Homeowners, Contractors: Rebuild Safer, Stronger

TALLAHASSEE, Fla. – Homeowners who have a National Flood Insurance Program (NFIP) policy and have damages or losses from Hurricane Hermine have been granted a 30-day extension to turn in a Proof of Loss.

A Proof of Loss is a policyholder’s statement of the amount of money being requested, signed and sworn to by the policyholder, along with documentation to support the amount requested initially, and any requests for additional payment. Policyholders must submit a Proof of Loss (www.fema.gov/media-library/assets/documents/9343) directly to their flood insurance company within 90 days after the date of the flood loss.

The Proof of Loss statement is included in the claims package that documents your flood losses. It is important to understand the Proof of Loss is not the claim. A policyholder who suffers flood damage to NFIP insured property has only one claim arising from that event, regardless of the number of Proofs of Loss with documentation packages the policyholder may submit in support of that claim.

The claims packages should include:

  • Photos or video of your flood damage;
  • A comprehensive and itemized list of what was damaged;
  • Receipts, if possible, for damaged items along with any other supporting documents that show the value of what you lost.

Both state and federal officials encourage you to closely monitor the insurance claims process after reporting your loss. Once the documentation is submitted, an insurance adjuster hired by the NFIP insurer will inspect the property. The adjuster may also provide information about the flood insurance claims process.

Here are some tips to guide you through the process to ensure you receive all eligible insurance funds for your recovery:

What to Do Before an Adjuster Visits

  • Take pictures of the damage.
  • Write down a list of your damaged contents.
  • Immediately dispose of flood-damaged items which pose a health risk, such as perishable food items, clothing, cushions and pillows. Cut off and keep a 12-square-inch sample of building materials like carpets and drywall to show your flood adjuster, and set aside other damaged personal property items like furniture, televisions and electronics.
  • Have documents related to your damage ready for inspection. This may include contractor’s estimates and repair receipts.
  • Also keep your policy number and insurance company information handy.

What Happens During an Adjuster’s Visit

  • An insurance adjuster will contact you within 24 to 48 hours to schedule an appointment.
  • Ask to see the adjuster’s official identification when he or she visits.
  • The adjuster will take measurements and photographs and document your damage. They will provide you with their contact information and, if required, the adjuster may revisit your property.
  • After your home is inspected, the adjuster will complete the covered estimate of loss and provide you with a copy of it, along with a Proof of Loss form.
  • A FEMA inspector or flood insurance adjuster will never ask for money, approve or disapprove claims, or tell you whether your flood insurance company will approve your claim.

What Happens After an Adjuster’s Visit

  • The adjuster will collect all of the necessary information and documentation during the initial visit and will contact the policyholder as the claim progresses to an agreement and closure.
  • If you disagree with the resolution of your claim, ask the adjuster to show how they arrived at the figure(s) and explain the policy if an item was excluded from coverage, even though you feel it should be covered.
  • If the adjuster and insured are unable to come to an amicable agreement, the policyholder may hire an independent contractor to prepare an estimate for flood related damage.
  • Within 60 days after the loss, send the insurer a signed and sworn Proof of Loss.

Contact your insurance company as soon as possible to begin processing your claim.

Hermine Survivors Get 30 More Days to Submit Proof of Loss

SAVANNAH, Ga. – Georgia disaster survivors who suffered damage or loss from Hurricane Matthew and were referred to the U.S. Small Business Administration could lose some income-based FEMA grants if they don’t complete and submit SBA’s loan application.

FEMA’s Other Needs Assistance grants may cover uninsured losses for furniture, appliances and other essential personal property, even vehicles. Survivors will not be considered for this type of assistance unless they complete and return the SBA loan application. The information on the application is used to determine eligibility for income-based assistance.

Disaster survivors in Bryan, Bulloch, Chatham, Effingham, Evans, Glynn, Liberty, Long, McIntosh and Wayne counties are encouraged to register with FEMA and, if referred, complete and submit an SBA loan application, even if they don’t want a loan. The application is used to check eligibility for additional grants.

SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. The SBA offers low-interest disaster loans to businesses, private nonprofit organizations, homeowners and renters.

Survivors should start the loan process as soon as possible, and those who qualify for an SBA loan are under no obligation to accept it.  If approved and the loan is not accepted, the survivor may be ineligible for additional federal assistance.

Submit an SBA loan application even if you are waiting for an insurance settlement. Survivors do not have to wait for an insurance settlement. A survivor’s insurance policy may not cover all the replacement, repair and rebuilding costs. A disaster loan is available to cover the difference.

To repair or help rebuild a primary residence, a homeowner may borrow up to $200,000 from SBA. Homeowners and renters may borrow up to $40,000 from SBA to replace personal property.

Businesses may borrow up to $2 million for any combination of property damage or economic injury. SBA offers low-interest working capital loans (called Economic Injury Disaster Loans)

to small businesses and most private nonprofit organizations of all sizes having difficulty meeting obligations as a result of the disaster.

Damage from Hurricane Matthew must have occurred Oct. 4-15. Survivors can register with

The filing deadline to return SBA loan applications for physical property damage is Dec. 16. The deadline to return economic injury applications is July 17, 2017.

SBA Disaster Loan Application Used to Check Eligibility for Other Grants

BATON ROUGE, La. –Louisiana disaster survivors who are eligible for Manufactured Housing Units (MHUs) can help FEMA make the process go as smoothly as possible.

If you’re eligible for an MHU, FEMA will contact you to schedule a site inspection if you want to place a unit on your property. Keep in mind the following steps to avoid slowing the process:                    

  • Be available. You must be present for a site inspection. FEMA will arrange to place an MHU on your property if the agency determines it is feasible. A FEMA representative will provide information during the inspection process so you can contact them if you have questions about the status of your MHU.
  • Contact your power company to install a second service and meter on your property. Your parish or city will then inspect the installation and notify the power company that power may be turned on. Tell the power company it is for a FEMA MHU installation.
  • Help FEMA obtain right-of-entry from your neighbors. FEMA may need permission to trench utility lines or gain access to the site.

If defects are discovered in the air-conditioner, water, lighting, toilets or other parts of the unit, FEMA must repair them before turning over the keys to you. FEMA will also arrange for safety modifications such as elevation and anchoring.

MHUs are a last resort for survivors whose primary home is uninhabitable, have uninsured housing needs, and have no practicable temporary housing options within a reasonable commuting distance.

Survivors Can Help Avoid Delays in the Manufactured Housing Unit Process

TALLAHASSEE, Fla. – Florida residents returning to or repairing homes damaged by Hurricane Matthew should keep in mind that safety should always be their first consideration when inspecting and cleaning up buildings damaged by flood waters.

Below are a few simple guidelines to follow that will make the clean-up and salvage process safer and easier:

  • Always wear protective clothing including long-sleeved shirts, long pants, rubber or plastic gloves and waterproof boots or shoes.

  • Before entering your home, look outside for damaged power lines, gas lines and other exterior damage.

  • Take photos of your damage before you begin clean up and save repair receipts.

  • Your home may be contaminated with mold, which raises the health risk for those with asthma, allergies and breathing conditions. Refer to the Center for Disease Control for more info on mold: www.cdc.gov/disasters/hurricanes/pdf/flyer-get-rid-of-mold.pdf.

  • Open doors and windows so your house can air out before spending any length of time inside.

  • Turn off main electrical power and water systems and don’t use gas appliances until a professional can ensure they are safe.

  • Check all ceilings and floors for signs of sagging or other potentially dangerous structural damage.

  • Throw out all foods, beverages and medicines exposed to flood waters or mud including canned goods and containers with food or liquid.

  • Also, throw out any items that absorb water and cannot be cleaned or disinfected (mattresses, carpeting, stuffed animals, etc.).

  • Beware of snakes, insects, alligators and other animals that may be on your property or in your home.

  • Remove all drywall and insulation that has been in contact with flood waters.

  • Clean all hard surfaces (flooring, countertops, appliances, sinks, etc.) thoroughly with hot water and soap or detergent.

Before returning to your home, make sure you have the following items among your clean-up and salvage supplies: government-issued photo ID (driver’s license, etc.) and proof of address; bottled water and non-perishable foods; first aid kit; cleanser or hand cleaning gel; hygiene products and toilet paper; insect repellent and sunscreen; flashlights and extra batteries; camera or cell phone to document damage; a list of important phone numbers; and plenty of cash (ATMs may not work).

It’s also smart to create a back-up communication plan with family and friends in case you’re unable to call from your home or other areas affected by the hurricane.

If you haven’t done so already, report your damage from the hurricane to your insurance company and local emergency manager.

Tips for Cleaning Your Home after Hurricane Matthew

BATON ROUGE, La.— Move your recovery forward and get informed to make sure you invest resources properly and rebuild or repair wisely.
 
Contact your community’s floodplain management or building officials to start the inspection process to determine if your home or business is substantially damaged. Also get the proper permits for things like plumbing, electrical system, foundation and structural repairs.

Substantial damage exists in Special Flood Hazard Areas, or floodplains—areas that have increased flooding risks— when the cost of restoring a structure equals or exceeds 50 percent of the structure’s pre-damage market value. However, some communities enforce a more restrictive definition. 
 
It’s important to know the structural damage percentage of your home or business because that information helps determine the work needed to repair or replace the damaged structure. It also helps determine if additional work will be needed to comply with local codes and ordinances.

You may appeal a substantial damage determination with your local officials if you disagree with their decision.

A structure located in a floodplain must be brought into compliance with local regulations if a local official determines it is substantially damaged. Local building departments may have adopted standards higher than FEMA’s that property owners would have to comply with when rebuilding.
 
Owners who decide to rebuild may need to elevate their structures, or change them in some other way to comply with local regulations and avoid future flood losses. Those who own non-residential structures may need to flood-proof their building.

Contact Local Officials About Substantial Damage and Permits,

Property owners who have flood insurance and a substantially damaged building in a floodplain may be able to get additional funds for costs related to complying with local regulations. Contact your insurance agent for more information.

Contact Local Officials About Substantial Damage and Permits Before Starting Work

BATON ROUGE, La. – Recovery officials estimate that recent flooding left 4.8 million cubic yards or 80,000 truckloads of debris in its wake. Removal of that debris is an important sign of progress in disaster recovery, but it takes time. On Sept. 25, debris removal hit the 55-percent completion mark.

For the August flooding, the Federal Emergency Management Agency’s Public Assistance program will reimburse eligible Louisiana jurisdictions 90 percent of reasonable costs involved in debris removal. To receive reimbursement for debris removal, a local jurisdiction must be eligible for the program and have the legal authority to remove debris from public rights-of-way.

Reasonable costs include overtime for full-time employees as well as contractor fees for removal, disposal, recycling and/or monitoring. (The contract must have been competitively bid and comply with state, federal and local standards.)

In general, private property debris removal is not eligible for FEMA reimbursement under the law. However, because of the large amount of debris, the threat it posed to human health and safety, and the lack of right-of-way to deposit debris FEMA has expanded curbside debris removal for the recent Louisiana flooding. Property owners who have questions should contact their local emergency manager. Before anyone can go onto private property, the local jurisdiction must have a sworn statement of permission from the property owner to remove debris.

Recovery officials encourage people to continue sorting debris into categories and moving it to the curbside. The categories are household garbage; construction debris; vegetative debris; household hazardous waste; white goods (i.e., washing machines, refrigerators, etc.); and electronics.

Separating debris will speed recovery. However, recovery officials want to remind everyone to be safe, especially during ongoing debris removal operations. The sight of heavy trucks hauling debris may seem familiar, but it is vital to follow safety guidelines at all times around debris and heavy equipment.

Debris Removal Continues; Now More than 50 Percent Complete

BATON ROUGE, La. – Despite the worst flooding in recent Louisiana history, flood insurance continues to be available to homeowners, renters and businesses at the pre-flood price. Widespread flood losses in Louisiana will not cause flood insurance rates to rise above scheduled annual increases, according to the Federal Emergency Management Agency.

The August flooding does not trigger remapping of flood zones, or changes in base flood elevations. That includes the remapping efforts that have been in process for several years in six of the designated parishes. Revisions of Flood Insurance Rate Maps (FIRM) and Base Flood Elevations (BFE) in those parishes will continue, based on data compiled prior to the latest flood.

However, if your home or business was substantially damaged and you are rebuilding, you may need to mitigate your structures (elevate, etc.) to come into compliance with your community floodplain ordinance. It is crucial that you contact your local floodplain administrator to ensure you are in compliance and obtaining the proper building permits.

Properties located in a floodplain that have federally backed mortgages are required by law to be properly insured against known hazards, such as flooding.

Properties that were not required to have flood insurance by the mortgage lender prior to the floods may not be required to carry it when they are rebuilt. It is important to understand that even if the lender is not requiring flood insurance, it is still available to purchase.

The NFIP offers two types of coverage — building and contents. Keep in mind that your mortgage lender may only require you to purchase flood insurance for the structure. Building coverage will include the structure and attached items such as the electrical system and permanent flooring. Contents coverage will cover items such as personal belongings and furniture for an additional premium.

To find your approximate flood insurance costs and the hazard level of your area, visit www.FloodSmart.gov and enter the property address. An interactive display demonstrates the cost of flood damage by inches or feet of water that enters the house.

For an actual quote on a specific property, you should contact your insurance agent. Policies can be written by authorized insurance agencies; they are underwritten by the National Flood Insurance Program administered by FEMA.

Flood Insurance Rates Remain Unchanged

NEW ORLEANS, LA.— The City of New Orleans and the Federal Emergency Management Agency (FEMA) are set to host a flood insurance workshop for the public in September. Residents and other property owners are encouraged to attend to gain a better understanding of how recent flood map changes will affect their flood insurance.
