Eatontown, N.J. – The Federal Emergency Management Agency recently obligated $28,358,886.60 in additional grant funding for the repair of the Hurricane Sandy-damaged seawall in Sea Bright and Monmouth Beach, bringing the total FEMA funding obligated for the project to date to $31,344,834.00

That amount represents 90 percent of the total project cost of $34,827,594.00. The State of New Jersey will fund the remaining 10 percent.

The New Jersey Department of Environmental Protection will perform the work.

The grant represents the latest major multi-million dollar project along the coast of New Jersey to receive FEMA funding for Hurricane Sandy-related repairs.

Sea Bright and Monmouth Beach were heavily damaged by Hurricane Sandy after the historic storm made landfall in Brigantine, New Jersey on October 29, 2012. The National Weather Service reported storm surge of up to 11 feet along the New Jersey Shore with wave heights in excess of 14 feet.

In Sea Bright and Monmouth Beach, raging storm tides destroyed beach clubs along the shore, and displaced and eroded portions of the seawall. In areas where there was a break in the seawall, the surging flood tides inundated the low-lying communities, causing extensive damage.

Design specifications for the repair and mitigation project include the construction of 3,188 lineal feet of new sea wall in accordance with U.S. Army Corps of Engineers design protocols. The new segments of seawall will connect with the existing seawall, providing a strong barrier that will protect vulnerable areas of both towns should a similar storm strike in the future.

The existing seawall extends 4.7 miles, from Valentine Street in Monmouth Beach to the Highlands Bridge in North Sea Bright. In mid-November, U.S. Senators Cory Booker and Bob Menendez and Rep. Frank Pallone (NJ-06) hailed the funding of the project, with Menendez noting that “The seawall in Sea Bright and Monmouth Beach is the first line of defense against Mother Nature for these communities, protecting them from potential devastation caused by severe flooding. This federal funding will help ensure the seawall is rebuilt to safeguard residents and property from more prevalent and powerful Nor-easters and Atlantic storms threatening the Jersey Shore.”

Work on the project is expected to get under way early in 2016.

FEMA Grant to Fund Seawall Project in Sea Bright and Monmouth Beach

Typhoons, as we witnessed with Soudelor, are a double threat. They can produce both dangerously high winds and widespread torrential rains.

Slow moving storms and tropical storms moving into mountainous regions tend to produce especially heavy rain. This not only damages or destroys homes directly with water and wind, but can also produce damages indirectly with landslides or mud slides. Flash flooding is also a possibility, and flooding near streams or low lying areas may persist for several days or more after a storm.

“With another storm approaching the CNMI, there are still things you can do in this last day or two to protect yourself, your family and your property,” said Deputy Federal Coordinating Officer Ryan Brown.

“Securing loose objects around the house and/or removing and securing objects to prevent them from being picked up and propelled by possible, strong winds,” said Marvin Seman, Special Assistant for Homeland Security & Emergency Operations. “Also, residents living in tents, damaged homes, or homes with compromised safety are strongly encouraged to take precautionary measures and to anticipate heavy rain, strong winds, and possible flooding.”

Other protective actions include:

  • Make sure you have enough food and water for all family members and pets for three days.

     

  • Fill your car’s gas tank, both in case evacuation becomes necessary and in case gas stations are disabled after the storm.

     

  • Secure your property.

    • Permanent storm shutters offer the best protection for windows.

    • A second option is to board up windows with 5/8 inch marine plywood.

    • Tape does not prevent windows from breaking.

  • Install straps or clips to fasten your roof to the frame structure more securely.

    • This will reduce roof damage.

    • It may reduce overall damage, because homes that lose a roof usually suffer serious subsequent damage.

       

  • Be sure trees and shrubs around your home are well trimmed.

     

  • Clear loose and clogged rain gutters and downspouts.

     

  • If you have a boat, secure it.

CNMI gets chance to show Soudelor preparedness lessons learned

DENVER – As winter comes to a close, communities look forward to the coming of spring and a return to the warm outdoors. But it’s also a time to be aware of the threat of Mother Nature, meaning severe storms and flooding.  Rapid snowmelt or a couple of inches of rainfall can create potential flooding.

FEMA Region VIII Preparedness and Mitigation experts have several recommendations to help people get ready for that threat. Region VIII includes Colorado, Montana, North Dakota, South Dakota, Utah and Wyoming.

First and foremost on the list is to get flood insurance. In the region, the average cost of flood insurance is about $700 a year. Since 1978, residents of the six states have collected more than $383 million in insurance payments.

It’s the first thing to do because there is a 30-day waiting period before a policy can take effect. If the waters are rising, it’s too late to purchase a policy.

Other steps you can take to protect your family and your property include:

  • Make sure downspouts carry water several feet from your house to a well-drained area. – About 2,500 gallons of water will come from a 1,000 square foot roof with one foot of snow depth across the roof. This much water may cause problems if allowed to drain next to the house.
  • Examine and clean your sump pump if you have one. Test your sump pump by pouring water into the pit. Make sure the discharge hose carries the water several feet away from the house to a well-drained area. Also make sure that the pipe is on sloped ground so it drains to prevent it from freezing.
  • Remove snow from around rural yards to minimize soft, wet soil conditions. Remember that a 20-foot diameter 10-foot high pile of snow contains about 2,600 gallons of water. Move the snow to well-drained areas.
  • Anchor any fuel tanks. An unanchored tank in your basement can be torn free by floodwaters and the broken supply line can contaminate your basement. An unanchored tank outside can be swept downstream, where it can damage other houses.
  • Have a licensed electrician raise electric components (switches, sockets, circuit breakers and wiring) at least 12″ above your home’s projected flood elevation.
  • Place the furnace and water heater on masonry blocks or concrete at least 12” above the projected flood elevation.
  • If your washer and dryer are in the basement, elevate them on masonry or pressure-treated lumber at least 12” above the projected flood elevation.
  • Plan and practice a flood evacuation route with your family.
  • Ask an out-of-state relative or friend to be the “family contact” in case your family is separated during a flood. Make sure everyone in your family knows the name, address, and phone number of this contact person.

CHARLESTON, W. Va. — Sometimes it’s unwise to challenge Mother Nature. As West Virginians know all too well, in many areas of the state flash floods are frequent visitors, and an increasing number of homeowners have decided to seek higher ground.

One family in Stollings saw its two-story house inundated time and again by the nearby Guyandotte River. Flood insurance paid for most of the repeated repairs and cleanups, but no policy can make up for the stress of being repeatedly flooded. And as the disasters continue, a vulnerable house inevitably becomes worth less and less.

The Logan County Commission had determined that the flash flooding of 2004 caused enormous damage to many homes in the Stollings neighborhood, and several homeowners chose to take advantage of the Federal Emergency Management Agency’s “buyout” process under the Hazard Mitigation Grant Program. After the flood of May, 2007, the family also decided it was time to move and accepted the county’s buyout offer.

These projects are normal real-estate transactions. Homeowners are paid fair market value for their homes as calculated before the damage occurred. Once the property is purchased, the structures are removed and the property becomes public open space or green space. It can never be developed or sold to private parties. It can be used as a public park, can be leased for agricultural use, but no structures of any kind can be erected thereon.

The Buyout program is completely voluntary on the part of the property owner and the community. Buyout, or “acquisition,” projects are administered by the state and local communities, be they towns or counties. While FEMA shoulders 75 percent of the costs, it does not buy houses directly from the property owners.

The property owners do not apply to the state for buyouts, but the community may sponsor applications on their behalf. Those applications are prepared by the communities with the input of homeowners whose properties have suffered heavy damage. The applications are completed after the state has advised the community of any state priorities or special restrictions. The state and community work together to identify where buyouts would make the most sense.

The state then submits whatever applications they deem appropriate for action for FEMA’s review, which ensures the rules are being followed, the environment is protected and the buyouts would be a cost-effective use of funds.

If and when FEMA approves the purchase, the community begins to acquire the property. The actual transaction is done by the community or the county. FEMA warns that the process is not quick. The whole buyout process from the day of the disaster to the property settlement can take up to two years.

The family in Stollings has now moved to safer ground. The house is gone and the property is an empty, grassy open space. When the floods hit Logan County in March of this year, this property had no house left to damage or destroy, and the open spaces where houses once sat helped reduce flooding downstream.
