DENTON, Texas – On Oct. 6, 2014, at the request of Governor Susana Martinez, President Obama declared a major disaster for the state of New Mexico. In June 2015, the state of New Mexico was awarded more than $3 million in federal disaster assistance for repairs to roads in Lincoln County following severe storms and flooding in July and August 2014. The New Mexico Department of Homeland Security and Emergency Management continues to administer the funds and provide support to the county as it recovers.

The severe weather and floodwaters washed away a total of 15 roads. The funding covers the excavation of the roads; the hauling and replacement of gravel; the shaping and grading of the roads; and hazard mitigation measures to reduce the risk of future storm damage. 

The funding is made possible by the Federal Emergency Management Agency’s (FEMA) Public Assistance program. To date, FEMA has obligated more than $5.9 million in relation to the last year’s severe storms and flooding.

The funding represents a 75 percent federal cost share. FEMA awards funding for projects directly to the state of New Mexico; the state then disburses the grant to the eligible applicant.

It is important that citizens take appropriate measures to protect themselves and their families. There are actions that should be taken before, during and after an event that are unique to each hazard. Identify the hazards that have happened or could happen in your area and plan for the unique actions for each. 

Local emergency management offices can help identify the hazards in your area and outline the local plans and recommendations for each. Share the hazard-specific information with family members and include pertinent materials in your family disaster plan.

New Mexico Awarded More than $3 Million for Road Repairs in Lincoln County

OKLAHOMA CITY – Additional counties are now approved for Individual Assistance and for Public Assistance as a result of severe storms, straight-line winds, tornadoes and flooding that began on May 5.

Homeowners, renters and business owners in four more Oklahoma counties affected by storms that occurred from May 5 through June 4 can now apply for state and federal disaster assistance. These counties are Choctaw, Cotton, Rogers and Tillman, which brings the total approved to 24.

Individual Assistance was extended to those counties after a review of on-going damage assessments by the Oklahoma Department of Emergency Management (OEM) and the Federal Emergency Management Agency (FEMA).

Disaster assistance for qualified applicants may include:

  • Grants for rental assistance or temporary housing;
  • Grants for home repairs not covered by insurance;
  • Grants for serious disaster-related needs not covered by insurance—such as medical, dental, funeral, personal property, vehicles and moving and storage; and
  • Low-interest disaster loans from the U.S. Small Business Administration (SBA) may be available to businesses of all sizes, private non-profit organizations, and homeowners and renters for losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Survivors in all 24 designated counties (Atoka, Beckham, Bryan, Caddo, Canadian, Choctaw, Cleveland, Comanche, Cotton, Grady, Johnston, Kiowa, Le Flore, Marshall, McClain, McCurtain, McIntosh, Oklahoma, Pittsburg, Pottawatomie, Rogers, Seminole, Tillman, and Wagoner) who sustained losses or damage from these storms should register with FEMA as soon as possible. There are three easy ways to apply:

15 More Counties in Oklahoma Now Approved to Receive Federal Disaster Assistance under FEMA’s Public Assistance Program

Oklahoma City – A June 9 amendment to the major disaster declaration for Oklahoma following the severe storms, straight-line winds, tornadoes and flooding occurring May 5 to June 4 now includes Public Assistance (PA) funding for nine additional counties, or 25 counties in all.

Today’s amendment added Canadian, Carter, Choctaw, Coal, Le Flore, Love, Murray, Okmulgee and Pottawatomie counties to the declaration making them eligible for dollars to help repair or rebuild public infrastructure such as roads, bridges, water systems, utilities and public buildings such as schools. A previous amendment designated Atoka, Bryan, Cleveland, Cotton, Grady, Haskell, Hughes, Johnston, Latimer, McClain, Okfuskee, Pittsburg, Pontotoc, Seminole, Stephens and Tillman as eligible to receive Public Assistance funding.

Types of entities that may be eligible for Public Assistance include:

Nine More Counties in Oklahoma Now Approved to Receive Federal Disaster Assistance under FEMA’s Public Assistance Program

Kansas City, Mo. –The U.S. Department of Homeland Security’s Federal Emergency Management Agency’s (FEMA) Region VII office announced today the state of Missouri, along with the counties of Callaway, Gasconade, Osage, and Montgomery, will participate in a one-day exercise on May 5, 2015, in support of the Callaway Energy Center located near Reform, Missouri. The routine exercise will test the abilities of the state of Missouri, the utility, and the participating counties to protect the health and safety of the public living and working in the vicinity of the Callaway Energy Center.

The exercise is a biennial requirement to determine the adequacy of the state and local radiological emergency preparedness and response plans. It will require the activation of emergency facilities by the participating state and local officials. The activities of the state, county and local units of government will be observed and evaluated by the FEMA Region VII Radiological Emergency Preparedness (REP) Program. Callaway Energy Center on-site performance will be observed and evaluated by officials from the Nuclear Regulatory Commission (NRC).

On Thursday, May 7, 2015, a public meeting will be held to describe and explain the full-scale response exercise process. Since the process of evaluating the full-scale response exercise will take months, the preliminary findings are very limited in scope.

Members of the public and the media are invited to attend this meeting beginning at 10:00 a.m. (CDT) in the Auditorium of the State Emergency Management Agency, located at 2302 Militia Drive, Jefferson City, Mo.

Representatives from FEMA Region VII will chair the meeting and explain the exercise process. A representative from the NRC Region IV office, located in Arlington, Texas, will discuss activities conducted on-site at the power plant during the exercise.

Callaway Energy Center Exercise Process to be Discussed at Public Meeting

DENTON, Texas – The state of New Mexico has been awarded more than $1 million for debris removal in the aftermath of severe storms and flooding in Sept. 2014.

The heavy rains and flooding in 2014 flowed into arroyos, acequais, the Rio Nambe River and the Pojoaque River just north of Santa Fe. This caused more than 17,000 cubic yards of sedimentary debris to be deposited into the Nambe Falls Reservoir. The reservoir provides water for nearby municipalities and also for irrigation purposes.

The funding, which is made possible by the Federal Emergency Management Agency’s (FEMA) Public Assistance program, covers the removal, hauling away and proper disposal of the debris.

To date, FEMA has obligated more than $2.6 million for recovery efforts from the Sept. 2014 severe storms and flooding.

The funding represents a 75 percent federal cost share. FEMA awards funding for projects directly to the state of New Mexico; the state then disburses the grant to the eligible applicant.

New Mexico Awarded More than $1 Million in Federal Disaster Assistance Following the Sept. 2014 Flooding

WASHINGTON—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), in coordination with state and tribal emergency managers and state broadcasting associations, will conduct a test of the Emergency Alert System (EAS) on Wednesday, March 18, 2015 in Kentucky, Michigan, Ohio, and Tennessee. The test will begin at 2:30 p.m. Eastern Daylight Time (EDT) and will last approximately one minute. 

“The goal of the test is to assess the operational readiness and effectiveness of the EAS to deliver a national emergency test message to radio, television and cable providers who broadcast lifesaving alerts and emergency information to the public,” said Damon Penn, Assistant Administrator of FEMA’s National Continuity Programs. “The only way to demonstrate the resilience of the system’s infrastructure is through comprehensive testing to ensure that members of tribes, and the residents of Kentucky, Michigan, Ohio, and Tennessee, receive alerts when an emergency occurs.”

The test will be seen and heard over radio and television in Kentucky, Michigan, Ohio, and Tennessee, similar to regular monthly testing of the EAS conducted by state officials and broadcasters. The test message will be nearly identical to the regular monthly tests of the EAS normally heard by public. Only the word “national” will be added to the test message: “This is a national test of the Emergency Alert System. This is only a test…” 

The test is designed to have limited impact on the public, with only minor disruptions of radio and television programs that normally occur when broadcasters regularly test EAS in their area. Broadcasters and cable operators’ participation in the test is completely voluntary. There is no Federal Communications Commission regulatory liability for stations that choose not to participate.

In 2007, FEMA began modernizing the nation’s public alert and warning system by integrating new technologies into existing alert systems. The new system is known to broadcasters and local alerting officials as the Integrated Public Alert and Warning System or IPAWS. IPAWS connects public safety officials, such as emergency managers, police and fire departments, to multiple communications channels to send alerts to warn when a disaster happens. HONOLULU – State, county and certain private, non-profit organizations who suffered losses such as debris removal and damage to infrastructure due to the Pu‘u ‘Ō‘ō lava flow are encouraged to submit an application for the Federal Emergency Management Agency’s (FEMA’s) Public Assistance program no later than April 2, 2015.

 

To determine eligibility, applicants must first submit requests for Public Assistance through the state within 30 calendar days from the date of the disaster declaration in accordance with the Code of Federal Regulations. The March 4, 2015 amendment to President Obama’s major disaster declaration (Nov. 3, 2014) adds debris management and permanent work to repair infrastructure as categories of eligible work under FEMA’s Public Assistance program.

The amendment to President Obama’s Nov. 3, 2014 disaster declaration adds debris management and permanent work to repair infrastructure as categories of eligible work.

Eligible entities must submit requests for Public Assistance through the state within 30 calendar days from the date of the amendment in accordance with Title 44 of the Code of Federal Regulations, Section 206.202(c).

Additional Assistance Approved for Eligible Entities Affected by Pu‘u ‘Ō‘ō lava flow

DENTON, Texas — The Federal Emergency Management Agency (FEMA) provided more than $43 million in 2014 funding to the Arkansas Department of Emergency Management (ADEM) and community partners for disaster recovery, mitigation and preparedness.

“FEMA, in partnership with ADEM, continues to provide funding to assist communities recovering from and mitigating against future damage,” said FEMA Region 6 Administrator Tony Robinson. “We are committed to helping Arkansas residents strengthen their resilience.”

The $43 million includes more than $3 million from FEMA’s Individual Assistance program, $23 million in Public Assistance dollars for repair and replacement of infrastructure after a disaster, $6 million in Hazard Mitigation, and more than $11 million in Preparedness funding to mitigate damage from future disasters.

“We at Arkansas Department of Emergency Management and all Arkansans affected by disaster appreciate the partnership we have with FEMA,” said ADEM Director David W. Maxell. “This relationship allows governmental entities and individuals to better protect themselves before an emergency and then begin down the road to recovery if a disaster occurs.”

The 2014 federal funding covered numerous projects in Arkansas including:
•    More than $2.3 million to individuals for rental and lodging expenses, home repair, and replacement for those who suffered damage during the April severe storms, tornadoes, and flooding.
•    Over $3 million was used to either replace or repair bridges and low water crossings destroyed or substantially damaged during the declared events.
•    $2.2 million was provided for school safe rooms throughout the state increasing the capacity to protect students, faculty/staff and residents.

In addition to providing federal funding, FEMA’s Mitigation Division has taken steps to improve the on-line resources for communities. In 2014 the Risk Communications Guidebook was updated to include the most recent information on the National Flood Insurance Program reform.
