WINDSOR, Conn. – State and local governments and certain nonprofit organizations in three additional Connecticut counties are now eligible to receive federal disaster assistance under the Public Assistance program to supplement state and local response efforts.

The counties added to the major disaster declaration issued Oct. 30 are Litchfield, Tolland and Windham. This brings the total to seven counties and two tribal nations included in the Connecticut disaster declaration.

Previous counties designated under the declaration are Fairfield, Middlesex, New Haven and New London, and the Mashantucket Pequot and Mohegan Tribal Nations in New London County. Now, seven counties and both tribal nations are eligible for permanent work to repair and rebuild disaster-damaged infrastructure as well as costs for debris removal and emergency protective measures.

State, local and tribal governments and certain private nonprofit organizations are eligible to be reimbursed on a cost-sharing basis for debris removal and emergency protective measures, and permanent work to repair and rebuild infrastructure.

Public Assistance reimbursement is based on a federal cost share of at least 75 percent. In Connecticut, cost share for emergency power restoration and emergency public transportation was 100 percent at the height of hurricane recovery through Nov. 14.

Grants help pay for emergency protective measures such as police overtime; debris removal from public roads and rights-of-way; and permanent repairs to roads, bridges and public buildings. Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Three More Connecticut Counties Now Eligible for Public Assistance

WINDSOR, Conn. – As recovery from Hurricane Sandy progresses, survivors are receiving grants from the Federal Emergency Management Agency to help pay for getting their lives back together.

“It is important for survivors to use this money for their recovery,” said Federal Coordinating Officer Albert Lewis, who is in charge of the FEMA recovery effort in Connecticut.  “With the holidays approaching, don’t be tempted to use some of this money in ways it is not intended to be used. Don’t slow down your recovery; use this money wisely.”

Money from FEMA for housing or other needs assistance must be used for rent, home repair, personal property or other disaster-related expenses.

Disaster officials caution survivors who have received grants that FEMA can and does look at a survivor’s use of grant funds through audits, so it is essential all receipts for rent, materials, labor, etc., be kept in a safe place.

Survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or web-enabled device at m.fema.gov. Survivors can also register by phone anytime by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available 24 hours a day, seven days a week. The deadline to register is Dec. 31, 2012.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance; flood insurance claims are handled separately.

The U.S. Small Business Administration (SBA) is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private nonprofit organizations fund repairs or rebuilding efforts and covers the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Use FEMA Disaster Funds Wisely

TRENTON, N.J. — Disaster assistance may sometimes cover damages that insurance doesn’t. That is why individuals affected by Hurricane Sandy are urged by the New Jersey Office of Emergency Management (NJOEM) and the Federal Emergency Management Agency (FEMA) to apply for assistance even if they have insurance.

Apply for FEMA assistance by registering online at www.DisasterAssistance.gov, or by web-enabled mobile device at m.fema.gov. Applicants can also register by phone by calling 1-800-621-FEMA (3362), 711/VRS, or TTY 1-800-462-7585.

Only applying directly with FEMA will establish your registration for disaster assistance. Signing up or meeting with any other agency does not mean you are registered with FEMA.

“We want everyone qualified for assistance to receive help as soon as possible,” said State Coordinating Officer Lt. Jeff Mottley.

Keep in mind that you need to file your insurance claim with your insurance company as soon

as possible. Failure to file a claim may affect a policyholder’s eligibility for disaster assistance.

You have up to 12 months from the date of registration with FEMA to submit insurance information

 for review.

“By law, we cannot duplicate what insurance already covers. But we may be able to help with some disaster-related expenses, that are not covered by insurance,” explained Federal Coordinating Officer Michael J. Hall.

After filing a claim, if any of the following situations occurs FEMA may be able to provide some assistance:

Your insurance settlement is delayed.

  • “Delayed” means a decision on your insurance settlement has been delayed longer than 30-days from the time you filed the claim.
  • If a decision on your insurance settlement has been delayed, you will need to mail a letter or send a FAX to FEMA explaining the circumstance. Mail or FAX your letter to:

  • You should include documentation from the insurance company proving that you filed the claim.

Your insurance settlement is insufficient to meet your disaster-related needs.

  • If you have received the maximum settlement from your insurance and still have an unmet disaster-related need, you will need to mail or FAX a letter to FEMA at the above address indicating the unmet disaster-related need.
  • You will also need to send in documentation from your insurance company on what they cover for review.

You have exhausted the Additional Living Expenses (ALE) provided by your insurance company.

  • If you have received the maximum settlement from your insurance for Additional Living Expenses and still need help with your disaster-related temporary housing need, mail or FAX a letter to FEMA at the above address indicating why you continue to have a temporary housing need.
  • You will also need to provide documentation to prove use of ALE from insurance, and a permanent housing plan.

You are unable to locate rental resources in your area.

  • The FEMA Helpline has a list of rental resources in the disaster area.

SBA Loans

  • Many people who apply for disaster aid also receive an application for a low-interest disaster loan from the SBA. If you receive an application, be sure to fill it out and return it in order to be considered for all forms of disaster assistance.
  • FEMA will process applications for housing assistance regardless of whether or not the applicant has applied for an SBA loan. Eligibility determinations for FEMA’s temporary housing assistance will not be held up because the applicant has or has not filled out an SBA application.
  • You must complete an SBA loan application to be eligible for additional assistance under the part of the FEMA program that covers personal property, vehicle repair or replacement, and moving and storage expenses.

Apply For Assistance Even If you Have Insurance

The Federal Emergency Management Agency announced today that numerous Disaster Recovery Centers (DRCs) will be open Thanksgiving morning to assist survivors of Hurricane Sandy.

In addition, roughly 1,000 FEMA community relations personnel are blanketing damaged neighborhoods, going door-to-door delivering information vital to recovery and encouraging residents with damaged property to register for assistance. They can help refer survivors to the proper resources for any unmet disaster needs, but they do not assess or document damage. FEMA inspectors will contact survivors directly after they have registered.

Individuals do not have to visit a Disaster Recovery Center to register with FEMA. Here are some alternatives: They may apply for FEMA assistance 24 hours a day, seven days a week, by calling the toll-free registration number at 800-621-FEMA (3362).  If you have a speech disability or hearing loss and use a TTY, call 800-462-7585 directly; if you use 711 or Video Relay Service (VRS), call 800-621-3362.  Individuals may also register online at: www.DisasterAssistance.gov or by smart phone at m.fema.gov.

NEW YORK — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency has approved more than $564 million to help individuals and families recover from the disaster.

FEMA is reaching out to all 13 designated counties with attention focused on the hardest hit areas of New York State. To date, more than $564 million has been approved. Assistance to the hardest hit areas includes:

  • Bronx $1,043,794
  • Kings $110,617,942
  • Nassau $201,620,599
  • New York $5,063,854
  • Queens $152,299,955
  • Richmond $57,956,106
  • Suffolk $33,641,959

FEMA provides the following snapshot of the disaster recovery effort as of Nov. 20:

  • Nearly 219,000 New Yorkers have contacted FEMA for information or registered for assistance with FEMA and more than $564 million has been approved. More than 112,000 have applied through the online application site at www.disasterassistance.gov, or on their smart phone at m.fema.gov.
     
  • 34 Disaster Recovery Centers (DRCs) are open in the affected areas. These include mobile sites as well as fixed sites, and to date more than 40,000 survivors have been assisted at DRCs in New York state.
     
  • Nearly 1,300 inspectors in the field have completed more than 102,000 home inspections.
     
  • 1,062 Community Relations (CR) specialists are strategically positioned throughout affected communities, going door to door explaining the types of disaster assistance available and how to register. More teams continue to arrive daily.
     
  • 6 Points of Distribution (PODs) are open and providing supplies to the affected residents and 10 fixed feeding sites are being operated by the New York City Office of Emergency Management. 
     
  • 4 Disaster Medical Assistance Teams (DMATs), 1 Rapid Deployment Force (RDF) and 1 National Veterinary Response Team (NVRT) from the Department of Health and Human Services are deployed in New York.
     
  • 13 New York counties are designated for both individual and public assistance, including: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.
     
  • The U.S. Small Business Administration (SBA) has staff members at 18 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance and has approved more than $11 million in disaster loans.
     
  • The U.S. Army Corps of Engineers (USACE) is using sixteen 500-ton barges and one 2,200-ton barge to transport Hurricane Sandy debris from a temporary storage site at Fresh Kills Landfill in Staten Island to permanent disposal sites in upstate New York.
     
  • The Occupational Safety and Health Administration (OSHA) has had field staff out in impacted areas to make sure that workers and businesses are aware of the hazards involved with the clean-up and recovery operations. As of Nov. 19th, OSHA personnel have performed 507 safety and health briefings reaching 12,423 workers, including 2,966 that don’t speak English. Additionally, OSHA has conducted 764 direct interventions at worksites that are involved in storm recovery operations, removing 2,656 employees from recognized hazards.
     
  • Individuals can register online at www.disasterassistance.gov or via smart phone at m.fema.gov.  Applicants may also call 800-621-3362 or (TTY) 800-462-7585. Those who use 711-Relay or Video Relay Services (VRS) should call 800-621-3362. The toll-free telephone numbers operate 24 hours a day, seven days a week until further notice.

Federal Support to New York State for the Response to Hurricane Sandy

BATON ROUGE, La. — Louisiana property owners with flood insurance policies whose homes or other structures were damaged during Hurricane Isaac have an additional 60 days to file claims for their flood-related losses. This means policyholders have until late January 2013 to file.

The National Flood Insurance Program (NFIP) usually requires claims to be reported within 60 days from the date of loss. Two extensions have been granted, however, because access to NFIP-insured homes and other buildings was delayed due to infrastructure damage and high floodwaters. The Federal Emergency Management Agency (FEMA) administers the program.

Meanwhile, the deadline for individuals, renters and business owners to register with FEMA for disaster assistance remains Nov. 29.

With the latest 60-day extension on flood insurance claims, Louisianians have 150 days from the date of their insured loss to submit a claim, known as Proof of Loss. Hurricane Isaac made first landfall in Louisiana on Aug. 28, with heavy rainfall and flooding occurring within several days before and after it hit. For this reason the date of loss varies for property owners.

“We encourage people who have not filed a flood insurance claim to take advantage of this filing extension to document their losses,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “This extension should provide Louisianians a chance to file claims on damages sustained during Hurricane Isaac.”

Since Isaac made landfall, the NFIP has paid out more than $370 million on 12,864 claims in Louisiana.

Deadline Extended Again for Isaac-Related Flood Insurance Claims in Louisiana

WINDSOR, Conn. – Hurricanes roll through with strong winds and storm surges that leave an ugly path in their wake. But not all damage is immediate or obvious, so survivors who experienced high winds, flooding or water damage should check their furnaces thoroughly.

As cold weather continues, concerns about furnaces include:

  • Leaks in gas lines and oil pipes;
  • Corrosion of electrical wiring from exposure to salt water;
  • Problems with oil pumps moved or shaken by high winds or flooding;
  • Debris lodged in chimneys; and,
  • Sediment or mold that could blow into the house from ducts exposed to water.

“Recovery is a process that involves many steps, but don’t forget to think safety first,” said Federal Coordinating Officer Albert Lewis of the Federal Emergency Management Agency. “Local codes may require you to hire a licensed professional to check your wiring or gas lines, so check your local ordinances.”

No matter how large or small the loss, anyone who experienced damage from Hurricane Sandy should register with FEMA. It does not matter whether the survivor has insurance or not, or is a homeowner or renter.

Some Storm Damage May Not Be Obvious—Inspect Furnaces Thoroughly

WINDSOR, Conn. – All FEMA-State Disaster Recovery Centers in Connecticut will be closed Thanksgiving Day, but help will still be available to Connecticut disaster survivors.

Survivors of Hurricane Sandy in Connecticut will still be able to access FEMA’s website and telephone registration line to register for assistance.

They can also check on the progress of a file or to answer documentation questions FEMA may have had during the application process.

While a Disaster Recovery Center may be closed for all or part of the Thanksgiving weekend, FEMA housing inspectors will keep appointments and may be calling survivors to set appointments for inspections.

FEMA Community Relations specialists will be in damaged areas Friday and Saturday providing information about disaster assistance.

An outreach team from FEMA will be at the Home Depot store in Fairfield Thanksgiving weekend to explain techniques that may reduce potential damage to homes, businesses and property from future disasters. The specialists will be in the store from 9 a.m. to 6 p.m., Saturday and Sunday, Nov. 24 and 25.

People with storm losses should register with FEMA online at www.Disaster Assistance.gov, with a smartphone or device at m.fema.gov. Applicants can also register by phone by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available
