SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) provides low-interest disaster loans to businesses, private nonprofits, homeowners and renters. Survivors of the California wildfires may have questions about the SBA.

What is an SBA disaster loan?

SBA disaster loans are the primary source of federal long-term disaster recovery funds for disaster damage not fully covered by insurance or other compensation. SBA’s Office of Disaster Assistance is working in conjunction with the Governor’s Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency to help business owners and residents recover as much as possible from this disaster.

Who is eligible for SBA low-interest loans?

When a federal disaster is declared, the SBA is authorized to offer low-interest disaster loans to businesses of all sizes (including landlords), private nonprofit organizations, and to individual homeowners and renters who have sustained damage in the designated counties – in this case  Calaveras and Lake counties.

What’s the most common misunderstanding about SBA disaster loans?

The most common misunderstanding about an SBA disaster loan is the assumption that they are only for businesses. While SBA offers loans to businesses of all sizes, low-interest disaster loans are available to individual homeowners, renters and to private nonprofit organizations alike.

Why should survivors apply?

Survivors referred to the SBA must apply with SBA even if they feel they cannot afford or do not want a loan in order to receive some FEMA assistance.

Whether a loan is wanted or not, the SBA loan application may trigger additional grant assistance through FEMA’s Other Needs Assistance (ONA) program, administered by the state of California.

Some of these additional FEMA grants could include reimbursement for lost personal property, vehicle repair or replacement, moving and storage expenses.

What is available as part of the SBA low-interest disaster loan programs?

Eligible homeowners may borrow up to $200,000 for home repair or replacement of primary residences.

Eligible homeowners and renters may borrow up to $40,000 to replace disaster-damaged or destroyed personal property.

Businesses of all sizes can qualify for up to $2 million in low-interest loans to help cover physical damage.

Small businesses and most private nonprofits suffering economic impact due to the wildfires can apply for up to $2 million for any combination of property damage or economic injury under SBA’s Economic Injury Disaster Loan (EIDL) program.

What are the loan terms?

Interest rates for SBA disaster loans can be as low as 1.875 percent for homeowners and renters, 4 percent for businesses and 2.625 percent for private nonprofit organizations, with terms up to 30 years.

What if I decide to relocate?

You may use your SBA disaster loan to relocate. The amount of the relocation loan depends on whether you relocate voluntarily or involuntarily. If you are approved for an SBA disaster loan you should discuss relocation with your case manager for details on your specific situation.

Is there help available for refinancing?

SBA can refinance all or part of prior mortgages that are evidenced by a recorded lien, when the applicant:

  • Does not have credit available elsewhere,
  • Has suffered substantial uncompensated disaster damage (40 percent or more of the value of the property), 
  • Intends to repair the damage.

Homes: Homeowners may be eligible for the refinancing of existing liens or mortgages on homes, and in some cases up to the amount of the loan for real estate repair or replacement.

Businesses: Business owners may be eligible for the refinancing of existing mortgages or liens on real estate, machinery and equipment, and in some cases up to the amount of the loan for the repair or replacement of real estate, machinery and equipment.

When SBA loan officers discuss their approval recommendations they will include a discussion on refinancing if applicable to your application. 

What are the deadlines to apply?

California survivors have until Nov. 23, 2015 to apply for SBA disaster loans. This is also the deadline for survivors to register with FEMA.

Eligible small businesses applying for only the EIDL program have until June 22, 2016 to apply.

Disaster survivors who are notified by the SBA that they may be eligible for low-interest disaster loans should work directly with the SBA to complete the application.

How do I apply?

Disaster survivors should first register with FEMA by calling 800-621-FEMA (3362). TTY users call 800-462-7585, with Video Relay Service survivors calling 800-621-3362. Or, register online at DisasterAssistance.gov. Commonly Asked Questions on the Benefits of SBA Disaster Loans

SACRAMENTO, Calif. – The California Governor’s Office of Emergency Services will conduct applicant briefings in Lakeport Monday and in San Andreas Wednesday to inform representatives of local government agencies and certain private nonprofits how to file requests for assistance with losses caused by the Butte and Valley fires in Lake and Calaveras counties.

Affected local governments in the two counties are able to apply for Public Assistance from the Federal Emergency Management Agency to fund 75 percent of the approved costs for debris removal, emergency protective measures, and the repair, restoration or replacement of damaged public facilities.

Public Assistance may also be provided for damage to facilities owned by certain private non-profit organizations that operate and maintain educational, utility, emergency, medical, custodial care and other essential governmental-type service facilities.

California provides a cost share of 75 percent of the remaining 25 percent to local government.

Public Assistance Applicant Briefings in Lakeport and San Andreas

NEW YORK – FEMA and the U.S. Small Business Administration have disbursed nearly $16.9 billion for New York’s recovery since Hurricane Sandy made landfall on the East Coast three years ago. This amount includes more than $1 billion paid directly to survivors for housing and other essential needs through the Individuals and Households Program which ended April 30, 2014.

“As we continue to work with our state, local and tribal partners, as well as other federal agencies, our focus is to build back safer and stronger than before,” said New York Sandy Recovery Office Director John Covell.

FEMA leverages its resilience efforts through its Public Assistance and Hazard Mitigation programs. FEMA’s Public Assistance Program has obligated nearly $9.8 billion in grants to state and local governments and eligible nonprofit organizations to cover the costs of emergency response, debris removal and the repair, restoration, replacement and mitigation of damaged public facilities. Of this amount, a total of $3 billion has been dedicated for mitigation measures. Under FEMA’s Hazard Mitigation Grant Program, approximately $512 million has been provided.

Covell stressed that 39 cents of every Public Assistance dollar spent in New York funded mitigation measures. In previous disasters, from 1998 until Hurricane Sandy, the average amount was 5 cents. This over 700 percent increase is meeting FEMA’s commitment to rebuild New York’s infrastructure in ways that will make it more resilient and better able to withstand storms.

A majority of the 4,127 Public Assistance grants for facilities damaged by the storm include parks, beaches, marinas, water treatment plants, hospitals, schools, public housing and other public buildings. In New York, FEMA reimburses 90 percent of eligible costs. The state is responsible for covering the remaining 10 percent.

In addition to FEMA’s housing and infrastructure programs, the National Flood Insurance Program has paid nearly $4 billion in claims to flood insurance policyholders and the Small Business Administration has approved over 23,000 SBA disaster loan applicants totaling more than $1.57 billion.

SAIPAN, CNMI – Typhoon Soudelor survivors on Saipan who need to get documents to the Federal Emergency Management Agency have several places where they can do so free of charge.

When the joint CNMI/FEMA Disaster Recovery Center in Susupe closed earlier this month, the Commonwealth of the Northern Mariana Islands began arranging locations that would provide this service to survivors. That list currently stands at four:

SACRAMENTO – The Calaveras County Disaster Recovery Center (DRC) in San Andreas is opening Monday September 28 at noon, to help survivors impacted by the Butte Fire. Regular hours will begin Tuesday September 29.  The DRCs are operated by the California Office of Emergency Services and the Federal Emergency Management Agency in partnership with the county and local agencies.

DENTON, Texas – “Don’t Wait. Communicate. Make Your Emergency Plan Today.” That’s the message emergency managers are sharing with people all over Texas and beyond during the month of September.

September is National Preparedness Month and the Federal Emergency Management Agency’s (FEMA) Region 6 Office is urging everyone to take steps to make a plan and know what to do during an emergency.

Whether you deal with the possible threats of flooding, wildfires, hurricanes or power outages, the preparedness steps to take are the same. They include:

•    Knowing your risk for where you live;
•    Having an individual and family preparedness plan in place;
•    Practicing that plan;
•    Putting together an emergency kit with water and non-perishable supplies to last for at least three days for you, your family and your pets;
•    Ensuring that your contact list is up-to-date for people you may need to reach out to during a disaster; and
•    Establishing alternative methods of communication in case traditional means are not available.

Additionally, September 30 is National PrepareAthon! Day. You are encouraged to participate by doing a simple, specific action or activity to improve your preparedness and your family’s preparedness; or it can be something more elaborate that involves your neighborhood, your place of worship, your entire workplace or your community.

SAIPAN – Over 7,500 registrations have been received by FEMA for disaster assistance as a result of damages sustained by Typhoon Soudelor (DR 4235) and nearly $4.3 Million has been approved for survivors so far.  FEMA encourages all who have been suffered damages from Typhoon Soudelor, August 1-3, to register for Disaster Assistance.

Those who have suffered losses as a result of Typhoon Soudelor but have not yet applied for assistance are encouraged to do so as soon as possible.  Survivors can register by phone at 1-800-621-FEMA (3362) or TTY 1-800-462-7585 for survivors with hearing disabilities.  Online registration is also available 24/7 at www.DisasterAssistance.gov. A Disaster Recovery Center, at Pedro P Tenorio Multi-purpose Center in Susupe is open for assistance with the application process. Normal hours of operation are Monday-Saturdays 8 a.m. to 5 p.m.; Sundays 10 a.m.-4 p.m. Completing and returning the loan application does not mean that you must accept the loan.

After registering for disaster assistance, applicants can expect to 1.) Have a Housing Inspection and then 2.) Receive an Approval or Denial Notification.

Housing Inspections

Registered survivors will be contacted by a FEMA inspector to schedule an appointment for an inspection, so registrants do not need to contact FEMA to set up an inspection. The wait time for an inspection is approximately two weeks.  The inspection is needed to verify and assess damages listed in your application. The inspection generally takes 30-40 minutes or less and consists of a general inspection of damaged areas of the home and a review of your records. There is no fee for the inspection.

When a FEMA housing inspector comes to visit your home, be sure they show you proper identification. All FEMA inspectors have prominent photo ID badges. If you are not shown photo identification, then do not allow the inspection. Unfortunately, disasters often bring out criminals who prey on the needs of disaster survivors – so beware of scams and scam artists.

When a FEMA Housing Inspector visits your home, someone 18 years of age or older who lived in the household prior to the disaster must be present for the scheduled appointment. The inspector will ask to see:

  • Photo identification.
  • Proof of ownership/occupancy of damaged residence (structural insurance, tax bill, mortgage payment book/utility bill).
  • Insurance documents: home and/or auto (structural insurance/auto declaration sheet).
  • List of household occupants living in residence at time of disaster.
  • All disaster-related damages to both real and personal property.

If you are unable to provide traditional proof of ownership/occupancy (such as tax bill, mortgage payment books, deed, title, insurance), you can get a signed letter by a local precinct representative to validate the physical location of a home/dwelling (a P.O. Box address is not sufficient).  Letters can be picked up at:

  • Fire Stations
    • Kagman
    • Garapan
    • Susupe
    • Koblerville

Once filled out, please take the form to your local fire station. They will provide you with a contact number to reach your local precinct representative to validate.

If you have been displaced and need transportation to and from the housing inspection, you can contact the Commonwealth Office of Transit Authority at 670-237-8000 to schedule transportation.

Approval or Denial Notification Letters

Once the inspection process is complete, your case will be reviewed by FEMA and you will receive a letter or email outlining the decision about your claim.

If you qualify for a FEMA grant, FEMA will send you a check by mail or deposit it directly into your bank account. You will also receive a letter describing how you are to use the money.  You should only use the money given to you as explained in the letter and save receipts on how you spent the money.

If you do not qualify for a FEMA grant, you will receive a letter explaining why you were turned down and will be given a chance to appeal the decision*. Your appeal rights will be described in this letter. Appeals must be in writing and mailed within 60 days of FEMA’s decision.

If you’re referred to the Small Business Administration, you will receive a SBA application. The application must be completed and returned in order to be considered for a loan or for additional FEMA grant assistance. SBA representatives are available to help you with the application at local Disaster Recovery Center.

*An appeal is a written request to review your file again with additional information you provide that may affect the decision.  You may appeal any decision provided by FEMA regarding your Individual Assistance.

Appeals may relate to your initial eligibility decisions, the amount or type of assistance provided to you, late applications, requests to return money, or a denial of Continued Temporary Housing Assistance.  Prior to requesting an appeal review, you should review your file with a FEMA helpline agent at 1-800-621-3362 (FEMA), or (TTY) 1-800-462-7585, or request a copy of your file from FEMA so you can understand why you received the decision you want to appeal.

To appeal the decision:

  • Explain in writing why you think the decision about the amount or type of assistance you received is not correct. You, or someone who represents you or your household, should sign the letter and have it notarized. If the person writing the letter is not a member of your household, there must be a signed statement saying that that person may act for you.
  • Include the FEMA registration number and disaster number (shown at the top of your decision letter) in your letter of appeal.  You should also include the last four digits of your social security number, your full name, your address, and your date and place of birth.
  • You may also want to include a copy of a government-issued identification card or include the following statement “I hereby declare under penalty of perjury that the foregoing is true and correct”.
  • If you have supporting documentation for your appeal, include that in your correspondence to FEMA.

What to Expect After You Register for FEMA Disaster Assistance

BATON ROUGE, La. – Nearly a decade after hurricanes Katrina and Rita devastated Louisiana, hard-hit communities are coming back stronger than ever. To date, assistance to Louisiana’s residents and communities from the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and the Federal Emergency Management Agency totals more than $19.6 billion.

“Louisiana is more prepared today than ever before,” said GOHSEP Director Kevin Davis. “That’s a tribute to the local, state and federal partnership we have created in Louisiana, focused on preparedness and resiliency.”

The more than $19.6 billion in federal disaster assistance has made its way to Louisiana cities, parishes and citizens through FEMA’s Individual Assistance, Public Assistance and Hazard Mitigation grant programs.

That includes nearly $5.8 billion in Individual Assistance grants provided to nearly 916,000 individuals and families affected by hurricanes Katrina and Rita in Louisiana. More than $5.5 billion of the total was provided within a year of the storms, giving residents a helping hand in rebuilding their lives and restoring livelihoods.

The total also includes nearly $12.4 billion obligated in Public Assistance reimbursements to the state and local governments, and eligible private nonprofit organizations; and more than $1.4 billion obligated for mitigation projects to build stronger, safer, more resilient communities. FEMA continues to reimburse the State of Louisiana for 100 percent of the costs for projects under the Public Assistance and Hazard Mitigation Grant programs.

To date, nearly 80 percent of the currently projected repair and replacement costs under the Public Assistance program for Katrina have been disbursed to applicants. Under Hurricane Rita’s Public Assistance program, 90 percent of the repair and replacement costs have been disbursed.

Separately, the state and FEMA provided more than $321.5 million in Disaster Unemployment Assistance to nearly 185,000 survivors who lost jobs as a result of the hurricanes, and $17.9 million in Relocation Assistance so more than 10,000 families could return home to their communities.

In addition, FEMA funded one of the largest crisis counseling programs ever – providing more than $68.5 million to Louisiana Spirit to help adults and children identify ways to deal with the trauma and stress of surviving and recovering from the hurricanes. Louisiana Spirit is a federally-funded crisis counseling and stress management program for individuals, families and groups affected by presidentially declared disasters across the state of Louisiana.

In addition to the $19.6 billion in grant program funding, the FEMA-administered National Flood Insurance Program paid more than $16.2 billion in claims to more than 215,000 policyholders in the state, while the U.S. Small Business Administration provided nearly $6.9 billion in low-interest disaster recovery loans to help homeowners, renters and businesses rebuild.

Although recovery from the storms has been a top priority, FEMA and local jurisdictions also considered the safety of residents in the future. With more than $23 million in FEMA assistance, Louisiana increased the number of jurisdictions with FEMA-approved hazard mitigation plans from just four to 68, including all 64 parishes in the state. Mitigation plans form the foundation of a community’s long-term strategy to reduce disaster losses and break the cycle of disaster damage, reconstruction and repeated damage.

While monetary assistance is vital to Louisiana’s recovery, it does not tell the full story of the state and federal family’s commitment to survivors since Katrina and Rita struck in 2005.

Through collaborative efforts, FEMA and GOHSEP conducted the largest housing operation in our nation’s history, providing temporary housing to nearly 74,000 families displaced by Katrina and another 11,000 families displaced by Rita. As of three years ago, all of these survivors had returned to longer-term housing.

“The success of Louisiana’s recovery so far has been all about solidifying and strengthening partnerships. It’s about coming together, finding common ground and focusing on rebuilding communities that are stronger and more sustainable for the future,” said Mike Womack of FEMA, director of the Louisiana Recovery Office.

Louisiana Recovery Update: Katrina and Rita by the Numbers

BILOXI, Miss.– In the last 10 years, FEMA’s Hazard Mitigation Grant Program has obligated more than $159 million from Hurricane Katrina recovery to build community safe rooms throughout Mississippi to protect people during storms. HMGP provides grants to state, local and tribal governments to implement long-term mitigation measures to reduce the loss of life and property from a disaster.

Safe rooms can be built as multipurpose shelters to protect communities from tornadoes, hurricanes and floods. These community safe rooms are built to FEMA 361 specifications, which include hardening of walls and roofs to withstand 200 mph winds.

Mississippi Emergency Management Agency officials have made the construction of safe rooms a priority since Katrina. A recent study from the Centers for Disease Control found that safe rooms are the best option to reduce the number of deaths during tornadoes.

“We always tell folks to get out of mobile homes and manufactured homes, and to consider going to a more substantial structure to wait out the storm,” said Robert Latham, executive director of MEMA. “By providing a secure place for them to go, we make our communities safer. Citizens need to incorporate safe room locations into their plans, or know where a substantial structure is located.”

“In so many cases, the death toll would be much higher were it not for safe rooms for people to take shelter in,” said Acting Director of FEMA’s Mississippi Recovery Office, Loraine Hill.

To date, 42 public safe rooms have been added to schools; 34 have been built as stand-alone structures for general use, and 9 constructed for first responders. Populations served by these safe rooms include approximately 44,000 students and staff; 28,000 citizens in the general population, and 3,500 first responders.

During the threat of an outbreak of tornadoes in the state earlier this year, 70 residents sought shelter; in a community safe room in Rankin County, built to FEMA 361 standards.  

Another $205 million in HMGP funding was made available to Mississippi for mitigation projects, such as elevating buildings, flood control, sirens, generators and grants to individuals to retrofit areas of their home or build stand-alone safe room units.

More than $159 million Obligated for Safe Rooms from Katrina

SAIPAN, CNMI – FEMA housing inspectors have begun assessing damaged homes of applicants who registered with the Federal Emergency Management Agency (FEMA) for damage sustained in Typhoon Soudelor. The inspections began late on Wednesday, and applicants across Saipan will continue to be receiving inspection appointment calls in the coming days and weeks.

Registered survivors will be contacted by a FEMA inspector to schedule an appointment for an inspection, so registrants do not need to contact FEMA to set up an inspection. The inspection is needed to verify and assess damages listed in your application. The inspection generally takes 30-40 minutes or less and consists of a general inspection of damaged areas of the home and a review of your records. There is no fee for the inspection.

When a FEMA housing inspector comes to visit your home, be sure they show you proper identification. All FEMA inspectors have prominent photo ID badges. If you are not shown photo identification, then do not allow the inspection. Unfortunately, disasters often bring out criminals who prey on the needs of disaster survivors – so beware of scams and scam artists.

“If you suspect someone is posing as a FEMA inspector, call our toll-free Disaster Fraud Hotline at 866-720-5721, or call your local law enforcement officials,” said Steve DeBlasio, FEMA Federal Coordinating Officer for the response.

When a FEMA Housing Inspector visits your home, someone 18 years of age or older who lived in the household prior to the disaster must be present for the scheduled appointment. The inspector will ask to see:

  • Photo identification.
  • Proof of ownership/occupancy of damaged residence (structural insurance, tax bill, mortgage payment book/utility bill).
  • Insurance documents: home and/or auto (structural insurance/auto declaration sheet).
  • List of household occupants living in residence at time of disaster.
  • All disaster-related damages to both real and personal property.

If you are unable to provide traditional proof of ownership/occupancy (such as tax bill, mortgage payment books, deed, title, insurance), you can get a signed letter by a local precinct representative to validate the physical location of a home/dwelling (a P.O. Box address is not sufficient).  Letters can be picked up at:

Once filled out, please take the form to your local fire station. They will provide you with a contact number to reach your local precinct representative to validate.

If you have been displaced and need transportation to and from the housing inspection, you can contact the Commonwealth Office of Transit Authority at 670-237-8000 to schedule transportation.

Once the inspection process is complete, your case will be reviewed by FEMA and you will receive a letter or email outlining the decision about your claim.

Those who have suffered losses as a result of Typhoon Soudelor but have not yet applied for assistance are encouraged to do so as soon as possible.  Survivors can register by phone at 1-800-621-FEMA (3362) or TTY 1-800-462-7585 for survivors with hearing disabilities.  Online registration is also available 24/7 at www.DisasterAssistance.gov.
