TRENTON, N.J. — As recovery from Superstorm Sandy continues in New Jersey, one major improvement project is the conversion of a destroyed residential neighborhood in the Borough of Sayreville to a permanent greenspace.

The Federal Emergency Management Agency has approved more than $29 million in Hazard Mitigation Grant Program funding for the voluntary acquisition and demolition of approximately 129 residential properties in Sayreville. 

The New Jersey Office of Emergency Management is managing the grant, and the New Jersey Department of Environmental Protection Blue Acres Program will implement the project and work directly with homeowners.

All of the homes in the project neighborhood are located in a National Flood Insurance Program Special Flood Hazard Area. This hazard designation indicates the structures are highly vulnerable to flooding. 

In addition, many of the homes are on the National Flood Insurance Program’s severe repetitive loss and repetitive loss list of residential structures with excessive flood loss.

Acquisition of these repetitive loss properties removes them from the risk of flooding and reduces the impact on the National Flood Insurance Program and on both Federal and State disaster assistance funding.

“By acquiring and removing these homes, FEMA is diminishing the borough’s vulnerability to natural disasters and removing residents from a potentially dangerous area,” said Gracia Szczech, FEMA’s Federal Coordinating Officer for New Jersey.

“This funding will go a long way to help the affected families move on with their lives.”

Once the homes are acquired and demolished, further construction will not be allowed on the properties.The land will be restricted to open space in perpetuity. Sayreville has accepted responsibility for all maintenance and upkeep of the land. 

The use of federal funds to purchase these properties allows families to relocate to safer areas.

Under the Hazard Mitigation Grant Program, the state solicits project proposals from local jurisdictions then prioritizes the projects for approval by FEMA. 

The project grant was awarded and funded by FEMA.  The total project cost is $39,274,060, the Federal share $29,455,545. 

The remainder of the cost of the project will come from the New Jersey Department of Environmental Protection’s Green Acre/Blue Acre Program. 

FEMA’s Hazard Mitigation Grant Program provides grants to states and local governments to implement long-term hazard mitigation measures after a major disaster declaration.

The grants help to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.

NEW YORK — The Federal Emergency Management Agency and the U.S. Small Business Administration have approved more than $7.6 billion in direct assistance to homeowners, renters, businesses, government agencies and nonprofits that were affected by Hurricane Sandy.

Individual Assistance

Biloxi, Miss. earns Discount on Flood Insurance Premiums

ATLANTA – Biloxi residents with flood insurance policies will now receive a decrease on their annual flood premiums thanks to the city’s active participation in the National Flood Insurance Program’s Community Rating System.

FEMA Region IV Floodplain Management and Insurance Branch Chief Susan Wilson recognized Biloxi officials today with a plaque for the city’s efforts in becoming the third city in the state to earn a Class 5 community rating.

“Reaching a Class 5 rating is so rare nationwide that it really speaks to the local officials and their hard work and determination,” Wilson said. “They understand the extra effort isn’t just for a decrease to insurance premiums, but it is ensuring the entire city is more resistant to flood damage and more disaster resilient overall.”

The CRS rewards communities that voluntarily take steps to reduce flood risks beyond the minimum requirements of the NFIP.  These steps, which include increasing flood protection and implementing preparedness and mitigation activities, lead to safer communities and ultimately help saves lives and property. As a result, property owners and renters in CRS-participating communities enjoy a reduction in flood insurance premiums. Communities are ranked from a 10 to 1 scale which determines their flood insurance discounts.

Biloxi policyholders began receiving flood insurance discounts from the CRS program in 1996. As a result of additional steps the community has recently taken, the community moved from a CRS Class 6 to a CRS Class 5 effective May 1, earning an additional five percent savings on flood insurance.

There are more than 5,900 flood insurance policies in Biloxi, representing more than $1.5 billion in flood insurance coverage.  Policyholders located in the high risk areas of flooding, or Special Flood Hazard Areas, can now receive a 25 percent discount on their policy premium, which is an average savings of $285 per policy.  Some policyholders in the lower risk areas are eligible for a 10 percent discount.  In total, policyholders realize an annual savings of more than $437,000 because of the community’s CRS participation. 

CRS is a voluntary program for NFIP-participating communities. The intended goals of the program are to reduce flood losses, facilitate accurate insurance ratings and to promote the awareness of flood insurance.  The two other Mississippi communities to earn a Class 5 rating are Pascagoula and Waveland.

MINOT, N.D. – In the two years since historic flooding struck the Souris Valley in North Dakota, the Federal Emergency Management Agency (FEMA) has provided more than $185 million in assistance to help the region recover. This is funding that has gone directly to residents or local communities to restore homes or damaged public infrastructure, as well as enact measures that will lessen the impact of future disasters. The agency also manages a program that provided temporary housing for more than 2,100 households, and is still assisting residents today.

   

North Dakota received a federal disaster declaration on May 10, 2011, for statewide flooding. The initial declaration provided funding for public infrastructure. As flooding intensified, the declaration was expanded on June 24, 2011, to provide assistance to individuals and businesses as well. A total of 44 of 53 North Dakota counties were included as well as four tribal nations. FEMA continues to maintain a presence in the Souris Valley, with approximately 50 personnel still in the region, with additional support coming from the regional office in Denver.

   

FEMA received 8,256 applications for assistance from residents of the Souris Valley, representing about 80 percent of the 10,286 total for the state. Similarly, the $91.2 million distributed to residents for rental assistance, home repairs and other serious disaster-related needs represents 95 percent of the total $95.8 million for the state.

   

In addition, FEMA brought in nearly 2,200 manufactured housing units to provide housing for those displaced by the flood. More than 1,100 of those were place on private properties, allowing homeowners to stay near their damaged dwellings to make repairs. Units also were placed at five manufactured housing parks in Ward County. Three temporary housing sites were also constructed, including the 600unit Virgil Workman Village – which is the only one remaining in operation – still housing approximately 200 households.

   

Of the nearly $242 million approved statewide for infrastructure assistance following the 2011 floods, nearly $90 million was provided to the four Souris Valley counties (Ward, Renville, McHenry and Bottineau). Among the larger recipients of assistance were: the city of Minot – $8.6 million; the city of Burlington – $1.6 million, the Minot Park District – $3 million and Ward County (including townships) – $10.3 million.

 

The largest beneficiary of public assistance funds is the Minot Public Schools. FEMA is providing $24.5 million to replace Erik Ramstad Middle School and $5 million to replace Lincoln Elementary School. FEMA also has provided an additional $25 million for activities ranging from emergency protective measures to building repairs at other locations to temporary classrooms to replace offline facilities. The temporary classrooms were provided within 10 days of the planned starting date for the 2011-12 school year and are still in use.

   

Thus far, more than $4 million in funding from the Hazard Mitigation Grant Program (HMGP) has been provided to the Souris Valley. Funding has been provided for generators, home acquisitions, mitigation planning, and engineering, permitting, and design work for a floodwall to protect the Minot Water Treatment Plant. HMGP provides funding for projects that seek to minimize the impact of future disasters, and is administered by the state. More than $70 million was provided by FEMA to North Dakota for projects statewide, with additional projects still under consideration.

FEMA also engaged its Long Term Community Recovery team in Ward County. Members of the public participated in a series of meetings to voice their views about the future of their communities. The information gathered at the meetings was used to develop the “Souris Basin Regional Recovery Strategy,” which was adopted by Ward County and the cities of Burlington and Minot.

Q: Who is eligible to register for state and federal disaster assistance?

A: You may be eligible if you live in a federally designated county and incurred damage from severe storms, flooding and tornadoes May 18 through June 2. The six counties now designated for Individual Assistance are Canadian, Cleveland, Lincoln, McClain, Oklahoma and Pottawatomie.

 
Q: If I had damage from the severe storms, flooding and tornadoes May 18 through June 2 but live in a county that has not been designated for Individual Assistance, should I register anyway?

A: Yes. Homeowners and renters outside the six designated counties may report their damage. The damage reports will help OEM and FEMA ensure all impacted areas are identified and documented.

Q: What is Individual Assistance?

A: Individual Assistance may include:
o Grants to help pay for temporary housing and home repairs.
o Grants to help pay for personal property replacement or disaster-related necessary expenses—such as uninsured medical and dental costs, damaged vehicle replacement, lost work tools, and moving and storage fees related to the disaster.
o Low-interest disaster loans from the U.S. Small Business Administration (SBA).

Q: Isn’t an SBA disaster loan only for businesses?

A: No. SBA provides low-interest disaster loans to homeowners, renters, businesses of all sizes (including landlords) and private nonprofit organizations for disaster damage not fully covered by insurance or other compensation.

Q: I don’t think I can afford an SBA low-interest disaster loan. Should I fill out the SBA application anyway?

A: Yes. If you received an SBA application, it’s a good idea to fill it out and return it to SBA. If you don’t qualify for a loan, SBA may refer you for a FEMA grant to help replace disaster-damaged essential personal property such as damaged or destroyed major appliances.

Q: How do I register for disaster assistance?

A: There are three ways you can register for disaster assistance. Call 800-621-3362; TTY 800-462-7585; online, visit DisasterAssistance.gov or go to m.fema.gov via web-enabled phone. Users of 711-Relay or Video Relay Services should call 800-621-3362.

Q: Can I register for assistance if I have insurance?

A: Yes. Even if you have insurance, you should apply. You may be eligible for disaster assistance for the uninsured and underinsured losses and damage.

Q: If I am a renter, can I get FEMA disaster assistance?

A: Yes. If you are a renter and your house was made unlivable by a disaster, you may be eligible for disaster grants for rental assistance and other serious disaster-related needs.

Q: If I am a renter, how do I use the temporary housing funds I receive?

A: FEMA leaves the rental choices to survivors. For example, you may use your rental assistance to rent an apartment, a house or a recreational vehicle (RV). RVs can include travel trailers or other prefabricated dwellings.

Q: When I register, do I qualify and receive payments from FEMA?

A: After you register, your completed application is reviewed, and an inspector may call to schedule an inspection at your damaged dwelling.

If you are eligible for assistance, FEMA’s Households and Individuals Program will send you a U.S. Treasury/state check or a direct deposit to your bank account if you signed up for it. Other types of assistance may be provided later, based on specific eligibility and need.

Q: If I receive FEMA assistance, could it reduce my Social Security or other benefits?

A: No. State and FEMA disaster assistance will not affect your Social Security, Medicare, Medicaid, supplemental nutrition assistance or similar benefits you receive.
 

Q. Do I have to repay any Individual Assistance funds I receive for my recovery?

A. No. The funds are grants that do not have to be repaid.

Q: Do undocumented immigrants qualify for federal assistance?

A: Applicants must be a U.S. citizen, non-citizen national or a qualified alien to be eligible for FEMA assistance. However, assistance may be available to a household if someone registers on behalf of a minor child in the home who is a U.S. citizen or a qualified alien under 18.

Q: If I received a letter from FEMA with an ineligible determination, does that mean that I will not get any assistance?

A: Receiving such a letter does not necessarily mean that you are not eligible for disaster assistance, even when the letter states “ineligible” or “incomplete.” It can be an indication that further information is needed, or that your insurance claim needs to be settled first before disaster assistance can be granted.

AURORA, Ill. – FEMA disaster assistance may sometimes cover damages that flood insurance does not.

Illinois residents affected by the severe storms and flooding from April 16 to May 5 need to apply for disaster assistance even if they have insurance. You must apply directly with FEMA. Filing a flood insurance claim or meeting with your insurance agent does not register you with FEMA.

However, you do need to file your insurance claim with your insurance company, and you must apply with FEMA before the deadline of July 9. Failure to do so will affect your eligibility for FEMA disaster assistance.

Once you have applied, you have 12 months to tell FEMA if your insurance coverage was sufficient and to be considered for FEMA disaster assistance. By law, FEMA cannot provide money to individuals or households for losses that are covered by insurance.

After filing a flood insurance claim, if any of the following situations occurs, FEMA may be able to provide some assistance:

  • Your settlement was delayed longer than 30-days from the time you filed a claim.
  • Your settlement doesn’t cover all of your disaster-related needs.
  • You exhausted the additional living expenses provided by your insurance.

Apply for FEMA Assistance Even if You Have Flood Insurance

Warwick, R.I.–More than $39.4 million in support from four federal disaster relief programs is helping Rhode Island recover from Hurricane Sandy’s effects.

“Federal assistance has reduced Sandy’s financial impact on public facilities and affected individuals,” said FEMA Federal Coordinating Officer James N. Russo. “FEMA continues working to assure that all receive the maximum disaster aid we can provide.”

Federal assistance for Hurricane Sandy was authorized November 3, 2012, by a major disaster declaration for Bristol, Kent, Newport, and Washington counties for FEMA’s Public Assistance program. Additionally, FEMA’s Individual Assistance program was authorized for Newport and Washington counties.

“Rhode Island is grateful for all of the federal support we have received,” said Rhode Island Governor Lincoln Chafee “We hope that this funding will help the state to repair damages and be more resilient as we start hurricane season.”

The majority of the support is from FEMA’s National Flood Insurance Program which has paid more than $31.1 million for more than 1,000 claims.

In addition to NFIP claims payments, federal aid includes:

• Public Assistance: more than $5.3 million in grants for state and local agencies and some private nonprofits

• Individual Assistance: more than $423,000 in grants paid directly to eligible individuals and families to meet basic needs for housing and cover other essential disaster-related expenses

• U.S. Small Business Administration: more than $2.6 million in low-interest disaster recovery loans to Rhode Island homeowners, renters and business owners of all sizes

FEMA’s PA program has approved more than 260 projects to reimburse local and state agencies for 75 percent of eligible Sandy-related costs. These include emergency response, debris removal, and repair or replacement of facilities or infrastructure.

“As we continue to recover from Hurricane Sandy damage and face the beginning of another hurricane season, it is a reminder that the best way to assure you can rebuild if your home or business is damaged or destroyed by flooding is to buy flood insurance,” Russo said. “Flooding is one of the biggest concerns during a hurricane. Anyone who does not already have flood insurance should consider buying it now.”

Federal Support for Rhode Island Sandy Recovery Exceeds $39.4 Million

TRENTON, N.J.–In the aftermath of Superstorm Sandy the Federal Emergency Management Agency implemented a program to help children understand the importance of preparation for future disasters. The program, FEMA for Kids, is presented by FEMA Corps members to elementary schools throughout New Jersey.

FEMA Corps is a new partnership between AmeriCorps and FEMA. Members, ages 18 to 24, help in the aid of disaster response and recovery. After Superstorm Sandy, teams were deployed to New Jersey to assist with recovery efforts and provide FEMA registration and preparedness information in communities throughout the state.

Through FEMA for Kids, elementary school students learn how to create a family emergency plan, assemble a disaster supply kit, and take care of pets during and after a disaster. The “art expression zone” encourages kids to express their feelings and thoughts about recent experiences with disasters through drawings and crafts.

FEMA has integrated FEMA for Kids in New Jersey’s affected communities, visiting 21 different schools, giving 28 presentations, and attending two community events to promote disaster awareness so far. Since its implementation, FEMA Corps members have reported having positive responses from the children and teachers, especially from the “art expression zones”.

Following the success of the FEMA for Kids program in New Jersey, FEMA Corps members created and developed the FEMA Connect program targeted to high school audiences. With numerous schools interested, FEMA Connect has grown from an idea to an active program. FEMA Corps has presented at one event and has more scheduled for May.

The objectives of the program are much like FEMA for Kids except it is geared towards an older age group. Students learn how to establish a family communication plan and how communities plan, respond to, and recover from disasters. In order to relate to and involve high school students, the program uses an emergency management scenario involving a fictional town and real life issues that may arise during and after a major storm event. The students are asked to give input on what families should do to prepare/react and how emergency managers should plan and respond for the disaster. FEMA Corps members are also there to answer any questions the students may have on how to get involved in their communities via volunteer agencies.

FEMA Corps Helps Young People Prepare

BATON ROUGE, La. – Louisiana residents who have questions about the National Flood Insurance Program (NFIP) have a permanent helpline to call to get the most up-to-date information.

The number is 1-800-427-4661 for people who need information about the NFIP or want to request loss histories on their properties. Policyholders with questions or concerns about their claims may also speak with NFIP specialists.

The helpline operates from 7 a.m. to 7 p.m. CDT. Additional information is available at www.floodsmart.gov.

“This helpline is a valuable resource for Louisianians rebuilding after Hurricane Isaac,” said Federal Coordinating Officer Gerard M. Stolar of the Federal Emergency Management Agency (FEMA). “Talking one on one with a specialist can help survivors get the information they need to move forward with their recovery.”

Just days after Hurricane Isaac hit the state in late August 2012, FEMA’s joint field office in Louisiana opened a dedicated NFIP helpline for Hurricane Isaac survivors. Effective Friday, that number will no longer be in service.

Flood Insurance Information Number Changes for Louisiana Residents

NEW YORK – People whose property was damaged or destroyed in Super Storm Sandy and are rebuilding can get advice from a FEMA specialist. Hazard Mitigation specialists who are knowledgeable in cleanup and building safer and smarter to avoid future losses will be dispensing guidance free of charge, compliments of FEMA.

FEMA will staff tables at Home Depot stores in Suffolk County at 10 Gateway Blvd, Patchogue; and in Richmond County at 545 Targee St, Staten Island; and at a Lowe’s in Nassau County at 253-01 Rockaway Blvd, Rosedale.

Advice and direction on the National Flood Insurance Program and Advisory Base Flood Elevation Maps, Flood Insurance Rate Maps, repair and rebuilding will be available to all, not just to customers who are registered with FEMA.

These specialists will be able to talk about elevating electrical services and appliances; installing sewer back-flow valves; removing and replacing drywall and insulation; channeling water away from foundations; repairing with water-resistant materials. They can also give guidance in the permitting process required by local authorities.

For every dollar spent on mitigation, FEMA officials say that nearly four times as much is saved when another disaster like Sandy hits.
