WASHINGTON – The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) urges people dealing with the aftermath of Hurricane Matthew to stay vigilant as they begin to clean up the damage done, while others still face a serious flooding threat.

Dangers could exist for residents who are returning home in the form of debris, downed power lines and lingering floodwaters. During this process, people are urged to listen to their state, tribal and local officials and only go back when they say it’s safe. High water could be deeper than it looks and also hide ground that’s washed away. Drivers are encouraged to avoid flooded areas at all costs – turn around, don’t drown. Just two feet of moving water can sweep away a vehicle.

National Weather Service experts say the remnants of Matthew have moved further away from the East Coast and the storm is no longer causing direct impacts. However, significant-to-potentially record flooding could happen for several areas along and east of the I-95 corridor in the Carolinas, with river flooding persisting well into next week. An extensive and significant freshwater flood event continues to unfold as a result of 10 to 18 inches of rain, mainly from Savannah, Ga., to southeast Virginia.

“Now is the time to really pay attention and be careful – whether you are still dealing with flooding or are assessing the damage from Matthew,” said FEMA Administrator W. Craig Fugate. “If you explicitly follow the directions from your state, tribal and local officials and use common sense to avoid dangerous situations, everyone’s recovery efforts will move along more quickly and safely.”

People who have flood insurance through FEMA’s National Flood Insurance Program (NFIP) and whose property suffered flood damage are encouraged to contact their local insurance agency or company to file a flood insurance claim. When calling, they should have their policy number and a telephone number/email address where they can be reached. They can find their insurance company’s toll-free phone number here.

Anyone with additional questions about filing a claim or their NFIP policy can call the FEMA helpline at 800-621-3362 and press option “2.”  For a TTY line, call 800-462-7585. The line is open from 8 a.m. to 6 p.m. EDT Monday to Friday.

Shelters are open across the affected areas. Download the FEMA mobile app for shelter information, disaster resources, weather alerts, and safety tips, in English and in Spanish. The app provides a customizable checklist of emergency supplies, maps of open shelters and recovery centers, disaster survival tips, and weather alerts from the National Weather Service. The app also enables users to receive push notifications reminding them to take important steps to prepare their homes and families for disasters.

After the Hurricane – Safety and Preparedness Tips as you Return to Your Home and Begin Cleaning Up

  • Don’t walk through flooded areas. It only takes six inches of moving water to knock you off your feet. If you are trapped by moving water, move to the highest possible point and call 911 for help.
  • Avoid standing water. It can hide dangerous toxins and chemicals.
  • Do not enter a flood-damaged home or building until you’re given the all clear by authorities. If you choose to enter a flood-damaged building, be extremely careful. Water can compromise the structural integrity and its foundation. Make sure the electrical system has been turned off, otherwise contact the power company or a qualified electrician.
  • Photograph the property damage in order to assist in filing an insurance claim.
  • Take steps to prevent further damage to the affected property (e.g., putting a tarp on a damaged roof), as insurance may not cover additional damage that occurs after the storm.
  • Because mold may be a serious health risk, it’s important to remove flood-damaged objects.
  • When setting out debris for curbside pickup, follow the instructions of local officials.
  • Debris should be separated into the following six categories:       
    • Household garbage such as discarded food, packaging and papers.
    • Construction debris such as building materials, carpeting, furniture and mattresses.
    • Vegetation debris such as tree branches and leaves.
    • Household hazardous waste such as batteries, paint and cleaning supplies.
    • White goods such as refrigerators, washers/dryers, water heaters and air conditioners.
    • Electronics such as televisions, stereo equipment and computers.

Tips for Mosquito Control

For people living in areas affected by Hurricane Matthew, especially when it comes to flooding, mosquitos may be a problem in the coming days. Prevention is important because mosquitos carry diseases and can spread illness.

The Centers for Disease & Prevention provides critical tips for mosquito prevention:

  • Use insect repellant, especially Environmental Protection Agency-registered insect repellants, which are proven safe and effective when used as directed.
  • Wear long-sleeved shirts and long pants.
  • Control mosquitos inside and outside your home by:
    • Using screens on winds and doors and repairing holes to keep mosquitos outside.
    • Use air conditioning when available. Sleep under a mosquito bed net if air-conditioned or screened rooms are not available, or if sleeping outdoors.
    • Once a week, empty and scrub, turn over, or throw items that hold water, such as tires, buckets, planters, toys, pools, birdbaths, flowerpots or trash containers. Mosquitos lay eggs near water.

Washington – The Federal Emergency Management Agency (FEMA) is urging residents across the nation to take steps now to prepare their families and communities for extreme heat, by reviewing important safety information and downloading the FEMA smartphone app. 

The National Weather Service announced today that “dangerously hot and humid conditions are expected this week across a large portion of the nation.” Additionally, NOAA’s Climate Prediction Center’s latest outlook notes that most of the continental United States is facing elevated chances of well-above-average summer temperatures. According to the Centers for Disease Control & Prevention, heat kills more people than hurricanes, lightning, tornadoes, earthquakes and floods.

To help Americans stay safe during extreme heat, FEMA urges residents to consider taking the following actions in affected areas:   

  • Postpone outdoor games and activities and limit exposure to the sun.
  • Drink plenty of water and avoid caffeine; limit alcoholic beverage intake.
  • Dress in loose-fitting, lightweight and light-colored clothing.
  • Spend the warmest part of the day in temperature-controlled buildings such as libraries, schools, movie theaters, shopping malls, or community facilities.
  • Check on family, friends, and neighbors who do not have air conditioning and who spend much of their time alone.

FEMA also urges residents to download and use the free FEMA app, which provides valuable safety tips to help families prepare for and recover from more than 20 natural and man-made hazards. The FEMA app enables users to receive weather alerts from the National Weather Service for up to five locations across the nation, making it easy to follow severe weather that may be threatening family and friends.  The app also provides family communication plans, customizable checklist of emergency supplies, and maps of open shelters and disaster recovery centers. The app is available on the Apple App Store and on Google Play.

FEMA Urges Americans to Be Prepared for Extreme Heat, Download FEMA Smartphone App

WASHINGTON—Federal Emergency Management Agency Administrator Craig Fugate today announced the release of the FY 2015 Notice of Funding Opportunity for the Emergency Management Performance Grant (EMPG) Program. The FY 2015 EMPG Program provides over $350 million to assist state, local, tribal, and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government. The FY 2015 EMPG Program supports efforts to build and sustain core capabilities across the prevention, protection, mitigation, response, and recovery mission areas.

Under the Stafford Act, FEMA is authorized to make grants to bolster emergency preparedness for the protection of life and property in the United States. The Federal government, through the EMPG Program, provides necessary direction, coordination, guidance, and assistance so that a comprehensive emergency preparedness system exists for all hazards and for all levels of government.

FEMA Announces Notice of Funding Opportunity for Fiscal Year (FY) 2015 Emergency Management Performance Grant

DENTON, Texas — Agencies in Louisiana, Oklahoma and Texas have received $412,267 in Fire Prevention and Safety (FP&S) Grants from the Federal Emergency Management Agency (FEMA).

The Houma, Louisiana Fire Department’s grant totals $28,595 and pays for smoke alarms, extinguishers and an inflatable fire house.

The grants in Oklahoma include:

• Oklahoma State University in Oklahoma City for $65,759 to pay for smoke alarms, fire extinguishers and other materials;
• The city of Bartlesville Fire Department in Oklahoma for $25,245 to pay for fire and arson investigation equipment; and
• Oklahoma Assistive Technology Foundation for $282,679 to pay for a smoke alarm campaign.

In Texas, the Greenwood Rural Volunteer Fire Department’s grant totals $9,989 and pays for fire prevention education and 911 sign installation.

FP&S grants are part of the Assistance to Firefighters Grant program. These grants support projects that enhance the safety of the public and protect firefighters from fire and related hazards. The primary goal is to reduce injury and prevent death among high-risk populations. Louisiana, Oklahoma and Texas Receive FEMA Fire Prevention and Safety Grants

LINCROFT, N.J. — When a disaster strikes, the damage is not limited to property and nature. The fallout from severe storms and flooding can cause significant emotional stress on top of the physical and financial demands of dealing with the aftermath. Since Superstorm Sandy hit New Jersey in October 2013, the counselors and volunteers of New Jersey Hope and Healing have been helping affected residents cope.

New Jersey Hope and Healing is coordinated by the Disaster and Terrorism Branch of the New Jersey Department of Human Services’ Division of Mental Health and Addiction Services. The organization provides advice and resources to victims of disasters who may be suffering mental and emotional distress.

After the storm hit, FEMA approved a grant of nearly $2 million for the Disaster and Terrorism Branch of New Jersey DHS, which sent mental health teams to shelters statewide at the beginning of the disaster and also sent specialists to FEMA Disaster Recovery Centers.

“During a disaster everyone reacts differently – you can never judge yourself based on anyone else’s reaction,” said Adrienne Fessler Belli, NJDHS Disaster and Terrorism Branch Director. “Our program will be able to help individuals at any stage of recovery from this disaster.”
The organization continues to conduct outreach programs and events to raise awareness of stress management and help direct residents seeking help to the appropriate services. These services will come to an end in February 2014. Recently, NJHH launched the Sandy Wave Riders program, a support group for families and caregivers impacted by Sandy, in several counties. The Sunnyside Up program put counselors in 16 Ocean County diners and restaurants to offer emotional support, referrals and resources.

New Jersey Hope and Healing has partnered with other health and assistance organizations, including the Barnabas Health Institute for Prevention, NJHelps.org, the National Suicide Prevention Hotline, the VA Veterans Hotline, New Jersey Mental Health Cares, the National Foundation for Post-Traumatic Stress Disorder, and the New Jersey Housing Resource Center.

WINDSOR, Conn. – The floodwaters may have receded months ago, but mold and mildew – dormant during the winter months — may reappear in water-damaged homes as the weather warms.

Mold only grows in warm, wet conditions and may have been inactive and unnoticed during the winter months. It can lurk throughout a home, from the attic to the basement and crawl spaces.

State and federal disaster recovery officials warn that mold can cause serious, long-term health problems. The best defense is to thoroughly clean, disinfect, and dry areas where mold is found.  Porous materials—things that absorb water—can trap mold forever and should be discarded.

Mold Hazard After Flooding May Return as Weather Warms

TALLAHASSEE, Fla. – Mold in flood-damaged homes and other structures can cause health problems if it is not eliminated. People with asthma, allergies and other breathing conditions may be more sensitive to mold, and people with immune suppression are more susceptible to infections caused by mold, according to the Centers for Disease Control and Prevention.

Quick action can minimize the damage caused by mold and stop its spread. Do not wait for an inspector to begin cleanup. If possible, take pictures of the damage.

The CDC and the Environmental Protection Agency recommend the following steps:

  • Open windows and doors and use fans to dry out the building as quickly as possible. If possible, use wet vacuums to remove water and use dehumidifiers in closed spaces.
  • When working in an affected building, wear eye protection, latex or rubber gloves and a mask.
  • Remove baseboards and soaked drywall to a foot above the watermark and discard. Drain walls by drilling holes or pulling non-porous paneling away from the studs. Check the interior of walls for mold.
  • Remove porous items that have been wet for more than 48 hours and cannot be thoroughly cleaned and dried – carpeting and carpet padding, upholstery, wallpaper, drywall, floor and ceiling tiles, insulation, leather, wood, paper, food and clothing. If there is any doubt about whether the item has been affected by mold, discard it.
  • Hard, non-porous surfaces (metal, glass, solid wood, plastic, etc.) should be washed with non-ammonia detergent and hot water. Scrub rough surfaces like concrete. Disinfect all cleaned surfaces with a solution of water and bleach; rinse after 10 minutes. Never mix bleach with ammonia.

NEW ORLEANS – The Federal Emergency Management Agency recently announced nearly $8 million in consolidated funding to the Louisiana Society for the Prevention of Cruelty to Animals, allowing the private, nonprofit to construct their new animal control facility on higher ground.

Pre-Katrina, the Louisiana SPCA’s animal control facility, which provided care and basic medical services for homeless animals, was located on 1319 Japonica Street in New Orleans. During the storm, the building sustained significant damages—both from wind and floodwaters.

“Given the level of damages at their original facility, the Louisiana SPCA asked us if they could utilize FEMA funding to build their post-Katrina facility at a new location—one that makes them less vulnerable to future flooding. Our recent grant approves this request, supporting not only their recovery efforts, but preparedness efforts as well,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan.

Through FEMA’s grant, the Louisiana SPCA plans to construct their new, animal control facility at 1700 Mardi Gras Boulevard, which—because of its proximity to the riverbank—is on higher ground within New Orleans. While its space configuration and capacity will be different than before (since it qualified as an improved project under FEMA’s Public Assistance Program), the new animal control building will replace the same function of the pre-Katrina facility.

In total, including recent funding for the Louisiana SPCA, FEMA has provided approximately $1.3 billion in public assistance grants to date to nonprofit organizations across the state for recovery efforts related to hurricanes Katrina and Rita.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

CHARLESTON, W. Va. — If you are one of the many West Virginians with a cat, dog, other pet or service animal, now is a good time to start planning for what to do with your furry or feathered friend in the event of a future disaster.

The Federal Emergency Management Agency has worked with the American Society for the Prevention of Cruelty to Animals, the American Kennel Club, the American Veterinary Medical Association and the Humane Society of the United States to develop these pet-preparedness guidelines.

Have a pet-supply kit ready, including:

  • Pet food for three days in an airtight, waterproof container and bowls;
  • Water for three days;
  • Pet medicines and first aid supplies;
  • Collar (with ID tags firmly secured), harness or sturdy leash;
  • Important documents such as registration, adoption papers, vaccination and medical records in a plastic bag or waterproof container;
  • Travel crate or other pet carrier;
  • Cat litter, litter box, paper towels, newspapers, plastic trash bags and cleaning supplies;
  • Photos of you and your pet together for identification purposes; and
  • Familiar items such as toys, treats and blankets.

The single most important thing you can do to protect your pets is to take them with you if you must evacuate. Animals left behind in a disaster can easily be lost or injured. If evacuation is necessary, consider friends or family outside the area who can take in you and your pet.

Other options may include a pet-friendly hotel or motel. If your only evacuation option is a Red Cross or other publicly run shelter, be aware that not all shelters are equipped or designed to accept non-service animals. Consider boarding your animals at a kennel or veterinary hospital before going to a public shelter.

Plan with neighbors, friends or relatives to evacuate your pet for you if you are unable to do so yourself. Talk with them about your evacuation plans and pet supply kit.

Consult your veterinarian and consider “microchipping” your pet. These permanent implants may be invaluable if you and your pets are separated.

After the disaster, don’t allow your pets to roam loose. Familiar landmarks and smells may have been changed by the disaster and your pet could become disoriented or lost.
