SAIPAN, CNMI – FEMA housing inspectors have begun assessing damaged homes of applicants who registered with the Federal Emergency Management Agency (FEMA) for damage sustained in Typhoon Soudelor. The inspections began late on Wednesday, and applicants across Saipan will continue to be receiving inspection appointment calls in the coming days and weeks.

Registered survivors will be contacted by a FEMA inspector to schedule an appointment for an inspection, so registrants do not need to contact FEMA to set up an inspection. The inspection is needed to verify and assess damages listed in your application. The inspection generally takes 30-40 minutes or less and consists of a general inspection of damaged areas of the home and a review of your records. There is no fee for the inspection.

When a FEMA housing inspector comes to visit your home, be sure they show you proper identification. All FEMA inspectors have prominent photo ID badges. If you are not shown photo identification, then do not allow the inspection. Unfortunately, disasters often bring out criminals who prey on the needs of disaster survivors – so beware of scams and scam artists.

“If you suspect someone is posing as a FEMA inspector, call our toll-free Disaster Fraud Hotline at 866-720-5721, or call your local law enforcement officials,” said Steve DeBlasio, FEMA Federal Coordinating Officer for the response.

When a FEMA Housing Inspector visits your home, someone 18 years of age or older who lived in the household prior to the disaster must be present for the scheduled appointment. The inspector will ask to see:

  • Photo identification.
  • Proof of ownership/occupancy of damaged residence (structural insurance, tax bill, mortgage payment book/utility bill).
  • Insurance documents: home and/or auto (structural insurance/auto declaration sheet).
  • List of household occupants living in residence at time of disaster.
  • All disaster-related damages to both real and personal property.

If you are unable to provide traditional proof of ownership/occupancy (such as tax bill, mortgage payment books, deed, title, insurance), you can get a signed letter by a local precinct representative to validate the physical location of a home/dwelling (a P.O. Box address is not sufficient).  Letters can be picked up at:

Once filled out, please take the form to your local fire station. They will provide you with a contact number to reach your local precinct representative to validate.

If you have been displaced and need transportation to and from the housing inspection, you can contact the Commonwealth Office of Transit Authority at 670-237-8000 to schedule transportation.

Once the inspection process is complete, your case will be reviewed by FEMA and you will receive a letter or email outlining the decision about your claim.

Those who have suffered losses as a result of Typhoon Soudelor but have not yet applied for assistance are encouraged to do so as soon as possible.  Survivors can register by phone at 1-800-621-FEMA (3362) or TTY 1-800-462-7585 for survivors with hearing disabilities.  Online registration is also available 24/7 at www.DisasterAssistance.gov.

FEMA Housing Inspections Underway – What to Expect

SAIPAN, CNMI – The government of the Commonwealth of the Northern Marianas (CNMI), the American Red Cross (ARC) and Federal Emergency Management Agency (FEMA) announced an expansion of enhanced resource assistance for Saipan residents affected by Typhoon Soudelor. Using FEMA supplies, the ARC, which has already provided assistance to some 3,000 residents, will make the aid available.

Residents already registered with the ARC and are considered to have the greatest need will be processed first, said the ARC’s Operations Director, Denise Everhart.

ARC has a list of more than 3,000 individuals who have called into the chapter looking for assistance and is calling those with greatest need to do one-on-one casework.  ARC will then supply Client assistance Cards with some money for fuel, phone, and laundry as well as tarps, water, buckets, hygiene supplies, food and other supplies.  This will be continued, until the list is complete.

If there are limiting factors, where people cannot get to the designated ARC Chapter, located at 1 Airport Road, please call the ARC at 670-234-3459, and the ARC will work with FEMA and CNMI to accommodate those individuals on a case-by-case basis.

“Working through the CNMI Government and the American Red Cross is the best and fastest way to get the basic life sustaining supplies into the hands of the residents of Saipan that need them most,” said FEMA’s Federal Coordinating Officer, Steve DeBlasio.

“These supplies will go a long way in allowing the government of CNMI and the rest of our federal and private sector partners to create solutions to problems.” DeBlasio also thanked the US Navy and the US Marine Corps for their assistance in supporting the humanitarian mission on Saipan, and praised the resilience and patience of the citizens of the CNMI.

Additional supplies to what FEMA already had on the ground in CNMI were transported from Guam on the USS Ashland last Saturday. That cargo contained generators of various sizes, as well as large amounts of food, drinking water, tents, and vital heavy equipment needed to move the larger generators. The USS Ashland is expected to off-load Guam Power Authority heavy equipment on Saipan this morning.This equipment will help to expedite the restoration of electrical infrastructure here in Saipan.

“The residents of Saipan have been resilient, patient, and extremely hospitable under very trying and austere circumstances,” DeBlasio said. “They deserve our thanks and our help.”

DeBlasio also encouraged disaster survivors on Saipan to continue to register for FEMA assistance by calling 1-800-621 FEMA (3362), adding that more than 2,500 households had already done so.

OKLAHOMA CITY – The remaining Disaster Recovery Centers (DRCs) set up by the Oklahoma Department of Emergency Management (OEM) and the Federal Emergency Management Agency are closing this Friday, August 14 but FEMA help is still available for those in need.

Anyone who has not yet registered for disaster aid has until August 26 to do so. For the more than 10,000 Oklahomans who have registered, information and guidance is only a phone call or mouse click away.

“Residents and business owners across the state continue to work hard recovering from this year’s disaster, and some may continue to have questions about the disaster assistance process” said OEM Deputy Director and Oklahoma State Coordinating Officer Michelann Ooten. “It’s important for them to know where to turn to get their questions answered as the recovery centers close”.

The FEMA Help Line is 800-621-3362. Telephone operators are on duty from 6 a.m. to 9 p.m. seven days a week. Help is available on-line at www.DisasterAssistance.gov.  Those who still need to register, update their information, or just ask disaster-related questions should contact FEMA using either method.

Disaster Help is Available Even After Recovery Centers Close

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the Commonwealth of Northern Mariana Islands and ordered federal aid to supplement commonwealth and local recovery efforts in the area affected by Typhoon Soudelor during the period of August 1-3, 2015.

The President’s action makes federal funding available to affected individuals on the island of Saipan.  Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.     

Federal funding also is available to Commonwealth and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work as a result of Typhoon Soudelor on the islands of Rota, Saipan, and Tinian.

Federal funding is available on a cost-sharing basis for hazard mitigation measures for the entire Commonwealth.

Individuals and business owners who sustained losses in the designated area can begin applying for assistance by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362) or by web enabled mobile device at m.fema.gov.  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. NORTH LITTLE ROCK — Residents of the nine Arkansas counties included in the federal disaster declaration are encouraged to remind their neighbors: “Register with FEMA for disaster aid.”

Today’s communication tools provide many high-tech ways to share information, but the most effective way to “get the word out” is still the original one: through personal contact.

Be a Good Neighbor – Remind Storm Survivors to Register for Assistance

NORTH LITTLE ROCK – Federal assistance may be available to help Arkansas communities rebuild infrastructure to higher, more disaster-resistant standards and state officials are encouraging local governments to take advantage of that funding.

The assistance to communities is part of the aid that became available following the severe storms, tornadoes, straight-line winds, and flooding during the period of May 7 to June 15, 2015.

“Generally, the federal Public Assistance program restores disaster damaged infrastructure to pre-disaster conditions,” said Nancy M. Casper, federal coordinating officer for the Federal Emergency Management Agency. “But when cost effective and technically feasible, it makes sense to rebuild to higher standards that can prevent future loss.”

FEMA’s Public Assistance program provides federal funds to reimburse a minimum of 75 percent of the costs for removing debris, conducting emergency protective measures and repairing levees, roads, bridges, public utilities, water control facilities, public buildings and parks. Mitigation funding may be considered in each project category.

Eligible applicants may include:

  • state agencies

  • local and county governments

  • private nonprofit organizations that own or operate facilities that provide essential government-type services

“Studies show that every $1 paid toward mitigation saves an average of $4 in future disaster-related costs,” said State Coordinating Officer Scott Bass of the Arkansas Department of Emergency Management Agency. “By adding mitigation money to repair costs, our goal is to reduce or eliminate damages from future disasters.”

As part of the process for applying for federal assistance, experts from ADEM and FEMA help identify projects that will qualify for the special mitigation program. Officials urge applicants to take advantage of the funds.

Communities urged to apply for aid that helps build more disaster-resistant infrastructure

OKLAHOMA CITY – Oklahoma residents who suffered damage from the severe storms, tornadoes, flooding and straight-line winds of May 5 through June 4 now have more time to register for state and federal disaster assistance. The new registration deadline is Wednesday, August 26.

The registration period normally lasts for 60 days following an official disaster declaration, but this extension gives Oklahomans an extra month to update insurance information and find other documents needed to complete or supplement their applications.

The extension comes within days of a request by Oklahoma Department of Emergency Management (OEM). The Federal Emergency Management Agency approved the request July 17.
 

“This 30-day extension will help ensure that all residents of the designated counties are given ample opportunity to register for the FEMA Individuals and Households Assistance Program,” said OEM Deputy Director and State Coordinating Officer Michelann Ooten.
Survivors may apply for state and federal assistance online with any computer, smartphone or tablet at www.DisasterAssistance.gov or by calling 800-621-3362 or (TTY) 800-462-7585. Those who use 711-Relay or Video Relay Services can call 800-621-3362. Hours to register by phone are 6 a.m. to 9 p.m. local time seven days a week.

“We’ve extended the registration deadline for people who have not had the opportunity to register for assistance,” said FEMA Federal Coordinating Officer John Long. “But even with the extra time, we urge all affected residents to register as soon as they can.”

Oklahomans Have More Time to Register for Disaster Assistance

BATON ROUGE, La. – The July 13 major disaster declaration for severe storms and flooding makes five Louisiana parishes eligible to receive disaster assistance from the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), as well as the Federal Emergency Management Agency’s (FEMA) Public Assistance program – or the “other disaster assistance.”

Those five parishes are Bossier, Caddo, Grant, Natchitoches and Red River.

The PA program benefits everyone — neighborhoods, cities and the state of Louisiana. PA funding cleans up communities; repairs bridges and roads; puts water systems and utility systems back in order; and repairs public facilities such as libraries, schools and universities.

“FEMA and GOHSEP are working together to ensure that those parishes, communities and neighborhoods affected by the recent severe storms and flooding receive the funding they need to get started on the road to recovery,” said GOHSEP Director Kevin Davis.

“FEMA Public Assistance dollars come to Louisiana communities through a partnership of cost sharing between applicants and the federal government,” said Federal Coordinating Officer William J. Doran III. “FEMA picks up 75 percent of the eligible cost of putting a community back on its feet, and the remainder comes from non-federal sources, such as state and/or local funding.”

Types of entities that may be eligible for Public Assistance include:

  • Local governments and special districts;
  • Certain private nonprofit organizations or institutions that conduct activities of a governmental nature and are open to the general public;
  • Federally recognized tribes; and
  • State government agencies.

The Other Disaster Assistance – Public Assistance

AUSTIN, Texas – A letter stating a household is ineligible for disaster assistance may not be the final word on a Federal Emergency Management Agency (FEMA) application.

The most common reasons for receiving a determination of ineligibility are:

  •          Adequate insurance coverage.
  •          Insufficient storm-related damage.
  •          Missing documentation needed to complete the assistance evaluation process.

Examples of missing documentation may include an insurance settlement letter, proof of residence, proof of ownership of the damaged property, and proof that the damaged property was the applicant’s primary residence at the time of the disaster. If instructed and needed, applicants can simply submit missing documentation to FEMA online, by mail or fax, or by visiting a Disaster Recovery Center.

“We want to ensure everyone eligible for disaster assistance receives as much help as possible,” said Federal Coordinating Officer Kevin L. Hannes. Disaster assistance for homeowners and renters may include grants to help pay for temporary housing, essential home repairs or other serious disaster-related needs. “But remember – grants only cover uninsured or under-insured losses.”

If you receive a letter of ineligibility, call the FEMA Helpline at 800-621-FEMA (3362), or (TTY) 800-462-7585 from 7 a.m. to 10 p.m. (local time) to check the status of your application, update your contact numbers or ask any questions. Applicants ineligible for FEMA grants may still be eligible for other programs, such as disaster unemployment assistance. Low-interest disaster loans from the U.S. Small Business Administration (SBA) are also available for businesses of all sizes, private nonprofit organizations, homeowners and renters to pay for repair or replacement costs not covered by insurance or other sources.  

Residents and business owners may automatically be referred to the SBA for possible low-interest disaster recovery loans that cover these losses not fully compensated by insurance or other resources and do not duplicate benefits of other agencies or organizations.

You should not wait for your insurance settlement to begin an application for a low-interest disaster from SBA. In disaster recovery, SBA’s low-interest loans may be the primary source of the federal funds for the long-term repair and replacement of disaster-damaged private property for business of all sizes, private non-profit organizations, homeowners and renters.

If an applicant has insurance, FEMA cannot duplicate insurance payments. However, under-insured applicants may receive further assistance for unmet needs after insurance claims have been settled.

“If you are unable to live in your home due to disaster damage and your insurance policy does not cover temporary rental assistance, you may be eligible for rental assistance from FEMA,” said Hannes. “If you suffered damage and you’re still waiting for an insurance settlement payment, you may be eligible for an advance from FEMA.”

When requesting an increase in a FEMA grant award for home repairs, applicants should submit repair estimates, receipts or invoices to wage an effective appeal.

Applicants may appeal any FEMA decision. By doing so, they are asking FEMA to review their case again. “For instance, if you discover you need more disaster-related home repairs than first projected, you can appeal the initial determination,” said Hannes.

All appeals must be filed in writing to FEMA. Applicants should explain why they think the decision is not correct. To ensure accuracy and help FEMA personnel process your appeal quickly, please include the following information in your letter of appeal:

  •          Your full name
  •          The address of your damaged property
  •          Current contact information
  •          Disaster number: DR-4223-TX
  •          Last four digits of your Social Security number
  •          Your birthdate and place of birth
  •          Your 9-digit FEMA registration number on each page and on supporting documentation
  •          Your letter must be either notarized, include a copy of a state issued identification card, or include the following statement, “I hereby declare under penalty of perjury that the foregoing is true and correct.”
  •          You must sign the letter

If someone other than you or the co-applicant is writing the letter, there must be a signed statement from you affirming that the person may act on your behalf. You should keep a copy of your appeal for your records.

To file an appeal, letters must be postmarked, received by fax, or personally submitted at a Disaster Recovery Center within 60 days of the date on the determination letter.

WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Nebraska to supplement state, tribal, and local recovery efforts in the area affected by severe storms, tornadoes, straight-line winds, and flooding during the period of May 6 to June 17, 2015.

The President’s action makes federal funding available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, tornadoes, straight-line winds, and flooding in the counties of Cass, Dundy, Gage, Jefferson, Lancaster, Lincoln, Morrill, Nuckolls, Otoe, Saline, Saunders, and Thayer.

Federal funding is available on a cost-sharing basis for hazard mitigation measures for the entire State of Nebraska.

Christian M. Van Alstyne has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Van Alstyne said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.
