Jefferson Davis County Designated for Disaster Assistance

PURVIS, Miss. – As Mississippians clean up from the recent storms, tornadoes, and flooding, some will have to deal with mold before returning home. Mold can be a health hazard; it can also cause structural damage.

It’s important to recognize mold and to remove it safely before moving back into or repairing a residence.

Mold needs three things to spread: a food source (paper, wood, leaves etc.), moisture, and a place to grow. People can have severe reactions to mold. Those with asthma, allergies and other breathing conditions may be more sensitive to mold. People with compromised immune systems are more vulnerable to infections caused by mold.

Mold also can cause structural damage. When wood gets wet and moldy and then dries, it can warp. Walls can crack and the building can weaken.

Quick action can minimize health risks and damage caused by mold – and stop its spread:

  • Open windows and doors and use fans to dry out the building.  If possible, use wet vacuums to remove water and use dehumidifiers in closed spaces.
  • Remove baseboards and soaked drywall to a foot above the watermark and discard. Drain walls by drilling holes or pulling non-porous paneling away from the studs. Check the inside of wallsfor mold.
  • Wash hard, non-absorbent surfaces (metal, glass, solid wood, plastic) with non-ammonia detergent and hot water. Scrub rough surfaces such as concrete. Disinfect all cleaned surfaces with a solution of water and bleach; rinse with water after 10 minutes.
  • Remove absorbent materials that have been wet for more than 48 hours and cannot be thoroughly cleaned and dried. That includes carpets and padding, upholstery, wallpaper, drywall, floor and ceiling tiles, insulation, leather, wood, paper, food and clothing.
  • When in doubt throw it out!

If the area to be cleaned is larger than 10 square feet or if assistance is required to complete cleanup, consult a professional contractor.

The basic rule is: if you can see or smell mold, eliminate the excess moisture then, cleanup and remove the mold.

Be safe during cleanup:

  • Never mix bleach with ammonia; the fumes are toxic.
  • Wear eye protection and rubber gloves.
  • Air out the working area by opening doors and windows and using fans.
  • Protect your lungs. Use an N-95 respiratory mask that can be purchased at most hardware stores for about $10.

NEW YORK – All Disaster Recovery Centers in New York will stop offering service on Sundays beginning Feb. 3, 2013. Hurricane Sandy survivors in New York can still receive assistance Monday through Saturday at any recovery center.

The State of New York and the Federal Emergency Management Agency closely monitor visitor traffic at all New York Disaster Recovery Centers and revise hours of operation accordingly. Traffic at the recovery centers has slowed on Sundays. So far, more than 145,000 Hurricane Sandy survivors have visited recovery centers in New York.

In addition, the recovery center located in the Sheepshead Bay Club, 3076 Emmons Ave., Brooklyn, NY, 11235, will close early, at 1 p.m., Saturday, Feb. 2, 2013. The center will open at 10 a.m. Monday, Feb. 4.

The recovery center at the American Legion, 209 Cross Bay Blvd., Broad Channel, NY 11693, will open at 10 a.m., Monday, Feb. 4, 2013.

The two centers’ normal operating hours are 8 a.m. to 6 p.m. Monday through Saturday.

Survivors who need help may still visit any of the other 17 centers that remain open throughout New York. Duluth, MN—Disasters typically bring out the very best in people and there are countless stories of neighbors helping neighbors.  Unfortunately, some scam artists try and take advantage of disaster survivors looking for help, by trying to gather your personal information or to collect payment for disaster assistance.

 

If there is any doubt, do not give out any information, and report people claiming to be government workers to local authorities.  To safeguard against disaster-related fraud, Federal Emergency Disaster Agency (FEMA) officials recommend the following precautions:

 

  • Federal workers do not solicit or accept money.
  • Ask for official laminated photo ID.  A FEMA shirt or jacket is not absolute proof

of identity.

  • Safeguard personal information.  Do not give personal information such as Social Security and bank account numbers unless you initiate the call. 
  • Beware of people going door-to-door.  People going door-to-door to damaged homes, or phoning homeowners claiming to be building contractors could be scam artists, especially if they solicit financial information.

Disaster Survivors – Beware of Scams!

WINDSOR, Conn. — Registering for FEMA disaster assistance won’t take money away from another disaster survivor, federal officials said today.

Federal Emergency Management Agency grants are available to all who qualify for them. But many Connecticut residents who suffered damage from Hurricane Sandy haven’t registered. Reasons vary, but some people mistakenly believe that accepting help somehow reduces the amount of money available to qualified registrants.

The truth is, not registering could slow recovery of the community because federal dollars infuse money into the local economy when disaster survivors hire contractors, buy supplies and replace damaged property.

“People who are approved for assistance to repair their homes and replace damaged property put their assistance grant money into the local economy,” said Federal Coordinating Officer Albert Lewis. “We know this helps the whole community’s economic recovery.”

Finding out if the damage to your property qualifies your household for federal help is simple.

First, the damage must have happened in a county that has been declared eligible for FEMA Individual Assistance. In Connecticut, these are Fairfield, Middlesex, New Haven and New London counties, and the Mashantucket Pequot and the Mohegan Tribal Nations located within New London County.

 

Second, survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or other Web-enabled device at m.fema.gov. Survivors can also register anytime by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available 24 hours a day, seven days a week. Wait for the English message to finish to reach multilingual operators.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance; flood insurance claims are handled separately.

It is important to note that you may be eligible for disaster assistance even if you have insurance. If insurance does not meet all your needs, FEMA assistance may be able to help with the difference.

FEMA’s Individuals and Households Program has two types of assistance, “Housing Needs” and “Other Needs Assistance,” which may be available to individuals and families whose property has uninsured or underinsured damage from the storm.

FEMA Registration Open to All Storm Survivors, Helps Speed Recovery

HUNT VALLEY, Md. – People who live near water are not the only ones who experience flooding.  Floods can move and spread for miles. Flash floods can begin and end within just hours, cutting a path of major destruction.

One of the ways you can protect yourself is with flood insurance.  The Federal Emergency Management Agency (FEMA) offers this important insurance coverage through the National Flood Insurance Program (NFIP). The NFIP was created by Congress in 1968 to provide flood insurance at a reasonable cost in exchange for careful management by local communities of flood-prone areas.

Flood insurance provides coverage that your homeowners or renters insurance doesn’t – coverage for damages caused by floods.

Here are some facts you should know about flood insurance:

  1. Homeowners, business owners and renters all can purchase flood insurance as long as their community participates in the NFIP.
  2. Flood insurance claims are paid even if a federal disaster is not declared by the President.
  3. You do not have to live in a floodplain to buy flood insurance. In fact, more than 20 percent of flood insurance claims come from medium- or low-risk flood areas.
  4. Compared to a fire, people in floodplains are nearly four times more likely to have a flood during their 30-year mortgage.
  5. You can buy flood insurance from licensed insurance agents.
  6. Flood insurance coverage is available for residential and business structures and contents.  A single-family home can be insured for up to $250,000.  An additional $100,000 can be purchased for contents.  Commercial buildings can be insured for up to $500,000.  Business contents can be covered for up to $500,000.
  7. Renters can purchase contents coverage for up to $100,000 to cover personal belongings.
  8. If you have a home-based business, you’ll need to purchase separate coverage for the business and/or contents. Coverage is not automatically included under a homeowner’s flood insurance policy, even if the business is located inside your home.
  9. A flood insurance policy can be written to cover actions taken to prevent flood damages.  These actions can include moving the insured contents to a safe place and/or the cost of purchasing sandbags, plastic sheeting, lumber, pumps, etc.
  10. A flood insurance claim will reimburse you for your covered losses and never has to be repaid, unlike a disaster assistance loan.

Okay, so now you’re interested in flood insurance.  How do you go about getting a policy and what else do you need to know?

  • Contact your insurance agent and tell them you would like more information about flood insurance.  The agent will be able to determine whether your community participates in the NFIP.  Flood insurance from the NFIP is only available in participating communities.  The agent should also be able to tell you what is covered and how much your policy will cost.
  • The cost will be determined in part by whether you live in a floodplain, also known as Special Flood Hazard Area (SFHA).  Your local building official(s) should have maps showing if there are Special Flood Hazard Areas and where they are.  You can determine whether you are in a low, medium or high-risk area by checking these maps.
  • Those who are located outside the floodplain may be able to get a Preferred Risk Policy.  These policies offer fixed combinations of building and contents coverage at set prices.
  • Another way to reduce your premium is through an elevation rating.  If the lowest floor of your house is above the base flood elevation (predicted flood depth in your area), you can qualify for lower rates.  Local officials can help determine the base flood elevation for your home, however, the homeowner will need to provide an elevation certificate.

Even so, the cost of flood insurance is far cheaper than having to pay thousands of dollars to repair your home or replace contents because a flood caught you off guard.

New Disaster Recovery Center Opens in Kings County on Thursday

TRENTON, N.J. — The Federal Emergency Management Agency and its partners are working to address the housing needs of people displaced by Hurricane Sandy in New Jersey. The top priority is to help survivors return to their homes or to help them find a safe housing alternative if returning home is not an option.

More than 16,000 households have received FEMA grants to make essential repairs to their homes.

For those who cannot return home, the goal is to help them find a rental property close by. This is better for survivors and helps the whole community recover.

Rental Assistance

More than 41,000 families have received temporary rental assistance from FEMA to help pay for an apartment, house or other temporary home. This assistance is provided while displaced survivors are working to find a permanent housing solution.

Returning to a permanent home is a significant milestone on the road to recovery. FEMA rental assistance may last for up to 18 months from the date of declaration. So it’s important for survivors to have a permanent housing plan.

FEMA has a housing portal at www.fema.gov/housingportal to help families find rental units. In addition to apartments or homes normally available, the portal identifies units provided by federal partners.

To be eligible for possible rental assistance, survivors must first register with FEMA. There are many ways to register.

Survivors can register online at www.DisasterAssistance.gov or via smartphone or tablet by using the FEMA app or going to m.fema.gov. People may also call 800-621-3362 or (TTY) 800-462-7585. Transitional Sheltering Assistance

At the request of the state, FEMA activated the Transitional Sheltering Assistance program to move eligible survivors from shelters into hotels or motels if they couldn’t return to their damaged homes. TSA lodging expenses are paid directly to the hotel by FEMA.

Nearly half of the more than 5,000 households that temporarily stayed in a hotel or motel in New Jersey have moved to more sustainable housing. The average hotel/motel stay is 15 days.

The program operates in two-week increments. During each two-week period, FEMA reviews the eligibility of each applicant and emphasizes finding a more sustainable temporary housing solution as quickly as possible.

The TSA program has been extended through Jan. 11, 2013, for those who continue to meet eligibility criteria. The new extension will allow eligible applicants to remain in participating hotels during the holiday season. FEMA will call applicants eligible for the extension to notify them of the extension period and the checkout date of Jan. 11, 2013.

U.S. Department of Housing and Urban Development

The U.S. Department of Housing and Urban Development is supporting the housing recovery.

The department increased the Fair Market Rent standard to 120 percent so families with Section 8 housing choice vouchers have more options. It also relaxed rules to allow senior housing providers to open up vacant units to Hurricane Sandy survivors under the age of 55 without jeopardizing a community’s qualification for certain legal exemptions under the Fair Housing Act.

HUD is also giving the state and communities the flexibility to redirect millions of dollars of Community Development Block Grant and HOME Investment Partnerships funds for housing and services for disaster survivors.

HUD has directed banks to hold off on foreclosures and forbearance of Federal Housing Administration mortgages for disaster-affected areas for 90 days following the date of the presidential disaster declaration.

Temporary Housing Units Provided by FEMA

A temporary housing unit – either a manufactured home that can be put in an existing commercial mobile home park, or a remodeled apartment unit at Fort Monmouth — is a last option when renting a property is not possible or reasonable. Decisions on direct federal housing units for survivors are made on a case-by-case basis.

Forty-five units at Fort Monmouth will soon be made available to eligible survivors. Manufactured homes will be installed as needed and as suitable pads are identified at commercial mobile home parks.

By law, federal temporary housing assistance can last only up to 18 months from the date of the disaster declaration.

FEMA Works To Help New Jersey Meet Sandy Housing Needs

NEW YORK – The state of New York and the Federal Emergency Management Agency will open a new Disaster Recovery Center in Manhattan at 8 a.m. Saturday, Dec. 22, to provide

one-on-one, face-to-face help for Hurricane Sandy survivors. 

The center will be located at Southbridge Towers, Store No. 10, 66 Frankfort St., New York,

NY 10038. It will be convenient not only for Manhattan residents, but also for storm survivors who live in other boroughs or counties and work in Manhattan.
 

Normal operational hours for the Disaster Recovery Center are:

8 a.m. to 6 p.m., Monday through Saturday

9 a.m. to 3 p.m., Sunday (Dec. 23 only)
 

Holiday hours for the center are:

8 a.m. to noon on Christmas Eve (Dec. 24) and New Year’s Eve (Dec. 31)

People who use 711-Relay or Video Relay Services (VRS) should call 800-621-3362. The toll-free telephone numbers operate 24 hours a day, seven days a week until further notice.

Hurricane Sandy survivors in New York have until Jan. 28, 2013 to register for federal disaster assistance, which can include money for rent, essential home repairs, personal property losses and other serious disaster-related needs not covered by insurance.
