Making Repairs and Rebuilding Wisely Following Texas Storm Damage

DENTON, Texas – Nearly $2.4 million has been awarded to the state of New Mexico from the Federal Emergency Management Agency for removal of sediment from the Nambe Reservoir in Santa Fe County.

During the severe storms in Sept. 2013, heavy rains flooded multiple arroyos, acequias – communal irrigation canals – and various rivers in central New Mexico causing sediment to be deposited in the Nambe Reservoir. The reservoir provides water for municipal and irrigation use in the Pojoaque Valley Irrigation District.

“Removal of sediment from the reservoir is an important step in the recovery process,” said FEMA Region 6 Administrator Tony Robinson. “This project is part of our continuing partnership with the New Mexico Department of Homeland Security and Emergency Management to assist with ongoing recovery in Santa Fe County.”

The Public Assistance grant program funding covers the removal, hauling away and proper disposal of nearly 41,000 cubic yards of sediment from the reservoir, which is enough sediment to fill the truck beds of more than 20,000 average-sized pickups!

This grant is part of more than $38.5 million in Public Assistance grants that have been obligated to the state of New Mexico related to the severe storms and flooding in Sept. 2013. The awarded funding represents a 75 percent federal cost share. FEMA awards funding for projects directly to the state of New Mexico; the state then forwards the grant to the eligible applicant.

FEMA Funds Sediment Removal from Nambe Reservoir in Santa Fe County, New Mexico

EATONTOWN, N.J. – Many of the boardwalks in New Jersey that were damaged or destroyed during Hurricane Sandy have been successfully rebuilt in the two years that have passed since the storm.

Construction in most shore towns began as soon as it was feasible, and the boardwalks were complete and open for the start of the summer tourism season. Spring Lake used a composite material to rebuild its boardwalk, while Sea Girt used recycled boards for part of its repairs. Atlantic City repaired the damaged northern section of its boardwalk with ipe wood and is upgrading access ramps and adding more lighting.

One exception was Long Branch, where city officials waited to rebuild until they could secure federal funds, including assistance from the Federal Emergency Management Agency, which obligated $79 million for 84 Sandy-related boardwalk and beach restoration projects.

In January 2014, Long Branch received $14.5 million from FEMA to repair an approximately 1-mile section of boardwalk and bluffs. The project is expected to be completed in 2015.

The bluffs will serve as the support system for the boardwalk and new roadway from Melrose Place south to Brighton Avenue. They will be repaired with a new concrete foundation, 95,740 cubic yards of additional material, and 11,489 square yards of dune grass.

Plans call for 69,850 square feet of the boardwalk to be demolished and rebuilt. New lights, railings, and ramps will be installed from the boardwalk to the beach.

In October, the Long Branch City Council introduced a $30.4 million bond ordinance that includes $18.1 million for repairs to the boardwalk and bluff. The council anticipates that FEMA will reimburse the city for the cost of the boardwalk repairs and bluff construction, which Business Administrator Howard Woolley Jr. said could begin in the spring of 2015.

Belmar took the opposite approach, rebuilding its boardwalk first, and then working on a design for protective dunes. Belmar reopened its boardwalk in May 2013 before announcing plans for new dunes. The dunes will be sturdy, with 30-foot-long pieces of steel driven into the sand to a depth of 26 feet so the bulkhead stands out approximately 4 feet. The steel infrastructure will be covered with sand and plants will be added so that it looks like a natural dune. The $6 million dunes will shield the $8 million boardwalk from future hurricanes.

Two Years After Sandy, Most Of New Jersey’s Boardwalks Rebuilt

DENTON, Texas — The Federal Emergency Management Agency (FEMA) has awarded more than $1.2 million to the state of Texas for construction of a community safe room in the city of Little Elm in Denton County, Texas.

The concrete safe room, which will also serve as a community center, will be 6,442 square feet with interior usable space of 5,025 square feet, and should provide protection from storms and tornadoes for the people of Little Elm. 

FEMA’s Hazard Mitigation Grant Program (HMGP) will pay 75 percent of the more than $1.6 million total cost for the project.

HMGP provides grants to states, and tribal and local governments to implement long-term hazard mitigation measures that reduce the loss of life and property due to natural disasters.

FEMA Awards more than $1.2 Million for Community Safe Room in Little Elm, Texas

DENVER — FEMA’s Public Assistance program provides assistance to state agencies, local governments and certain private nonprofits.

When flooding struck Colorado in September 2013, emergency life-saving measures and debris cleanup were the most immediate needs. This emergency work is usually the first to be reimbursed.

Later, in the recovery phase, more permanent repair work gets underway. Roads and bridges are repaired or replaced; major utilities and other infrastructure are brought back on line.

FEMA determines eligibility, conducts environmental and historic preservation review, approves projects and obligates the federal share or 75 percent of the project cost. FEMA obligates funds to the state, which reviews receipts and other documentation to make sure the job is done well and taxpayer money is well spent.

In Colorado, local governments and the state each pay 12.5 percent of the remaining project costs but private nonprofits pay all of the remaining 25 percent. For state agencies, the cost share depends on the category of work.

  • For small projects (up to $67,500 for this disaster), an initial payment is made based on the estimate and the state reimbursement process is as follows:
    • Once a Project Worksheet is approved and obligated by FEMA, the state makes an initial payment for the entire amount of the federal share and one-half of the state share. Once the state receives a completed and signed certificate of completion from the subgrantee, the state will pay the remaining half of its share.
  • For large projects ($67,500 or more for this disaster), reimbursement is made on documented actual costs and the state reimbursement process requires additional documentation:
    • The state sends a grant agreement to the subgrantee for signature by an authorized official, who then must mail two signed hard copies back to the state.
  • After the agreement is executed by Division and Department Controller, one hard copy is mailed back to the subgrantee.
  • As work is completed the subgrantee requests reimbursement from the state. The state will review documentation (invoices, receipts, labor records, equipment records, contracts) to substantiate costs included in the reimbursement requests and make payments for documented and eligible costs. The last 10 percent is paid upon project closeout.
  • The state also agrees to reimburse a subgrantee from an unpaid invoice to help maintain its cash flow needs.
  • To help applicants understand the Public Assistance document process, the State of Colorado created a Public Assistance Technical Guidance and emailed it to each subgrantee. It includes information on the reimbursement process as well as grants management requirements. The guidance document and forms can be downloaded from corecovers.info.

LINCROFT, N.J. — When Superstorm Sandy hit New Jersey in October 2012, the damage it wreaked created the need for thousands of necessary projects ranging from debris removal to bridge reconstruction. Sixteen months later, New Jersey’s progress in managing the projects stemming from the impact of the storm has exceeded expectations.

Doug Westermann, Public Assistance Branch Chief at the FEMA New Jersey Sandy Recovery Field Office, says that New Jersey is ahead of schedule on closing out projects on a disaster of this magnitude. New Jersey is planning the final group of projects and working with the state Office of Emergency Management to start closing completed projects.

“This has really only been made possible by the efforts put forth with the State OEM and our Sandy Recovery Office to move forward and not delay the process,” Westermann said.

The closeout process begins when a project is funded and completed. The applicant must certify to the State that the work is finished and all of the allocated money was spent. Small projects are often bundled together under one applicant and can be closed as a group when they are all complete. Large projects must be closed individually. The Final Inspection Report (FIR), which consists of reconciliation of costs for the work performed in dealing with large projects, is initiated. Supporting documents are audited and added to the report, and amendments may be written after overages and/or shortfalls are reconciled. After the report is reviewed by the applicant and grantee, it is then entered into the Emergency Management Mission Integrated Environment (EMMIE) grant tracking program. After that process, the project will be closed, if requested by the grantee. 

The Public Assistance FAQ at www.fema.gov defines a large project as any incident with damage costs greater than $68,500. Of the estimated 5,103 Public Assistance projects in the system in New Jersey, 1,534 are considered large projects.

Through the Public Assistance program, FEMA grants state governments the funds to reimburse municipalities, county governments and eligible private nonprofit agencies for the repair or replacement of damaged roads and bridges, water-control facilities, public buildings and their contents, publicly owned utilities, and parks and recreation areas. It also includes funds for emergency services and eligible debris-removal costs related to the disaster. FEMA reimbursed these applicants 90 percent of the eligible cost.

Nearly $1.1 billion in Public Assistance grants have been obligated in New Jersey since Sandy struck. Emergency projects, including debris removal and emergency protective measures, have accounted for $729.25 million, while permanent repairs to roads, bridges, water control facilities, utilities and buildings, have cost $359.5 million.

Westermann said FEMA has received 63 projects from the State that are ready to be closed.

Many of the completed projects were short-term emergency projects in which the money was allocated and governmental issues were addressed. Westermann says that Congress mandated several critical changes that have affected how much time applicants have to spend allocated funds, placing greater emphasis on getting the money to them. The Applicants’ Handbook at www.fema.gov/applicant-handbook states that applicants have six months to complete emergency projects and 18 months for permanent projects.

“In order to keep money flowing to the applicants, it is critical to work on closing things out so the state can release the funds that FEMA had obligated during the project development phase,” he said.

New Jersey Ahead Of Schedule On Public Assistance Closeouts

DENTON, Texas – More than $7.6 million is being awarded to the state of Texas by the Federal Emergency Management Agency (FEMA) to relocate the Lone Star Flight Museum out of a flood zone in Galveston to Ellington Field in Houston.

The FEMA grant was approved after it was determined that it would be better to relocate and construct a new complex, managed by the Texas Aviation Hall of Fame, instead of repairing the Galveston-based museum and replacing damaged aircraft and/or contents.

The new facility would be comprised of a 125,000-square-foot building that will include hangar space for aircraft display and storage, an auditorium, exhibit hall, library, gift shop, and cafeteria.

Federal/State Disaster Aid for Colorado Flooding Surpasses $267 Million

DENVER – Since heavy rains brought flooding in September 2013, Colorado survivors have received more than $267 million in federal/state recovery assistance.

More than $219 million has come from disaster grants, flood insurance payments and low-interest disaster loans. More than $48 million has been obligated through the Federal Emergency Management Agency’s Public Assistance program.

To date:

  • FEMA has granted $55 million for housing assistance and more than $4.7 million in other needs assistance, such as disaster-related medical expenses or personal property loss in 11 designated counties. As part of the other needs assistance program, the state is funding another $1.6 million. Flood survivors have also received disaster unemployment assistance and disaster legal services.
  • FEMA has obligated more than $48 million to publicly owned entities and certain nonprofits in 18 designated counties. Through the Public Assistance cost-share program, FEMA reimburses 75 percent for eligible, disaster-related costs for debris removal, emergency measures and permanent work to repair and replace disaster-damaged public facilities. The remaining 25 percent nonfederal share comes from state and local sources. The state manages the grants for all projects.
  • All Public Assistance Project Worksheets (the form used to document the scope of work and cost estimate for a recovery project) in Sedgwick, Logan, Washington, Lincoln, Crowley, and Clear Creek counties have been completed. Altogether the FEMA/State of Colorado Public Assistance team has completed more than 500 Project Worksheets as communities continue to work hard to recover from last fall’s floods.
  • The U.S. Small Business Administration has approved $97.6 million in federal disaster loans to Colorado homeowners, renters, businesses and private nonprofit organizations that sustained damage from the severe storms and flooding.
  • The National Flood Insurance Program has approved $62.3 million to settle 2,015 claims.
  • FEMA is providing manufactured housing units for 44 households who have no other suitable housing available.
  • Approximately 48 percent of all permanent repair work submitted to FEMA and the state’s Public Assistance program contains mitigation measures designed to prevent future flood damage. Nearly 70 percent of large projects or those with a cost estimate of more than $67,500 contain these mitigation measures. FEMA pays for 75 percent of these measures through Section 406 mitigation.

BAYSHORE SEWERAGE AUTHORITY MITIGATION PROTECTS THE ENVIRONMENT

LINCROFT, N.J. — The effect Superstorm Sandy had on the environment was greater than what could be seen with the naked eye. While flooding, storm surges and high winds felled trees, destroyed beaches and dunes, and left waterways filled with debris, the damage the storm did to man-made structures also impacted many already environmentally sensitive areas.

The storm also created other environmental issues. In New Jersey, the Bayshore Regional Sewerage Authority was faced with several problems when its Monmouth County facility was damaged during the storm. The wastewater treatment plant’s main electrical systems were completely shorted out, which also damaged the pumps and stopped the flow of sewage. The facility was without electric power for seven days.

R3M Engineering Project Manager Kevin D. Haney credited FEMA with responding quickly to the problems at the plant. “FEMA’s Category B Program provided funding for the authority to immediately put emergency measures in place to restore flows in the system and protect the community from literally having raw sewage in the streets,” Haney said.

The Door Oliver and Niro incinerators at the Sludge Dewatering and Incineration Building at the plant were both flooded, leaving no way to dispose of the sludge. The authority built a makeshift system of belt filter presses, a rented pump and a makeshift pipe to pump sludge out of the building into dumpsters. The sludge was then hauled away to another incinerator for disposal.

R3M Engineering Manager Manuel Ponte expects one of the incinerators to be operational in January. He pointed out that much of the crucial equipment and infrastructure in water treatment plants is underground, and the basements of all of the facility’s buildings flooded with up to 3 feet of water during Sandy.

Ponte says the authority is working with FEMA to review future mitigation options for the plant.

“What we are proposing to do is to wrap the superstructures in an impermeable membrane, whether it’s synthetic or concrete, depending on how high it has to be and how strong it has to be,” Ponte said.

The authority serves approximately 90,000 people in Hazlet, Union Beach, Holmdel, Aberdeen Township, Keansburg, Keyport, Matawan and parts of Marlboro Township.
