PEARL, Miss. – Everyone receives a letter from the Federal Emergency Management Agency after applying for disaster assistance. It explains FEMA’s decision, what to do next if you disagree with FEMA’s decision, and how grant money should be spent if you receive it.

If you have questions about any letter from FEMA, you should call the FEMA helpline at 800-621-3362 (TTY at 800-462-7585) or visit a disaster recovery center. You can use the same phone number to find the nearest center. You can also locate a center with your smartphone or tablet at m.fema.gov or online at www.fema.gov/drclocator.

If your letter says you are ineligible, it will provide information on what steps are necessary if you disagree with FEMA’s decision. For help, you can call FEMA’s helpline or go to a center and speak with a recovery specialist.

FEMA looks at a number of things and information to determine if a survivor may be eligible to receive disaster assistance. You must be able to:

  • Verify identity. If you’ve lost your ID during the storm, visit a disaster recovery center. The staff there can make referrals regarding replacement documents.
  • Verify occupancy for primary residence. You need to provide proof of occupancy such as a utility bill, driver’s license, merchant’s statement, employer’s statement. You can bring the documents to a disaster recovery center, where recovery specialists will help you.

You may also receive a letter from FEMA about your eligibility if you missed an appointment with an inspector.

That’s why it is so important to give good contact information – such as a cellphone or work number – and stay in touch with FEMA.

If you receive a disaster loan application from the SBA, you must complete and return it to SBA in order to be referred to other FEMA programs. You are not required to accept the loan. But returning the SBA application is part of the assistance process.

LINCROFT, N.J. — New Jersey residents who registered with FEMA for disaster assistance prior to the registration deadline of May 1 need to keep in touch with FEMA as they recover and rebuild.

Disaster assistance may be available for losses not covered by insurance. Survivors should get in touch with FEMA as soon as they receive their insurance settlement. Be sure to have the registration number FEMA assigned to your application at hand.

Survivors who registered for disaster assistance before the May 1 deadline may check the status of their applications online at www.disasterassistance.gov or call the FEMA Helpline, 800-621-3362, as soon as receive their insurance settlement.

If you received a letter from FEMA saying you were not eligible for assistance, one reason may be that you had not yet received an insurance settlement and it could not be factored into your application.

TRENTON, N.J. — Disaster recovery officials urge recipients of federal grants to use the money wisely.

Upon releasing the funds by direct deposit or check, the Federal Emergency Management Agency sent every recipient a letter providing important information about the grant and outlining how the money can be spent.

Disaster-related grants are for repairs, temporary housing and other approved disaster-related costs. New Jerseyans who have questions about their grants should call FEMA’s Helpline at  800-621-FEMA (3362).

Housing funds may be used for:

  • Repairs to return a home to a safe and functional condition – may include repairs to windows, doors, water and ventilation systems, or other structural parts of a home
  •  Replacement or rebuilding of a disaster-damaged home
  •  Reimbursement for lodging expenses directly related to the disaster – receipts for these expenses will be requested if the house sustained damages.
  • Rental assistance – applicants who must remain in temporary housing for a longer period than the initial assistance grant covers may request more assistance until their home can be occupied or other permanent housing arrangements can be made. Disaster-related grant recipients also must turn in proper receipts to receive further assistance.

Recipients of Other Needs Assistance may use the funds for:

  • Personal property, specialized tools for employment, household items, appliances and vehicle repair or replacement
  • Medical, dental and funeral expenses and moving expenses

Disaster-related grant recipients are required to sign a declaration and a release certifying that all funds will be spent on the expenses for which they are intended.

Applicants also should be sure to update their address and phone number information by calling 800-621-FEMA (3362) or TTY 800-462-7585 from 7 a.m. to 10 p.m. or update your information online at www.DisasterAssistance.gov. Assistance is available in many languages. Those who use 711 or Video Relay Service should call 800-621-3362.

If FEMA does not have the correct contact information, applicants may miss important letters or phone calls about their applications for assistance or payment status.

By law, FEMA grants, which are taxpayer dollars, cannot duplicate payments from other sources. For example, if a grant recipient receives an insurance settlement covering expenses already paid for by FEMA, those duplicated funds must be reimbursed to FEMA.

Use Disaster Grants Wisely

NEW YORK – Hurricane Sandy survivors in New York have until 6 p.m. Wednesday, Feb. 27, 2013, to visit the disaster recovery centers at the Recreation Center and Ice Arena, 700 Magnolia Blvd., Long Beach, NY, 11561, and at the Freeport Recreation Center, 130 East Merrick Rd., Freeport, NY, 11520.

The State of New York and the Federal Emergency Management Agency closely monitor visitor traffic at all New York recovery centers. Traffic at the two centers has slowed, indicating the information needs of survivors in those areas have mostly been met. So far, there have been nearly 18,000 visits to the two centers.

Survivors who need help may still visit any of the other centers that remain open throughout New York, 9 a.m. to 6 p.m. Monday through Friday and 9 a.m. to 3 p.m. Saturday.

To find the nearest center, the following options are available: Text DRC and a Zip Code to 43362 (4FEMA), and a text message will be sent back with the address. Also, the Disaster Recovery Center locator is available online at www.FEMA.gov/disaster-recovery-centers.

TRENTON, N.J. — Just two weeks remain for Hurricane Sandy survivors in New Jersey to register for potential recovery assistance with the Federal Emergency Management Agency. The deadline is Friday, March 1 at 10 p.m. local time by phone and at midnight for those who register online.

March 1 is also the deadline to return applications to the U.S. Small Business Administration for low-interest disaster loans, which is the primary source of federal funds for long-term rebuilding. The quickest way to apply for an SBA disaster home or business loan is filling out an online application at https://disasterloan.sba.gov/ela.

New Jerseyans who applied for federal disaster assistance are urged to stay in touch with FEMA and SBA. Applicants can track their claims and should notify FEMA and SBA of changes to their mailing addresses, phone numbers or email addresses.

To date, more than $358.1 million in grants has been approved for home repairs or replacement, rental assistance and other needs. Another $446.7 million in SBA low-interest disaster loans has been approved for more than 6,400 homes and businesses.

TRENTON, N.J. — If your house is not livable and you have insurance, the Federal Emergency Management Agency may be able to provide temporary housing or rent under certain circumstances. 

FEMA may be able to help if any of these situations apply:

  • You used all the rent money that your insurance company provided under Alternative Living Expenses coverage and your home is not ready for occupancy.
  • Your insurance does not include Alternative Living Expenses.
  • Your insurance settlement for Hurricane Sandy has not arrived.

Register online at www.DisasterAssistance.gov or m.fema.gov; visit a disaster recovery center; or call the FEMA helpline at 800-621-3362 (TTY 800-462-7585) or 711/VRS.

If you already registered with FEMA and were told that your losses appeared to be covered by insurance, you can request rental assistance to get you through an insurance delay. Write a letter to FEMA noting that the settlement has been delayed at least 30 days.

Stay In Touch With FEMA – Make Sure Your Contact Information Is Current

TRENTON, N.J. — Some households with property damage received a letter from FEMA that said “insufficient damage.” The FEMA housing inspector reported that the essential living areas in the home were safe, sanitary and functional. People who disagree can ask for a re-inspection.

FEMA can only provide rent or repair money when there is damage to the living room, dining room, kitchen, bathroom and bedrooms used by occupants of the home.

FEMA will reconsider a request for housing assistance, and there are other options:

  • Request a re-inspection. Call the FEMA helpline by phone or 711/VRS at 800-621-FEMA (3362), TTY 800-462-7585.
  • Complete and return your SBA low-interest disaster loan application if you received one. The U.S. Small Business Administration provides disaster loans for individuals. Loan funds may be available for damage to all living areas.
  • Get volunteer help. Dozens of private nonprofit groups are helping in New Jersey. Some  groups provide volunteers to help out with minor repairs to homes. For more information call 2-1-1 or visit NJ211.org online.
  • File an appeal. Any decision by FEMA can be appealed. Filing an appeal relating to habitability requires verifiable documentation to show the disaster caused damage that made the housing uninhabitable. Appeal letters must be postmarked within 60 days of the date of the decision letter.

For information on filing an appeal, survivors should refer to the “Help After Disaster” guide, which is mailed to everyone who registers with FEMA. The guide also is available online at www.fema.gov/help-after-disaster.

All applicants will receive a letter from FEMA. If you do not understand it, visit a disaster recovery center or call the FEMA helpline.
