WASHINGTON – The Federal Emergency Management Agency (FEMA) along with other federal agencies, state, tribal, and local governments, the private sector, and voluntary agencies’ response efforts continue as Hurricane Matthew affects the East Coast.

At the direction of the President, FEMA is leading the federal government’s effort to provide assistance and support in preparation and response to Hurricane Matthew. Currently, FEMA has a Regional Response Coordination Center activated in Atlanta, as well as the National Response Coordination Center at FEMA Headquarters in Washington, D.C., to help coordinate any requests for assistance from states and tribes potentially affected by Hurricane Matthew. These centers bring together partners from the federal family to closely coordinate federal resources that may be requested from the affected state and tribal governments.

The President declared emergencies in Florida, Georgia, North Carolina and South Carolina, making federal assistance available to mobilize equipment and resources necessary to prepare for and respond to Hurricane Matthew in the anticipated impacted areas. These pre-disaster emergency declarations make available direct federal assistance to save lives and protect property. Evacuation and shelter-in-place warnings along coastal counties in these states remain in effect.  FEMA continues to encourage residents to heed the directions of your state, tribal and local officials in your area.

FEMA deployed ten Urban Search & Rescue task force teams to Florida and Georgia to support search and rescue missions. Additional teams from around the country are ready to deploy to affected states and tribes as necessary. FEMA Incident Management Assistance Teams (IMAT) are on the ground in Florida, Georgia, North Carolina, and South Carolina. These teams are in place to support preparation and anticipated response activities, and ensure there are no unmet needs. Incident Support Bases (ISB) are staffed and operational in Albany, Georgia and Fort Bragg, North Carolina. ISBs are established to pre-position commodities and resources closer to potentially affected areas. As of this morning, there were more than 476,000 liters of water, more than 536,000 meals, more than 25,000 blankets, and more than 20,000 cots at the ISBs in Ft. Bragg and Albany, Georgia. Additional supplies continue to arrive from FEMA’s distribution centers around the country.

The National Business Emergency Operations Center is activated in the NRCC and is coordinating with potentially affected states to work with private sector companies, preparing for landfall and coordinating on evacuation orders, potential transportation impacts, and access/re-entry permits ahead of the storm.

Ongoing Support and Preparedness Efforts:

The U.S. Department of Energy (DOE) is conducting daily coordination calls with industry, impacted states and the leadership of the Electricity Sub-Sector Coordinating Council to discuss preparations for the storm and plans for timely restoration.  As the preparation and response efforts for electric power change as the storm shifts, updates for each state can be viewed at http://energy.gov/sites/prod/files/2016/10/f33/2016_SitRep_1_Matthew.pdf.

The U.S. Department of Defense (DOD) established an Incident Support Base at Fort Bragg in coordination with FEMA to preposition commodities and resources close to the potentially affect areas.  The U.S. Northern Command deployed Defense Coordinating Elements to Florida, Georgia, South Carolina, and North Carolina. These service members will provide DOD regional subject matter expertise, validate requirements, and conduct liaison efforts in support of response operations.

The U.S. Coast Guard continues to assess and advise the status of ports in Florida along the storm’s path.  Advisories are being issued for additional northern locations in Georgia and South Carolina.

Thousands of National Guard soldiers and airmen are activated for state duty to assist with hurricane response preparation and plans for recovery. These guardsmen will be available to conduct operations including evacuations, search and rescue, engineering missions, aerial sling-load drops, distribution and supply of water, meals, cots, tarps, sandbags, and security and shelter support.

The U.S. Department of Health and Human Services has eight Disaster Medical Assistance Teams, two National Veterinary Response Teams, a Public Health System Deployment Force team, disaster mortuary assessment personnel and an Incident Response Coordination Team. In addition, the department is promoting health related preparedness actions during disasters and evacuations. HHS’s website, www.phe.gov/hurricanematthew, provides public health and medical information for emergency preparedness, response and recovery from across the department and shares resources for state health department and emergency management websites. Center for Disease Control (CDC) is also featuring a hurricane page on www.cdc.gov.

The United States Geological Survey (USGS) deployed hundreds of storm surge sensors and rapid deployment gages, including approximately 80 sensors along Florida’s east coast to provide data that will assist water managers in determining the peak and duration of storm surge as it approaches Florida. The information supports disaster recovery efforts and critical weather forecasts for the National Weather Service and FEMA.  The information collected will be distributed live on the USGS Flood Viewer to help federal and state officials gauge the extent and the storm’s damage as it passes through each area.

The U.S. Army Corps of Engineers (USACE) deployed staff to the FEMA NRCC and Regional Response Coordination Center to support the IMAT teams in Florida, Georgia and South Carolina. In addition, liaisons are deployed to monitor and inspect USACE-operated dams. Non-federal dams are being inspected at the request of state partners.

The American Red Cross (ARC) is supporting a massive shelter operation in the affected areas. More than 27,000 people stayed the night in nearly 200 Red Cross and community emergency evacuation shelters in Florida, Georgia and South Carolina. The Red Cross has also prepositioned workers, shelter supplies, ready-to-eat meals, clean-up and comfort kits to support the response efforts. The American Red Cross has a tool called Safe and Well to keep track of friends and loved ones during and after the storm. 

The U.S. Department of Interior’s Bureau of Indian Affairs is coordinating with tribes in potentially affected areas as needed.

The U.S. Department of Interior’s National Park Service is continuing to monitor and evaluate conditions at their parks as the storm moves further north.  Each national park is assessing the ability to open to the public. Anyone planning to visit a park in the impacted states is encouraged to verify a park’s open status on its website.

The United States Agency for International Development’s Office of U.S. Foreign Disaster Assistance teams are deployed to Haiti, Jamaica and the Bahamas and are working with local authorities to coordinate relief efforts. Updates on the status operations throughout the Caribbean are available on travel.state.gov and on individual Embassy websites.  U.S. citizens traveling and residing abroad are encouraged to enroll their travel plans on the agency’s website, travel.state.gov using the Smart Traveler Enrollment Program (STEP), and to read the Country Specific Information also found on the site.

The U.S. Department of Homeland Security’s, Office for Civil Rights and Civil Liberties (CRCL), in coordination with FEMA’s Office on Disability Integration and Coordination and FEMA’s Office for Equal Rights, issued a notice reminding its recipients of federal financial assistance who are engaged in emergency management to ensure that individuals and communities affected by disasters do not face unlawful discrimination in the provision of federally assisted services to disaster survivors. Additionally, CRCL issued a memo to impacted states regarding immigration enforcement activities. This memo notifies the public that there will be no immigration enforcement initiatives associated with evacuations or sheltering related to the hurricane, including the use of checkpoints for immigration enforcement purposes in impacted areas during an evacuation. Nuclear Regulatory Commission (NRC) liaisons are in close contact with nuclear plants in the storm’s expected path. The NRC activated its regional incident response center in Atlanta and deployed regional-based inspectors to three plants on NRC-licensed facilities in potentially affected areas.

National Center for Missing & Exploited Children (NCMEC) activated its Unaccompanied Minors Registry (UMR). Family members can go to //umr.missingkids.org or call 1-800-THE-LOST to find unaccompanied children who may have been separated from parents or caregivers because of the floods, by entering basic information and/or a photo.

Federal Family and Partners Support States and Tribes Responding to Hurricane Matthew

Residents Encouraged to Follow Instructions of Local Officials
 

WASHINGTON – The Federal Emergency Management Agency (FEMA) urges residents to follow instructions from state, tribal and local officials as it continues to coordinate requests for assistance from states and tribes affected by Hurricane Matthew with its federal partners at the Regional Response Coordination Center in Atlanta and the National Response Coordination Center at FEMA Headquarters in Washington, D.C.

Yesterday, President Barack Obama declared emergencies for requested counties in Florida, Georgia, and South Carolina, authorizing FEMA to provide support and resources necessary to save lives and protect property.              

Experts at the National Weather Service say the powerful storm is expected to turn toward the north-northwest later this morning and will be close to or over the East Coast of Florida through Friday night. Maximum sustained winds have decreased to near 120 miles-per-hour with higher gusts. Rainfall totals of six to 12 inches are expected, with isolated amounts up to 15 inches being forecast along east and central Florida, Georgia and South Carolina through Saturday. Significant storm surge and flooding is also expected in those areas.

“You can rebuild a home, but you cannot rebuild a life,” said FEMA Administrator W. Craig Fugate. “Now is the time to make sure you are listening to your local officials and following their instructions explicitly.”

If you live in areas affected by Hurricane Matthew or know someone in those areas, social media sites like Facebook or Twitter are good way to stay in touch. The American Red Cross has a tool called Safe and Well to keep track of friends and loved ones during and after the storm.  

FEMA support efforts are on-going and include six Urban Search and Rescue task force teams in Florida, and five task force teams in Georgia to assist with anticipated search and rescue efforts.  In addition, an Incident Support Team also is deployed to Georgia to coordinate rescue efforts across these teams.

Incident Support Bases are staffed in Albany, Ga. and Fort Bragg, N.C., to pre-position resources closer to potentially affected areas, should affected states or tribes request them.  Today there are more than 476,000 liters of water and more than 536,000 meals, as well as tens of thousands of cots and blankets on site.

Shelters are open across the potentially impacted states. Download the FEMA mobile app for shelter information, disaster resources, weather alerts, and safety tips, in English and in Spanish. The app provides a customizable checklist of emergency supplies, maps of open shelters and recovery centers, disaster survival tips, and weather alerts from the National Weather Service. The app also enables users to receive push notifications reminding them to take important steps to prepare their homes and families for disasters.

 

Safety and Preparedness Tips

Hurricane Matthew has the potential for life-threatening rain, wind and storm surge. Those in affected areas should follow the direction of their state, tribal or local officials.

There is the potential for flooding with this storm. Driving through a flooded area can be extremely hazardous and almost half of all flash flood deaths happen in vehicles. When in your car, look out for flooding in low lying areas, at bridges and at highway dips. As little as six inches of water may cause you to lose control of your vehicle. If you encounter flood waters, remember – turn around, don’t drown.

Get to know the terms that are used to identify severe weather and discuss with your family what to do if a watch or warning is issued:

For a hurricane:

  • A Hurricane Watch is issued when a tropical cyclone containing winds of at least 74 miles-per-hour poses a possible threat, generally within 48 hours. 
  • A Hurricane Warning is issued when sustained winds of 74 miles-per-hour or higher associated with a tropical cyclone are expected in 36 hours or less. A hurricane warning can remain in effect when dangerously high water or a combination of dangerously high water and exceptionally high waves continue, even though winds may be less than hurricane force.
     

For a tropical storm:

  • A Tropical Storm Watch is issued when tropical cyclone containing winds of at least 39 miles-per-hour or higher poses a possible threat, generally within 48 hours.
  • A Tropical Storm Warning is issued when sustained winds of 39 miles-per-hour or higher associated with a tropical cyclone are expected in 36 hours or less.
     

For flooding:

  • A Flood Watch is issued when conditions are favorable for flooding.
  • A Flood Warning is issued when flooding is imminent or occurring.

President Obama Signs Emergency Declaration for Florida

WASHINGTON, D.C.  – The Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Iowa to supplement state and local recovery efforts in the area affected by severe storms, straight-line winds, and flooding during the period of August 23-27, 2016.

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by severe storms, straight-line winds, and flooding in Allamakee, Chickasaw, Clayton, Fayette, Floyd, Howard, Mitchell, and Winneshiek counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

James N. Russo has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.

Note: The disaster declaration is not related to the most recent flooding in Iowa. FEMA is currently supporting the state with Preliminary Damage Assessments related to the September event.

FEDERAL AID PROGRAMS FOR THE STATE OF IOWA DECLARATION

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the State of Iowa.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for debris removal and emergency protective measures taken to save lives and protect property and public health.  Emergency protective measures assistance is available to state and eligible local governments on a cost-sharing basis (Source: FEMA funded, state administered.)
     
  • Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas, and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities.   • Application procedures for state and local governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. President Obama Signs Iowa Disaster Declaration

CHARLESTON, W.Va. – It has been more than 10 weeks since disaster assistance personnel from the Federal Emergency Management Agency (FEMA) deployed to West Virginia in response to President Obama’s major disaster declaration of June 25, 2016. The president’s signature on the decree made federal assistance available to eligible survivors of the June 22-29 severe storms, flooding, landslides and mudslides in 12 counties.

Although the deadline for registering for individual financial assistance from FEMA has passed, the recovery continues and FEMA disaster recovery specialists remain on the scene. Survivors of the June storms and flooding, who have registered for FEMA assistance, still have access to the agency for information about temporary housing, help with insurance claims, questions about filing an appeal, and other disaster services and resources.

Registered individuals have access to FEMA’s toll-free Helpline, seven days a week, 7 a.m. to 10 p.m. EDT. Call 800-621-3362 (TTY users should call 800-462-7585). Multilingual operators are available.

Applicants receiving temporary rental assistance and who have a need for continuing housing assistance must apply to FEMA for approval. FEMA will evaluate the information to determine if the applicant qualifies for ongoing federal rental assistance, based on financial need. Contact the FEMA Helpline for information on how to apply.

FEMA urges registered individuals to “keep in touch” and notify FEMA of address or phone number changes, initiate appeals or reschedule inspection appointments. It is important to keep all contact information current to avoid delays in getting assistance.  

As of the Sept. 7 deadline, 8,974 West Virginia homeowners and renters have applied to FEMA for disaster assistance. To date more than $33.3 million in individual housing assistance grants and nearly $6.4 million in other needs assistance have been approved for residents of the 12 designated counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing and essential home repairs. Other needs assistance provides funding for repair or replacement of furnishings and other personal property, transportation and other disaster-related needs such as transportation and childcare. Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicare and other federal and state programs. Grants do not have to be repaid to the federal government.

Since the June 25 disaster declaration, the U.S. Small Business Administration (SBA), one of FEMA’s partners in disaster recovery, has approved 735 low-interest disaster loans totaling nearly $47.7 million. SBA offers low-interest disaster loans to homeowners and renters who have applied for FEMA assistance, as well as to businesses of all sizes and private nonprofit organizations. SBA disaster loans may cover the cost of repairing, rebuilding or replacing lost or disaster-damaged real estate and personal property.

FEMA, SBA continue recovery efforts for West Virginia storm survivors

CHARLESTON, W. Va. – There is only one week left to apply for disaster assistance from FEMA and to submit applications for physical low-interest disaster loans to the U.S. Small Business Administration (SBA). West Virginia survivors eligible for federal assistance, who were impacted by the June 22-29 storms, floods, landslides and mudslides, have until Wednesday, Sept. 7 to file their applications.

More than two months after President Obama signed the June 25 disaster declaration making West Virginia residents in Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster counties eligible for federal assistance, 8,791 households have applied to FEMA for help.

Storm survivors in the 12 designated counties have been approved for FEMA grants under the Individuals and Households program totaling more than $39.2 million to date, while SBA has approved 714 loans to homeowners, renters and businesses for more than $46.7 million.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing, essential home repairs, personal property replacement, and disaster-related needs. Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicare and other federal and state programs. Grants do not have to be repaid to the federal government.

Registering with FEMA is the first step in qualifying for assistance. Sept. 7 is the last day for survivors to file an application. You are not required to accept a loan even if you qualify for one.

If SBA determines you aren’t eligible for a home loan, they will refer you back to FEMA. This could make you eligible for more FEMA aid.

If your SBA loan application is approved, you may be eligible to borrow additional funds to cover the cost of improvements that will protect your property against future damage. Examples include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps. Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

Survivors with questions regarding their application or who have not yet registered for assistance should call the FEMA toll-free Helpline (voice, 711 or relay service) at 800-621-3362. (TTY users should call 800-462-7585) or visit DisasterAssistance.gov. The lines are open 7 a.m. to   10 p.m. seven days a week. Multilingual operators are available.

West Virginia homeowners and renters who have registered for disaster assistance with FEMA are encouraged by recovery officials to “stay in touch.” If survivors change their address or phone numbers they should update that information with FEMA. Missing or erroneous information could result in delays getting a home inspection or in receiving assistance.

One week left for West Virginia survivors to apply to FEMA, SBA

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Yale Fire burning in Spokane County, Washington.

FEMA Region X Regional Administrator Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Washington’s request for a federal Fire Management Assistance Grant (FMAG) at 12:16 a.m. PDT on August 22, 2016.

At the time of the request, the fire was threatening 250 primary homes in and around the community of Valleyford, population 2,450. The fire was also threatening businesses, park facilities, and power transmission lines in the area. Mandatory and voluntary evacuations were issued for approximately 1,000 people.  The fire started on August 21, 2016, and had burned in excess of 2,000 acres of state and private land. There are 28 other large fires burning uncontrolled within the state. At the time of the authorization, the fire was zero percent contained.

The authorization makes FEMA funding available to pay 75 percent of the state of Washington’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

At the time of the authorization, the fire was zero percent contained.

FEMA provides federal funds to help fight Wellesley Fire

WASHINGTON – At the direction of President Barack Obama, the Federal Emergency Management Agency (FEMA) is leading the federal government’s effort to provide assistance and support to Louisiana, in response to recent flooding.

President Obama received updates throughout the day from his team on current response and recovery efforts underway in close coordination with state, local, and tribal officials. Today, U.S. Department of Homeland Security Secretary Jeh Johnson and FEMA Deputy Administrator Joseph Nimmich are visiting the impacted region to meet with local officials and review the ongoing response efforts.

President Barack Obama declared a major disaster for Louisiana on August 14, making federal resources available to assist with home repairs, temporary housing, low-cost recovery loans for uninsured property losses and other programs to help individuals and business owners recover. Federal assistance is also available to state, tribal and eligible local governments and certain private nonprofit organizations to protect lives and property and remove debris.

Residents and business owners who sustained disaster-related losses can apply for assistance by registering online at www.DisasterAssistance.gov, or call 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY). If you use 711 relay or Video Relay Service (VRS), call 800-621-3362 directly. The toll-free telephone numbers will operate from 7:00 a.m. to 10:00 p.m. (Central Time) seven days a week until further notice. More than 80,000 Louisianans have registered for FEMA assistance and more than $3.7 million has been approved.

More than 17,000 National Flood Insurance policyholders have submitted claims for flood loss.  Those who would like to file a claim should call their individual insurance carrier, go to Floodsmart.gov and review the “File Your Claim” section.

Below is a summary of federal actions underway to support ongoing response and recovery efforts:

To date, FEMA deployed more than 1,100 personnel on the ground, including six Incident Management Assistance Teams and one Urban Search and Rescue team in Louisiana. FEMA also deployed Mobile Emergency Response Support personnel and equipment in Louisiana to support the state with voice, video and information services to support emergency response communications needs.

The U.S. Department of Defense and FEMA provided to the state of Louisiana more than 650,000 liters of water and more than 812,000 meals for distribution to disaster survivors and pre-positioned supplies including cots and blankets.

The U.S. Small Business Administration opened a Business Recovery Center in Walker, Louisiana today to provide a wide range of services to businesses impacted by the severe storms and flooding that began last week.  As of today, SBA has issued more than 57,000 applications to homeowners and businesses.

The U.S. Department of Health and Human Services deployed two National Disaster Medical System (NDMS) Disaster Medical Assistance Teams consisting of approximately 80 NDMS members to Baton Rouge.  In addition, U.S. Public Health Service Commissioned Corps officers and a 30-person command and control personnel are among about 200 staff HHS has deployed to support the response effort.  HHS is operating a Federal Medical Station capable of housing 250 patients on the Louisiana State University campus. At last report, HHS has provided care for 200 patients.

The U.S. Army Corps of Engineers deployed subject matter expert personnel to assist the state and local government with debris removal in affected areas.

The U.S. Department of Agriculture is providing support to the state through nutrition, farmer and rancher assistance. Thus far, USDA approved 4,877 authorized Supplemental Assistance Nutrition Program retailers to assist those in need of nutrition assistance services.

The American Red Cross opened shelters throughout the community. The Red Cross Shelter Finder app displays open Red Cross shelters and their locations on an easy to use map interface. Survivors can also find the location of the nearest shelter by texting SHELTER and their Zip Code to 43362 (4FEMA). The American Red Cross activated its Safe and Well program to allow survivors to let family members know they are safe and for family members to search for loved ones.

National Center for Missing & Exploited Children (NCMEC): NCMEC activated its Unaccompanied Minors Registry (UMR).  Family members can go to http://umr.missingkids.org or call 1-800-THE-LOST to find an unaccompanied child who may have been separated from their parents or caregivers because of the floods by entering basic information and/or a photo.

The U.S. Northern Command activated a Defense Coordinating Element to support FEMA’s Regional Response Coordination Center in Denton, Texas with Department of Defense resources and requirement validation. 

The U.S. Coast Guard is conducting air and surface rescue operations. Thus far the Coast Guard rescue teams have assisted more than 3,000 people, saved 243 lives, and 71 pets and continue to actively support ground operations.

The National Guard deployed over 3,650 Louisiana guard members operating under state authority that are performing numerous relief missions including evacuations, search and rescue, security and engineering missions in support of the flood response efforts. 

The Corporation for National Community Service deployed 114 AmeriCorp members to support sheltering, disaster assessment, feeding, and other tasks in conjunction with the Red Cross.

The Federal Communications Commission continues to monitor communication outages and is working closely with affected carriers to ensure services are restore.

The Department of Justice deployed personnel to assist in evacuation, deconstruction, and debris removal operations in the affected areas. 

The U.S. Environmental Protection Agency deployed specialist personnel to monitor and assess the impacts of the flooding rains in Louisiana and maintaining close communication with the Louisiana Department of Environmental Quality.
