New Jersey Recovery From Superstorm Sandy: By The Numbers

On Tuesday, June 25, President Obama approved Alaska Governor Sean Parnell’s request for Federal Assistance in the disaster affected areas of the Alaska Gateway, Yukon Flats, Yukon Koyukuk, and Lower Yukon Regional Attendance Areas, with Copper River Regional attendance area for Public Assistance only. The Federal Disaster Declaration makes federal funds and resources available to support the recovery of these areas affected by the 2013 Spring Floods.

The Federal Assistance programs offer help to individuals and families affected by the disaster, as well as funds to assist the state, tribal, and affected local governments with infrastructure damages and costs incurred during the response and recovery from the floods.

Based on eligibility, Individual Assistance includes many different programs to help individuals and families affected by the floods including:

  • Temporary housing.
  • Grants to repair or replace personal property and help meet medical, dental, funeral, transportation and other serious disaster-related needs not covered by insurance or other federal, state and charitable aid programs.  
  • Unemployment assistance benefits.
  • Low-interest loans to cover residential losses not fully compensated by insurance. 
  • Loans for small businesses, small agricultural cooperatives and most private, non-profit organizations.
  • Loans for farmers, ranchers and aquaculture operators to cover production and property losses, excluding primary residence. 
  • Other relief programs: Crisis counseling assistance for those traumatized by the disaster; income tax assistance for filing casualty losses; advisory assistance for legal, veterans’ benefits and social security matters.

Those in the area designated for assistance to affected individuals and business owners can begin the disaster application process by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362) or by web enabled mobile device at m.fema.gov.  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. Federal disaster declared for spring 2013 floods – Federal Public and Individual Assistance activated for flood-affected Alaskans

NEW YORK — The Federal Emergency Management Agency and the U.S. Small Business Administration have approved more than $7.6 billion in direct assistance to homeowners, renters, businesses, government agencies and nonprofits that were affected by Hurricane Sandy.

Individual Assistance

  • More than $3.6 billion in National Flood Insurance Program payments made to policy holders
  • Nearly $986 million in FEMA grants approved for individuals and households including:
    • More than $843 million for housing assistance
    • More than $142 million for other needs assistance
  • More than $1.5 billion in SBA disaster loans approved for homeowners, renters and businesses

Public Assistance

  • More than $1.5 billion in Public Assistance grants to reimburse local, state and tribal governments and eligible private nonprofits for some of the costs of:
    • Emergency response
    • Debris removal
    • Repairing or rebuilding damaged public facilities
  • 5.6 million cubic yards of debris removed

Other assistance

  • 272,070 people registered for assistance in the 13 designated counties
  • 184,725 housing inspections completed
  • 183,145 visits to disaster recovery centers

TRENTON, N.J. –The Federal Emergency Management Agency reminds state agencies and local jurisdictions that the State of New Jersey has extended the deadline to Oct. 31 to complete debris removal and emergency work under FEMA’s PublicAssistance program.

The extension provides extra time for eligible state agencies, local governments and certain private nonprofit organizations to complete their debris removal and emergency work projects.

Under the Public Assistance program, funds are made available to the State of New Jersey, which then distributes grant money to the applicants based on a cost share.

Deadline To Complete Debris Removal, Emergency Work After Sandy Extended To Oct. 31

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Alaska.

Assistance for Affected Individuals and Families Can Include as Required:

  • Rental payments for temporary housing for those whose homes are unlivable.  Initial assistance may be provided for up to three months for homeowners and at least one month for renters.  Assistance may be extended if requested after the initial period based on a review of individual applicant requirements.  (Source: FEMA funded and administered.)

Federal Aid Programs for the State of Alaska Disaster Recovery

AURORA, Ill. The state of Illinois was notified Thursday afternoon that 24 counties are eligible for Public Assistance as part of the federal disaster declaration for severe storms, straight-line winds and flooding during the period of April 16 to May 5, 2013.

FEMA approved Governor Pat Quinn’s request to make public assistance available in the following Illinois counties:  Adams, Bureau, Clark, Crawford, DuPage, Fulton, Grundy, Henderson, Kendall, Knox, Lake, LaSalle, Livingston, Marshall, Mason, McHenry, Mercer, Ogle, Pike, Putnam, Rock Island, Stark, Warren and Woodford.

This announcement means that the cities, counties, and certain private nonprofit organizations can be reimbursed for eligible costs incurred after severe storms and flooding that occurred April 16 to May 5. Categories of eligible work that may be funded by FEMA are debris removal, emergency protective measures, repair or replacement of roads and bridges, water control facilities, buildings and equipment, utilities, and parks and recreational facilities.

Public assistance is a cost-sharing program with FEMA paying 75 percent. The remainder is the responsibility of the state and local governments.

The May 10 major disaster declaration already includes the Individual Assistance program – financial assistance for homeowners and renters – in 33 Illinois counties, including:  Brown, Bureau, Calhoun, Clark, Cook, Crawford, DeKalb, Douglas, DuPage, Fulton, Grundy, Henderson, Henry, Kane, Kendall, Knox, Lake, LaSalle, Livingston, Marshall, Mason, McDonough, McHenry, Peoria, Pike, Rock Island, Schuyler, Stark, Tazewell, Whiteside, Will, Winnebago and Woodford.

Federal Hazard Mitigation funding for the entire state was included in the original disaster declaration on May 10.

Public Assistance Added to Illinois Disaster Declaration

NEW YORK – At the request of New York Governor Andrew Cuomo, President Obama has approved a federal cost-share increase for projects funded by the Federal Emergency Management Agency’s Public Assistance grant program from 75 percent to 90 percent.

This increase allows FEMA to reimburse local, state and tribal governments and certain private nonprofit organizations 90 percent of eligible costs of emergency expenses, debris removal and infrastructure repair. The remaining 10 percent is provided by non-federal funds.

After Hurricane Sandy struck, the President authorized 100 percent federal funding for 15 days for emergency power restoration and emergency public transportation. The increase to 90 percent applies to Public Assistance projects not eligible for the 100 percent funding.

To date, FEMA has approved nearly $1.3 billion in Public Assistance grants to help New York communities recover and rebuild.

Federal cost-share for Sandy cleanup, rebuilding projects in New York increased to 90 percent

KANSAS CITY, Mo. – With the potential for severe weather across the plains and several Midwestern states this weekend and into Monday, staff at the Federal Emergency Management Agency’s (FEMA) Region VII office are coordinating with state and local officials in Iowa, Kansas, Missouri, and Nebraska in preparation for the potential storms and urges the public to be prepared and stay informed.

“As the threat of severe weather develops, we urge residents to listen to NOAA Weather Radio and local newscasts, monitor digital media feeds for updates and follow the  instructions provided by local emergency officials,” said FEMA Region VII Administrator Beth Freeman. “We have been in contact with the National Weather Service and our emergency management partners at the local, state, and federal levels, as well as representatives of the private sector and voluntary agencies throughout the region to ensure proper measures are in place to protect life and property in the event severe weather occurs.”

When severe weather hits, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups. The individuals within these organizations provide emergency assistance to protect the public’s health and safety and services to meet immediate needs. During this time, FEMA continues to coordinate closely with state and local partners to monitor any needs that may arise as a result of the storms.

Responding to Severe Weather

If you have severe weather in your area, keep in mind these safety tips:

  • Become familiar with the terms used to identify a severe weather hazard and discuss with your family what to do if a watch or warning is issued. Terms used to describe weather hazards include the following:

Watch: Meteorologists are monitoring an area or region for the formation of a specific type of threat (e.g. flooding, severe thunderstorms, or tornados).

Warning: Specific life and property threatening conditions are occurring and imminent. Take appropriate safety precautions.

  • Mobile homes, even if tied down, offer little protection from tornadoes and should be abandoned. A mobile home can overturn very easily even if precautions have been taken to tie down the unit. Residents of mobile homes must plan in advance and identify safe shelter in a nearby building.
     
  • Be aware that flash flooding can occur within minutes and with little notice.  If there is any possibility of a flash flood, move immediately to higher ground.  Do not wait for instructions to move. Do not drive through flood water.
     
  • Do not touch downed power lines or objects in contact with downed lines. Report downed power lines and electrical hazards to the police and the utility company.
     
  • After a disaster, be aware of possible structural, electrical or gas-leak hazards in your home. Contact your local city or county building inspectors for information on structural safety codes and standards and before going back to a property with downed power lines, or the possibility of a gas leak. They may also offer suggestions on finding a qualified contractor to do work for you. 
     
  • Injury may occur when people walk amid disaster debris and enter damaged buildings. Wear sturdy shoes or boots, long sleeves and gloves when handling or walking on or near debris.

Federal Aid Programs for the State of Iowa Declaration

WASHINGTON — The Federal Emergency Management Agency (FEMA) today announced a cooperative effort with Premiere Networks and private sector broadcasters that will provide an alternative method for radio stations to receive emergency information during a national emergency.

FEMA has added Premiere Networks — a nationally-syndicated audio network that reaches more than 190 million weekly listeners — as a Primary Entry Point station, which delivers information and instructions to the public in an emergency when there is no commercial power.  As part of the cooperative effort, Premiere, would use its satellite program receivers in thousands of affiliate radio stations across the country as another tool for delivering national Emergency Alert System (EAS) messages.  The radio affiliates would in turn broadcast the emergency messages to the public within its network.

“This cooperative effort between FEMA and Premiere Networks is one of the latest initiatives to engage the private sector’s cooperation in raising community preparedness across the nation,” said Damon Penn, Assistant Administrator of FEMA’s National Continuity Program. “We count on the broadcasting industry to alert and warn the public through the standard broadcast Emergency Alert System (EAS) including AM, FM, and satellite radio, as well as broadcast, cable and satellite TV, if a national emergency occurs,” said Penn.

FEMA’s Integrated Public Alert and Warning System or IPAWS permits national emergency alert messages to be delivered simultaneously through multiple communications devices.  While a presidential EAS message has never been activated, IPAWS provides the President with a way to address the American people within 10 minutes of a national emergency.  Other alerting authorities include State, local, territorial, and Tribal public safety officials designated to communicate alerts.
