Seventeen New Jersey/FEMA Briefings to Begin Tuesday to Help Local Governments Who Apply for Hurricane Sandy Infrastructure Losses

TRENTON , N.J. — New Jersey emergency managers in 21 counties will be briefed by New Jersey and Federal Emergency Management officials in a series of 17 meetings beginning Tuesday to help local governments who are seeking assistance in recovering from losses caused by Hurricane Sandy.

The meetings are designed to help local government officials, and any qualifying private entities that provide public access, to understand what is needed in preparing their requests for assistance. All applicants should contact their local emergency managers for further details.

The meetings are a process of a state-federal “Public Assistance” program that is designed to deal with infrastructure storm losses. They are not public events.

NEW YORK CITY, N.Y. — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency (FEMA) has approved more than $338 million to help individuals and families recover from the disaster.

FEMA provides the following snapshot of the disaster recovery effort as of Nov. 12:

More than 176,000 New Yorkers have contacted FEMA for information or registered for assistance with FEMA and more than $338 million has been approved. More than 91,000 have applied through the online application site at www.disasterassistance.gov.
30 Disaster Recovery Centers (DRC) are open in the nine declared counties. These include mobile sites as well as fixed sites, and to date more than 12,000 survivors have been assisted at DRCs in New York.
More than 1,100 Community Relations (CR) specialists are strategically positioned throughout affected communities, going door to door explaining the types of disaster assistance available and how to register. More teams continue to arrive daily.
1,126 inspectors in the field have completed more than 44,000 home inspections.
70 Points of Distribution (PODs) are open and providing supplies to the affected residents.
11 Disaster Medical Assistance Teams (DMATs) and 1 (Rapid Deployment Force) RDF team from the Department of Health and Human Services are deployed in New York.
New York’s major disaster declaration was amended so that the thirteen declared counties are now approved for all categories of Public Assistance, which includes reimbursement for eligible costs of emergency response services, debris removal and repairs to public infrastructure.
The U.S. Army Corps of Engineers, acting on a mission assignment from FEMA, has removed more than 270 million gallons of saltwater from tunnels, underpasses and other areas throughout New York City – enough to fill all of Central Park two feet deep.
The U.S. Small Business Administration (SBA) continues to operate five Business Disaster Recovery Centers in New York. As of November 12, the SBA has issued more than 100,000 home disaster loan applications, and more than 26,000 business disaster loan applications in New York.

FEMA Obligates $1 Million to St. John Parish for Emergency Measures

BATON ROUGE, La. – A new $1 million grant from the Federal Emergency Management Agency (FEMA) will help St. John Parish cover its costs for emergency efforts for protecting citizens during Hurricane Isaac in late August, FEMA has announced.

Responding to the hurricane, the parish ordered evacuations and rerouted traffic away from storm-affected areas, conducted search-and-rescue operations and secured improved properties, among other protective efforts.

The $1,004,306 FEMA grant will pay the federal share of St. John’s eligible costs for overtime labor, equipment and materials for the operations. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant cover the remaining 25 percent.

“Our primary goal is to protect lives during a disaster event like Hurricane Isaac, and St. John Parish made considerable effort to do just that,” said Federal Coordinating Officer Gerard M. Stolar. “FEMA grants for protective measures strongly support these activities.”

Once FEMA pays the funds to the state of Louisiana, their management, including disbursement to local governments and organizations performing services, is the responsibility of the state. The obligated funds are a portion of more than $108 million in total Public Assistance recovery funds obligated to the state since the Aug. 29 declaration for Hurricane Isaac.

Defense Logistics Agency to Purchase Diesel and Unleaded Fuel to Supplement Ongoing Private Sector Efforts as Part of Ongoing Response to Hurricane…

WASHGINTON, DC – As part of the ongoing response and recovery from Hurricane Sandy, President Obama has directed the Defense Logistics Agency (DLA) to purchase up to 12 million gallons of unleaded fuel and up to 10 million gallons of diesel fuel for distribution in areas impacted by the storm to supplement ongoing private sector efforts. This purchase will be transported by tanker trucks and distributed throughout New York, New Jersey and other communities impacted by the storm.

“FEMA is just one part of the emergency management team, a team that includes the full federal government, state, tribal, and local officials, faith-based and non-profit organizations, the private sector, and especially the public,” said FEMA Administrator Craig Fugate. “The entire team will continue to lean forward as we work together to respond to and recover from this disaster.”

This purchase is in addition to the emergency diesel fuel loan from the Energy Department’s Northeast Home Heating Oil Reserve.

FEMA Still Available for Hurricane Isaac Recovery in Mississippi

CLINTON, Miss. – State and federal officials will continue to assist with Mississippi’s Hurricane Isaac recovery long after registration closed in October.

The Mississippi Emergency Management Agency and FEMA are assisting with the repair and rebuilding of public infrastructure damaged in Hurricane Isaac. FEMA provides 75 percent of the cost to repair or rebuild eligible infrastructure while the state and applicant provide the remaining 25 percent. FEMA has provided nearly $4.3 million to the state since the storm for infrastructure projects.

MEMA and FEMA will remain available to help survivors, local governments, volunteer agencies and other interested parties to continue the state’s recovery.

For answers to disaster assistance questions, Hurricane Isaac survivors can call the toll-free Helpline at 800-621-3362 or visit FEMA online at DisasterAssistance.gov. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Members of the Public are Invited to Attend a Public Meeting to Hear Preliminary Findings of the Diablo Canyon Power Plant Exercise

OAKLAND, Calif. — The Federal Emergency Management Agency’s (FEMA) Region IX office today announced that a public meeting will be held November 9 to present preliminary evaluation findings on the performance of a full-scale exercise at the Diablo Canyon Power Plant (DCPP) in San Luis Obispo, CA.

Members of the public and the media are invited to attend the meeting which begins promptly at 11 a.m. in the DCPP Joint Information Center at 1133 Kansas Ave., San Luis Obispo, CA. Representatives from FEMA will chair the meeting and present the preliminary findings.

The public meeting will take place two days after the exercise concludes. Exercise participants include the State of California, the County of San Luis Obispo, and the San Luis Coastal Unified School District.

This exercise allows federal teams to examine the ability of the participating county, state and utility officials to protect the health and safety of the public living near DCPP in the event of a radiological release. FEMA will observe and evaluate the off-site plans and exercise for state and counties. The U.S. Nuclear Regulatory Commission will observe and evaluate the on-site performance of DCPP.

The exercise will require activation of emergency operations in San Luis Obispo County, the San Luis Coastal Unified School District, and the State of California.
