Federal Aid Programs for the State of West Virginia

BISMARCK, N.D. – Today the Federal Emergency Management Agency (FEMA) and North Dakota Department of Emergency Services announced that federal and state assistance funding for public infrastructure repairs following the 2013 winter and spring floods has surpassed $18.6 million. 

On May 29 President Obama issued a major disaster declaration for the winter snowmelt flooding.  On July, 12, a second declaration was made in response to flooding caused by a series of heavy rainfall events.  Both declarations activated the Public Assistance program, providing assistance for emergency work, debris removal, and repairs to or replacement of infrastructure, including roads, bridges and schools.

FEMA’s Public Assistance (PA) Program provides funding to local government jurisdictions and eligible private non-profits for the repair, replacement, or restoration of disaster-damaged infrastructure as well as costs incurred for disaster cleanup or emergency actions taken to protect lives or property. The federal share of recovery costs is 75 percent. The remaining share is the responsibility of the state and local government or private non-profit organization.

To date, $16.4 million in federal funding has been obligated for 349 infrastructure projects. Of that amount, $9.2 million is for roads and bridges throughout the state, $3.7 million is for emergency protective measures, $850,000 is for debris removal and $2.5 million is for other projects.  The state is providing an additional $2.2 million as its cost-share toward all projects.

PA projects fall broadly into two categories, small projects (total project cost of $67,500 or less) and large projects (total project cost greater than $67,500).  Applicants receive funding for small projects as soon as funding is obligated and receive funding for large projects when receipts and cost documentation for work completed is provided to the state.  FEMA provides funding to the state and the state in turn awards the funds to the applicant.

Federal Aid Programs for the State of Colorado Emergency Declaration

TRENTON, N.J. — At the request of New Jersey Gov. Chris Christie, President Obama authorized a federal cost-share increase for projects funded by the Federal Emergency Management Agency’s Public Assistance grant program from 75 percent to 90 percent.

 “When federal disaster aid to a state meets or exceeds a set amount per state resident – currently $133 – federal regulations allow for the President to authorize an increase to 90 percent,” said Federal Coordinating Officer Gracia Szczech. 

This increase allows FEMA to reimburse state and local governments and certain private nonprofit organizations 90 percent of eligible costs of emergency expenses, debris removal and infrastructure repair. The remaining 10 percent is provided by non-federal funds.

After Superstorm Sandy struck, the President authorized 100 percent federal funding for 15 days for emergency power restoration assistance and emergency public transportation assistance, including direct federal assistance, for those areas within New Jersey counties designated for Public Assistance.

To date, FEMA has approved more than $556 million in Public Assistance grants to help New Jersey communities recover and rebuild.

Federal Cost-Share For Sandy Cleanup, Rebuilding Projects In New Jersey Increased To 90 Percent

PORTSMOUTH, N.H.—On April 17, President Obama authorized the Federal Emergency Management Agency to reimburse government and some private non-profit entities in Middlesex, Norfolk and Suffolk, Massachusetts, counties for their eligible emergency response costs due to the Marathon bombings. On June 5, Bristol County was added to the counties eligible for this aid.

The emergency declaration authorizes FEMA’s Public Assistance program to reimburse 75 percent of eligible costs, such as police and fire department overtime and equipment expenses. The period for which expenses are eligible is April 15-22, 2013.

ALBANY, N.Y. — New York residents affected by Hurricane Sandy may now call or go online to register for disaster assistance from the Federal Emergency Management Agency (FEMA), state and federal officials announced today.
 
“Registering is an important way to help get you on the path to a variety of recovery programs,” said Federal Coordinating Officer Michael F. Byrne. “We’re urging people with hurricane-related damages in federally declared disaster areas to apply as soon as possible.”
 
The major federal disaster declaration, signed by President Obama Oct. 30, offers Individual Assistance in the counties of Bronx, Kings, Nassau, New York, Queens, Richmond, Rockland, Suffolk and Westchester.

Disaster survivors have several ways to apply.

Individuals can call 1-800-621-FEMA (3362) or TTY 1-800-462-7585 for the speech- and hearing-impaired. If you use 711-Relay or Video Relay Services (VRS), call 1-800-621-3362.

Another option is to register online at www.disasterassistance.gov  or via web-enabled phone or tablet at m.fema.gov.
The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. EDT, seven days a week until further notice.
