LINCROFT, N.J. — The New York and New Jersey Sandy Recovery field offices are supporting a national initiative to maximize resilience and minimize risk. FEMA is encouraging those rebuilding from Hurricane Sandy to join the agency in its recognition of the 34th annual Building Safety Month (BSM) to promote the importance of high building standards, protecting the environment and saving energy.

BSM is a public awareness campaign established by the International Code Council (ICC). The global campaign focuses on public outreach and education to increase the overall safety and sustainability of buildings through the adoption of model building codes and promotion of code enforcement—elements for New York and New Jersey to consider as the area rebuilds after the storm.

Those in the affected states—and nationwide—can avail themselves of FEMA’s Building Science Department online and print information about various natural and man-made disasters and how they affect building safety. The agency introduces basic concepts used to design new or retrofitted buildings. Also offered are measures to increase resilience against future disasters while retaining or elevating efficiency—a two-pronged approach in dealing with climate change.

For the fourth consecutive year, President Obama has proclaimed May as National Building Safety Month to underscore the role that safe building codes and standards play in decreasing the effects of disasters and making the nation resilient. Building codes protect citizens from disasters like fires, flooding and weather-related events like Hurricane Sandy and structural collapse.

The overarching theme of BSM is Building Safety: Maximizing resilience, minimizing risks with sub-themes for each of its respective four weeks: fire, weather, yard and outdoor safety, and for the final week of the campaign, Building a brighter, more efficient tomorrow.

FEMA Calls for Focus on Resilience and Risk during May Observance

DENTON, Texas – Residents, business and residential renters, and business owners in Bellaire, Texas can now enjoy a 5 to 15 percent reduction in flood insurance premiums because of the city’s active participation in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS).

This means those policyholders who reside in Special Flood Hazard Areas (SFHA) will receive a 15 percent reduction on flood insurance premiums, and policyholders located outside the SFHA will enjoy a 5 percent discount.

In addition to lower premiums, the rating program helps to reduce the threat of damage from flooding, according to officials with the Federal Emergency Management Agency (FEMA). “The flood insurance program rewards communities for implementing programs and policies that protect their residents from flooding,” said FEMA Region 6 Administrator Tony Robinson. “Bellaire’s higher regulatory standards, public education outreach, drainage system maintenance and effort at developing additional flood data, among other activities, have earned the city lower premiums as a CRS Class 7 Community.”

The reduction in flood insurance premiums represents an annual savings in premium costs for Bellaire policy holders and will take effect at the time a new policy is written or an effective policy is renewed. Those individuals and business owners with a Preferred Risk Policy will not receive premium rate credits under the CRS because it already has a lower premium than other policies.

The city’s participation in the program has been beneficial in many respects. In addition to the reduction in insurance premiums, local officials are more knowledgeable about floodplain management and residents are more knowledgeable about mitigation and flood insurance.    The CRS program has helped make Bellaire a safer place to live, reduced the economic impact of flood hazards and saved their citizens money on flood policy premiums.

CRS is a voluntary program for National Flood Insurance Program (NFIP)-participating communities. Bellaire, Texas Celebrates a Safer Community

LINCROFT, N.J. — The Federal Emergency Management Agency has produced materials to give technical guidance to home builders and property owners planning post-Sandy construction or repairs in coastal areas.

Investigations conducted by FEMA and other organizations have consistently shown that properly sited, well-designed and well-constructed coastal residential buildings generally perform well in coastal disasters.

For residential builders and do-it-yourselfers, FEMA offers a series of Fact Sheets (available free at Fema.gov) that provide technical guidance and recommendations concerning the construction of coastal residential buildings.

The Home Builders Guide to Coastal Construction: Technical Fact Sheet Series is aimed at improving the stability of buildings in coastal environments that may be subject to flood and wind forces.

The 37 fact sheets are divided into 10 categories that cover various aspects of the construction process. Each fact sheet provides specific information on topics like National Flood Insurance Program regulatory requirements, the proper siting of coastal buildings and recommended design and construction practices.

Many of the fact sheets also include lists of FEMA and other resources that provide more information about the topics discussed. Where appropriate, resources are accompanied by active web links.

Updated in 2011, a Coastal Construction Manual – prepared with assistance from other agencies, organizations and professionals involved in coastal construction and regulation – is intended to help designers and contractors identify and evaluate practices that improve construction quality.

The two-volume publication provides a comprehensive approach to planning, siting, designing, constructing and maintaining homes in the coastal environment.

Volume I provides information on hazard identification, siting decisions, regulatory requirements, economic implications and risk management.

Volume II contains in-depth descriptions of design, construction and maintenance practices that, when followed, will increase the durability of residential buildings in the harsh coastal environment and reduce economic losses associated with coastal natural disasters.

The primary audience for Volume I includes design professionals, officials and those involved in the decision-making process. The primary audience for Volume II is the design professional who is familiar with building codes and standards and has a basic understanding of engineering projects.

FEMA Offers Homebuilders Guide to Coastal Construction

LINCROFT, N.J. — The impending arrival of spring will give homeowners with properties affected by Hurricane Sandy time and opportunity to make repairs and begin mitigation projects. The Federal Emergency Management Agency continues to offer assistance programs designed to provide information and financial help to homeowners and renters.

The National Flood Insurance Program (NFIP) includes Increased Cost of Compliance (ICC) Coverage, which will pay for flood proofing (commercial or historical properties), relocation, elevation, demolition or a combination of those mentioned. If a homeowner has a NFIP insurance policy and the home is in a designated Special Flood Hazard Area, the community has declared the home substantially damaged, or a repetitive loss provision is in their locally adopted flood plain ordinance, the ICC will pay up to $30,000 but will not exceed the federal cap of the NFIP policy. Additionally, a homeowner should consult with the local Floodplain Manager to see if the locally adopted ordinance includes cumulative improvements and/or cumulative loss provisions.

FEMA also has Hazard Mitigation Assistance Programs to reduce future damages. They are:

  • The Hazard Mitigation Grant Program (HMGP) is available after a federal disaster declaration has been made. This program is designed to mitigate future damages caused by natural disasters affecting communities, people and property.
  • The Pre-Disaster Mitigation (PDM) program provides funds to governmental entities for hazard mitigation planning and projects prior to a disaster event to reduce reliance on funding from actual disaster declarations. PDM grants are to be awarded on a competitive basis.
  • The Flood Mitigation Assistance (FMA) program is designed to reduce or eliminate claims under the NFIP.

Homeowners do not apply directly for this aid; that is handled by the municipalities, who apply through the HMGP, FMA and PDM programs.

Survivors receiving rental assistance from the U.S. Department of Housing & Urban Development can call 732-345-3771. Hurricane Sandy Recovery Resources For Homeowners

LINCROFT, N.J — After two weeks of hard work at the Sandy Recovery Field Office, members of FEMA –Corps’ Fox Four team debuted their emergency preparedness presentation at Long Branch High School on Monday, April 7.

Formerly known as FEMA Connect, the program presented by FEMA Corps recently was renamed, “Ready, Steady, Strong” to more clearly communicate its focus on emergency preparedness.

FEMA Corps is a branch of the AmeriCorps National Civilian Community Corps program (NCCC) created in 2012 when the Federal Emergency Management Agency (FEMA) and the Corporation for National and Community Service (CNCS) formed a partnership.

FEMA Corps members participate in a 10 month program in which members travel the country in teams, usually composed of a diverse group of 8-10 young adults, who work with FEMA on projects related to disaster preparedness, response and recovery.

Presently stationed at the NJ Sandy Recovery Office in Lincroft, NJ, FEMA Corps’ Fox Four team specializes in Disaster Survivor Assistance. FEMA Corps’ Fox Four is currently visiting schools throughout New Jersey in order to educate students on the importance of disaster preparedness using the FEMA Connect and FEMA for Kids programs.

During their presentation at Long Branch High, the team focused on informing students about emergency alert systems, discussing where to go in an emergency, creating contact cards, preparing emergency supply bags, creating household emergency plans, and encouraging students to get involved in their communities with programs such as Community Emergency Response Teams (CERT), Americorps and FEMA Corps.

“The program is unique,” said Fox Four team leader Thomas Trapane.  “We’re testing it out, so we get to utilize our skills and we have that freedom to adapt and do things the way we want…we get to go out and help students prepare for disasters. It’s enjoyable.”

All of the preparation team members did before their first presentation paid off as well. “[The team has] exceeded my expectation and we’ve exceeded the program’s expectations,” Trapane said.  “We’re the first team to go out and present. They’re doing awesome at it… it’s been really good so far.”

Team member Samantha Masters was impressed by how well the students responded to the FEMA Connect presentation. “The students were very engaged. They enjoyed the activities, they participated, they asked questions, and they actually got involved making the disaster kit, and writing things down. They seemed like they enjoyed it.”

Like FEMA Connect, FEMA Corps’ FEMA for Kids program aims to teach pre-school through elementary school students how to prepare for household emergencies and potential disasters. It enforces the idea of being “ready” and encourages kids to be “prepared not scared.”
“[FEMA for Kids] was really interesting because it was little kids and it’s harder to keep them engaged, you could lose their attention quickly, but it was fun. We had a good time doing it” said Trapane.

The program employs creative and interactive activities to inform children of how to react in emergency situations and teaches them healthy habits including everything from personal hygiene to coping mechanisms. The team members debuted their FEMA for Kids program Friday April 11, at Cooper Elementary in Old Bridge.

“It went well. The children were energetic and ready to learn, which was good. I’m pretty sure they’ll take home to their parents the information we presented to them, and hopefully something good will come out of it – whether it’s building a disaster preparedness kit or just knowing where to go if there’s an emergency” reflects team member, Bakari Jones.

“I think that if we teach students about disaster preparedness, then they know more for the next disaster and we’re cutting down on all the possible injuries and things that could go wrong in the next disaster by preparing them ahead of time “ added team member Hanna Reynolds.

For many members of the team, this is their first time in New Jersey, and for some, it’s their first time in the Northeast United States.  One of the best aspects of the FEMA Corps experience, team members said, is the chance to learn about, observe and experience a wide array of different communities and cultures with the opportunity to make a positive impact.

Joining FEMA Corps is a time consuming process filled with detailed applications, paperwork and interviews.  Those who make it through the process are generally a diverse group demographically. However, they consistently have several particular characteristics in common: dedication, passion, and a strong will to help others and make a difference in communities throughout their country.

When asked about their overall experience in FEMA Corps, team leader Trapane said, “I think the idea of being able to meet a bunch of strangers essentially, and travel the country and help communities out is awesome. So far I have no complaints.” And team member Bakari Jones responded, “It’s been everything I expected it to be, if not more, [if not] better.”

FEMA Corps Teaches Students Emergency Preparedness at Long Branch High School and Old Bridge Township’s Cooper Elementary

DENVER-Whether you own a home or a business, you need to be proactive when it comes to flood insurance. With heavy snowpack this year, there is strong potential for spring flooding. In addition, wildfires devastated Colorado over the last few years destroying vegetation. The burn areas are more susceptible to flooding, because there is no vegetation to absorb the moisture or slow down the flow of sediment and mud in rainstorms.

Do not delay in obtaining flood insurance coverage. The National Flood Insurance Program (NFIP) has a 30-day waiting period from the time the flood insurance policy is written and the premium is paid until it goes into effect. A policy purchased even a few weeks from now might not be in effect for spring runoff.

Know your insurance policy and what it covers. NFIP covers the structure of your building only. It is recommended that you also carry a basic NFIP policy on your contents. A basic policy covers the following:

  • Up to $250,000 for a home; up to $500,000 for a building.
  • Up to $100,000 for personal contents; up to $500,000 for business; up to $100,000 for renters.
  • NFIP covers ONLY the depreciated value of your household goods. It does not include replacement value.
  • Fine art, collectibles, jewelry, and furs up to $2,500.
  • NFIP does not cover such items as autos, machinery, non-household related items, such as yard tools, livestock, lawns, trees, shrubbery, fences, business supplies and equipment.

To protect yourself in the event of a flood:

  • Inventory your home. Assign everything a value, so that you have a starting point in case of disaster.
  • Document any purchases. Keep receipts in a safe flood-proof place.

The National Flood Insurance Program (NFIP) offers flood insurance to homeowners, renters, and business owners in communities that are part of the NFIP program. NFIP is administered by the Federal Emergency Management Agency (FEMA), which works closely with 90 private insurance companies.

Contact an agent or your county or city floodplain administrator to find out whether your community is participating in NFIP. Your agent can advise you on whether you have adequate coverage for your home and valuables. For more information on flood insurance, visit floodsmart.gov.

Be Proactive About Flood Insurance

DENTON, Texas ––In one month, new flood maps for Caddo Parish, Louisiana will become effective.

Local, state and federal officials are encouraging everyone to view the maps before Monday, May 19, 2014 in order to understand their flood risk and then consider buying flood insurance.

Most property insurance policies do not cover the effects of a flood. Floods can place people at risk of uninsured loss to their businesses, homes and personal property if they don’t have either a private flood insurance policy or coverage through the National Flood Insurance Program (NFIP).

The NFIP is a voluntary protection program administered by the Federal Emergency Management Agency (FEMA).

Flooding is the #1 natural disaster in the U.S. and only flood insurance covers these unexpected, damaging and sometimes fatal events. “Where there is rain, there could be flooding,” said FEMA Region 6 Administrator Tony Robinson. “Everyone lives in a flood zone.”

To learn if your community participates in the NFIP and to review the new flood maps, contact your local floodplain administrator. One Month before Caddo Parish, Louisiana Flood Maps Become Final

EVERETT, Wash. – One month after the State Route 530 Slide claimed the lives of at least 41 people, recovery continues. Local, state, tribal and federal partners have all collaborated in response to this tragedy.

The response of local community groups has been robust from the start. Immediately following the tragedy, the American Red Cross (ARC) began mobilizing response vehicles and trained disaster workers. To date, five ARC vehicles have been active in response and recovery, and a total of more than 400 trained workers – about half of them from Washington State – have responded. ARC has distributed more than 23,600 meals and snacks (in partnership with Southern Baptist Disaster Relief); 1,000 comfort and relief items; and more than 6,800 mental health or health-related contacts have been made. Additionally, ARC shelters have provided 140 overnight stays. The nonprofit has also provided transportation assistance to those who are experiencing significantly-increased commuting times due to the slide.

“From the very start, we’ve remained committed to supporting Snohomish County as survivors continue in the recovery process,” said State Coordinating Officer Kurt Hardin. “Our work has only just begun. We’ll stay focused on every disaster survivor for as long as necessary.”

On April 2, 2014, President Obama issued a major disaster declaration for the State of Washington.The declaration made federal funding available to survivors in Snohomish County – including members of the Sauk-Suiattle, Stillaguamish, and Tulalip tribes – through the Individual Assistance program. Assistance may include funding for increased commuting costs and other disaster-related needs. To date, nearly $300,000 has been distributed in disaster assistance to eligible individuals and households through the Individual Assistance program. Additional funding is forthcoming.

Twenty-eight state agencies, as well as the Washington Conservation Corps, and the Washington Service Corps have provided assistance throughout the past 30 days in response to the disaster. Assistance provided to date includes search and rescue, and fatality extraction; security; emergency response and incident management personnel; environmental monitoring and hazardous materials recovery and disposal; aviation services; donations management; and administration of disaster assistance programs, among other services and activities.

All along, federal agencies have joined forces with and supported state and local search and rescue teams. Under a mission assignment from FEMA, the U.S. Army Corps of Engineers constructed a temporary structure to hold back water and help dry out areas where search teams can complete their work. The barrier – which is called a berm – is 3,000 feet long and made from 20,000 tons of rock, gravel and earthen materials.

Local, state, tribal and federal support of tribal response and recovery needs remains a top priority. Since the slide, there has been a coordinated partnership among tribal and local charitable organizations and other groups. One example is the ongoing work of the Sauk-Suiattle tribe and ARC as they manage direct distribution of food and other resources to tribal members.

FEMA Disaster Survivor Assistance (DSA) teams continue to provide in-person, tailored information and services. DSA has been in contact with 382 survivors and have already registered 102 survivors for FEMA assistance. They have provided 19 case inquiries (looking up information upon request), 35 case updates (updating information, as needed), and 139 whole community referrals. The teams have visited 17 community locations and 18 business locations.

Approximately 29 local voluntary organizations, Washington Voluntary Organizations Active in Disaster (WAVOAD) members, and National Voluntary Organizations Active in Disaster (National VOAD) have provided multiple services to survivors of the SR530 Slide. These disaster specific services include emergency financial assistance, financial assistance for transportation, emergency feeding, children’s disaster services, hospitality, spiritual and emotional care, and funeral assistance.

Local, state, tribal and federal agencies also continue to use the best resources to support survivors. Experts have been brought in to provide geologic monitoring of the site, incident management and hazardous materials recovery.

Under the Public Assistance program, federal funding was made available to state and eligible tribal and local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and debris removal. The Federal Emergency Management Agency (FEMA) will cover 75 percent of eligible costs.    

Public Assistance funding will cover eligible costs associated with search and rescue operations. The Washington State Patrol deployed air support, chaplains, perimeter security, traffic control and provided regular records to the medical examination team. Additionally, nearly 600 National Guard soldiers were deployed to assist with the search.

The National Flood Insurance Program (NFIP) is processing mudflow damage claims. FEMA is working with “Write Your Own” policy partners to pay eligible filed claims as soon as possible. FEMA encourages all homeowners that sustained damage as a result of SR530 Slide to file claims with their insurance company as soon as possible.

In addition to the Individual Assistance and Public Assistance programs, low-interest disaster loans are available to eligible homeowners, renters, businesses of all sizes and private nonprofit groups through the U.S. Small Business Administration (SBA). As of April 23, nearly $400,000 has so far been approved in SBA loans for survivors of the SR530 Slide.  

“We will continue to work with local, tribal and state officials to ensure that every survivor of this tragedy receives all of the disaster assistance for which they are eligible,” said FEMA Federal Coordinating Officer Michael Hall. “We remain committed to the mission, and we are looking ahead to a rapid recovery.”

These two grant programs assist state, local, tribal, and territorial governments in strengthening our nation’s ability to reduce the potential cost of natural disasters to communities and their citizens.

FEMA’s Hazard Mitigation Assistance grant programs provide states, tribes, territories, and local governments funding for eligible mitigation activities to strengthen our nation’s ability to reduce disaster losses and protect life and property from future disaster damages.

The Flood Mitigation Assistance grant program provides funds on an annual basis so that measures can be taken to reduce or eliminate risk of flood damage to buildings insured under the National Flood Insurance Program (NFIP). The FY 2014 Flood Mitigation Assistance grants will continue to focus on reducing or eliminating claims under the NFIP with a focus on mitigation planning and the mitigation of severe repetitive loss properties.

The Pre-Disaster Mitigation grant program provides funds on an annual basis for hazard mitigation planning and the implementation of mitigation projects prior to a disaster. The goal of the Pre-Disaster Mitigation grant program is to reduce overall risk to the population and structures, while at the same time, also reducing reliance on federal funding from actual disaster declarations. The FY 2014 Pre-Disaster Mitigation grants will continue to focus on implementing a sustained pre-disaster natural hazard mitigation program and provide the grant funding set aside as required in the Stafford Act to states and tribes to support overall mitigation planning and projects.

Eligible applicants must apply for funding through the Mitigation eGrants system on the FEMA Grants Portal accessible at https://portal.fema.gov. FEMA will open the application period on April 21, 2014. All applications must be submitted no later than 11:59 p.m. EDT on July 25, 2014.

FEMA Announces Funding Opportunity for Fiscal Year (FY) 2013 Hazard Mitigation Assistance Grants

 

DENTON, Texas ––In five months, new flood maps for Gregg County, Texas will become effective.

Local, state and federal officials are encouraging everyone to view the maps before Wednesday, Sept. 3, 2014 in order to understand their flood risk and then consider buying flood insurance.

Most property insurance policies do not cover the effects of a flood. Floods can place people at risk of uninsured loss to their businesses, homes and personal property if they don’t have either a private flood insurance policy or coverage through the National Flood Insurance Program (NFIP), a voluntary protection program administered by the Federal Emergency Management Agency (FEMA).

Flooding is the #1 natural disaster in the U.S. and only flood insurance covers these unexpected, damaging and sometimes fatal events. “Where there is rain, there could be flooding,” said FEMA Region 6 Administrator Tony Robinson. “Everyone lives in a flood zone.”

To learn if your community participates in the NFIP and to review the new flood maps, contact your local floodplain administrator. FEMA map specialists and flood insurance experts also are available to answer questions. They can be reached by phone and online chat.  Maps are available online for review.

FEMA encourages communities not currently participating in the NFIP to look at the benefits of joining the program. Contacting a local insurance agent is the first step to obtaining information about insurance. Folks can visit www.floodsmart.gov or call 1-888-379-9531 to locate an agent in their area.
