PHILADELPHIA – FEMA Region III is deploying an Incident Management Assistance Team and Preliminary Damage Assessment (PDA) teams to West Virginia to provide support and guidance on the Federal Disaster Declaration Process and PDAs in response to current flooding and severe weather.  

These teams will participate in joint PDAs with the State of West Virginia, local officials, and the U.S. Small Business Administration (SBA) to assess damages and the impact to communities. PDAs, which are an information gathering process, are the first step in helping a governor determine whether the scope of damage is beyond what the state is capable of handling and if additional assistance is necessary.

Information is jointly compiled and reviewed by the state, at which point, the state may decide that a request for federal assistance is warranted. The PDAs will include Clay, Greenbrier, Kanawha, Nicholas, Pocahontas, Roane, Webster, and other counties.

FEMA Region III and our partners at the West Virginia Department of Homeland Security and Emergency Management (DHSEM) want to encourage individuals and families to take steps to be safe during severe weather and flooding events. If drivers encounter water on roadways, turn around, don’t drown.

Residents in potentially affected areas should continue to monitor local radio or television stations for updated emergency information, and follow the instructions of state, local, and tribal officials. If you are in need of emergency assistance, please dial 9-1-1.

When severe weather hits, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups. The individuals within these organizations provide emergency assistance to protect the public’s health and safety and services to meet immediate needs. FEMA In Close Coordination with the State of West Virginia As Severe Weather Continues

PHILADELPHIA – The Federal Emergency Management Agency (FEMA) will evaluate a biennial emergency preparedness exercise for the Salem/Hope Creek Nuclear Generating Station, Emergency Planning Zone portion in Delaware. The station is located in the State of New Jersey. The exercise will occur during the week of May 16th to test the ability of the State of Delaware to respond to an emergency at the nuclear facility.

“These drills are held every other year to test government’s ability to protect public health and safety,” said MaryAnn Tierney, Regional Administrator for FEMA Region III. “We will assess state and local emergency response capabilities in Delaware within the 10-mile emergency-planning zone of the nuclear facility as well as the adjacent support jurisdictions within the State of Delaware.”

Within 90 days, FEMA will send its evaluation to the Nuclear Regulatory Commission (NRC) for use in licensing decisions. The final report will be available to the public about 120 days after the exercise.

FEMA will present preliminary findings of the exercise in a public meeting at 10 a.m. on May 20, 2016, at the Residence Inn by Marriott, 600 Jefferic Blvd, Dover, Del. Scheduled speakers include representatives from FEMA, NRC, and the State of Delaware.

FEMA created the Radiological Emergency Preparedness (REP) Program to (1) ensure the health and safety of citizens living around commercial nuclear power plants would be adequately protected in the event of a nuclear power plant accident and (2) inform and educate the public about radiological emergency preparedness.

REP Program responsibilities cover only “off-site” activities, that is, state and local government emergency planning and preparedness activities that take place beyond the nuclear power plant boundaries. On-site activities continue to be the responsibility of the NRC.

FEMA to Evalute Readiness of Delaware

PHILADELPHIA – The State of West Virginia and the Federal Emergency Management Agency (FEMA) Joint Field Office in Charleston, WV will close January 22, 2016. For the past ten months the state and FEMA have been working closely to support the recovery from the 2015 spring and summer storms that impacted 67 Counties.

What does this mean for the people of West Virginia?

Regis Phelan, the Federal Coordinating Officer said, “FEMA will continue to work closely with the state to ensure the recovery process continues smoothly and projects are complete.”

A Joint Field Office is closed when most of its work is completed. The federal work is then transitioned to the regional FEMA office, located in Philadelphia, PA. FEMA officials will continue to work closely with state personnel to close out major projects over the next few years.

From the Region, FEMA personnel will continue to support work on five presidentially declared disasters that impacted West Virginia. The five disasters are DR 4210, DR 4219, DR 4220, DR 4221 (Severe Storms, Flooding, Landslides, and Mudslides) and DR 4236 (Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides).

“The State of West Virginia will be communicating and working with FEMA to ensure assistance to the counties continues smoothly,” said West Virginia’s State Coordinating Officer Jimmy Gianato. “Over the past year the Joint Field Office has allowed us to make substantial progress in the recovery from the five disasters that impacted our state and we will continue to move forward in our recovery.”

To date, FEMA, through its Public Assistance program, has obligated $78 million in assistance to the state, local governments and eligible non-profit agencies. Many of the projects involve the reconstruction of public buildings, roads, and bridges.

Following a disaster there is a focus on mitigation actions when restoring damaged infrastructure, when cost effective, so the repaired facility is better able to withstand future disaster damage. So far, the state and FEMA officials have identified 585 mitigation projects from 1,250 infrastructure projects.

State, FEMA to Close Joint Field Office January 22, 2016

PHILADELPHIA, Pa. – Jackson County is now eligible to receive federal assistance for some of their costs incurred during the severe storms, straight-line winds, flooding, landslides, and mudslides occurring July 10-14, 2015.

On August 7, 2015, President Obama issued a major disaster declaration for the State of West Virginia triggering the release of Federal funds to help communities recover from the severe storms, straight-line winds, flooding, landslides, and mudslides. The disaster declaration for Braxton, Clay, Lincoln, Logan, Nicholas, Roane, Webster, and Wood counties made state, county, and local governments, as well as certain non-profit organizations, eligible to receive reimbursement for repairing infrastructure damage caused by the storms, as well as the cost of responding to them.

FEMA’s Public Assistance Programs provide state and local governments and eligible private non-profit organizations, in the nine designated counties, with federal funds to pay 75 percent of the approved cost of debris removal, emergency services related to the disaster, and for repairing or replacing damaged public facilities such as roads, bridges, buildings and utilities.

The State, which distributes the FEMA funds to local governments and qualified non-profits, must review Public Assistance projects, along with FEMA, to ensure compliance with regulations.

Additional West Virginia County Approved For Disaster Aid

PHILADELPHIA – FEMA Region III has developed a planning integration guide titled Plan Integration: Linking Local Planning Efforts, which is aimed at helping communities link mitigation principles and actions with various community plans in order to increase community resilience. The guide leads planners and community officials through synchronizing plans and facilitating interagency coordination to reduce risk before and after a disaster.

Use of the planning integration guide enhances risk reduction through community-wide planning by improving coordination; developing specific recommendations for integration into community-wide plans; compiling existing plan measures to include in your hazard mitigation plan; and meeting the Local Mitigation Plan Review Tool requirement to integrate hazard mitigation.

“The guide, Plan Integration: Linking Local Planning Efforts, is a tool communities can tap into to strengthen resiliency through enhanced hazard mitigation planning. Community resilience is directly tied to recovery, which means this resource has the potential for impacting all phases of the full disaster cycle,” said FEMA Region III Regional Administrator MaryAnn Tierney. “This kind of pilot program lays the foundation for stronger resilience in any community. When community planners who live and work in communities set their own resilience priorities they take ownership of mitigation planning and the enthusiasm that generates inspires others to do the same – and that can help jump-start even more widespread success.”

The planning integration guide uses step-by-step instructions and a checklist, real-world examples from communities, and illustrations to assist in gathering and organizing information. Through use of the guide and its resources and tools, communities can develop their own plan integration document as well as identify where gaps exist and develop strategies to address the gaps. The end result of this effort is a synchronized planning effort to increase community resiliency and reduce the risk posed by disasters.

Over $31 Million Provided to West Virginia for March, April Storms

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is pleased to announce the members of the 2015-2016 National Youth Preparedness Council (Council).

Created in 2012, the Council brings together youth leaders from across the country that are interested in advocating on behalf of preparedness and making a difference in their communities. The Council supports FEMA’s commitment to involving youth in preparedness-related activities. It also provides an avenue to engage youth by taking into account their perspectives, feedback and opinions.  Council members will meet with FEMA staff members throughout their term to provide input on strategies, initiatives and projects.

Preparedness education empowers youth to keep themselves and others safe in an emergency; encourages them to share preparedness information with their families, schools and communities; and reduces anxiety about potential disasters.

The six new members of the Council were selected based on their dedication to public service, community involvement and potential to expand their impact as national advocates for youth preparedness. The members selected in 2015 are:

FEMA Announces 2015 Youth Preparedness Council Members

PHILADELPHIA – Residents of Talbot County, Maryland have received a reduction in their flood insurance premiums through increase of various floodplain management measures encouraged by the National Flood Insurance Program (NFIP).

The Federal Emergency Management Agency (FEMA) oversees the NFIP, which administers a program called the Community Rating System (CRS). The CRS is a voluntary, incentive program that recognizes and encourages community floodplain management activities that exceed minimum NFIP requirements. The program includes 10 different class rating levels based on the number and type of activities voluntarily initiated by the participating community. Each level corresponds to a percentage discount on National Flood Insurance policy premiums within the municipality.

As a member of the Community Rating System, Talbot County is within an elite group of 12 Maryland communities that have received this recognition. With the continued steps taken by Talbot County to protect its citizens and increase its resiliency, it entered into the program as a Class 8 Community Rating System participant on October 1, 2014. The Class 8 rating qualifies eligible National Flood Insurance Program policy holders in the County for an average of over $110 in savings on their annual premiums. In total, participation in the program accounts for a total savings of nearly $107,000 annually for citizens of Talbot County.

Under the CRS, local officials are asked to meet three goals: (1) reduce flood losses; (2) facilitate accurate insurance rating; and (3) promote the awareness of flood insurance. Communities can earn a CRS rating by submitting an application explaining the projects they have in place or development. Once the information is verified and approved, FEMA provides flood insurance premium discounts through the NFIP. The amount of a property owner’s policy discount is based on the community’s CRS rating.

For each Class that a community moves up to, it provides its residents with an additional 5% reduction in their flood insurance premiums up to the 45% reduction that a Class 1 community receives. As a Class 8 community, Talbot County enables its residents to receive a 10% reduction on qualified flood insurance premiums.

Talbot County Lowers Flood Insurance Premiums

LINCROFT, N.J. — Frederick Ziegler promises his rebuilt house in Point Pleasant Beach will be just as spotless as he left his FEMA mobile home at Green Acres Manor in Howell Township.

Mr. Siegler poses for a picture in his homeMr. Frederick Ziegler Returns Home to Pt Pleasant BeachZiegler, a 78-year-old retired radio and electronics repairman who has been living in FEMA housing since Hurricane Sandy almost destroyed his house, is finally going home. Two feet of water flooded his home, causing his heating oil tank to rupture. Some oil mixed with the floodwaters and some seeped through the flooring into the subfloors, making cleanup difficult. It even got into the rain boots of the volunteers working to clean it up. (Kitty litter absorbed most of the oil inside the house.) Meanwhile, the oil tank filled up with salt water. The water damage in the home created mold that had to be removed. The cellulose insulation in the first floor walls collapsed below the water line, but that turned out to be a blessing in disguise, as the insulation sealed off the walls, preventing the oil from getting into them.

Mr. Siegler welcomes guests as he stands on his front stepsMr. Ziegler greets guests after returning home.After the storm, Ziegler moved in with his then-fiancée for the first four weeks, and then moved to his brother’s home in Point Pleasant Borough, not far from the FEMA Disaster Recovery Center in Bay Head. “It was right across from St. Paul’s Methodist Church, which was serving three meals a day (to survivors),” he recalled. He couldn’t remain at his brother’s because he developed health issues related to his brother’s cats, so he moved into a FEMA-provided mobile home in January 2013. “I like the trailer better,” he joked.

While he was living in the mobile home he could work on getting his home repaired. Calvary Chapel sent two groups of volunteers – one from Wisconsin and one from Boston – to tear out the walls and floors. A team of Mennonites from western Pennsylvania put down the new subfloor. Jersey Shore United outfitted the house with new appliances from Home Depot. Volunteers were helping Ziegler rebuild through the end of March 2014. FEMA paid for cleaning and sanitizing as well as the complete replacement of the home’s electrical system. FEMA also covered part of the cost of replacing the home’s plumbing.

Point Pleasant Beach had been classified as being in a Special Flood Hazard Area A-zone before Sandy hit. It was changed to a V-zone, then back to an A-zone in August 2013. Elevation is recommended, though not explicitly required, for homes in A-zones.

Ziegler is on the state’s Reconstruction, Rehabilitation, Elevation and Mitigation (RREM) program’s waiting list for elevation funding.

Ziegler credited FEMA with connecting him to Catholic Charities and the Ocean County Long Term Recovery Group, which helped him find the resources he needed to repair his home. He was both grateful and pleasantly surprised by how much overall assistance they offered. “I remember thinking, ‘Do they really want to help that (much)?’” he said. “But they’ve been great.”

FEMA’s Youth Preparedness Council was formed in 2012 to bring together youth leaders from across the country interested in advocating on behalf of youth preparedness and making a difference in their communities. The Council supports FEMA’s commitment to involving youth in preparedness-related activities. It also provides an avenue to engage youth by taking into account their perspectives, feedback and opinions.

Young people play an important role in raising emergency preparedness awareness. Preparedness education empowers youth to keep themselves and others safe in an emergency; encourages them to share preparedness information with their families, schools and communities; and reduces anxiety about potential disasters. The Youth Preparedness Council members represent the youth perspective on emergency preparedness, and they share information with their communities.
