BATON ROUGE, La. – Seven months after Hurricane Isaac slammed into the Louisiana coast, two Louisiana parishes are creating new paths to recovery with the help of state and federal partners.

Scores of residents and community leaders in St. John and Plaquemines parishes have gathered at open houses and community meetings over the past few months to learn how they can get involved in their communities’ recovery and to identify projects to help bring their visions of recovery to life.

In St. John Parish, a volunteer Citizens Advisory Committee launched the initiative “One Parish, One Future: Building Back Better and Stronger” in January to help rally public support for and participation in the local effort. Since then, residents of all ages and walks of life have contributed ideas and strategies for rebuilding — both in person at community events and through the parish’s online surveys. Plaquemines Parish, meanwhile, has held public input sessions and is forming committees to begin organizing its local initiative.    

“This kind of grassroots participation lays the foundation for successful recovery in any community,” said National Disaster Recovery Coordinator Wayne Rickard. “When the people who live and work in affected communities set their own recovery priorities, they take ownership of the plan and their enthusiasm infects their friends and neighbors – and that can help jumpstart a community’s cycle of success.”

One motivation behind both of the local efforts is the pledge of federal assistance in developing their plans – and the potential that state and federal agencies will help steer dollars their way.

“To have the support at the state and federal level not only during the disaster and immediately after it, but during the long haul, is something we’re extremely grateful for,” said St. John Parish President Natalie Robottom. “With the Framework, there are other agencies at the table that have an understanding of other resources. Their presence with us has been extremely powerful.”

This assistance has come under the aegis of the new National Disaster Recovery Framework, which defines an overall process by which hurricane-affected communities can capitalize on opportunities to rebuild stronger, smarter and safer. Rickard is the recovery coordinator at the federal level; Mark Riley serves as Louisiana’s disaster recovery coordinator.

Although the Framework relies greatly on government resources, the private sector also plays a role. At the local level, businesses may be able to contribute resources or personnel as well as participate in community recovery planning.  At the regional, state and national levels, corporations, foundations, individuals or other entities may be approached for technical assistance and grants or other resources.  

To help parishes identify potential resources, the National Disaster Recovery Support team in Louisiana has developed a Community Recovery Resource Guide containing Louisiana-specific information. Currently available on CD, the guide profiles nearly 900 specific recovery assistance programs through which communities can seek funding possibilities, grant writing guides, planning manuals and even examples of how governments can create recovery-related staff positions. 

Louisiana activated the Framework shortly after Hurricane Isaac hit the state in late August, opening the door for parishes to ask for technical assistance and guidance that fall outside the restrictions of the Stafford Act, the law under which the Federal Emergency Management Agency provides assistance immediately after a disaster. Plaquemines and St. John parishes soon named local disaster recovery managers to start the process. Additionally, Orleans Parish and the City of New Orleans sought technical assistance to add a recovery preparedness plan to the parish’s existing development plan.

St. John has used the Framework to organize local recovery and development planning around the economic development, health and social services, housing, infrastructure, and natural and cultural resources sectors. At the parish’s meetings and open houses, residents, business owners and others submitted dozens of ideas to move the parish’s recovery forward. Ideas have ranged from creating a farmers market to improving drainage capacity at critical points in the parish to initiating a St. John Parish cultural history project. Voting to prioritize those projects has just concluded.

Although state and federal agencies provide help, community leadership and local involvement are vital in developing recovery priorities and activities that are realistic, well-planned and clearly communicated.

“As the first parish or county in the nation to make full use of the resources outlined in the Framework, St. John one day may serve as a model for the recovery efforts of other communities across the nation,” Rickard said.

Indeed, St. John Parish officials note how working together has benefited the parish.   

“This whole process has made St. John stronger,” Robottom said. “We’re very pleased to be a part of this.”

Parishes Take Charge of Recovery Using National Disaster Recovery Framework

WINDSOR, Conn. — More than a quarter billion dollars in federal disaster grants, loans and insurance settlements is supporting the ongoing Connecticut recovery from Hurricane Sandy, the Federal Emergency Management Agency announced today.

As of close of business March 20:

  • 12,380 Connecticut residents in the counties of Fairfield, Middlesex, New Haven and New London, and in the Mashantucket Pequot and Mohegan Tribal Nations located within New London County, signed up for federal disaster assistance during the registration period which ended Feb. 12;
  • $12,068,937 was approved for housing assistance, including short-term rental assistance and home repair costs;
  • $997,312 was approved to cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions;
  • $40,829,200 in low-interest disaster loans for homeowners, renters, businesses and private nonprofit organizations has been approved by the U.S. Small Business Administration;
  • $10,969 in Disaster Unemployment Assistance has been approved as a result of Sandy;
  • $3,529,608 in Public Assistance grants has so far been obligated to municipalities statewide for Sandy-related expenses. Under the PA program, FEMA expects to reimburse the state, local governments and tribal nations more than $52 million in storm-related expenses, which represents the 75 percent federal share of such projects. FEMA continues to obligate funding for approved PA projects; and
  • 4,939 flood insurance claims totaling $195,555,764 have been paid to date, representing nearly 90 percent of total National Flood Insurance Program claims in the state of Connecticut following Hurricane Sandy.

Federal Disaster Assistance in Connecticut Following Sandy Tops One Quarter Billion Dollars

ATLANTA – Graham County, N.C. is now a participating community in the National Flood Insurance Program (NFIP), which means property owners in unincorporated areas of Graham County can purchase federally-underwritten flood insurance.

On March 21, 2013, Graham County was re-instated into the NFIP and is now among nearly 22,000 communities participating in the program nationwide.  The NFIP does more than make flood insurance available; it also supports local communities in their efforts to reduce the risk and consequences of serious flooding. In order to participate in the program, a community must agree to adopt and enforce sound floodplain management regulations and ordinances to reduce future flood damage. In exchange for these practices, flood insurance is available to homeowners, business owners and renters in participating communities.

Standard homeowner’s, business owner’s, and renter’s insurance doesn’t cover flood damage, so a separate flood insurance policy can provide property owners with financial protection against the devastating effects of flooding. Flooding is the most common and costly natural disaster in the U.S., so flood insurance is an important consideration for everyone.

Even if you don’t live in an area at high-risk of flooding, you should still consider flood insurance because anyone can be financially vulnerable to floods. In fact, about 25 percent of flood insurance claims occur in lower risk flood zones.

The NFIP is administered by the Federal Emergency Management Agency which works with nearly 90 private insurance companies to provide flood insurance to property owners and renters in NFIP-participating communities.  Flood insurance policies may be written by state-licensed property and casualty insurance agents.

Graham County Makes Flood Insurance Available to its Residents and Property Owners

TRENTON, N.J. — The Federal Emergency Management Agency has produced materials to give technical guidance to home builders and property owners planning post-Sandy construction or repairs in coastal areas.

Investigations conducted by FEMA and other organizations have consistently shown that properly sited, well-designed and well-constructed coastal residential buildings generally perform well in coastal disasters.

For residential builders and do-it-yourselfers, FEMA offers a series of Fact Sheets (available free at Fema.gov) that provide technical guidance and recommendations concerning the construction of coastal residential buildings.

The Home Builders Guide to Coastal Construction: Technical Fact Sheet Series is aimed at improving the stability of buildings in coastal environments that may be subject to flood and wind forces.

The 37 fact sheets are divided into 10 categories that cover various aspects of the construction process. Each fact sheet provides specific information on topics like National Flood Insurance Program regulatory requirements, the proper siting of coastal buildings and recommended design and construction practices.

Many of the fact sheets also include lists of FEMA and other resources that provide more information about the topics discussed. Where appropriate, resources are accompanied by active web links.

Updated in 2011, a Coastal Construction Manual — prepared with assistance from other agencies, organizations and professionals involved in coastal construction and regulation — is intended to help designers and contractors identify and evaluate practices that improve construction quality.

The two-volume publication provides a comprehensive approach to planning, siting, designing, constructing and maintaining homes in the coastal environment.

Volume 1 provides information on hazard identification, siting decisions, regulatory requirements, economic implications and risk management.

Volume II contains in-depth descriptions of design, construction and maintenance practices that, when followed, will increase the durability of residential buildings in the harsh coastal environment and reduce economic losses associated with coastal natural disasters.

The primary audience for Volume I includes design professionals, officials and those involved in the decision making process. The primary audience for Volume II is the design professional who is familiar with building codes and standards and has a basic understanding of engineering projects.

FEMA Coastal Construction Information Available For Post – Sandy Rebuilding

DENVER – There’s a hidden threat that strikes countless unprepared Americans each year – flooding.  Unlike fire, wind, hail or most other perils, flood damage is not covered by a homeowners policy. An uninsured flood loss can undo a lifetime’s worth of effort and create a mountain of bills. Fortunately, a National Flood Insurance Program (NFIP) policy provides the defense against such losses and can ensure that a flood doesn’t bring financial ruin.

Flooding is an ever present threat; it can happen at any time and in virtually any location. While certain areas may be more prone to flooding – especially those in coastal areas or riverine environments – history has shown that almost no place is immune to flooding.  Flooding can have many causes: a quick heavy rainfall or rapid snowmelt can cause flash flooding, a blocked culvert or storm sewer drain can create flooding in a city neighborhood, or prolonged wet weather can swell streams and rivers. Even dry conditions can pose a threat, as minimal rainfall in wildfire burn areas or drought stricken regions can create flash flooding when soils are unable absorb even slight precipitation.

Flood insurance is easy to get, the only requirement is that you live in a participating community (which might be a county or other jurisdiction for those living in unincorporated areas). That’s right; you don’t need to live in a floodplain to purchase a policy. In fact, if you live outside a floodplain you may be eligible for a preferred risk policy that has a much lower premium than for a policy in a higher flood risk area. And in most cases you can purchase an NFIP policy with the insurance agent you already deal with for other insurance needs.  When that isn’t possible, NFIP can put you in touch with another agent that can get you a flood insurance policy.

One key difference of an NFIP policy from another insurance policy is the 30 day waiting period prior to the policy going into effect. But that doesn’t mean anyone should view a policy like a lottery ticket, something purchased only if flooding appears imminent. A policy should be viewed as protection against a continuing threat rather than a hedge against a singular event such as anticipated spring flooding or flooding following a wildfire.

The average cost of flood insurance is about $650 a year – less than $2 a day for financial protection from what could be devastating effects of a flood to one’s home or business. By purchasing a policy now, or keeping your existing policy, you have peace of mind. As with any insurance, be sure to talk with your agent about the specifics of your policy – how much coverage you need, coverage of contents as well as structure and any other questions you might have.

Purchasing — and MAINTAINING — Flood Insurance is a Great Investment at Any Time

SAN JUAN, PR – Every year approximately 800 seismic events occur in the Puerto Rico region. While some of them are imperceptible, others remind us of the urgency to prepare ourselves better to survive no notice emergencies, such as earthquakes and tsunamis. The Federal Emergency Management Agency (FEMA) emphasizes the role of prepared communities that become stronger and smarter by planning and practicing what to do to survive and recover faster from this type of events.

This week FEMA joins efforts with the Puerto Rico Emergency Management Agency, the Puerto Rico Seismic Network, the Puerto Rico Broadcasters Association and the National Oceanographic and Atmospheric Agency (NOAA) through LANTEX 2013, an exercise that will take place this Wednesday, March 20, 2013. This drill will test the Emergency Alert System (EAS) during an earthquake/tsunami event and the communications and response processes of local, state and federal governments, as well as the private sector during an activation of this kind.

“A destructive earthquake can occur anytime and once it happens, it’s too late to prepare ourselves. We encourage everyone in our communities to be ready NOW as you might not be with your family, your children might be at school or you could be at work,” said FEMA’s Caribbean Area Division Director Alejandro De La Campa. “This exercise provides everyone with a great opportunity to practice their emergency plans and become involved in their emergency preparedness.”

A great first step to include in your emergency plan is to look for information about emergency plans in places where you and your family spend time: work, daycare and school. If no plan exists, the following simple steps can help you begin developing your family emergency communications plan:

  • Identify an out-of town contact.  It may be easier to make a long-distance phone call than to call across town, so an out-of-town contact may be in a better position to communicate among separated family members.
  • Be sure every member of your family knows the phone number and has a cell phone, coins, or a prepaid phone card to call the emergency contact. If you have a cell phone, program that person(s) as “ICE” (In Case of Emergency) in your phone. If you are in an accident, emergency personnel will often check your ICE listings in order to get a hold of someone you know. Make sure to tell your family and friends that you’ve listed them as emergency contacts.
  • Teach family members how to use text messaging (also known as SMS or Short Message Service). Text messages can often get around network disruptions when a phone call might not be able to get through.

In addition to being aware of your risks, learn what to do during diverse emergency situations.  Here are a few tips to remember:

When an earthquake hits:

  • DROP to the ground;
  • Take COVER by getting under a sturdy desk, table or other piece of furniture. If there is none around to get under, get down near an interior wall and cover your head and neck with your arms and hands; and
  • HOLD ON to the furniture or to your head and neck until the shaking stops.  

Pay attention to some of these tsunami warning signs:

  • A strong earthquake, or one that lasts for 20 seconds or longer
  • The ocean withdraws or rises rapidly
  • A loud, roaring sound (like an airplane or a train) coming from the ocean
  • Tsunami warnings broadcast over television and radio, by beach lifeguards, community sirens, text message alerts, National Weather Service tsunami warning center Web sites and on NOAA Weather Radio All Hazards

When a tsunami hits:

  • Keep calm;
  • Immediately move to the local tsunami shelter using defined tsunami evacuation routes.
  • If there are no evacuation routes defined, move to higher ground that is at least 100 feet in elevation, a mile inland, or to the highest floor of a sturdy building and STAY there.
  • If you are already in a safe location, STAY there.
  • Move by foot when possible – do not drive – this keeps the roads unobstructed for emergency vehicles.
  • Stay tuned to NOAA Weather Radio or news broadcasts for changes in tsunami alerts.
  • Stay away from the coast and low-lying areas until local officials say it’s safe to return.

Earthquakes and Tsunamis: The Time to Get Ready is Now

SAN JUAN, Puerto Rico – Last year, Puerto Rico endured numerous severe weather events including flooding, heavy rains and storm surges which affected families and businesses in various degrees, but were not extensive enough to justify a federal disaster declaration. However, more than half a million dollars were paid to flood affected business owners, renters and families who own flood insurance policies from the National Flood Insurance Program (NFIP).

“Buying and maintaining flood insurance assures you that assistance will arrive when you have to deal with a flood damaged property. Take steps now to protect your property and financial well-being,” said Alejandro De La Campa, FEMA’s Caribbean Area Division Director. “Buy flood insurance now and be covered by the start of hurricane season, because when you purchase a flood insurance policy there is a 30-day waiting period before it takes effect.”

Through the NFIP, homeowners can insure their homes for up to $250,000 and its contents for up to $100,000. Renters can buy coverage for personal property for up to $100,000. Nonresidential property owners can insure a building and its contents for up to $500,000.

Currently, 56,572 policy holders in Puerto Rico participate in the NFIP. This insurance can be purchased through your local insurance agent or company. Also, you can go online at www.floodsmart.gov or call 1-800-427-2419 for general flood insurance information.

Furthermore, FEMA advises residents to contact their local floodplain management officials to view current local flood maps. It Pays To Have Flood Insurance

PHILADELPHIA, Pa. – The Federal Emergency Management Agency (FEMA) and the National Oceanic and Atmospheric Administration (NOAA) are partnering to improve public awareness for National Flood Safety Awareness Week, March 18-22, 2013.  The agencies’ goal is to improve understanding about flood risk among individuals, families, businesses and communities.  Knowledge and the right precautions can protect families, homes and finances.

“We’ve seen the devastation that floods can cause.  They can happen at any time, anywhere across our region, which means we all need to be prepared now,” said FEMA Region III Administrator MaryAnn Tierney. “Having a flood insurance policy for your home or business is just one way to prepare; there are also simple steps you can take now to be prepared for flooding such as developing a family emergency plan, having an emergency supply kit ready to go, and learning about your flood risk.”

Floods are the most common hazard in the United States.  However, not all floods are alike. Floods typically occur when too much rain falls or snow melts too quickly.  Chunks of ice from a thawing river can block its normal flow and force water out of its banks. While some floods develop slowly, flash floods develop suddenly.  Hurricanes can bring flooding to areas far inland from where they first hit the coast, as we witnessed two years ago from the devastating impacts of Hurricane Irene and Tropical Storm Lee, and last year from Hurricane Sandy.

There are simple steps citizens can take today to reduce their risk to all types of floods.  Flood Safety Awareness Week is an excellent time for people and communities to learn about their flood risk and implement precautions to mitigate the threat to life and property.

“Flooding is dangerous and costly, killing nearly 100 people and causing an average of eight billion dollars in property damage in the United States each year,” said Dr. Louis W. Uccellini, director, NOAA’s National Weather Service, which produces an array of flood outlooks and forecasts, including watches and life-saving warnings.  “A weather-ready nation is a prepared nation; one that will reduce flood losses by planning ahead, staying abreast of weather forecasts, and heeding the warnings.”

Dr. Uccellini emphasized that a primary flood killer is flooded roadways.  People should never attempt to drive through them, but should “Turn Around, Don’t Drown,” NOAA’s flood safety slogan.

NOAA will issue the 2013 U.S. Spring Outlook and flood assessment on March 21.

TRENTON, N.J. — New Jersey seniors recovering from Hurricane Sandy are strongly advised to beware of scam artists claiming to represent the Federal Emergency Management Agency, the Small Business Administration or the National Flood Insurance Program.

By going door to door to storm-damaged homes or making contact by phone or on the Internet, scam artists may try to obtain personal information such as Social Security and bank account numbers or falsely claim that you need to make a payment to a federal agency.

To avoid being a victim of a scam, remember:

  • On any follow-up calls, a FEMA representative will only ask for the last four digits of the applicant’s Social Security number.
  • While a FEMA representative may visit your home in connection with your claim, they will    not ask you to make a payment.
  • If someone comes to your door identifying themselves as a FEMA, SBA or NFIP representative, ask to see their federal identification badge. All authorized FEMA or SBA employees are required to display a laminated photo identification badge at all times.
  • If you believe you have been the victim of a scam, call the FEMA Fraud Hotline at 800-323-8603 or call the New Jersey Division of Consumer Affairs at 800-242-5846.
