BATON ROUGE, La. — Recovery efforts in Louisiana continue following the historic August floods, and many survivors are still coping with the immediate effects of the disaster. While obvious problems such as home repair preoccupy some Louisianans, there is a quieter, more ominous issue that may threaten flood survivors.

Disaster-related distress is a silent, serious threat to any individual affected by a major disaster. It can manifest in the form of depression, anxiety or even post-traumatic stress disorder (PTSD). According to the National Center for PTSD, more than 50 percent of those affected by major disasters develop some kind of clinically significant stress disorder.

Disaster-related distress is particularly treacherous because it is virtually unpredictable. While individuals with preexisting stress disorders or addictions are more likely to suffer from disaster-related distress, it can attack anyone at any time. Even individuals who show no signs of stress-related disorders immediately after a disaster may develop a condition years later.

Disaster-related distress, like any other illness, is most easily recognized by its symptoms. While symptoms vary by case and may be mistaken for symptoms of other illnesses, disaster-related stress disorders usually produce a combination of the following warning signs:

  • Headaches
  • Chest or muscle tightening
  • Fatigue
  • Inability to sleep
  • Overall restlessness

  • Uncontrollable anger, sadness or fear

  • Lack of appetite

  • Substance abuse

  • Social withdrawal

  • Suicidal thoughts

Individuals exhibiting many or all of these symptoms should seek treatment from a licensed therapist immediately. If left untreated, disaster-related distress can contribute to high blood pressure, heart disease, obesity, diabetes and/or suicidal tendencies.

While the diagnosis and treatment of disaster-related distress may seem like a daunting process, it is not one that flood survivors and their loved ones need to go through alone. All survivors of the August flooding can take advantage of free disaster crisis counseling available through FEMA and the state of Louisiana.

The Crisis Counseling Program is funded by FEMA and implemented by the state. The purpose of the program is to provide survivors with free, local counseling services that promote resilience, empowerment and recovery.

The crisis counselors available through the Crisis Counseling Program are local people, many of whom have also been affected by flooding. These counselors are not therapists; they come from all careers and walks of life. However, they have all been trained to educate, support and inform survivors. If necessary, the crisis counselors can refer survivors to therapists for diagnosis and treatment.

Crisis Counseling Can Help Louisianans Cope with Disaster-Related Distress

BATON ROUGE, La. — Louisianans in parishes affected by August flooding now have until Monday, Nov.14, 2016, to register for federal disaster assistance. The State of Louisiana and FEMA advise that the deadline to apply for disaster assistance has been extended, so that all eligible residents have enough time to apply for assistance.

Federal officials hope this additional time will ensure that everyone affected by the August severe storms and flooding has an opportunity to register for FEMA assistance. The goal is to reach all flood survivors who still need help.  

Registration is open to survivors in Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. James, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, West Baton Rouge and West Feliciana Parishes. 

This new deadline also applies to homeowners, renters and businesses submitting applications for low-interest disaster loans from the U.S. Small Business Administration (SBA).

You can apply for assistance or track your status online at www.disasterassistance.gov or by using the FEMA app. If you prefer, call 800-621-FEMA (3362). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Applicants who use 711 or Video Relay Service may also call 800-621-3362. FEMA phone lines are open from 6 a.m. to 10 p.m. daily; multilingual operators are available.

Homeowners, renters and businesses affected by the floods, can apply for a low-interest SBA disaster loan after registering with FEMA by going online to SBA’s secure site at https://disasterloan.sba.gov/ela, calling 800-659-2955 (TTY 800-877-8339). SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA provides low-interest disaster loans to homeowners, renters, businesses and private nonprofits for their uncompensated physical disaster losses (homes, personal property and business assets).  For small businesses and most private nonprofits, SBA disaster loans are available to cover working capital needs caused by the disaster, whether or not the business suffered physical damage.

Louisiana Disaster Assistance Deadline Extended to November 14

WASHINGTON – The Federal Emergency Management Agency (FEMA) along with other federal agencies, state, tribal, and local governments, the private sector, and voluntary agencies’ response efforts continue as Hurricane Matthew affects the East Coast.

At the direction of the President, FEMA is leading the federal government’s effort to provide assistance and support in preparation and response to Hurricane Matthew. Currently, FEMA has a Regional Response Coordination Center activated in Atlanta, as well as the National Response Coordination Center at FEMA Headquarters in Washington, D.C., to help coordinate any requests for assistance from states and tribes potentially affected by Hurricane Matthew. These centers bring together partners from the federal family to closely coordinate federal resources that may be requested from the affected state and tribal governments.

The President declared emergencies in Florida, Georgia, North Carolina and South Carolina, making federal assistance available to mobilize equipment and resources necessary to prepare for and respond to Hurricane Matthew in the anticipated impacted areas. These pre-disaster emergency declarations make available direct federal assistance to save lives and protect property. Evacuation and shelter-in-place warnings along coastal counties in these states remain in effect.  FEMA continues to encourage residents to heed the directions of your state, tribal and local officials in your area.

FEMA deployed ten Urban Search & Rescue task force teams to Florida and Georgia to support search and rescue missions. Additional teams from around the country are ready to deploy to affected states and tribes as necessary. FEMA Incident Management Assistance Teams (IMAT) are on the ground in Florida, Georgia, North Carolina, and South Carolina. These teams are in place to support preparation and anticipated response activities, and ensure there are no unmet needs. Incident Support Bases (ISB) are staffed and operational in Albany, Georgia and Fort Bragg, North Carolina. ISBs are established to pre-position commodities and resources closer to potentially affected areas. As of this morning, there were more than 476,000 liters of water, more than 536,000 meals, more than 25,000 blankets, and more than 20,000 cots at the ISBs in Ft. Bragg and Albany, Georgia. Additional supplies continue to arrive from FEMA’s distribution centers around the country.

The National Business Emergency Operations Center is activated in the NRCC and is coordinating with potentially affected states to work with private sector companies, preparing for landfall and coordinating on evacuation orders, potential transportation impacts, and access/re-entry permits ahead of the storm.

Ongoing Support and Preparedness Efforts:

The U.S. Department of Energy (DOE) is conducting daily coordination calls with industry, impacted states and the leadership of the Electricity Sub-Sector Coordinating Council to discuss preparations for the storm and plans for timely restoration.  As the preparation and response efforts for electric power change as the storm shifts, updates for each state can be viewed at http://energy.gov/sites/prod/files/2016/10/f33/2016_SitRep_1_Matthew.pdf.

The U.S. Department of Defense (DOD) established an Incident Support Base at Fort Bragg in coordination with FEMA to preposition commodities and resources close to the potentially affect areas.  The U.S. Northern Command deployed Defense Coordinating Elements to Florida, Georgia, South Carolina, and North Carolina. These service members will provide DOD regional subject matter expertise, validate requirements, and conduct liaison efforts in support of response operations.

The U.S. Coast Guard continues to assess and advise the status of ports in Florida along the storm’s path.  Advisories are being issued for additional northern locations in Georgia and South Carolina.

Thousands of National Guard soldiers and airmen are activated for state duty to assist with hurricane response preparation and plans for recovery. These guardsmen will be available to conduct operations including evacuations, search and rescue, engineering missions, aerial sling-load drops, distribution and supply of water, meals, cots, tarps, sandbags, and security and shelter support.

The U.S. Department of Health and Human Services has eight Disaster Medical Assistance Teams, two National Veterinary Response Teams, a Public Health System Deployment Force team, disaster mortuary assessment personnel and an Incident Response Coordination Team. In addition, the department is promoting health related preparedness actions during disasters and evacuations. HHS’s website, www.phe.gov/hurricanematthew, provides public health and medical information for emergency preparedness, response and recovery from across the department and shares resources for state health department and emergency management websites. Center for Disease Control (CDC) is also featuring a hurricane page on www.cdc.gov.

The United States Geological Survey (USGS) deployed hundreds of storm surge sensors and rapid deployment gages, including approximately 80 sensors along Florida’s east coast to provide data that will assist water managers in determining the peak and duration of storm surge as it approaches Florida. The information supports disaster recovery efforts and critical weather forecasts for the National Weather Service and FEMA.  The information collected will be distributed live on the USGS Flood Viewer to help federal and state officials gauge the extent and the storm’s damage as it passes through each area.

The U.S. Army Corps of Engineers (USACE) deployed staff to the FEMA NRCC and Regional Response Coordination Center to support the IMAT teams in Florida, Georgia and South Carolina. In addition, liaisons are deployed to monitor and inspect USACE-operated dams. Non-federal dams are being inspected at the request of state partners.

The American Red Cross (ARC) is supporting a massive shelter operation in the affected areas. More than 27,000 people stayed the night in nearly 200 Red Cross and community emergency evacuation shelters in Florida, Georgia and South Carolina. The Red Cross has also prepositioned workers, shelter supplies, ready-to-eat meals, clean-up and comfort kits to support the response efforts. The American Red Cross has a tool called Safe and Well to keep track of friends and loved ones during and after the storm. 

The U.S. Department of Interior’s Bureau of Indian Affairs is coordinating with tribes in potentially affected areas as needed.

The U.S. Department of Interior’s National Park Service is continuing to monitor and evaluate conditions at their parks as the storm moves further north.  Each national park is assessing the ability to open to the public. Anyone planning to visit a park in the impacted states is encouraged to verify a park’s open status on its website.

The United States Agency for International Development’s Office of U.S. Foreign Disaster Assistance teams are deployed to Haiti, Jamaica and the Bahamas and are working with local authorities to coordinate relief efforts. Updates on the status operations throughout the Caribbean are available on travel.state.gov and on individual Embassy websites.  U.S. citizens traveling and residing abroad are encouraged to enroll their travel plans on the agency’s website, travel.state.gov using the Smart Traveler Enrollment Program (STEP), and to read the Country Specific Information also found on the site.

The U.S. Department of Homeland Security’s, Office for Civil Rights and Civil Liberties (CRCL), in coordination with FEMA’s Office on Disability Integration and Coordination and FEMA’s Office for Equal Rights, issued a notice reminding its recipients of federal financial assistance who are engaged in emergency management to ensure that individuals and communities affected by disasters do not face unlawful discrimination in the provision of federally assisted services to disaster survivors. Additionally, CRCL issued a memo to impacted states regarding immigration enforcement activities. This memo notifies the public that there will be no immigration enforcement initiatives associated with evacuations or sheltering related to the hurricane, including the use of checkpoints for immigration enforcement purposes in impacted areas during an evacuation. Nuclear Regulatory Commission (NRC) liaisons are in close contact with nuclear plants in the storm’s expected path. The NRC activated its regional incident response center in Atlanta and deployed regional-based inspectors to three plants on NRC-licensed facilities in potentially affected areas.

National Center for Missing & Exploited Children (NCMEC) activated its Unaccompanied Minors Registry (UMR). Family members can go to //umr.missingkids.org or call 1-800-THE-LOST to find unaccompanied children who may have been separated from parents or caregivers because of the floods, by entering basic information and/or a photo.

Federal Family and Partners Support States and Tribes Responding to Hurricane Matthew

WASHINGTON – The Federal Emergency Management Agency (FEMA) is accepting applications for individuals to serve on the new Integrated Public Alert and Warning System, or IPAWs, subcommittee of the National Advisory Council (NAC).

As mandated in the IPAWs Modernization Act of 2015, the subcommittee will develop and submit recommendations for an improved integrated public alert and warning system to the NAC. The subcommittee will consider common alerting and warning protocols, standards, terminology, and operating procedures to ensure standards and operating procedures exist for a national public alert warning system.

Currently IPAWS is a modernization and integration of the nation’s alert and warning infrastructure. Federal, state, local, tribal and territorial alerting authorities use IPAWS as a way to alert and warn the public about serious emergencies using the Emergency Alert System (EAS), Wireless Emergency Alerts (WEA), the National Oceanic and Atmospheric Administration (NOAA) Weather Radio, and other public alerting systems from a single interface. 

The IPAWS subcommittee will be comprised of federal officials from FEMA, the Federal Communications Commission, the Department of Homeland Security, the National Oceanic and Atmospheric Administration, the Department of Commerce and the National Council on Disability, in line with Congressional mandated membership guidelines.

The FEMA Administrator and the NAC will appoint members from applicants representing the following disciplines to ensure a variety of expert perspectives are reflected in the subcommittee:

  • Local, state and tribal government officials;
  • Emergency managers and first responders;
  • Vendors, developers and manufacturers of communications systems;
  • Broadcasting, cable or satellite industry officials;
  • National organizations representing either people with disabilities, functional needs, the elderly, or limited English proficiency; and
  • Consumer privacy advocates.

Subcommittee appointment terms will begin in 2017 and end upon the termination of the IPAWS Subcommittee in April 2019.  The IPAWS Subcommittee will meet approximately four times a year, twice in person and twice via webinar.

Individuals interested in serving on the NAC’s IPAWS Subcommittee are invited to apply for appointment by submitting a resume or curriculum vitae (CV) to the Office of the National Advisory Council, by fax, email, or mail. Letters of recommendation may also be provided, but are not required. Applications and/or nominations must also include the following information: the applicant’s full name, home and business phone numbers, preferred e-mail address, home and business mailing addresses, current position title and organization, and the discipline area of interest (i.e., emergency management). Applications will be accepted until October 6, 2016.

Members selected for the council serve without compensation from the federal government.  However, consistent with the charter, members receive travel reimbursement and per diem, under applicable federal travel regulations. Registered lobbyists, current FEMA employees, Disaster Assistance Employees, Reservists, FEMA contractors, and potential FEMA contractors will not be considered for subcommittee membership.

Background: In 2007, FEMA began modernizing the nation’s public alert and warning system by integrating new technologies into the existing alert systems.  The new system, known as the Integrated Public Alert and Warning System (IPAWS) became operational in 2011. Today, IPAWS supports over 700 local, state, tribal, and federal users through a standardized message format. IPAWS enables public safety alerting authorities such as emergency managers, police and fire departments to send the same alert and warning message over multiple communication pathways at the same time to citizens in harm’s way, helping to save lives. FEMA Seeks Applicants for Integrated Public Alert and Warning System (IPAWS) Subcommittee of the FEMA National Advisory Council

BATON ROUGE, La. – September 11 marks the National Day of Service and Remembrance enacted by Congress in 2009 to inspire Americans to engage in charitable activities. The observance was started after 9-11 to create one of the largest days of charitable acts with citizens coming together the way they did after the attack.

In Louisiana, voluntary agencies have been very active and will continue to provide a wide range of assistance to the many who have experienced damage, including flood debris clean-up, shelter, food, clothing, counseling, home repairs and reconstruction, and help for other unmet needs on a case-by-case basis. Louisiana disaster survivors can call 2-1-1 or visit http://www.louisiana211.org/  to request help with clean-up or other available services.

The Federal Emergency Management Agency and the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (http://gohsep.la.gov/) partner with a variety of nonprofit groups to provide assistance to disaster survivors. These organizations have had a key role in the disaster response here. They are financed through charitable donations, not by the federal government, and their volunteers do much of the work.

FEMA’s Voluntary Agency Liaisons assist these volunteer, faith-based and community organizations with coordinating federal programs and managing resources. They can identify special-needs populations and help survivors avoid duplication of benefits. Liaisons also guide and promote long-term recovery to restore normalcy to the affected communities.

Volunteer agencies continue to help storm and flood victims in all affected parishes, regardless of their federal-declaration status. If you want to know more about the work of the national and local volunteer groups you may visit www.nvoad.org or lavoad.org.

FEMA Urges Residents in Potentially Affected Areas to Take Direction from State, Local, and Tribal Officials 

WASHINGTON – FEMA, through its regional offices in Atlanta, Georgia, and Oakland, California, and its Pacific Area Office in Honolulu, Hawaii, continues to closely monitor Tropical Storm Hermine and Hurricane Lester. FEMA remains in close coordination with state emergency managers in Hawaii, Florida, Georgia, the Carolinas, and other potentially impacted Atlantic states, as well as our federal partners at the National Weather Service forecast offices.

Tropical Storm Hermine

According to the National Weather Service, Tropical Storm Hermine is moving north-northeast of Tallahassee, Florida. The center of Hermine will move farther inland across southeastern Georgia today and into the Carolinas tonight and Saturday. Tropical storm conditions are expected to begin along the Atlantic coast later today, and spread northward through the weekend.

Tropical Storm Hermine may cause localized flooding and flash flooding possible, along with storm surge and tide could produce potentially life-threatening inundation along the Florida Gulf Coast up through the Carolinas. Hermine is expected to produce rainfall totals of five to ten inches over the southeastern. United States from northwest Florida through southern and eastern Georgia. There are possible isolated maximum rainfall amount of 15 inches.

FEMA liaison officers are deployed to emergency operations centers in Florida, Georgia, North Carolina, and South Carolina to help coordinate any requests for federal assistance. A FEMA liaison officer will arrive in the Virginia Emergency Operations Center Saturday morning. A FEMA Incident Management Assistance Team (IMAT) is deployed to the Florida Emergency Operations Center in Tallahassee to support response activities and ensure there are no unmet needs.

FEMA’s Regional Response Coordination Center (RRCC) in Atlanta, Georgia, is activated to help coordinate any requests for assistance from potentially impacted states and tribes. One FEMA IMAT is deployed to the RRCC to support response activities and ensure there are no unmet needs. Through the National Business Emergency Operations Center (NBEOC), FEMA is actively engaged with national level private sector partners across the nation as businesses also prepare for the storm system threatening the Southeast United States.

Hurricane Lester

According to the National Weather Service, Hurricane Lester was located about 515 miles east of Hilo, Hawaii, with maximum sustained winds were 110 mph. The hurricane is moving west-northwest with gradual weakening expected over the next several days. A Hurricane Watch is in effect for Hawaii County, Maui County and Oahu. Hurricane conditions are possible over Hawaii and Maui County Friday night into Saturday, and over Oahu Saturday and Sunday night. Heavy rainfall may affect the Big Island and Maui into Saturday and Oahu Saturday and Saturday night.

FEMA is working with its federal partners at the National Response Coordination Center in Washington, D.C. and the RRCC in Oakland, California, to help coordinate any requests for assistance from Hawaii. These centers bring together partners from the federal family to closely coordinate federal resources that may be requested from the state.

FEMA established a Federal Staging Area in Kona, Hawaii, to pre-position supplies closer to impacted areas, should they be needed and requested by the state, for distribution by state and local officials. 45,000 liters; 2 generators; over 37,000 meals, and other materials are in the Kona Staging Area. One IMAT is on the ground in FEMA’s Pacific Area Office in Honolulu, Hawaii, to support response activities and ensure there are no unmet needs.

An additional IMAT has been placed on alert, and is prepared to deploy to Hawaii if necessary.  Mobile Emergency Response Support (MERS) personnel and pre-positioned communications caches are deploying to the FEMA Pacific Area Office at Fort Shafter, in Honolulu, to support emergency response communications needs. Through the NBEOC, FEMA is actively engaged with national level private sector partners across the nation as businesses also prepare for the storm systems threatening Hawaii.

Safety Tips

FEMA encourages residents and visitors in areas potentially affected by Tropical Storm Hermine or Hurricane Lester to monitor local radio or TV stations for updated emergency information, and follow the instructions of state, local, and tribal officials.

Storm tracks can change quickly and unexpectedly, so coastal residents should monitor weather conditions and take steps to prepare their home, family, and business. Those in potentially affected areas should be familiar with evacuation routes, have a communications plan, keep a battery-powered radio handy and have a plan for their pets. 

There is the potential for flooding and storm surge with Tropical Storm Hermine and Hurricane Lester. Driving through a flooded area can be extremely hazardous. Nearly half of all flash flood deaths happen in vehicles. Stay safe when in your car, by watching for flooding in low lying areas, at bridges and highway dips. As little as six inches of water may cause you to lose control of your vehicle. Storm surge poses a significant threat for drowning and can sometimes cut off evacuation routes, so do not delay leaving if an evacuation is ordered for your area.

Next NAC Meeting Scheduled
 

WASHINGTON—Today, Federal Emergency Management Agency (FEMA) Administrator Craig Fugate appointed five new members and reappointed seven current members to FEMA’s National Advisory Council (NAC).

The NAC is an advisory committee established by federal law to ensure effective and ongoing coordination of federal emergency management activities.  Members represent the whole community and include representatives from a wide array of backgrounds and communities involved in or affected by the emergency management profession.  The NAC consists of up to 35 members.

“I commend the work that the members of the National Advisory Council do to advise FEMA on carrying out our mission,” said FEMA Administrator Craig Fugate. “The NAC plays a pivotal role to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters and man-made disasters. Their recommendations have a direct impact across the agency, survivors, and others we serve.  I welcome these new members to the team, trust their counsel, and appreciate their dedication and commitment to ensuring effective emergency management.”

The NAC provides recommendations to the FEMA Administrator on a variety of issues within emergency management.  For example, the NAC recently made recommendations regarding strategies for the more effective integration and accommodation of the needs of individuals with disabilities and others with access and functional needs and providing funding for and supporting hazard mitigation for flood-prone housing.

FEMA received many applications for the open positions. All applicants were carefully considered through an intensive review process, which included a panel of senior government officials.  Most appointments are for three-year terms.

FEMA Appoints National Advisory Council Members

Charleston, W.Va.– In the face of disaster, the people of West Virginia have come together with courage and compassion to ask “How can I help?”

The main needs now are cash donations and volunteers.

Although there has been an outpouring of financial support already to help flood survivors more is needed. Cash donations enable nonprofit organizations to purchase what disaster survivors need most. Buying the items from local businesses helps the economy recover. No gift is too small.

West Virginians and people from throughout the nation have donated thousands of hours of labor to help the many affected folks who are elderly, disabled, living on fixed incomes or otherwise overwhelmed by the flood’s after effects. But more volunteers are needed.

There are many organizations that need donations and are looking for volunteers and at least two comprehensive groups focused on West Virginia flood recovery. The West Virginia Chapter of  National Voluntary Organizations Active in Disasters (WVVOAD) represents dozens of faith-based, community, nonprofit and non-governmental organizations active in flood response and recovery. wvflood is a new website updated by Volunteer West Virginia, the state’s Commission for National and Community Service, in partnership with WV VOAD with the support of the Office of Governor Earl Ray Tomblin. Anyone who can make a cash donation or volunteer may do so at the WVVOAD or wvflood websites.

Unfortunately, disasters tend to attract con artists who will take advantage of well meaning people. Donate to legitimate national or local organizations. Beware of solicitations to help survivors from people or groups who may sound sincere but you haven’t verified. If you are unsure or uncomfortable about the intentions of anyone you encounter, please contact local law enforcement. If you suspect fraud please call the West Virginia consumer protection hotline 800-368-8808.

Finally, be ready to stick around  for the long haul. The work of recovery lasts a lot longer than the media attention. There will be a need for donations and volunteers to help West Virginia recover for many months, even years, to come.

“How can I help?” – some answers for West Virginians who want to make a difference for disaster recovery

AUSTIN, Texas – Three disaster recovery centers will close at 2 p.m. on June 25 in Houston and Cypress, both in Harris County.

Disaster recovery centers are operated jointly by FEMA and the state. Visiting a disaster recovery center is not required to register for FEMA assistance.

After the centers close, Texans whose homes or businesses were affected by the April 17-24 storms and flooding can still register for assistance, get updates about applications, learn about the appeals process or check the status of their claims the following ways:

  • phone 800-621-3362 (FEMA). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Applicants who use 711 or Video Relay Service may also call 800-621-3362. The toll-free numbers are open from 7 a.m. to 10 p.m., seven days a week. Multilingual operators are available.

  • visit a disaster recovery center that remains open. Recovery officials encourage Texans who registered for disaster assistance with FEMA to stay in touch. If survivors change their addresses or phone numbers they should update FEMA with the information. Missing or erroneous information could result in delays in getting a home inspection or receiving assistance.
