Oklahoma City – People in Oklahoma who’ve been affected by the recent severe storms and flooding may soon see Disaster Survivor Assistance (DSA) teams in neighborhoods, knocking on doors.

The Oklahoma Department of Emergency Management (OEM) and the Federal Emergency Management Agency (FEMA) are partnering to provide this mobile resource to help connect homeowners, business owners and faith-based and community organizations with the necessary resources to start the recovery process.

“It’s great to have DSA teams out in the communities where they can help connect the dots between survivors and assistance that may be available for them,” said State Coordinating Officer and OEM Deputy Director Michelann Ooten.

The teams offer survivors registration assistance; up-to-date information on their application status; on-the-spot needs assessment; and referrals to help fill any outstanding needs.

“These teams are here to help,” said Federal Coordinating Officer John Long. “They will all be carrying FEMA badges and may ask for some critical information to help speed your case along.”

The DSA teams may request the following information:

•    A phone number where you can be reached;
•    Your social security number;
•    Your current mailing address;
•    The address of the affected property;
•    A brief description of the damages; and
•    Insurance information including your policy number.

DSA teams are currently visiting neighborhoods and businesses in Cleveland, Grady and Oklahoma counties.

When DSA teams arrive at a home, business or any other organization, they will display official photo identification. If the photo identification is not displayed, it is important to ask to see it. This helps prevent fraudulent activities.

Disaster Survivor Assistance Teams Visit Oklahoma Neighborhoods

DENTON, Texas — A year-and-a-half after tornadoes and severe storms ripped through central Oklahoma, recovery efforts are still under way. Grants totaling nearly $7 million have recently been awarded to the Oklahoma Department of Emergency Management from the Federal Emergency Management Agency. The Public Assistance grants will fund the repair and replacement of numerous educational structures damaged and destroyed by the tornadoes.

Nearly $3.5 million will cover the rebuilding of several facilities on the Canadian Valley Technology Center main campus in El Reno. One of the buildings will contain campus offices, student services, an event center, and high school and adult student programs. A second building will be reconstructed to contain Canadian Valley District administrative offices and two adult student programs. Both buildings will include safe rooms to shelter students and staff. 

More than $3.3 million has been awarded for Moore Public School District as reimbursement for construction of Briarwood Elementary School, Plaza Towers Elementary School and Highland East Junior High School, which were destroyed on May 20, 2013.

“The spring of 2013 was a horrific time for Oklahomans, but the hard work and determination we’ve seen since then has been amazing,” said OEM Director Albert Ashwood. “We continue to work with FEMA, local emergency managers, other state, local and federal agencies, as well as voluntary organizations to help ensure the best possible recovery for these communities.”

“Central Oklahoma suffered tragic losses from the tornadoes of May 2013,” said FEMA Region 6 Administrator Tony Robinson. “It’s so important to rebuild public schools, and re-establish safe, permanent places for children to learn and thrive in their communities. We are proud to support our state and local partners as they continue to rebuild their lives and communities.”

These grants bring the total amount of federal disaster Public Assistance to more than $45 million for emergency protective measures, debris removal, and infrastructure repair and replacement. More Than $6.8 Million in Federal Grants Awarded for Schools Impacted by May 2013 Tornadoes

DENTON, Texas — Agencies in Arkansas, New Mexico and Oklahoma have been awarded more than $1.2 million in non-disaster hazard mitigation funding from the Federal Emergency Management Agency (FEMA).

These grants are part of FEMA’s Cooperating Technical Partner (CTP) program and pay for efforts to maintain up-to-date flood hazard maps and other flood hazard information.

The cities and agencies that received the grants include:

• The Arkansas Natural Resources Commission – $200,000;
• The Arkansas Natural Resources Commission – $62,173;
• The Arkansas Natural Resources Commission – $638,418;
• The Oklahoma Department of Emergency Management – $50,000;

• The University of New Mexico – $150,000.

Arkansas, New Mexico and Oklahoma Agencies Receive More than $1.2 Million in FEMA Grants to Assist with Flood Mapping Activities

DENTON, Texas — Emergency management agencies in five states – Arkansas, Louisiana, New Mexico, Oklahoma and Texas – have been awarded more than $1.6 million in preparedness grants from the Federal Emergency Management Agency (FEMA).

In Arkansas, the grants total $149,515 and cover:

• Stretchers, backboards and splints for the El Dorado Fire Department;
• Firefighting equipment for the Grubbs Volunteer Fire Department and the Oden-Pencil Bluff Volunteer Fire Department; and
• Generators, radios and other tools for the Maddox Bay Rural Fire Department in Holly Grove.

The grants in Louisiana total $509,022 and pay for firefighting equipment for the Forest Volunteer Fire Department in Oak Grove; the Elizabeth Volunteer Fire Department; the Des Allemands Volunteer Fire Department; the Bayou Boeuf Volunteer Fire Department in Thibodaux; the St. Landry Fire District #7 in Morrow and the Washington Parish Fire District #7.

In New Mexico, grants totaling $120,016 cover firefighting equipment for the Ohkay Owingeh Fire Department and the Newkirk Fire Department in Santa Rosa, and health screenings and physicals for the Santa Fe Fire Department.

The Oklahoma grants total $637,349 and pay for:

• A pumper/engine vehicle for the Madill Fire Department;
• A tanker vehicle for the Warner Volunteer Fire Department;
• Firefighting equipment for the city of Ada Fire Department;
• Communications equipment for the William Key Correctional Center Fire Department; and
• A training tower for the State Fire Training Academy at Oklahoma State University.

In Texas, the grants total $202,778 and pay for firefighting equipment for the Tennessee Colony Volunteer Fire Department, the Blossom Fire Department and the Balcones Heights Fire Department in San Antonio.

The federal grants are part of the Assistance to Firefighters Grants (AFG) program. The primary goal of the AFG is to meet the firefighting and emergency response needs of fire departments and non-affiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders get critically needed equipment, protective gear, emergency vehicles, training and other resources needed to protect the public and emergency personnel from fire and related hazards.

• Firefighting equipment for District 7 Fire Rescue in San Antonio, the city of Palestine Fire Department, the Adrian Volunteer Fire Department, the Bells Fire Department, the Lorena Volunteer Fire Department, the Fresno Volunteer Fire Department, the Rio Vista Volunteer Fire Department and the Plum Grove Volunteer Fire Department in Cleveland;

• Communications equipment for the Hamby Volunteer Fire Department in Abilene and the 84 East Volunteer Fire Department in Palestine; and

• A tanker/tender vehicle for the New Waverly Volunteer Fire Department and wellness and fitness immunizations for the Washington County Emergency Medical Services Department in Brenham.

Oklahoma, New Mexico and Texas Receive More Than $2.5 Million in FEMA Preparedness Grants

OKLAHOMA CITY – One year after severe storms and tornadoes, including an EF-5 tornado, devastated the central region of Oklahoma, progress continues to be made for survivors and communities affected.

Millions of dollars in state and federal assistance has helped in repairing and rebuilding homes, businesses and schools damaged by the storms.

To date, the Oklahoma Department of Emergency Management (OEM) and the Federal Emergency Management Agency (FEMA) have awarded more than $15 million to eligible survivors in Canadian, Cleveland, Le Flore, Lincoln, McClain, Okfuskee, Okmulgee, Oklahoma and Pottawatomie counties for rental assistance, repair or replacement of damaged homes and other disaster-related needs; the U.S. Small Business Administration (SBA) has approved more than $50.9 million in low-interest disaster loans to 937 Oklahoma residents and businesses to help with their recovery; and more than $41 million in state and federal aid will pay for emergency protective measures, debris removal, and infrastructure repair and replacement in Atoka, Canadian, Cleveland, Coal, Craig, Haskell, Hughes, Latimer, Lincoln, McClain, McIntosh, Nowata, Okfuskee, Oklahoma, Okmulgee, Ottawa, Pittsburg, Pottawatomie, Pushmataha and Seminole counties.

Also, $3.5 million in Hazard Mitigation Grant Program (HMGP) funding has already been fast-tracked to support projects designed to help reduce damage in future disasters. This included residential safe room programs, warning systems and other projects.

“The spring of 2013 was a horrific time for Oklahomans, but the hard work and determination we’ve seen in only a year has been amazing,” said OEM Director Albert Ashwood. “We continue to work with FEMA, local emergency managers, other state, local and federal agencies, as well as voluntary organizations and private sector partners to help ensure the best possible recovery for these communities.”

Disaster Assistance Tops $110 Million One Year after Oklahoma May Tornadoes

DENTON, Texas — Fire departments in Arkansas, Louisiana, New Mexico, Oklahoma and Texas have been awarded more than $7.5 million in preparedness grants from the Federal Emergency Management Agency (FEMA).

The Gravel Ridge, Arkansas Fire Department received $208,350; the Lafayette, Louisiana Consolidated Government Fire Department received more than $1.7 million; the Bloomfield, New Mexico Fire Department received more than $1 million; and the Fort Worth, Texas Fire Department received nearly $3.4 million. All of these fire departments will use the funding to boost hiring efforts for firefighters. The Vinita, Oklahoma Fire Department received $830,792, which it will use for recruitment and retention.

The federal grants are part of the Staffing for Adequate Fire and Emergency Response (SAFER) Grants program. SAFER awards provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase the number of trained, front line firefighters available in their communities.

“These grants are crucial for communities, especially for the fire departments,” said FEMA Region 6 Administrator Tony Robinson. “The funding helps ensure that there are enough first responders to protect lives and property.”

Fire Departments in Arkansas, Louisiana, New Mexico, Oklahoma and Texas Receive Millions in FEMA Preparedness Grants

DENTON, Texas – People living in parts of New Mexico, Texas and Oklahoma are urged to get ready now for potential severe winter weather over the next few days in the form of freezing rain and possible ice accumulation.

The Federal Emergency Management Agency’s (FEMA) Region 6 office continues to monitor the situation and stands ready to support state and local partners as needed and requested in the affected areas.

“We encourage people to keep listening to their local and state officials for updated instructions and information. The safety of people is the first priority,” said FEMA Region 6 Administrator Tony Robinson. “We also encourage people to have an individual or family emergency plan in place, practice that plan and put together a winter weather emergency kit.”

In addition to items normally found in an emergency preparedness kit, the winter weather kit should include:

• Rock salt or other more environmentally safe products to melt ice on walkways;
• Sand to improve traction;
• Sufficient heating fuel in case you lose power in your home; and
• Adequate clothing and blankets to keep you warm.

You will also want to minimize travel; keep a disaster supply kit in your vehicle; and bring pets inside.

FEMA Region 6 Urges People to Get Ready Now for Potential Severe Winter Weather

OKLAHOMA CITY – Nearly six months after the start of deadly tornadoes that struck the state, the Oklahoma Department of Emergency Management (OEM) and FEMA urge Oklahomans to continue to stay prepared for severe weather.

During this time of year, that means being ready for hazardous winter weather conditions. Wednesday, Nov. 13 is Winter Weather Preparedness Day in Oklahoma. As we near the winter weather season, this is a time for Oklahomans to become prepared for freezing temperatures and the snow and ice that may accompany them.

Travel

Before traveling, prepare your vehicle:

• Pack blankets, emergency food and water, flashlights, a radio and a cell phone with extra batteries in case you and your family become stranded due to weather.
• Make sure you have plenty of fuel; a good rule of thumb is to keep your fuel tank at least half full.
• Check antifreeze, washer blades and tire pressure.

Always heed the warnings of law enforcement and transportation officials regarding road conditions and refrain from traveling when possible.

If you must travel during a snow or ice event, allow extra time to reach your destination, and make sure you have plenty of fuel.

Be particularly cautious on bridges and overpasses as they will be the first to freeze. Stay back at least 200 feet behind salt and sand equipment in order to stay safe.

Always wear your seat belt.

Bring a cell phone with an emergency roadside assistance number. (In case of emergency, you can call the Oklahoma Highway Patrol at *55 or 911.)

If you must go out during a winter storm, let someone know your destination, as well as your route and when you expect to arrive.

If you get stranded, stay with your vehicle. After snowfall has stopped, hang a brightly-colored cloth on the radio antenna and raise the hood.

Carry extra clothing, blankets and high energy snacks, such as cereal or candy bars in your car for protection if car stalls.

Pack a kit that includes:

• A cell phone with extra batteries or two-way radio
• A windshield scraper, a shovel and small broom for ice and snow removal
• Blankets or sleeping bags
• Rain gear and extra sets of dry clothing, mittens, socks and a cap
• Water and non-perishable, high-energy foods
• A small sack of sand or kitty litter for generating traction under wheels and a set of tire chains or traction mats
• Jumper cables
• A first aid kit
• A flashlight with extra batteries
• A brightly-colored cloth to tie to the antenna if you get stranded.

Be Aware

Know what winter storm and blizzard watches and warnings mean:

• A National Weather Service winter storm watch is a message indicating that conditions are favorable for a winter storm.
• A National Weather Service warning indicates that a winter storm is occurring or is imminent.
• A blizzard warning means sustained winds or frequent gusts up to 35 mph or greater and considerable falling or blowing snow are expected to prevail for a period of three hours or longer.

Understand the hazards of wind chill. A strong wind combined with a temperature of just below freezing can have the same effect as a still air temperature of 35 degrees or colder.

At Home

Check on friends, relatives and neighbors who live alone, especially seniors and those with disabilities.

Develop a family disaster plan for winter storms. Discuss with your family what to do if a winter storm watch or warning is issued. Everyone should know what to do in case all family members are not together when a winter storm hits.

Make sure pets have food and water and a place to seek shelter.

While indoors, try to keep at least one room heated to 70 degrees to prevent hypothermia. This is especially important for seniors and children.

Stay warm at night with extra blankets, a warm cap, socks and layered clothing.

To keep pipes from freezing, wrap them in insulation or layers of old newspapers. Cover the newspapers with plastic to keep out moisture. Let faucets drip a little to avoid freezing. Know how to shut off water valves if necessary.

Keep safe emergency-heating equipment, such as a fireplace with wood. Always be cautious in using a portable space heater and never leave the heater on when you are not in the room or when you go to bed.

Avoid carbon monoxide poisoning:

• Do not use an unvented gas or kerosene heater in closed spaces, especially sleeping areas.
• Do not use gas appliances such as an oven, grill, range or clothes dryer to heat your home.
• Do not burn charcoal inside a house, garage, vehicle or tent for heating or cooking, even in a fireplace.
• Look for carbon monoxide exposure symptoms including headache, dizziness, weakness, sleepiness, nausea and vomiting that can progress to disorientation, coma, convulsions and death.
• If you suspect carbon monoxide poisoning, open doors and windows, turn off gas appliances, and go outside for fresh air. Call 9-1-1 emergency medical services in severe cases.
• Install and check/replace batteries in carbon monoxide and smoke detectors.

Six Months After Deadly Tornadoes, Winter Weather Preparedness Day Reminds Oklahomans to Stay Ready for Severe Weather

ANTA FE– The formal signing of an agreement between the Santa Clara Pueblo and the Federal Emergency Management Agency will mark a first for both the Pueblo and FEMA Region 6.

The Santa Clara Pueblo is the first federally recognized tribe in Region 6, which includes New Mexico, Texas, Oklahoma, Louisiana and Arkansas, to go directly through Region 6 to request and receive a federal declaration following the amendment of the Stafford Act earlier this year. The amendment gives tribal governments the option of requesting a major disaster declaration without going through a state government.

It’s beneficial to all parties when we can achieve government-to-government working relationships like this,” said Lt. Governor John Shije. “The tribe is very much in need of this assistance. We are grateful for the support of the President and our partners at FEMA Region 6.”

The Pueblo recently received not one, but two federal declarations. President Obama approved declarations on Sept. 27 for flooding in mid-July and on Oct. 24 for flooding in mid-September.

FEMA’s Public Assistance Program provides supplemental funding to state, tribal and local governments and certain private nonprofit organizations to help them recover from disasters.  It reimburses eligible applicants for extraordinary costs incurred while responding to a disaster and costs related to restore damaged infrastructure. FEMA’s Hazard Mitigation Grant Program provides funds to supplement those of eligible applicants to undertake projects that build resilience and eliminate or reduce damage in future hazardous events.

FEMA’s Environmental Planning and Historic Preservation (EHP) program integrates the protection and enhancement of environmental, historic, and cultural resources into FEMA’s mission, programs and activities; ensures that FEMA’s activities and programs related to disaster response and recovery, hazard mitigation, and emergency preparedness comply with federal environmental and historic preservation laws and executive orders; and provides environmental and historic preservation technical assistance to FEMA staff, local, State and Federal partners, and grantees and subgrantees.

“Our team of FEMA public assistance, EHP and mitigation specialists is actively engaged with our Santa Clara Pueblo partners,” said Federal Coordinating Officer Nancy Casper. “Our collaborative goal is to document all eligible costs and damages and to make funds available to assist with repairs and improvements as quickly as possible.”
