Agencies Impacted by Pu‘u ‘Ō‘ō Lava Flow Reminded to Apply for Assistance No Later Than Dec. 3

HONOLULU – The deadline for state, county, and certain private, non-profit organizations with eligible costs for the Pu‘u ‘Ō‘ō lava flow to submit applications for the Federal Emergency Management Agency’s (FEMA) Public Assistance program is Wednesday, Dec. 3, 2014.

Eligible agencies must submit requests for Public Assistance through the state within 30 calendar days from the date of the disaster declaration in accordance with Title 44 of the Code of Federal Regulations, Section 206.202(c). President Obama signed a disaster declaration for the lava flow erupting from the Pu‘u ‘Ō‘ō vent of Kīlauea on Nov. 3, 2014.

State, county, and certain private, non-profit organizations that have already taken emergency protective measures, or are anticipating taking emergency protective measures, in response to the Pu‘u ‘Ō‘ō lava flow are encouraged to submit an application through the Hawaii Emergency Management Agency (HI-EMA), formerly known as State Civil Defense.

State, Federal & Tribal Recovery Partners Collaborate & Coordinate on New Mexico Federal Disaster Declaration

EATONTOWN, N.J — One of the largest public assistance projects in the history of the Federal Emergency Management Agency recently received final approval for funding.

The Passaic Valley Sewerage Commission’s Newark Bay Treatment Plant is the fifth-largest sewage treatment facility in the nation. The plant, which is situated on a low-lying 140 acres at the edge of Newark Bay, treats wastewater, municipal sewage sludge and drinking water sludge from 3.43 million combined residents of New Jersey and New York, serving approximately 25 percent of New Jersey’s population and 15 percent of New York City’s.

Forty-six separate project worksheets were associated with the plant. The FEMA-obligated cost of PVSC’s combined projects is $348,680,241.44, topping the list of New Jersey public assistance applicants.

The facility sustained more than $90 million of damage to everything from generators and internal wiring to support vehicles on the grounds. In addition to the repairs, PVSC plans to build a flood wall that will protect the entire facility from a similar future disaster. That project will require approximately one year to design and 5-6 years to build.

Debris removal was the most costly expense in the days immediately after Hurricane Sandy, and FEMA has obligated more than $203 million to the New Jersey Department of Environmental Protection for Sandy-related remediation and expenses, including $161.4 million for debris removal expenses. The third-highest application total for PA grant funding is the Middlesex County Utilities Authority at $93.7 million.

In New Jersey, FEMA Public Assistance grants for Hurricane Sandy recovery work pay 90 percent of the eligible costs not covered by insurance payouts. FEMA provides the funding to the State of New Jersey for reimbursement to the applicants. Any remaining costs are paid for by the applicant.

Grants also can be used to pay for the repair, reconstruction or replacement of eligible public facilities and infrastructure such as roads and bridges.

As of October 3, 2014, FEMA has obligated nearly $1.5 billion for public assistance projects related to Sandy in New Jersey.

Making Strides with Public Projects: Update on PA Top Ten

Those remembered include firefighters lost from the West (Texas) fertilizer plant explosion and Yarnell Hill (Arizona) wildfire

EMMITSBURG, M.D. — The lives of 107 firefighters lost in the line of duty will be remembered at the 33rd National Fallen Firefighters Memorial Service on Sunday, October 12. The service begins at 10:00 a.m. (EDT) at the National Fallen Firefighters Memorial, which is on the campus of the National Emergency Training Center.  The event is free and open to the public.

The individual story of each fallen firefighter is available at http://media.firehero.org.  Sunday’s service will be streamed live online, and satellite coordinates for broadcasters are also available.

More than 5,000 people are expected to attend the ceremony, including the families, friends and co-workers of the fallen firefighters as well as members of Congress, senior-level federal officials, members of the fire service and other dignitaries. FEMA Administrator Craig Fugate and USFA Administrator Ernie Mitchell will offer remarks, and families will then receive flags flown over the U. S. Capitol and the National Memorial. Honor guard and pipe and drum units from across the nation will also participate.

The National Fallen Firefighters Memorial Service is part of the annual National Fallen Firefighters Memorial Weekend. Additional events will be taking place, including a candlelight service on Saturday, October 11, at 6:30 p.m. The candlelight service will also be streamed live online, and satellite coordinates for broadcasters are available.

107 Fallen Firefighters to be honored Sunday at National Fallen Firefighters Memorial Service

DENTON, Texas – The state of Texas has received more than $1.5 million from the Federal Emergency Management Agency (FEMA) for mitigation measures for a University of Texas Medical Branch (UTMB) building.

Hurricane Ike damaged the UTMB Customs House, also known as the 1700 Strand Building, in 2008. These mitigation measures will protect it from potential future storm damage.

The measures include elevating a new chiller onto a new exterior platform; relocating existing mechanical, electrical and plumbing systems from the basement level to upper floors; and restoring the basement with a new floor plan, new lighting and fire protection system. The basement will now serve as a “shell space,” which is essentially an unfinished space enclosed by an exterior building shell.

To date, FEMA has obligated more than $476.8 million for UTMB-related projects, in the aftermath of Ike.

FEMA’s contribution, made possible by a Public Assistance grant, represents a 90 percent federal cost share. FEMA awards funding for projects directly to the state of Texas; the state then forwards the grant to the eligible applicant.

Texas Receives More Than $1.5 Million in Federal Funding for University of Texas Medical Branch Mitigation Measures

DENTON, Texas — Agencies in Louisiana, Oklahoma and Texas have received $412,267 in Fire Prevention and Safety (FP&S) Grants from the Federal Emergency Management Agency (FEMA).

The Houma, Louisiana Fire Department’s grant totals $28,595 and pays for smoke alarms, extinguishers and an inflatable fire house.

The grants in Oklahoma include:

• Oklahoma State University in Oklahoma City for $65,759 to pay for smoke alarms, fire extinguishers and other materials;
• The city of Bartlesville Fire Department in Oklahoma for $25,245 to pay for fire and arson investigation equipment; and
• Oklahoma Assistive Technology Foundation for $282,679 to pay for a smoke alarm campaign.

In Texas, the Greenwood Rural Volunteer Fire Department’s grant totals $9,989 and pays for fire prevention education and 911 sign installation.

FP&S grants are part of the Assistance to Firefighters Grant program. These grants support projects that enhance the safety of the public and protect firefighters from fire and related hazards. The primary goal is to reduce injury and prevent death among high-risk populations. Louisiana, Oklahoma and Texas Receive FEMA Fire Prevention and Safety Grants

WASHINGTON—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), the West Virginia Division of Homeland Security and Emergency Management, the West Virginia Broadcasters Association, and others will conduct a statewide test of the Public Alert and Warning System on Wednesday, September 17, 2014. The test will begin at approximately 2:00 P.M. Eastern Daylight Time (EDT) and will last approximately two minutes.  

“During an emergency, federal, state and local public safety officials must be able to provide the public with life-saving information quickly,” said Damon Penn, Assistant Administrator of FEMA’s National Continuity Programs. “This test will help us assess the operational readiness of the Public Alert and Warning System to ensure the residents of West Virginia have the information they need in the event of an emergency.”

The test will be seen and heard over radio, television and cable TV systems as part of the regular monthly testing of the Emergency Alert System (EAS) conducted by West Virginia broadcasters. The test is designed to have limited impact on the public with only minor disruptions of radio and television programs that normally occur when broadcasters test EAS in their area.

“Periodic testing of the Public Alert and Warning System capabilities is an important step to ensure that West Virginia’s public safety officials are prepared to alert and warn the whole community during an emergency,” said Jimmy Gianato, Director of West Virginia’s Division of Homeland Security and Emergency Management. “Whether it’s severe weather or another emergency in our community, it’s a reminder that everyone should make preparedness a priority.”

September is also National Preparedness Month, and FEMA reminds the residents of West Virginia to be informed about emergencies that could happen in their community. This year’s theme, Be Disaster Aware and Take Action to Prepare, encourages states, territories, local governments, tribal communities, individuals, families, schools, businesses, faith-based and community-based organizations to be informed and to practice what to do in advance of a disaster to be better prepared to handle any type of emergency they may encounter.

FEMA, West Virginia Division of Homeland Security and Emergency Management Announce a Statewide Test of the Public Alert and Warning System in West…

In the aftermath of the 2013 Colorado floods, FEMA and other agencies brought in personnel from all over the country to assist.   At the other end of the spectrum were 54 local residents that FEMA hired to support response and recovery efforts.  Following a disaster declaration, FEMA frequently hires local residents to work in various positions, augmenting existing staff.  By hiring locals, the agency gets a unique perspective and critical local knowledge.  Madison Taylor, Philip Holmes and Colleen Cunningham are three such local hires that were hired for the Colorado floods late last year.

Holmes was hired in December 2013 as a Recovery Support Function (RSF) Specialist, assisting in the Community Planning and Capability Building (CPCB) RSF. In short, he helps support and build recovery capacities and coordinates community planning resources of local, county and state governments affected by the last year’s floods. Where there is a recovery need identified or gap in resources, CPCB finds a group, person or organization to help fill that gap or address that need. 

“I was part of a team that helped the State connect with organizations such as AmeriCorps, a national volunteer organization who provides assistance to communities in need, to assist Colorado businesses who needed help in writing grants,” said Holmes.

When Holmes and other members of CPCB along with Colorado’s Department of Local Affairs determined that many small business owners needed help in writing grants to get some funding for their business, his team supported the State in putting together a funding workshop to link volunteers, non-profits and other organizations to assist with grant writing and submission. The AmeriCorps volunteers addressed these issues and came to their aid.  

“I work to assist with preparedness efforts of the State of Colorado and communities for disaster recovery before a disaster, as well as tools and resources for planning, managing and implementing recovery post-disaster,” said Holmes, who has lived in Colorado Springs for six years. He is a retired Army military police officer with more than 20 years of service and drives to Denver every day to work at FEMA’s Colorado Recovery Coordination Center, based in Lakewood.

Taylor was hired in November 2013 as a Public Assistance Reports Specialist.  Some may describe this job as mind numbing, but she loves what she does, based on her bachelor’s degree in statistics.  “I am in charge of tracking all the grants/projects and pull together any information (e.g. numbers) that may be needed for reports on the Public Assistance Program,” said Taylor. 

Currently, she is tracking the status of an estimated 1,200 grants for the September2013 Colorado floods. The status of grants is continually tracked throughout the disaster for management and budgetary purposes.  Taylor started with FEMA about 18 months ago when she signed up to participate in FEMA Corps, a program supported through AmeriCorps National Civilian Community Corps, which recruits young adults 18-24 to assist FEMA during disasters with recovery efforts. After completing her 10-months with FEMA Corp, Madison was hired on as a local hire because of her knowledge in the field of Public Assistance and her experience with FEMA Corps.  

Cunningham holds a position that is integral to the rebuilding of communities after disasters.  She works as an Environmental and Historical Prevention Specialist, where she works hand-in-hand with the cities, counties and states to make sure they are aware of any environmental impacts to the ecosystem in that area when rebuilding or building at new sites. 

“I make sure that FEMA, the State of Colorado and the applicant comply with federal regulations to protect the fish, wildlife and vegetation during the disaster recovery process,” said Cunningham. “There are other local staff members that monitor the regulations for historical buildings and land.” She has lived in Golden/Denver for three and has worked in the field of environmental protection for 13 years.

By hiring locals, this is one of many ways that FEMA gives back to the communities where there has been destruction, and for FEMA to follow through on its commitment to support citizens in need.
