Federal Aid Programs for Santa Clara Pueblo

DENTON, Texas – The Federal Emergency Management Agency’s (FEMA) Region 6 office, the New Mexico Department of Homeland Security and Emergency Management (DHSEM), the U.S. Small Business Administration (SBA) and county, local and tribal officials are assessing damage in the aftermath of recent severe storms and flooding in the state. 
 
Joint Preliminary Damage Assessments are the first step for a state or tribe in determining whether or not to request a presidential declaration. Assessments were already conducted for storms that hit the state in late July where teams looked at public infrastructure damage only. The current assessments include review of damages to both residences and community infrastructure from September storms.
 
During the assessments, the teams collect estimates of the expenses and damages such as the following:
 
• Amount and type of damage;
• Threat to public safety and people’s health;
• How many people may be displaced and for how long;
• Extent of insurance coverage;
• Extent of business losses;
• Extent of infrastructure damages;
• Impact to critical facilities;
• Cost of emergency workers’ overtime;
• Need for debris removal;
• Damage to roads, bridges or public facilities;
• Additional data from the American Red Cross or other local voluntary agencies may also be reviewed.
 
The governor’s office and tribal leaders review the results of the joint assessments and then decide whether the damage is beyond state, tribal and local recovery capabilities. The findings could then be used by Governor Susana Martinez or the tribal leaders to support a request for a Presidential declaration.  The request for a presidential declaration is then submitted in writing by the governor to the president through FEMA’s regional office. In this request, the governor or tribal leader certifies that the combined local, county, tribal and state resources are insufficient to meet the emergency situation and that the situation is beyond the state’s recovery capabilities.
 
The request is reviewed at FEMA’s regional and national level. A number of factors are considered:
 
• Local response efforts, including labor and state/local assistance programs;
• Assistance from other sources – federal, state, charitable, volunteer, private sector;
• Private insurance availability;
• Impact on public health and safety;
• Impact on state and local financial resources;
• State and local involvement in recent disasters;
• Implementation of hazard mitigation and other corrective measures.
 
FEMA provides the president with an analysis of the situation and a recommended course of action.

ANCHORAGE, Alaska — Alaskans can get free advice this Saturday in Fairbanks on how to reduce property damages during disasters like floods, fires and earthquakes.

Specialists from the Federal Emergency Management Agency will be at the Preparedness Expo at the Carlson Center on Sept. 28, from 10 a.m. to 4 p.m., to offer expertise on building techniques and mitigation that can help protect homes, businesses and other property. The expo is a one-day public event being held as part of National Preparedness Month that features exhibits focusing on disaster preparedness.

This free service also offers information and publications on topics such as:

  • Understanding flood- and earthquake-resistant building methods
  • Staying warm during the winter
  • The benefits of flood insurance
  • Elevating or anchoring utilities

FEMA Specialists Provide Free Repair, Rebuilding and Mitigation Advice in Fairbanks

MINOT, N.D. – After 27 months, the FEMA temporary housing mission in the Souris Valley came to a close yesterday.  In the aftermath of the 2011 Souris River flooding, FEMA brought in more than 2,000 manufactured homes to address the severe housing shortage in the region. In the past month, the final few remaining households have been securing permanent housing.

To address the housing needs of the Souris Valley, FEMA established three group housing complexes, encompassing more than 800 individual sites.  Those sites were De Sour Valley Heights on the outskirts of Burlington, Recovery Village northeast of Minot and Virgil Workman Village on the east end of Minot.  In addition, five manufactured housing parks were also utilized and more than 1,100 manufactured housing units were placed on private property.

All families were placed into housing units by Christmas 2011 – a remarkable accomplishment considering the shortage of contractors available and the inhospitable weather that North Dakota can experience.  From that point, residents returned to permanent housing at a rate of approximately 100 per month, with more in the summer months and fewer in the winter time when construction slows.

The diligent efforts of FEMA housing staff have assisted residents in both finding available rental housing as well as completing a highly successful housing unit sales program – which resulted in 265 units being sold to residents for permanent housing. 

Helping 2,000 households return to a permanent housing situation has been a collaborative effort that has resulted in the successful completion of this housing mission. The Bank of North Dakota Rebuilders Loan Program has provided low-interest loans to assist residents with the purchase of a unit from FEMA.  The Minot Housing Authority has worked closely with FEMA housing residents to find available public housing options.  And Hope Village provided critical volunteer labor and donated resources to help homeowners make repairs to their damaged homes.

In addition to managing the temporary housing program, FEMA has provided more than $90 million to Souris Valley residents to make repairs to flood damaged properties or to pay rent while unable to live in a flood-damaged home.  Statewide, FEMA has provided more than $400 million in disaster assistance to individuals and governmental jurisdictions as a result of 2011 flooding.

FEMA Souris Valley Housing Mission Comes to a Close

WILLISTON, Vt. – The Federal Emergency Management Agency has obligated $2 million for temporary relocation costs to re-establish essential community services provided by the Department for Children and Families (DCF) that were displaced from the Waterbury State Office Complex by flooding from Tropical Storm Irene. 

The Public Assistance funding represents FEMA’s 90 percent reimbursement of a total eligible cost to the State of $2.3 million to relocate staff and provide call center facilities through completion of the rebuilding process at the Waterbury State Office Complex.

FEMA and the state recently announced that of the estimated $225 million total price tag for the cleanup, renovation and new construction associated with the Waterbury State Office Complex and Vermont State Hospital, more than $66 million in costs will be eligible for FEMA Public Assistance at the 90 percent reimbursement rate.

FEMA Obligates $2 Million Towards VT Department of Children & Families’ Temporary Relocation Costs

NEW YORK – The Federal Emergency Management Agency has approved more than $1 billion in assistance to individuals and families in New York whose property was damaged or destroyed by Hurricane Sandy.

This includes more than $855 million to help eligible survivors with home repairs and temporary rental costs and nearly $145 million with other uninsured hurricane-related expenses related to personal property, transportation, medical, dental, funeral and moving costs.

The $1 billion in grants through FEMA’s Individuals and Households program is part of more than $8 billion in total disaster assistance toward New York’s recovery, including more than $1.5 billion in low-interest U.S. Small Business Administration disaster loans, more than $3.7 billion in flood insurance claim payments and more than $1.8 billion for debris removal, repair or replacement of public facilities and reimbursement for emergency expenses.

FEMA Hosts Live Twitter Chat on Emergency Preparedness for Colleges and Universities

DENTON, Texas – Nearly $1.3 million was recently awarded to the state of Louisiana by the Federal Emergency Management Agency (FEMA) for repairs to the interior of the East St. John High School Main Building in St. John Parish.

Hurricane Isaac flooded the school with eight inches of water, damaging flooring, drywall and baseboards, as well as the electrical and alarm systems. The building’s air conditioning units were also damaged by the flooding, causing temperatures and humidity levels to rise inside the school, allowing for significant mold growth.

To date, FEMA has obligated more than $18.8 million in Public Assistance funding for St. John Parish Schools.
“Hurricane Isaac caused major devastation in St. John Parish last year,” said FEMA Region 6 Administrator Tony Robinson. “We are proud of the successful recovery efforts there so far, and pledge to continue our successful collaboration with parish and state leaders as even more progress is made.”

FEMA’s contribution, made possible by a Public Assistance grant, represents a 75 percent federal cost share. FEMA awards funding for projects directly to the state of Louisiana; the state then forwards the grant to the eligible applicant.

FEMA Awards Nearly $1.3 Million for St. John Parish School Repairs

ANCHORAGE, Alaska — After serving nearly 14,000 meals since beginning feeding operations in Galena, The Salvation Army has transferred its food-preparation operation to Anchorage for the winter. Beginning Monday, survivors in Galena will receive meals prepared at the Salvation Army’s central kitchen, packed with the help of FEMA Corps members and shipped by air.

“While survivors are making progress toward recovery, there is still a need for prepared meals in Galena,” said Jenni Ragland, The Salvation Army emergency services director. “The Salvation Army is providing meals to survivors in shelters and those without the means to prepare meals in their homes.”

FEMA Corps is an innovative partnership between two federal agencies that combines the disaster expertise of the Federal Emergency Management Agency (FEMA) with the service leadership of the Corporation for National and Community Service and AmeriCorps. FEMA Corps members are working alongside FEMA’s existing workforce in Alaska in assisting citizens and communities impacted by the floods of May 17 through June 11, 2013.

More than 500 frozen meals prepared and packed in Anchorage will arrive in Galena by Monday, the first day of the new meal service. On any given day, survivors will be able to choose from a variety of nutritious, hearty meals, such as meatloaf with macaroni and cheese, pork roast or chili with corn bread.

“We will provide a self-serve breakfast and a frozen dinner. People can heat the dinners in microwaves at the community center and take them home to eat as a family,” said Ragland. “This will help restore a sense of normalcy to their lives.”             

Meal preparation and deliveries will continue through the winter, as long as there is need for support.
