EMMITSBURG, MD – Thirty three law enforcement officers and staff from the Department of Homeland Security’s (DHS’s) Immigration and Customs Enforcement (ICE) and the U.S. Justice Department’s Alcohol, Tobacco, Firearms and Explosives (ATF) graduated from the Federal Emergency Management Agency’s (FEMA’s) Foundations of Emergency Management course. The law enforcement personnel acquired the basic skills and knowledge to help them meet challenges in the field of emergency management.

The Foundations of Emergency Management course (L-101) was delivered by FEMA’s Emergency Management Institute (EMI) at ATF Headquarters in Washington, D.C., from July 22 through August 2, 2013. The course is one of five in the National Emergency Management Academy and covers legal issues, intergovernmental and interagency context, influencing, organizing, serving the whole community, managing stress, collaboration, preparedness, team building, protection, prevention, mitigation, response, ethical decision-making, recovery, technology, administration, and the future. The course also requires prerequisite independent study courses to be completed.

“Law enforcement is an integral part of emergency management before, during and after disasters,” said EMI Superintendent Tony Russell. “Law enforcement personnel who attend EMI’s Foundations of Emergency Management course take what they learn and apply the basics of emergency management to their specific law enforcement roles in the field to help them provide better community assistance during emergencies.”

EMI and ICE signed a Memorandum of Agreement to initiate a cooperative training effort to provide courses for law enforcement officials whose positions include responsibilities in the field of emergency management during disasters.

“Law enforcement is an important part of successful emergency management and this EMI course demonstrates a true whole community approach for training and educating law enforcement personnel,” said Roberto Hylton, FEMA’s Senior Law Enforcement Advisor. “We strive to help law enforcement to be better prepared when disasters strike as they work to protect and serve the people in their communities and respond in times of national emergencies.”

The National Emergency Management Academy offers the tools for students to develop a comprehensive set of basic skills needed in emergency management. For those who are new to emergency management or transferring from another profession, this Academy provides a unique opportunity to build camaraderie and establish professional contacts. Students also learn to understand the roles, responsibilities and legal boundaries associated with emergency management.

The Academy is part of FEMA’s new Emergency Management Professional Program (EMPP). The EMPP curriculum is designed to support life-long learning for emergency managers and includes the entry-level Academy; a Specialized and Technical Training program to develop specific skill sets; a Leaders Academy to develop the next generation of emergency management leaders; and an Executive Academy for federal, state, tribal and local agency officials at a senior policy and strategic level.

FEMA is linking training and career development programs to an established set of competencies through a progressive training and education system. EMI develops training objectives based on the Emergency Management competencies agreed to by the National Emergency Management Association (NEMA), the International Association of Emergency Managers (IAEM), and state, local, tribal, and territorial emergency management professionals.

Federal Law Enforcement Personnel Learn New Emergency Management Skills from FEMA’s Emergency Management Institute

PHILADELPHIA, Pa. – Preparing a community for an emergency or disaster can be a daunting task; there are so many people, each with unique needs, and so many aspects that need to be addressed.  If such a monumental task is left to just one group of people such as local officials, it’s sure to remain just that, monumental.  When the Whole Community comes together to provide input, complete tasks, and take responsibility though, it becomes a very manageable undertaking.  Pitching in to help your community prepare for the next disaster has a very large impact, the kind that can make you a local hero.

10th annual National Preparedness Month encourages Americans to take steps to toward resiliency and marks the 10th Anniversary of its Ready Campaign

WASHINGTON – Today, Federal Emergency Management Agency (FEMA) Administrator Craig Fugate kicked off the tenth annual National Preparedness Month (NPM), joining local New York City Emergency Management officials and New York City Citizen Corps Council, at the Children’s Museum in Staten Island to talk about the importance of family and community emergency preparedness.

“Each September, we commit to focusing our collective efforts on raising our level of readiness to be prepared for any potential hazard with National Preparedness Month,” said FEMA Administrator Craig Fugate. “It is a time for us to promote individual and community preparedness. Events like the one today in New York serve as a reminder for all Americans to be prepared in order to successfully respond to and recover from emergencies and disasters.”

NPM is led by FEMA’s Ready Campaign in partnership with Citizen Corps and the Ad Council, and is a nationwide effort encouraging individuals, families, businesses and communities to work together and take action to prepare for emergencies. 2013 marks the 10th anniversary of Ready, a public service advertising media campaign that has garnered in excess of $1billion in donated media placements, over 77 million visitors to its websites and has had in excess of 88 million pieces of preparedness materials requested or downloaded.

NPM is an opportunity to disseminate emergency preparedness information and host sponsor activities across the country to help Americans understand what it truly means to be ready.  This year a new series of public service advertisements (PSAs) were launched as part of the Ready Kids campaign. ANCHORAGE, Alaska – As survivors of Alaska’s 2013 Spring Floods continue the process of rebuilding their lives and property, there is an issue many could face: “substantial damage,” as defined by the National Flood Insurance Program.

It’s common to think substantially damaged merely describes a structure that has sustained a large amount of damage by a flood or any other source such as fire, tornado or earthquake.

In reality, substantial damage is a specific term that applies to a damaged structure in a Special Flood Hazard Area – or floodplain – for which the total cost of repairs is 50 percent or more of the structure’s market value before the disaster occurred, regardless of the cause of damage.

For example, if a structure’s market value before the damage was $200,000 and repairs are estimated to cost $120,000, that structure is “substantially damaged.” Land value is excluded from the determination.

It’s important to know the percentage of structural damage because that information helps property owners decide whether to repair or replace a damaged dwelling, and whether additional work will be needed to comply with local codes and ordinances, such as elevating a house in a floodplain.

The decision about a structure being substantially damaged is made at a local government level, generally by a building official or floodplain manager.

For communities that participate in the National Flood Insurance Program, substantial damage determinations generally are required by local floodplain management ordinances. These ordinances must be in place for residents of a community to purchase flood insurance.

To calculate substantial damage, the local official makes a visual inspection of a house, making notes of the impacts to the structure itself and, when possible, to the interior. These notes, coupled with other information such as property valuations and estimated costs to repair, are used to calculate the percentage of flood damage to the structure.

Once a determination on the percentage of damage is made, local officials then share that information with the property owners if their structure is substantially damaged.

If a building in a floodplain is determined to be substantially damaged, it must be brought into compliance with local floodplain management regulations:

  • Owners who decide to rebuild may need to elevate their structures, or change them in some other way to comply with those local floodplain regulations and avoid future flood losses.
  • Owners of non-residential structures may be allowed to flood proof their buildings instead of elevating.

For more information about how or why a substantial damage determination was made, property owners should contact their local building official.

All property owners should check with local building officials to determine if permits for repair are required before beginning the work. Depending on local codes and ordinances, there can be serious consequences for not complying with the permitting process.

Property owners who have a flood insurance policy and a substantially damaged building in a Special Flood Hazard Area may be able to use additional funds from their flood insurance policy (up to $30,000) to help defray the costs of elevating, relocating or demolishing a structure.

NFIP Substantial Damage: What Does It Mean for Alaska’s Disaster Survivors?

NEW ORLEANS, La. — Nearly a year after Hurricane Isaac’s floodwaters inundated St. John the Baptist Parish, the community’s long-term rebuilding initiative, “One Parish, One Future: Building Back Better and Stronger,” is making great strides.

This local effort, supported by state and federal partners under the National Disaster Recovery Framework, is the subject of a short documentary by one of the partners, the Federal Emergency Management Agency (FEMA).

The 12-minute video, “One Parish, One Future, Building Back Better and Stronger,” documents the hurricane’s destruction and the enormous effort by parish leadership, its volunteer Citizens Advisory Committee (CAC) and hundreds of residents to develop a long-term recovery strategy and begin to realize its goals. “Out of disaster comes opportunity, so we have an opportunity to be better than we were before,” St. John Parish Recovery Manager Raymond Goodman says in the video. “This plan, this strategy is going to go a long way toward doing that.”

Hurricane Isaac struck Louisiana in late August 2012. A few months later the CAC launched the “Building Back Better and Stronger” initiative to help rally public support for and participation in the local effort. Over the following months, residents of all ages and walks of life contributed ideas for rebuilding — both in person at community events and through the parish’s online surveys.

The final recovery strategy outlines 50 projects in the areas of economics, housing, health and social services, infrastructure, and natural and cultural resources for the parish to pursue over the coming months and years. Several of the projects are already in the development phase and funding opportunities are being pursued.

The initiative was carried out under the National Disaster Recovery Framework, which outlines a method for all levels of government to work together to help disaster-affected communities build back stronger, smarter and safer. Key principles of the framework are local leadership and citizen empowerment.

“The video demonstrates the progress that’s possible when everyone works together toward common goals,” said Federal Disaster Recovery Coordinator Wayne Rickard of FEMA. “The framework provided the structure, but St. John’s leaders and citizens have taken charge of their recovery.”

Video Documentary Highlights Long-Term Recovery Effort in St. John Parish

FEMA joins Home Depot Stores for Hurricane Preparedness Days

FRAMINGHAM, Mass.–With memories of the 2012 hurricane season and Hurricane Sandy’s October wrath still lingering, FEMA is partnering with Home Depot stores to promote hurricane preparedness to help homeowners be safe and reduce their property damage from the next storm.     

FEMA mitigation specialists and Home Depot associates will be at the Bellingham, Mass., Home Depot, 229 Hartford Avenue, from 9:00 a.m. till 6:00 p.m. this Saturday educating concerned homeowners on how to make their homes stronger and safer.      

Using a see-through, disaster avoidance model house, FEMA staff will demonstrate the use of hurricane straps and stronger building materials to prepare homes to better withstand the forces of a hurricane. 

Subject matter experts will also help customers create an emergency preparedness kit, choose the best generator for their needs, and identify the different types of alerts and wind speeds associated with hurricanes. 

Hurricane season begins on June 1 and runs through Nov. 30, but hurricanes have been known to pay no attention to dates. The 2005 season was the most active hurricane season on record with 28 named storms and 15 hurricanes. The last named storm in 2005, Zeta, formed on Dec. 29 before dissipating a week later in 2006.    

The National Weather Service has forecast an active hurricane season for 2013, and so far the season is proving them right. 

Tropical Storm Andrea made landfall in Florida barely six days into the hurricane season.  Right on her heels was Tropical Storm Barry that went ashore near Veracruz, Mexico.  Tropical Storm Chantal formed in early July and slammed the Caribbean for two days before losing her strength to wind shear.  This year’s fourth named storm, Tropical Storm Dorian, has already formed in the Eastern Atlantic and appears headed for the Caribbean.  It may be only a matter of time before Erin, Fernand, Gabrielle or one of the following storms tracks the paths of Irene and Sandy to New England.

Learn to Reduce Storm Damage this Saturday at Home Depot

NEW ORLEANS – Federal Emergency Management Agency historic preservation specialists will discuss the recent publication, The History of Building Elevation in New Orleans, on Monday, July 29, 2013, from 6:30 p.m. to 7:30 p.m. at Rosa F. Keller Library & Community Center, 4300 South Broad Street in New Orleans’ Broadmoor neighborhood. 

“Home and building elevations are a part of New Orleans’ history, dating back to the founding of the city; however, until now, very little has been written about it,” said FEMA Louisiana Recovery Office Executive Director Mike Womack. “Following Hurricane Katrina, FEMA has worked with the state and city to comply with federal historic preservation laws while protecting their residents by elevating above floodwaters. As part of the process, The History of Building Elevation in New Orleans was created.”

FEMA produced this book to offset effects to historic properties caused by FEMA-funded grants as required by the National Historic Preservation Act, Section 106. All federally funded projects must follow these regulations under NHPA as well as other environmental laws and executive orders.

Written and produced by URS Group in close collaboration with FEMA historic preservation staff and the Louisiana State Historic Preservation Office, the book lays out a broad historical perspective on the topic of elevation from its inception in the city of New Orleans to present day.

Local collections and archives were instrumental in the development of this book, including the New Orleans Public Library and Archives, the Historic New Orleans Collection and the Louisiana State Museum and Archives. Additionally, long-time New Orleans elevation businesses provided information not available elsewhere.

FEMA Presents its Publication Detailing the History of Building Elevation in New Orleans

AURORA, Ill. Federal assistance in Illinois has reached more than $139 million, distributed among more than 57,000 individuals and households, since a major disaster was declared for storms and flooding that occurred April 16 through May 5.

The latest summary of federal assistance includes:

  • More than $139 million in FEMA grants approved for individuals and households;
  • Of that amount, more than $120 million has been approved for housing assistance, including temporary rental assistance and home repair costs;
  • More than $19 million has been approved to cover other essential disaster-related needs, such as medical and dental expenses and damaged personal possessions;
  • More than 83,000 home inspections have been completed to confirm disaster damage;
  • More than $40 million in loans to homeowners, renters or business owners has been approved by the U.S. Small Business Administration.

Those with storm damage who do not register are disqualifying themselves from any possible assistance if their insurance settlement is not enough. 

Those owning homes or businesses in areas that flood frequently may be required to elevate, relocate or demolish the structures to prevent future loss. The National Flood Insurance Program’s standard flood insurance policies will pay up to $30,000 of the eligible costs under the increased cost of compliance (ICC) coverage.

To qualify for ICC, the NFIP-insured structure must be located in a Special Flood Hazard Area and the cost to repair the structure must equal or exceed 50 percent of its market value prior to the flood damage.

Another way to qualify is if your community has a more restrictive floodplain management ordinance provision that requires damaged buildings to be brought into compliance when the cost exceeds a threshold lower than 50 percent, or by calculating the cost to repair cumulatively over a period of time, for buildings that are damaged repetitively.

The insurance agent that sold you flood insurance and your local building official can provide more information.

Federal Disaster Aid to Illinois Residents Tops $139 Million

TRENTON, N.J. — As recovery from Superstorm Sandy continues in New Jersey, one major improvement project is the conversion of a destroyed residential neighborhood in the Borough of Sayreville to a permanent greenspace.

The Federal Emergency Management Agency has approved more than $29 million in Hazard Mitigation Grant Program funding for the voluntary acquisition and demolition of approximately 129 residential properties in Sayreville. 

The New Jersey Office of Emergency Management is managing the grant, and the New Jersey Department of Environmental Protection Blue Acres Program will implement the project and work directly with homeowners.

All of the homes in the project neighborhood are located in a National Flood Insurance Program Special Flood Hazard Area. This hazard designation indicates the structures are highly vulnerable to flooding. 

In addition, many of the homes are on the National Flood Insurance Program’s severe repetitive loss and repetitive loss list of residential structures with excessive flood loss.

Acquisition of these repetitive loss properties removes them from the risk of flooding and reduces the impact on the National Flood Insurance Program and on both Federal and State disaster assistance funding.

“By acquiring and removing these homes, FEMA is diminishing the borough’s vulnerability to natural disasters and removing residents from a potentially dangerous area,” said Gracia Szczech, FEMA’s Federal Coordinating Officer for New Jersey.

“This funding will go a long way to help the affected families move on with their lives.”

Once the homes are acquired and demolished, further construction will not be allowed on the properties.The land will be restricted to open space in perpetuity. Sayreville has accepted responsibility for all maintenance and upkeep of the land. 

The use of federal funds to purchase these properties allows families to relocate to safer areas.

Under the Hazard Mitigation Grant Program, the state solicits project proposals from local jurisdictions then prioritizes the projects for approval by FEMA. 

The project grant was awarded and funded by FEMA.  The total project cost is $39,274,060, the Federal share $29,455,545. 

The remainder of the cost of the project will come from the New Jersey Department of Environmental Protection’s Green Acre/Blue Acre Program. 

FEMA’s Hazard Mitigation Grant Program provides grants to states and local governments to implement long-term hazard mitigation measures after a major disaster declaration.

The grants help to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster. 

FEMA’s Hazard Mitigation Grant Program is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Sayreville, New Jersey—From Flood-Prone Neighborhood To Greenspace

 TRENTON, N.J.  — In the weeks after a large-scale disaster or catastrophic event, a range of work begins to help impacted communities focus not only on a path out of destruction but on enhancing their resilience to future hazards.

The Federal Disaster Recovery Coordinator (FDRC) plays a significant role in that strategy, primarily serving to focus federal resources on the most pertinent recovery needs. Peter Martinasco was named to the role of FDRC in New Jersey for Superstorm Sandy recovery.

The FDRC is activated under the National Disaster Recovery Framework, which provides a structure for seamless coordination between federal, state, tribal and local governments, the private sector, and voluntary, faith-based and community organizations.

“The Federal Disaster Recovery Coordinators do long-term planning with municipalities that have been devastated,” said Bill Vogel, FEMA’s Deputy Federal Coordinating Officer for Sandy recovery in New Jersey. “These communities need help determining what their priorities are and how they want to look after they recover.”

In major disasters or catastrophic events the FDRC is empowered to recommend activation of six key areas of assistance, or Recovery Support Functions. The RSFs are led by designated federal coordinating agencies: Housing (U.S. Department of Housing and Urban Development); Infrastructure Systems (U.S. Army Corps of Engineers); Economic (U.S. Department of Commerce); Health and Social Services (U.S. Department of Health and Human Services); Natural and Cultural Resources (U.S. Department of Interior); and Community Planning and Capacity Building (FEMA).

Working in partnership with a State Disaster Recovery Coordinator and a Hazard Mitigation Adviser, the FDRC oversees an assessment of impacted communities and a recovery support strategy. That strategy helps ease access to federal funding, decrease gaps in assistance, and establish recovery goals in terms of outcomes, milestones and budget.

For communities that seek assistance, the FDRC also provides a team of recovery specialists with a broad array of skills. Among them: civil engineering, architecture, land-use planning, economic development, environmental science and disabilities integration.
