DENTON, Texas – New preliminary flood maps for residents of Chambers, Liberty and San Jacinto counties area ready for residents to review. Communities affected by the maps include Liberty, Dayton, Dayton Lakes, and Mont Belvieu.

These maps help homeowners and businesses decide about purchasing flood insurance. By knowing their risks, individuals and community leaders can make informed decisions about building and development.  
    
“We’ve worked with our state and local partners to bring this critical information to the area. We hope that everyone reviews the maps to understand the flood risks involved,” said FEMA Region 6 Administrator Tony Robinson. “It is very important for the community to be an active partner in the flood mapping process.”

Preliminary Flood Maps for Three Texas Counties Ready for Public View

BATON ROUGE, La. – Disaster recovery centers will open Thursday, April 7, in Roseland, Tangipahoa Parish and Coushatta, Red River Parish to help Louisiana flood survivors. The centers are open 8 a.m. to 6 p.m. Monday through Saturday and noon to 5 p.m. Sundays until further notice.

Representatives from the Governor’s Office of Homeland Security and Emergency Preparedness, the Federal Emergency Management Agency, U.S. Small Business Administration, volunteer groups and other agencies are at the center to answer questions about disaster assistance and low-interest disaster loans for homeowners, renters and businesses. They can also help survivors apply for federal disaster assistance.

Disaster Survivor Assistance (DSA) teams are canvassing many affected areas, and are able to register people for FEMA assistance if needed. Sometimes these teams will remain in certain locations convenient to the community, such as a library or mayor’s office. When residents require further assistance the teams may refer them to a disaster recovery center nearby.

It is not necessary to visit a center to register for and receive federal disaster assistance. If possible, survivors should register with FEMA before visiting a recovery center.

Disaster Recovery Centers Open in Roseland, Tangipahoa Parish, and Coushatta, Red River Parish for Louisiana Survivors

DUPONT, Wash. – Washington suffered its worst wildfire season in state history in 2015. Raging fires burned more than one million acres of public and private lands. After two straight years of record-breaking wildfires, vast areas of the state face a much greater risk of flash flooding, debris flow and mudslides. But a team effort by all levels of government aims to reduce those threats to public safety.

The team—called the Erosion Threat Assessment/Reduction Team (ETART)—was formed by the Washington Military Department’s Emergency Management Division (EMD) and the Federal Emergency Management Agency (FEMA) after the Carlton Complex Fire of 2014. A new ETART was formed in October 2015 following the federal disaster declaration for the 2015 wildfires.

ETART participants include EMD, FEMA, the U.S. Army Corps of Engineers, the National Weather Service, the Confederated Tribes of the Colville Reservation, the Washington State Conservation Commission, the Washington State Department of Natural Resources, the Spokane, Okanagan and Whatcom conservation districts, and many others.

Led by the Okanogan Conservation District, ETART members measured soil quality, assessed watershed changes, identified downstream risks and developed recommendations to treat burned state, tribal and private lands.

“Without vegetation to soak up rainwater on charred mountainsides, flash floods and debris flows may occur after a drizzle or a downpour,” said Anna Daggett, FEMA’s ETART coordinator. “ETART brings together partners to collaborate on ways to reduce the vulnerability of those downstream homes, businesses and communities.”

Besides seeding, erosion control measures may include debris racks, temporary berms, low-water crossings and sediment retention basins. Other suggestions may include bigger culverts, more rain gauges and warning signs, and improved road drainage systems.

While public health and safety remains the top priority, other values at risk include property, natural resources, fish and wildlife habitats, as well as cultural and heritage sites.

“ETART addresses post-fire dangers and promotes collective action,” said Gary Urbas, EMD’s ETART coordinator. “With experienced partners at the table, we can assess and prioritize projects, then identify potential funding streams to fit each project based on scale, location and other criteria, which may lead to a faster and more cost-effective solution.”

Since the major disaster declaration resulting from wildfire and mudslide damages that occurred Aug. 9 to Sept. 10, 2015, FEMA has obligated more than $2.9 million in Public Assistance grants to

Washington. Those funds reimburse eligible applicants in Chelan, Ferry, Lincoln, Okanogan, Pend Oreille, Stevens, Whatcom and Yakima counties, as well as the Confederated Tribes of the Colville Reservation, for at least 75 percent of the costs for debris removal, emergency protective measures, and the repair or restoration of disaster-damaged infrastructure.

After the 2014 Carlton Complex Fire, FEMA provided $2.4 million in Public Assistance grants specifically for ETART-identified projects. Those grants funded erosion control measures that reduced the effects of the 2015 wildfires—such as installing straw wattles, clearing culverts and ditches of debris, shoring up breached pond dams, and seeding and mulching burned lands.

FEMA also offers fire suppression grants, firefighter assistance grants, Hazard Mitigation Grants and National Fire Academy Educational Programs.

Affected jurisdictions, landowners and business owners continue to submit requests for grants, disaster loans, goods, services and technical assistance from local, state and federal sources to recover from the wildfires, protect the watersheds or reduce the risks associated with flooding and other natural hazards.

ETART recently issued its final report, which details its methodology, assessments, debris-flow model maps, activities and recommendations. Completed activities include:

  • Compiled and shared multi-agency risk assessments across jurisdictions through a public file-sharing site.

  • Developed and disseminated an interagency program guide to assist jurisdictions seeking assistance.

  • Transitioned ETART to a long-term standing committee to address threats, improve planning, and resolve policy and coordination issues that may thwart successful response and recovery efforts related to past fires and potential future events.

Multiagency Team Addresses Post-Wildfire Dangers in Eastern Washington

DENTON, Texas ––New flood maps for Grant Parish will become effective June 16, 2016. Parish residents are encouraged to view the maps before the effective date to understand their flood risk.  

Most property insurance policies do not cover the effects of flooding. People without flood insurance risk uninsured losses to their homes, personal property and businesses. Flooding is the most frequent natural disaster in the U.S. and only flood insurance covers these events. The National Flood Insurance Program (NFIP) is a voluntary program administered by the Federal Emergency Management Agency (FEMA).  

“What’s the first step in preparing for flooding? Finding out about your risk,” said Acting FEMA Region 6 Administrator Moises Dugan. “Everyone needs to prepare for the risks and hazards in their communities.”

Contact your local floodplain administrator to learn if your community participates in the NFIP. You can also review the new flood maps at the parish floodplain administrator’s office. FEMA map specialists and flood insurance experts also are available to answer your questions. They can be reached by phone and online chat. 

FEMA encourages non-participating communities to look at the benefits of joining the NFIP.

Grant Parish, Louisiana, Flood Maps Become Final in June

During historic 1998 El Niño season that created $550 million in damages, it was not until February that California experienced flooding damage that warranted a federal presidential declaration
 

Oakland Calif., — The Federal Emergency Management Agency (FEMA) today released new data on National Flood Insurance Program (NFIP) policies, showing an increase of more than 27,000 new NFIP policies written in California during the month of December 2015. There is a 30 – 90 day waiting period for new policies to be reported to FEMA and the latest available data, released today, shows an increase of more than 55,500 new flood insurance policies purchased in California from August 31 – December 31, 2015.

The nearly 25% increase for the state is the first of its kind, in any state, in the history of the National Flood Insurance Program, created in 1968.

“FEMA recognizes that a government-centric approach to emergency management is not adequate to meet the challenges posed by a catastrophic incident,” said FEMA Region 9 Administrator Robert Fenton. “Utilizing a whole community approach to emergency management reinforces that FEMA is only one part of our nation’s emergency management team and individuals are arguably the most important part of that team.”
Although the agency does not directly correlate all NFIP claims this year to El Niño, FEMA has already seen 127 National Flood Insurance Program policyholders submit claims in California during January 2016 compared to only 1 claim submitted in California for the same period during the previous year.

Although parts of FEMA Region 9 have recently been in a relative dry period, according to the National Weather Service, the impact of El Niño is not over.

“It has not been uncommon during past strong El Niño events to go through drier periods, even during the winter months,” said National Oceanic and Atmospheric Administration/National Weather Service meteorologist Scott Carpenter. “A change in the weather pattern around the last week of February may start bringing the storm track farther south and across more of California into March.”
NOAA’s Climate Prediction Center forecasts climate anomalies associated with the ongoing El Niño episode are expected to result in at least minimal improvements to the drought conditions across much of California and western Nevada through the end of April.

Flooding can happen anywhere, but certain areas are especially prone to serious flooding. Many areas in California are at increased flood risk from El Niño, as a direct result of wildfires and drought.

Residents should be aware of a couple things:

o You can’t get flood insurance at the last minute. In most cases, it takes 30 days for a new flood insurance policy to go into effect. So get your policy now.
o Only Flood Insurance Covers Flood Damage. Most standard homeowner’s policies do not cover flood damage.
o Get all the coverage you need. An agent can walk you through coverage options.
o Know your flood risk. Visit FloodSmart.gov (or call 1-800-427-2419) to learn more about individual flood risk, explore coverage options and to find an agent in your area.

In September 2015, FEMA’s Region 9 office in Oakland, Calif., established an El Niño Task Force with the mission of preparing for the impact of El Niño. The task force is evaluating the core capabilities needed to protect against, mitigate, respond to, and recover from any flooding that occurs across the Region this winter and spring. In December 2015, FEMA Region 9 released its draft El Niño severe weather response plan and convened a Regional interagency steering committee meeting in Northern California to exercise the plan. The plan is a living document and is continuously updated as new information on the El Niño threat emerges.

FEMA administers the National Flood Insurance Program and works closely with more than 80 private insurance companies to offer flood insurance to homeowners, renters, and business owners. In order to qualify for flood insurance, the home or business must be in a community that has joined the NFIP and agreed to enforce sound floodplain management standards.
NFIP is a federal program and offers flood insurance which can be purchased through private property and casualty insurance agents. Rates are set nationally and do not differ from company to company or agent to agent.

These rates depend on many factors, which include the date and type of construction of your home, along with your building’s level of risk.

JEFFERSON CITY, Mo. – Missouri residents who find themselves in need of legal advice as a result of the recent storms and floods can get free help from the Federal Emergency Management Agency (FEMA) and its partners.

FEMA’s Disaster Legal Services (DLS) program provides free legal assistance to low-income individuals who, prior to or because of the disaster, are unable to secure legal services adequate to meet their disaster-related needs. DLS is provided only to survivors of presidentially declared major disasters and is limited to cases that will not produce a fee.

The toll free number for DLS in Missouri is 800-829-4128. Local legal aid providers and pro bono attorneys are available to assist with almost any legal issue that arises from a presidentially declared major disaster including help with the following types of disaster legal assistance:

  • Help with disaster-related health, property, life insurance claims, etc.
  • Replacement of wills and other important legal documents lost or destroyed in the disaster
  • Help with home repair contracts and contractors
  • Advice on problems with landlords
  • Counseling on mortgage and foreclosure problems

Free Legal Advice for Missouri Disaster Survivors

PINE RIDGE, S.D. – Recovery efforts continue in the aftermath of severe storms and flooding that struck the Pine Ridge Indian Reservation last spring.  In the six months since President Obama’s disaster declaration, hundreds of households have received assistance funds and FEMA and the Oglala Sioux Tribe have engaged in the largest housing effort in the tribe’s history.  To support this effort, FEMA has established offices on the reservation, as well as in Hot Springs and Rapid City.

To address the severe housing need on the reservation following the disaster, FEMA initiated a program used for the first time in the continental United States.  Under the effort, more than 300 households have been identified as eligible for either repairs to their damaged home, or replacement with a new manufactured home. As of Feb. 5, 40 new homes have been provided on the reservation, and another 10 homes have been repaired. The program will continue until an expected completion date in mid-summer.  The manufactured homes are being staged at Ellsworth Air Force Base prior to their final delivery to the reservation.

In addition to the housing construction program, FEMA has provided more than $380,000 in financial aid to tribal members.  Of that, more than $170,000 was for home repairs and $210,000 was for personal property and other emergency needs.  The U.S. Small Business Administration (SBA) has approved $943,000 in low-interest loans to 58 tribal residents and businesses.

A federal interagency disaster recovery coordination team is also partnering with the OST Government to support longer term Tribal priorities such as improving housing and roads, enhancing self-governance capacity, and reducing home and business energy bills.  In addition to FEMA and the Tribal Departments, federal agencies involved in this effort include the Department of Housing and Urban Development (HUD), the Department of Agriculture Rural Development, the U.S. Army Corps of Engineers, the National Renewable Energy Laboratory, and the Federal Highways Administration Tribal Transportation Program.

HUD and Oglala Lakota Sioux Housing are co-leading a Tribal Housing Task Force to support the “One Nation One Number” initiative that will assess housing conditions and housing needs on the Pine Ridge Reservation. The OST Department of Transportation is co-leading a Tribal Roads Task Force with the US Army Corps of Engineers to perform similar assessments and recommend solutions for addressing issues related to Tribal roads.

The NFIP aims to reduce the impact of flooding on private and public structures. It does so by providing affordable flood insurance and encouraging communities to adopt and enforce floodplain management regulations.

NFIP insurance is available to homeowners, renters, condo owners/renters, and commercial owners/renters. Costs vary depending on how much insurance is purchased, what is covered and the property’s level of flood risk. Those in moderate- to low-risk areas can purchase a special Preferred Risk Policy (PRP) that provides building and contents coverage for one low-price. Typically, there’s a 30-day waiting period from date of purchase before your policy goes into effect.

Why is an NFIP policy necessary if federal aid is available after a flood? Federal disaster assistance typically comes in the form of small grants or low-interest loans to help cover flood damage, not to fully compensate for losses. Even then, those grants and loans are only available if the president formally declares a disaster. NFIP policies are not dependent on a federal disaster declaration.

Flooding occurs in moderate- to low-risk areas as well as in high-risk areas due to factors like poor drainage systems, rapid accumulation of rainfall, snowmelt, and broken water mains. In addition to floods, NFIP policies also cover damage from mudflows. In fact, over 20-percent of all flood insurance claims come from areas outside of mapped high-risk flood zones.

Revised Preliminary Flood Maps for Jim Wells County, Texas, Available for Review

COLUMBIA, S.C. – A disaster recovery center in Darlington County will close Wednesday, Jan. 20, at 5 p.m.:

  • South Carolina National Guard Armory, 1764 Harry Byrd Highway, Darlington

Many services available at disaster recovery centers are also available by calling the FEMA helpline. Survivors of Oct. 1-23 storms and flooding in Darlington County can get help by calling 800-621-3362 or TTY 800-462-7585; those who use 711/VRS can call 800-621-3362. Lines are open 7 a.m. to 10 p.m. seven days a week until further notice.

Survivors can use the helpline to:

  • Ask questions about FEMA decision letters.

  • Learn how to appeal FEMA decision letters. All applicants may appeal.

  • Inquire about the status of a registration.

  • Provide change of address, telephone and bank account numbers and insurance information to avoid disaster assistance processing delays.

  • Receive information about FEMA home inspections.

  • Get other questions answered about federal disaster assistance.

Applicants should have their nine-digit FEMA registration number and zip code if they want to discuss their application.

Survivors may still visit other recovery centers to ask disaster assistance questions. They can locate the closest center by visiting asd.fema.gov/inter/locator/home.htm.

Representatives from the South Carolina Emergency Management Division, Federal Emergency Management Agency, U.S. Small Business Administration and other agencies are at centers to answer questions about disaster assistance and low-interest loans.
