Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s emergency disaster declaration issued for the State of Maryland.

Assistance for the State, Tribal and Affected Local Governments Can Include as Required:

  • FEMA is authorized to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the designated areas.

Federal Aid Programs for the State of Maryland Emergency Declaration

WASHINGTON — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal emergency aid has been made available to the state of Maryland to supplement state and local response efforts due to the emergency conditions resulting from Hurricane Sandy beginning on October 26, 2012, and continuing.

The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in all counties and the Independent City of Baltimore in the State of Maryland.

Specifically, FEMA is authorized to to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, limited to direct federal assistance, will be provided at 75 percent federal funding. 

Michael J. Lapinski has been named as the Federal Coordinating Officer for federal response operations in the affected area.

President Obama Signs Maryland Emergency Declaration

WASHINGTON—Secretary of Homeland Security Janet Napolitano and Federal Emergency Management Agency (FEMA) Administrator Craig Fugate today reached out to the governors of Connecticut, Delaware, Florida, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Rhode Island, Vermont, Virginia, West Virginia and the mayors of New York and Washington, D.C., to make sure the governors’ and mayors’ teams had the support they need as they continue to prepare for Hurricane Sandy.

“At the direction of the President, DHS and FEMA continue to work closely with our state and local partners to identify and address needs early as communities prepare for this storm,” said Secretary Napolitano. “FEMA and other federal partners are already sending teams and resources into potentially impacted areas to support state and local preparedness efforts, and Administrator Fugate and I continue to urge those along the East Coast to closely monitor the progress of Hurricane Sandy and continue to follow the guidance and direction of their state and local officials.”

Earlier today, President Obama convened a call with Secretary Napolitano, Administrator Fugate, National Hurricane Center Director Dr. Rick Knabb, and Homeland Security Advisor John Brennan to receive an update on ongoing federal actions to prepare for Hurricane Sandy as it moves toward the United States mainland. The President reiterated his direction to Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state and local responders in potentially affected areas along the Eastern seaboard as they prepare for severe weather.

Residents in potentially impacted states are encouraged to listen to the directions of state and local officials and have an emergency plan, including local evacuation routes, places to evacuate or seek shelter, family contact information and important paperwork. Readout of Secretary Napolitano and FEMA Administrator Fugate’s Calls to Governors and Mayors as Preparations for Hurricane Sandy Continue

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) is coordinating the federal government’s support and preparations to support states potentially affected by Hurricane Sandy. Today, the President was briefed by Homeland Security Secretary Janet Napolitano, FEMA Administrator Craig Fugate, National Hurricane Center Director Dr. Rick Knabb, and Homeland Security Advisor John Brennan on Hurricane Sandy and ongoing federal actions to prepare for the storm as it continues to move toward the United States mainland. The President has directed Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state and local responders in potentially affected areas along the Eastern seaboard as they prepare for severe weather.

FEMA and its federal partners, through our National Response Coordination Center in Washington and our regional offices in Atlanta, Philadelphia, New York City, and Boston, continue to closely monitor Hurricane Sandy and remain in close contact with state emergency management partners in potentially affected states along the East Coast.

In advance of any potential impacts of the storm, and in coordination with the states, FEMA proactively deployed liaison officers to emergency operation centers in the District of Columbia, Maine, Maryland, Massachusetts, New Jersey, New York, Pennsylvania, Rhode Island and Virginia to help coordinate if additional support is needed.  In addition, and at the request of the states, FEMA deployed Incident Management Assistance Teams to states along the East Coast including Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, Vermont and Virginia to assist state and local partners as they prepare for the severe weather. FEMA Incident Management Assistance Teams are rapid-response teams comprised of trained, specialized personnel able to deploy within hours to help coordinate with state officials to identify needs and shortfalls impacting disaster response.

U.S. Northern Command deployed Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE), in advance of the storm, to validate, plan and coordinate potential Department of Defense (DOD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations.  FEMA and DOD are establishing Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed. At all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets, strategically located at distribution centers throughout the United States and its territories, including Atlanta, Ga. and Frederick, Md., if needed and requested.

“This is a large storm that is forecasted to impact the Mid-Atlantic and other parts of the East Coast with strong winds, coastal flooding, inland flooding, rain and snow,” said FEMA Administrator Craig Fugate. “People should be ready for the possibility of power outages paired with cold temperatures.  Now is the time to prepare – review your emergency plans, check your supplies and stay informed.”

According to the NOAA National Weather Service 2 p.m. advisory, tropical storm warnings and watches remain in effect for portions of the coastal areas in the Carolinas.   In addition, gale, storm and high wind watches and warnings are in effect for some areas.

The Department of Energy (DOE) is working closely with FEMA, and in support of state and local officials who are responsible for working with utilities as they prepare for storms, deployed emergency response personnel to FEMA Regional Response Coordination Centers (RRCC) in Massachusetts, New York, and Pennsylvania, and additional personnel are on standby to assist.  DOE is working with states and local partners as the electric industry begins the process of pre-mobilizing storm and field personnel to assist in power restoration efforts.  The Department will provide Hurricane Sandy Situation Reports as appropriate once the storm hits. These reports will be available to the public and will detail the storm’s impacts and the restoration activities being taken by the energy sector.

In anticipation of the potential impact from the storm, the American Red Cross is mobilizing hundreds of disaster workers, readying shelters and coordinating efforts with community partners in potentially affected states. Relief supplies like cots, blankets, ready to eat meals and snacks also are being moved into place to support sheltering efforts. The U.S. Coast Guard continues to assess and advise status of ports along the East Coast and encourages boat owners to take safety precautions to secure their boats.   The U.S. Department of Agriculture reminds individuals that there are tips that they can take now to prepare in advance for a power outage. This information is distributed publicly and also found on their websites.

The Federal Aviation Administration (FAA) is monitoring the storm and will take steps to prepare and protect FAA facilities and equipment that are in the projected path of the storm, including control towers, radars and navigational aids. The FAA’s top operational priority is to quickly re-establish air traffic service to support disaster relief efforts. The FAA Air Traffic System Command Center will maintain constant communications with the airlines, the military, business aviation and airports in the storm’s path. They will advise the FAA about their flight schedules and plans to evacuate aircraft from affected areas and the FAA will share information about the status of the air traffic control system and availability of air routes.

Now is the time to prepare your family, home or business to lessen the impact of severe weather.  Coastal and inland residents should ensure that their families have an emergency plan and emergency kits in their homes and cars.  Some of the items in a basic emergency kit include: one gallon of water per person per day, for drinking and sanitation; at least a three-day supply of non-perishable food; battery-powered radio and a NOAA Weather Radio; flashlight and extra batteries; and First Aid kit.  Those in areas where the storm is expected to produce snow should also have supplies in their emergency kits such as rock salt or environmentally safe products to melt ice on walkways, snow shovels, adequate clothing and blankets to keep warm and heating fuel like dry, seasoned wood for the fireplace or wood-burning stove. Both hurricanes and winter storms often cause power outages, take steps now to ensure you can sustain yourself for at least 72 hours if needed.  

Everyone should familiarize themselves with the terms that are used to identify a severe weather hazard. A Tropical Storm Warning means that tropical storm conditions are expected within 36 hours. A Tropical Storm Watch means that tropical storm conditions are possible within 48 hours. A Winter Storm Warning means that hazardous winter weather conditions are expected within 24 hours. A Winter Storm Watch means that hazardous winter weather conditions are possible within 48 hours. The potential for heavy rains can also lead to flooding, or flash flooding in some areas.  Driving through a flooded area can be extremely hazardous. Remember – turn around, don’t drown.

FEMA Urges Residents to Take Steps to Prepare as Hurricane Sandy Approaches

WASHINGTON – The Federal Emergency Management Agency (FEMA) and UNCF Special Programs Corporation (UNCFSP) today announced a new partnership to coordinate mutual engagement on job opportunities, preparedness, response and recovery.  FEMA Administrator Craig Fugate and UNCFSP Interim President and Chief Executive Officer Michael J. Hester signed a Memorandum of Agreement and discussed ways that FEMA and UNCFSP, which has a constituency of over 300 minority institutions of higher education, can work to broaden opportunities in emergency management and ensure that disaster preparedness includes the community as a whole. 

 “A key to having a more resilient nation is inspiring a new generation of top-notch emergency managers and UNCFSP is leading this charge,” said Fugate. “This agreement builds on FEMA’s existing successful partnership with this organization and the institutions it serves. We look forward to working together so that every community is engaged in disaster preparedness, response and recovery.” 

The new agreement between the organizations seeks to facilitate greater knowledge, individual participation and career opportunities in emergency management.  Among the terms of the agreement, FEMA will participate in lectures, conferences and other events at minority institutions.  UNCFSP will work with FEMA to distribute messaging, tools, training and other educational and organizational resources available to support community-based disaster preparedness efforts. 

 “The signed agreement with FEMA ensures that future opportunities in emergency management and disaster preparedness are available to HBCUs and their surrounding communities,” said UNCFSP Interim President and CEO Michael J. Hester. “HBCUs have historically been anchors of their communities and will now serve as a natural partner to FEMA and its initiatives.”

The two organizations, through FEMA’s Emergency Management Institute and UNCFSP’s minority serving institutions, have been engaged in emergency management training since 2008. The new agreement stipulates that officials of the two organizations will meet quarterly on the principles of engagement.

UNCFSP works to create connections between the diverse, high-performing workforce of the minority education community and private industry to address the nation’s imperatives. The organization’s minority education constituency includes Historically Black Colleges and Universities, Hispanic-Serving Institutions, Tribal Colleges and Universities, and Other Minority Institutions.

Oakland, Calif. – The Federal Emergency Management Agency (FEMA) announced the appointment of nine new members and the reappointment of one member to the FEMA National Advisory Council (NAC). Mandated by Congress in the Post-Katrina Emergency Management Reform Act of 2006, the mission of the NAC is to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters. The NAC is comprised of state, tribal and local governments, private sector, and non-governmental partners who advise and provide recommendations on a variety of issues within emergency management to the FEMA Administrator.

“The NAC has provided thoughtful guidance on a range of issues, including integrating access and functional needs in emergency planning, considering the needs of children in disaster response operations, and engaging the whole community to develop and implement the agency’s mission,” said FEMA Administrator Craig Fugate. “I congratulate the new members on their appointment. This council represents the interests and expertise of the whole community and I look forward to hearing their recommendations.”

Members of the NAC are appointed by the FEMA Administrator to serve for three years and represent a geographic and significant cross section of officials from emergency management and law enforcement, and include homeland security directors, adjutants general, and emergency response officers from state, local, and tribal governments, private sector, and non-governmental organizations.

Jim Featherstone, the General Manager of the Emergency Management Department of the city of Los Angeles, has been reappointed as the NAC Chair. Teresa Scott, the Director of Public Works for the city of Gainesville, Florida, has been selected to finish her second term as the Vice Chair for the NAC.

Los Angeles, San Francisco Emergency Managers Appointed to FEMA’s Post-Katrina National Advisory Council

 

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today has authorized the use of federal funds to help the state of California fight the Shockey Fire in San Diego County.  

The authorization makes FEMA funding available to reimburse 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time the state of California submitted a request for a Fire Management Assistance Grant (FMAG), the fire was threatening 250 homes in and around the towns of Boulevard and Jacumba,

which have a total population of 1,200 residents. The fire was also threatening numerous

outbuildings and businesses. Mandatory evacuations had taken place for approximately 600 residents of both towns. 

“With this wildfire threatening so many neighborhoods, our commitment to the people of Shockey County remains strong,” said FEMA Region IX Administrator Nancy Ward.  “FEMA will continue to support our state and local partners during this time of uncertainty.”

The President’s Disaster Relief Fund provides funding for FMAGs made available by FEMA to assist in fighting fires that threaten to cause a major disaster.  Eligible costs covered by the aid can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

FEMA funding made Available to Help California Fight Shockey Fire

SEATTLE, Wash — The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Byrd Canyon Fire burning in Chelan County, Washington.

FEMA Acting Regional Administrator Sharon Loper approved the state’s request for a federal Fire Management Assistance Grant (FMAG) on September 10, 2012 at 5:00 PM PDT. This is the third FMAG in Washington in 24 hours.

The fire started on September 8, 2012, and has burned approximately 6,500 acres of Federal and private land.  At the time of the request, the fire was threatening 135 primary homes near the city of Chelan and was at 0 percent containment.  Approximately 170 people had evacuated the area under a mandatory evacuation order. 

The authorization makes FEMA funding available to pay 75 percent of Washington eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA Authorizes Funds to Help Fight the Byrd Canyon Fire

SEATTLE, Wash — The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for both the 1st Canyons Fire burning in Chelan County and the Barker Canyon Fire burning in Douglas and Grant counties.

FEMA Acting Regional Administrator Sharon Loper approved Washington’s requests for Fire Management Assistance Grants (FMAG) for the two fires on September 9, 2012.

At the time of the request, the 1st Canyons Fire was threatening 210 primary homes in subdivisions near the city of Wenatchee.  The residents of approximately 200 homes have been placed under a mandatory evacuation order and one shelter is open.  The fire started on September 8, 2012, and has burned approximately 250 acres of private land.  There are 85 other large fires burning uncontrolled within the State.  The Principal Advisor confirmed the threat to homes.  The fire is at approximately 0 percent containment. 

At the time of the request, the Barker Canyon Fire was threatening 165 primary homes and had progressed to within 1/2 mile of the city of Grand Coulee.  Approximately 120 people had been evacuated and one shelter is open. Three power substations and major transmission lines are threatened, with one substation surrounded. The fire started on September 9, 2012 and has burned approximately 10,000 acres. The Principal Advisor has confirmed the threat to homes and utilities. The fire is at approximately 0 percent containment.

FEMA Authorizes Funds to Help Fight Two Washington Wildfires

BATON ROUGE, La. – Three weeks since the federal disaster declaration for Hurricane Isaac in Louisiana, the Federal Emergency Management Agency (FEMA) has approved more than $121 million in disaster assistance for Louisiana. Disaster assistance for survivors in St. John Parish now tops $20.6 million.

TIMELINE

Aug. 27 – President Obama issued an Emergency Declaration in Louisiana, in advance of Hurricane Isaac, for emergency protective measures (Category B), limited to direct federal assistance under the Public Assistance program.

Aug. 29 – President Obama issued a Federal Disaster Declaration for 35 parishes in Louisiana, including St. John. The declaration made Public Assistance (PA) funds available for reimbursement of debris removal and emergency protective measures (Category A & B), including direct federal assistance. PA is now available in 55 parishes, which includes 52 parishes for Category A & B and three parishes for Category B only.

Aug. 29 – The federal disaster declaration also made all parishes in the state eligible to apply for assistance under the Hazard Mitigation Grant Program.

Aug. 31 – An amendment designated five parishes in Louisiana, including St. John, eligible for Individual Assistance (IA). With subsequent amendments, IA is now available in 21 parishes: Ascension, Assumption, East Baton Rouge, East Feliciana, Iberville, Jefferson, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. Helena, St. James, St. John, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Washington and West Feliciana.

Sept. 1 – A Disaster Recovery Center is open in St. John Parish at 1931 W. Airline Hwy. in LaPlace. Current hours are 8 a.m. to 6 p.m. seven days a week. To date, 2,775 people have visited the recovery center. For a list of center locations, visit www.fema.gov/disaster/4080.

Survivors in St. John Parish affected by Hurricane Isaac can apply for disaster assistance online at www.disasterassistance.gov or m.fema.gov with a smartphone. They can also apply by phone by calling 800-621-3362 or TTY 800-462-7585. Survivors who use 711 Relay or Video Relay Services may call 800-621-3362.

Disaster assistance for individuals may include grants to help pay for temporary housing and emergency home repairs to make a home habitable. Survivors could also be eligible for grants for serious disaster-related expenses not covered by insurance or low-interest disaster loans from the U.S. Small Business Administration.

SBA is the federal government’s primary source of funding for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private nonprofit organizations fund repairs or rebuilding efforts, and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover uninsured and uncompensated losses and do not duplicate benefits of other agencies or organizations.
