WASHINGTON — Today, the Federal Emergency Management Agency (FEMA) is announcing $112 million in funding available through two Hazard Mitigation Assistance (HMA) grant programs: Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM). These two grant programs assist state, local, tribal, and territorial governments in strengthening our nation’s ability to reduce the potential cost of natural disasters to communities and their citizens.

FEMA’s Hazard Mitigation Assistance grant programs provide states, tribes, territories, and local governments funding for eligible mitigation activities to strengthen our nation’s ability to reduce disaster losses and protect life and property from future disaster damages.

The Flood Mitigation Assistance grant program provides funds on an annual basis so that measures can be taken to reduce or eliminate risk of flood damage to buildings insured under the National Flood Insurance Program (NFIP). The FY 2014 Flood Mitigation Assistance grants will continue to focus on reducing or eliminating claims under the NFIP with a focus on mitigation planning and the mitigation of severe repetitive loss properties.

The Pre-Disaster Mitigation grant program provides funds on an annual basis for hazard mitigation planning and the implementation of mitigation projects prior to a disaster. The goal of the Pre-Disaster Mitigation grant program is to reduce overall risk to the population and structures, while at the same time, also reducing reliance on federal funding from actual disaster declarations. The FY 2014 Pre-Disaster Mitigation grants will continue to focus on implementing a sustained pre-disaster natural hazard mitigation program and provide the grant funding set aside as required in the Stafford Act to states and tribes to support overall mitigation planning and projects.

Eligible applicants must apply for funding through the Mitigation eGrants system on the FEMA Grants Portal accessible at https://portal.fema.gov. “The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce or eliminate the risk of loss of life and property,” said Andrew Velasquez III, regional administrator, FEMA Region V. “The construction of thissafe room will protect the lives of vulnerable citizens by providing a secure location to seek shelter from tornados and other high wind events.”

“People in Rochester will be safer thanks to local leaders who joined with state and federal partners on this project,” said Kris Eide, director of the Minnesota Department of Public Safety Division of Homeland Security and Emergency Management. “Tornado safe rooms are one way communities across the state are reducing the risk that comes with disasters. We’re encouraging more cities and counties to apply for grants that will help them protect their residents.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMAwill pay $327,054 or 75 percent of the project’s total cost. The city of Rochester will contribute the remaining 25 percent, or $109,018.

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today released $238,112 in Hazard Mitigation Grant Program (HMGP) funds to Bayfield County, Wis., for the construction of a safe room at the Bayfield County Fairgrounds in Iron River.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said Andrew Velasquez III, regional administrator, FEMA Region V. “The construction of this safe room will protect the lives of vulnerable citizens by providing a secure location to seek shelter from tornados and other high wind events.”

Bayfield County has experienced numerous powerful storms in recent years. This safe room will be centrally located in the fairgrounds, across from the grandstand and provide shelter for up to 500 event participants and residents during a severe weather event.

“This safe room could provide life-saving protection during a destructive storm in Bayfield County,” said WEM Administrator Brian Satula. “I am pleased that federal, state and local governments are working together to help build this facility.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay $238,112 or 75 percent of the project’s total cost. Wisconsin Emergency Management Agency and Bayfield County will both contribute 12.5 percent of the funds, or $39,686 each.

The project includes the relocation of all sewer treatment plant components from the south plant site to the north plant site, where it will be three feet above the base flood elevation.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III. “The completion of this project will reduce flood damage and lessen the financial impact on individuals and the community when future flooding occurs in this area.”

“This grant supports an important public health and safety project in West Frankfort,” said Jonathon Monken, director of the Illinois Emergency Management Agency. “Flood waters have knocked the current sewer treatment plant out of service in the past, including for more than 200 days in 2008. Moving the facility above the flood elevation will protect the sewage treatment process from future flood-related disruptions.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay $6,415,688 or 75 percent of the project’s total cost. The City of West Frankfort will contribute 25 percent of the remaining funds, or $2,138,562.

Following demolition, these properties will be maintained as permanent open space in the community.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III. “The acquisition and demolition of these homes permanently removes the structures from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.

“Approval of this grant is good news for these Clark County residents who have been devastated by flooding many times in the past,” said Jonathon Monken, director of the Illinois Emergency Management Agency. “The grant will enable them to move out of the floodplain and avoid future heartache and property losses.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $874,862 eligible project cost. The remaining 25 percent of the funds, $218,715, will be provided by Clark County.

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) released $2,576,475 in Hazard Mitigation Grant Program (HMGP) funds to the Village of Hinsdale, Ill., for the proposed Graue Mill Condominium Complex stormwater improvement project.

The project includes installing several berms and backflow valves, elevating existing floodwalls, improving storm sewers and creating a new stormwater detention pond.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said Andrew Velasquez III, regional administrator, FEMA Region V. “The completion of this project will reduce flood damage and lessen the financial impact on individuals and the community when future flooding occurs in this area.”

“After the spring floods last year, this project was redesigned to provide protection against the higher floodwaters that were experienced,” said Jonathon Monken, director of the Illinois Emergency Management Agency. “When complete, this project should provide much-needed peace of mind to residents who have been affected by flooding in the past.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay $2,576,475 or 75 percent of the project’s total cost. The Graue Mill Homeowners Association will contribute 25 percent of the remaining funds, or $858,825.

LINCROFT, N.J. — The devastation Superstorm Sandy left behind changed the face of many New Jersey communities, perhaps none more so than along the Shore. With individual homes and businesses and even whole communities swept away, many people were left wondering if it’s even possible to live at the Shore.

But also along the Shore are homes that stand like lone sentinels, a testament to mitigation techniques that make structures stronger and safer. Mitigation construction practices such as elevation, berms and use of damage-resistant materials help reduce the risk of future damage. More and more, buildings throughout the country, and along the Shore, are constructed with these techniques.

Photo by Liz Roll/FEMA When Mantoloking resident Ed Wright built his home 30 years ago, he used a classic mitigation technique: elevation. Last October, that decision proved to be a good one. The storm surge from Sandy swept away five neighboring homes and left his standing alone at the end of the Mantoloking Bridge.

Wright had seen photos of debris washing down the street and elected to elevate the home rather than build on a standard foundation. He built it on 35- to 45-foot pilings sunk into the ground and later enclosed the ground level with breakaway walls, which are designed to collapse in flood waters.

Elevation is a tried-and-true mitigation technique. After a major disaster declaration, the Federal Emergency Management Agency makes Hazard Mitigation grants available to the designated state for projects that reduce or eliminate losses from future disasters.

Projects eligible for hazard mitigation grants include retrofitting buildings to minimize damage from high winds and flooding; elevation of flood-prone buildings; minor flood-control projects; and the purchase of property at risk of repetitive flooding for conversion to open space. The state works with local communities to determine the focus of the Hazard Mitigation program.

Hazard Mitigation grants cover up to 75 percent of approved project costs. State and local governments pay the remaining 25 percent (in-kind donations of labor and materials can contribute toward this share). A project’s potential savings must be more than the cost of implementing the project.

A completely restored Mantoloking home, one year after SandyMantoloking, N.J., Oct. 11, 2013 — A Mantoloking home is completely restored one year after Hurricane Sandy. Through successful mitigation efforts years before, this home survived the floodwaters that destroyed many homes in the surrounding area with minimal damage. While the state sometimes pays for mitigation projects through FEMA grants after a disaster, Wright paid for his home’s elevation as part of the construction cost. It was an investment in the future.

The day after Sandy struck New Jersey, a friend called Wright to tell him his home was the only one standing. When he returned home, he didn’t know what to expect.

“We had no clue,” he said. “It was very emotional to see it standing there all by itself.”

The home experienced minimal damage, losing the furnace, air conditioning unit, washer and dryer, and vehicles.

“We’re very fortunate,” Wright said. “We’re very happy to be here.”

LINCROFT, N.J. — Emergency response. Debris removal. Reconstruction and repair. Rental assistance. Low-cost disaster loans. These activities and terms have become familiar to many New Jerseyans since Superstorm Sandy struck last year. But another activity is going full force with the purpose of protecting life and property from future disasters – hazard mitigation.

The Federal Emergency Management Agency’s Hazard Mitigation Grant Program (HMGP) provides assistance to state and local governments after a major disaster declaration to enable mitigation measures to be implemented during disaster recovery.

“Hazard Mitigation grants help make communities safer,” said FEMA’s Federal Coordinating Officer in New Jersey, Gracia Szczech. “Mitigation programs also help reduce the financial impact of disasters on the state and on the county.”

Eligible applicants for HMGP grants are states, local governments and certain private nonprofit organizations. Individual homeowners and businesses may not apply directly to the program, but local governments may apply on their behalf.

These grants can be used to fund projects that protect public or private property if the project fits within state and local mitigation plans. Projects eligible for HMGP funds include retrofitting buildings to minimize damage from high winds and flooding; elevation of flood-prone buildings; minor flood-control projects; and the purchase of property at risk of repetitive flooding for conversion to open space. The state works with local communities to determine the focus of the Hazard Mitigation program.

FEMA has obligated $340.7 million in Hazard Mitigation grants after Sandy for New Jersey’s mitigation measures, which include:

  • $100 million for the acquisition of structures in flood-prone areas to be cleared and converted to permanent greenspace;
  • $100 million for elevation of buildings in flood-prone areas; and $3.8 million for county mitigation plans

Rosanna Arias/FEMAThe state is applying the remaining grant money for mitigation measures being incorporated into eligible rebuilding projects of state and local agencies, and certain private nonprofit organizations, such as hospitals and universities.

Five issues are considered when determining the eligibility of a proposed project:

  • Does the project conform to the state’s hazard mitigation plan?
  • Does the project provide a beneficial impact on the disaster area?
  • Does the application meet the environmental requirements?
  • Does the project solve a problem independently?
  • Is the project cost effective?

Hazard Mitigation Grant Program funding is made available at the request of a state’s governor following the declaration of a major disaster. The grant funds available for mitigation equal 15 percent of the amount FEMA spends to assist disaster survivors and communities in the recovery process. Under

HMGP, federal funds pay for 75 percent of the project cost with 25 percent coming from non-federal sources. All programs require an up-to-date Hazard Mitigation Plan.
