Other assistance:

  • More than $3.3 billion in National Flood Insurance Program payments made to policy holders
  • 271,188 people have registered for assistance in the 13 designated counties
  • 183,358 housing inspections completed
  • 179,240 visits to Disaster Recovery Centers

  • More than 500 voluntary agencies involved in recovery
  • 26 languages used to communicate assistance information to survivors

Getting it right for Indian Country

When you’re tackling a new and challenging topic, starting from a solid foundation is crucial to success.  Right now, there is an opportunity to change how the federal government provides disaster assistance and we’re looking for tribal leaders to help set a solid foundation for those changes.

When President Obama signed into law the Sandy Recovery Improvement Act of 2013, he amended the Stafford Act to recognize the sovereignty of tribal governments, and this was a big step in the right direction to better meet the unique needs of Indian Country after disasters.   However, there’s still work to be done to shape disaster assistance programs and processes most effectively.  That’s where we are now — we are consulting with tribal governments, tribal leaders, and tribal stakeholders to consider changes to a range of federal disaster assistance processes and topics:

  • Input on the major disaster declaration process, 
  • Criteria to declare a major disaster, 
  • Program delivery, and 
  • The unique aspects of Indian culture that might not be currently considered by the rules. 

I encourage our tribal partners to join us in developing rules through consultation.  You’re invited to join a series of upcoming tribal consultation calls, provide ideas to FEMA’s online collaboration community, or send an e-mail to tribalconsultation@fema.dhs.gov.  Now is a great time to make sure the unique needs of Indian Country are considered throughout the federal disaster assistance process.

Why are we looking for input from the community?  Up to this point, FEMA has established rules around the disaster declaration process, assistance programs, and other aspects of federal assistance to meet the needs of state governments and individuals in those states.  Now, with the recent amendment to the Stafford Act, we have an opportunity to change those rules with regards to the sovereignty of tribal nations. 

In a little more than two months since the Sandy Recovery Improvement Act became law, the President has already signed two disaster declarations directly for Indian Country. The new changes have already resulted in federal disaster assistance going directly to tribal communities.

But there’s still much to be done. That’s why we’re having these consultation calls, gathering feedback online, and asking for e-mails. Once the consultation concludes, FEMA will draft proposed rules. ICYMI: FEMA Administrator Craig Fugate Calls for Tribal Input on Disaster Assistance

BATON ROUGE, La. – Seven months after Hurricane Isaac slammed into the Louisiana coast, two Louisiana parishes are creating new paths to recovery with the help of state and federal partners.

Scores of residents and community leaders in St. John and Plaquemines parishes have gathered at open houses and community meetings over the past few months to learn how they can get involved in their communities’ recovery and to identify projects to help bring their visions of recovery to life.

In St. John Parish, a volunteer Citizens Advisory Committee launched the initiative “One Parish, One Future: Building Back Better and Stronger” in January to help rally public support for and participation in the local effort. Since then, residents of all ages and walks of life have contributed ideas and strategies for rebuilding — both in person at community events and through the parish’s online surveys. Plaquemines Parish, meanwhile, has held public input sessions and is forming committees to begin organizing its local initiative.    

“This kind of grassroots participation lays the foundation for successful recovery in any community,” said National Disaster Recovery Coordinator Wayne Rickard. “When the people who live and work in affected communities set their own recovery priorities, they take ownership of the plan and their enthusiasm infects their friends and neighbors – and that can help jumpstart a community’s cycle of success.”

One motivation behind both of the local efforts is the pledge of federal assistance in developing their plans – and the potential that state and federal agencies will help steer dollars their way.

“To have the support at the state and federal level not only during the disaster and immediately after it, but during the long haul, is something we’re extremely grateful for,” said St. John Parish President Natalie Robottom. “With the Framework, there are other agencies at the table that have an understanding of other resources. Their presence with us has been extremely powerful.”

This assistance has come under the aegis of the new National Disaster Recovery Framework, which defines an overall process by which hurricane-affected communities can capitalize on opportunities to rebuild stronger, smarter and safer. Rickard is the recovery coordinator at the federal level; Mark Riley serves as Louisiana’s disaster recovery coordinator.

Although the Framework relies greatly on government resources, the private sector also plays a role. At the local level, businesses may be able to contribute resources or personnel as well as participate in community recovery planning.  At the regional, state and national levels, corporations, foundations, individuals or other entities may be approached for technical assistance and grants or other resources.  

To help parishes identify potential resources, the National Disaster Recovery Support team in Louisiana has developed a Community Recovery Resource Guide containing Louisiana-specific information. Currently available on CD, the guide profiles nearly 900 specific recovery assistance programs through which communities can seek funding possibilities, grant writing guides, planning manuals and even examples of how governments can create recovery-related staff positions. 

Louisiana activated the Framework shortly after Hurricane Isaac hit the state in late August, opening the door for parishes to ask for technical assistance and guidance that fall outside the restrictions of the Stafford Act, the law under which the Federal Emergency Management Agency provides assistance immediately after a disaster. Plaquemines and St. John parishes soon named local disaster recovery managers to start the process. Additionally, Orleans Parish and the City of New Orleans sought technical assistance to add a recovery preparedness plan to the parish’s existing development plan.

St. John has used the Framework to organize local recovery and development planning around the economic development, health and social services, housing, infrastructure, and natural and cultural resources sectors. At the parish’s meetings and open houses, residents, business owners and others submitted dozens of ideas to move the parish’s recovery forward. Ideas have ranged from creating a farmers market to improving drainage capacity at critical points in the parish to initiating a St. John Parish cultural history project. Voting to prioritize those projects has just concluded.

Although state and federal agencies provide help, community leadership and local involvement are vital in developing recovery priorities and activities that are realistic, well-planned and clearly communicated.

“As the first parish or county in the nation to make full use of the resources outlined in the Framework, St. John one day may serve as a model for the recovery efforts of other communities across the nation,” Rickard said.

Indeed, St. John Parish officials note how working together has benefited the parish.   

“This whole process has made St. John stronger,” Robottom said. “We’re very pleased to be a part of this.”

Parishes Take Charge of Recovery Using National Disaster Recovery Framework

NEW YORK –  April 13 is the deadline to register for possible federal disaster assistance and to apply for a U.S. Small Business Administration disaster loan to help New York recover from Hurricane Sandy.

As the registration and application deadline nears a week from Saturday, more than $3.1 billion in disaster assistance has been approved for survivors. 

That figure translates into families getting back into their homes and schools, businesses reopening, and neighborhoods beginning to move forward.

The deadline for survivors to register for possible FEMA assistance and to apply for an SBA disaster loan is April 13.  Registration can be made by using one of several sources:

  • Online at DisasterAssistance.gov.
  • Via smartphone or tablet, go to m.fema.gov or download the FEMA app.
  • By phone, 800-621-3362 (Voice, 7-1-1/Relay) or (TTY) 800-462-7585.

SBA disaster loan applications can be completed at https://DisasterLoan.SBA.gov/ELA. For more information about SBA disaster loans call 800-659-2955 (TTY 800-877-8339).

 Recovery has been a whole community effort that has included local, state, tribal and federal agencies, the private sector and voluntary and faith-based organizations. And as rebuilding continues into the months ahead, resources and expertise from these organizations will be united through Federal Disaster Recovery Coordination, driven by individual, local and state needs.

In the months since Sandy swept across New York, nearly 271,000 people have registered for assistance in the 13 designated counties. More than $943 million has been put into the hands of survivors for rental assistance, repairs and replacement of items lost in the storm.

The SBA has approved loans totaling more than $1.3 billion for homeowners, renters and businesses of all sizes.

The National Flood Insurance Program has paid claims totaling $3.2 billion to 56,688 policy holders.

Just a few days after the storm, the state and FEMA opened its first Disaster Recovery Center for survivors. In all, 65 recovery centers were opened to assist more than 176,000 disaster survivors.

At its peak, FEMA and other federal agencies deployed more than 4,156 personnel to New York from all 50 states, the District of Columbia and five U.S. territories. Nearly 2,000 – including 500 New Yorkers hired for recovery work – remain.

And to relieve the local, state and tribal governments of a significant portion of the financial burden of paying for infrastructure impacted by Sandy, FEMA’s Public Assistance program has approved $817 million for the repair or replacement of public facilities, debris removal and emergency costs resulting from the disaster. The program is funded by FEMA and administered by the state.

To date, 628 projects have been approved for funding under the Public Assistance program, including hospitals, schools, public parks and libraries, transportation and private non-profit organizations.  

The U.S. Army Corps of Engineers and local and state agencies have removed 5.6 million cubic yards of debris – enough debris to fill the 102-story Empire State Building a little more than 3.5 times. The Corps also drained 270 million gallons of water from subways, tunnels and underpasses within two weeks of the storm, enough to fill a space equal to 843 football fields one foot deep.

More than 500 local, state and national voluntary and faith-based organizations have helped people in need. They are providing donations, volunteer management, home repair, child care, counseling services and removal of muck and mold from homes.

FEMA, along with local and state leaders, developed the Sheltering and Temporary Essential Power (STEP) program that provided emergency repairs and enabled more than 21,000 families in New York City, Nassau and Suffolk counties to return to their homes until permanent repairs could be completed.

To ensure that language was not a barrier to receiving assistance, FEMA provided information in 26 languages, deployed multilingual field specialists and established a toll-free Language Assistance Line to support non-English/non-Spanish speakers.

Meeting the needs of deaf, hard of hearing or blind survivors was addressed using assisted technology tools that included text-to-speech software and a variety of magnifiers for blind or low vision people visiting recovery centers.  Deaf or hard of hearing survivors were offered enhanced listening devices, iPad 3s with sign language interpreting apps, and captioned phones.

The private sector also played a key role in spreading information about the kinds of assistance available. The business community has displayed the message on video screens in Times Square, Madison Square Garden and Lincoln Center, among other places. The Metropolitan Transit Authority placed posters at bus stops and subway entrances and on the Staten Island Ferry. The NYC Taxi Commission put the message on video screens in taxi cabs.

Because of a shortage of available rental units after the storm, FEMA temporarily housed 99,243 individuals and families in hotels and motels through its Transitional Sheltering Assistance Program while they sought longer-term housing arrangements.

FEMA utilized social media to reach the large New York audience and amplify the availability of state and federal programs. News releases about programs and audio and video best practices were posted for the world to see.  Since the beginning of this disaster the “@FEMASandy”  Twitter account has accumulated 3,100 followers and the Sandy Facebook page has received 2,490 “likes.”

April 13 deadline nears for FEMA registration, SBA applications

PURVIS, Miss. – The MEMA and FEMA Disaster Recovery Center in Hattiesburg will close for good at 6 p.m. Wednesday, March 27.

Mississippians affected by the recent severe weather, tornadoes and flooding can meet face-to-face with disaster-recovery specialists at the center until that time. Also on hand are representatives from the U.S. Small Business Administration who can advise survivors about low-interest loans that might be vailable to homeowners and renters. The SBA can also help businesses of any size with disaster-related losses or damages.

“We want to ensure that everyone in the area that was affected by the severe weather is aware of the assistance that may be available to help get them back on their feet,” said MEMA Director Robert Latham. “We urge anyone who has not registered with FEMA to do so as soon as possible with the deadline just a few weeks away.”

“This is the last Disaster Recovery Center remaining open in Mississippi,” said Terry Quarles, FEMA federal coordinating officer. “We close the centers when we feel that the public has been sufficiently served and we can let our recovery specialists return home.”

The center, at Ben McNair Recreation Center, 300 North 12th Ave., is open weekdays from 8 a.m. to 6 p.m.

Saturday, March 23, it will be open from 8 a.m. to noon only.

Those seeking assistance to help recover from storm damages and losses should first register with FEMA online at www.disasterassistance.gov or with web-enabled smartphones or other wireless devices at m.fema.gov.

Applicants also may call 800-621-3362 or TTY 800-462-7585. Those who use 711-Relay or Video Relay Services can call 800-621-3362. The toll-free telephone numbers operate 7 a.m. to 10 p.m. C-Spire wireless customers can register by calling #362.

After the center closes, the websites and phones at FEMA will remain available for registrations and to follow the progress of any applications. The deadline to register with FEMA or to apply to SBA for any loan is April 15.

The declared counties are Forrest, Greene, Lamar, Marion, Jefferson Davis, Perry and Wayne.

Since the president made these counties eligible for FEMA assistance, nearly $2.75 million has been disbursed in FEMA grants; SBA has dispensed $2.3 million in low-interest loans.

About 3,000 people in Mississippi have registered for assistance, and nearly 2,000 have visited the Disaster Centers that MEMA and FEMA opened after the storms.

PURVIS, Miss. – Survivors of last month’s tornadoes, storms and flooding should know U.S. Small Business Administration disaster loan applications are not just for businesses; they are also for renters and homeowners. Most disaster loans go to individuals and families and represent a major source of federal funding for disaster home repair and reconstruction.

By submitting an SBA loan application, survivors may have access to the full range of disaster assistance. Interest rates may be as low as 1.688 percent with terms up to 30 years. If SBA does not approve someone – or approves a small loan that doesn’t cover all of recovery needs – a survivor may be referred to other grant programs to replace essential household items, replace, repair or store vehicles, or pay for other serious disaster-related needs.

SBA loans can be of vital assistance to renters; many of whom may not carry insurance. The SBA can help renters replace their essential items. Renters, as well as homeowners, may borrow up to $40,000 to repair or replace clothing, furniture, cars or appliances damaged or destroyed in the disaster.

The SBA can approve a loan for the repair or replacement of a home up to $200,000. Survivors may apply insurance settlements to their disaster loan. The opportunity an SBA disaster loan provides may be lost if disaster survivors wait past the application deadline.

A disaster loan also can help when a renter’s or homeowner’s insurance settlement falls short of covering assessed damages. An SBA low-interest loan can cover most uninsured costs. Survivors do not need to settle with their insurance company before applying for the SBA loan. By submitting the loan application, loan money may be available to renters and homeowners when it is needed most.

Of the more than 1,310 low-interest SBA disaster loan applications sent to Mississippi storm survivors, fewer than 130 have been completed and returned. FEMA registrants are urged to complete and return their applications as soon as possible.

The deadline for Mississippi storm survivors to apply for both FEMA assistance and an SBA loan is April 15, 2013. Loans do not have to be accepted but the applications may open doors to additional assistance.

It takes less than 30 minutes to fill out an application. A simple, fast, and very available way to complete the application is online, using the SBA’s electronic loan application. SBA Loan Applications Also For Renters, Homeowners

PURVIS, Miss. – More than $1.8 million in federal disaster assistance is in the hands of survivors of the recent storms, tornadoes and flooding in Mississippi. This includes more than $1.3 million for housing assistance and $489,523 for other needs.

While there is still much work to be done, this money contributes significantly to the recovery effort from the recent disaster.

Here are some numbers at a glance as of midnight 2/26/13:

  • 2,404 Mississippians have registered for assistance at 800-621-3362 (TTY 800-462-7585) or through the online application site at www.DisasterAssistance.gov or on their smartphone at m.fema.gov.
  • 988 Mississippians have visited the five Disaster Recovery Centers for information and help about the disaster recovery process. The centers are open in Forrest, Lamar, Marion and Wayne counties.          
  • 1,405 home inspections have been completed by the 10 FEMA-contracted inspectors in the field—a 93-percent completion rate.
  • 1,218 disaster-loan applications have been issued by the U.S. Small Business Administration. The SBA has staff members at every FEMA/State Disaster Recovery Center in Mississippi to provide one-on-one help to those seeking disaster assistance.
  • FEMA is working with state and other eligible local governments and certain private nonprofit organizations in Forrest, Lamar, Marion and Wayne counties to identify and reimburse 75 percent of disaster-related costs associated of emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure.

FEMA Distributes $1.8 Million To Support Mississippi Recovery

PURVIS, Miss. – There will be changes this week at Disaster Recovery Centers in Mississippi.

The State of Mississippi and the Federal Emergency Management Agency closely monitor visitor traffic at all Disaster Recovery Centers. When traffic slows, a center may change hours or be considered for possible closure.

Upcoming Changes At Disaster Recovery Centers

PURVIS, Miss. – Some people who have registered for federal assistance were sent an application for a low-interest disaster loan from the U.S. Small Business Administration, and many are wondering why they got one.

Although nobody is required to accept an SBA loan, filling out the application is an important step in being considered for certain forms of disaster assistance. There is no need to actually take out a loan.

“The SBA disaster loans are the primary source of long-term recovery aid,” according to SBA spokesman Jack Camp. “The application gives us and FEMA the information we need to get the proper aid for each applicant.”

“We encourage anyone who received an SBA loan application to return it as soon as possible,” Camp said. “Filling out the loan application carries no obligation to accept a loan, but it does help speed the disaster-assistance process.”

SBA representatives are on duty at the FEMA Disaster Recovery Centers to help individuals complete and submit disaster-loan applications and answer any questions. The locations of the centers are available at fema.gov. Click on the link “Apply for Assistance” and then “Disaster Recovery Center locations.”

Prompt Return Of SBA Disaster-Loan Application Speeds Aid Process

TRENTON, N.J. — Disaster assistance to New Jersey survivors of Hurricane Sandy by the numbers as of Feb. 21:

  • $361.7 million in FEMA grants approved for individuals and households
  • $314.1 million for housing assistance
  • $47.6 million for other needs
  • $495.7 in SBA disaster loans approved for homeowners, renters and businesses
  • $169.6 million approved in FEMA Public Assistance grants to communities and some nonprofit organizations that serve the public
  • $54.6 million in National Flood Insurance Program payments made to policy holders
  • 8 million cubic yards of debris have been collected (96 percent)
  • 256,777 people contacted FEMA for help or information
  • 122,643 housing inspections completed
  • 76,036 visits to Disaster Recovery Centers

Survivors can register online and check on the status of their applications at DisasterAssistance.gov, via web-enabled phone or tablet at m.fema.gov until midnight March 1. They also can call 800-621-3362 or TTY 800-462-7585. Those who use 711-Relay or Video Relay Services can call 800-621-3362. Recovery assistants remain available daily from 7 a.m. to 10 p.m.

Survivors can ask questions about their SBA disaster home or business loan applications by calling 800-659-2955 or TTY 800-877-8339 or emailing disastercustomerservice@sba.gov.
