DENTON, Texas — Emergency management agencies in Oklahoma, New Mexico and Texas have been awarded more than $2.5 million in preparedness grants from the Federal Emergency Management Agency (FEMA).

In Oklahoma, the grants total more than $1million and cover a variety of items such as:

• Firefighting equipment for the Blanchard Fire Department, the city of Ponca City, the Frederick Fire Department, the Hanna Rural Fire Association, the Marble City Volunteer Fire Association and the Grady County Fire Department;

• Vehicles including a brush truck for the Snyder Volunteer Fire Department and an engine for the Post Mountain Volunteer Fire Department; and

• Training for the Olive Volunteer Fire Department, training and firefighting equipment for the Chandler Fire Department and portable radios and a thermal imaging camera for the Hominy Fire Department.

The grants in New Mexico total $714,801 and pay for firefighter equipment for the Texico Volunteer Fire Department and firefighting equipment and training for the Las Cruces Fire Department.

In Texas, the grants total $781,700 and pay for:

• Firefighting equipment for District 7 Fire Rescue in San Antonio, the city of Palestine Fire Department, the Adrian Volunteer Fire Department, the Bells Fire Department, the Lorena Volunteer Fire Department, the Fresno Volunteer Fire Department, the Rio Vista Volunteer Fire Department and the Plum Grove Volunteer Fire Department in Cleveland;

• Communications equipment for the Hamby Volunteer Fire Department in Abilene and the 84 East Volunteer Fire Department in Palestine; and

• A tanker/tender vehicle for the New Waverly Volunteer Fire Department and wellness and fitness immunizations for the Washington County Emergency Medical Services Department in Brenham.

The federal grants are part of the Assistance to Firefighters Grants (AFG) program. The primary goal of the AFG is to meet the firefighting and emergency response needs of fire departments and non-affiliated emergency medical service organizations. Oklahoma, New Mexico and Texas Receive More Than $2.5 Million in FEMA Preparedness Grants

RIDGELAND, Miss. — After a disaster, it takes many partners working together to rebuild communities. Two months after tornadoes and storms swept across the state on April 28, public, private and nonprofit organizations have made significant progress in responding to the needs of communities created by the disaster.

The Federal Emergency Management Agency’s Individual Assistance section has reached out a second time to the more than 5,000 people who registered with FEMA for help. The outreach, dubbed “100 percent touch,” is making sure registrants understand the application process, submit timely documentation and works to find solutions to unmet needs.

To date, nearly $19 million in total federal assistance has been approved for Mississippi disaster survivors. This includes more than $5.3 million for temporary housing and home repairs and other serious disaster-related needs, such as medical and dental expenses or funeral costs. And the U.S. Small Business Administration has approved just over $13.6 million in low-interest disaster loans to homeowners, renters, businesses of all sizes, and private nonprofit organizations.

During the 60-day registration period that ended June 30, FEMA Disaster Survivor Assistance crews visited more than 12,000 homes and interacted with more than 9,000 disaster survivors, helping them register with FEMA and making referrals to other agencies and organizations for specific needs outside of FEMA.

More than 4,000 disaster survivors made one or more visits to the 10 disaster recovery centers established in the disaster areas. The Mississippi Emergency Management Agency/FEMA centers in Brandon, Canton, Columbus, Laurel, Louisville, Mantachie, Tupelo and Waynesboro offered face-to-face contact with program representatives knowledgeable about disaster assistance and rebuilding.

FEMA mitigation representatives at the recovery centers and at home improvement stores in the disaster areas have met with more than 8,000 people, providing advice on how to rebuild stronger. Three teams will be at locations in or near the disaster area until mid-July.

MEMA and FEMA created a joint housing task force to address the complex housing needs of the 767 households left homeless in the aftermath of the tornadoes. Survivors have received rental assistance grants and FEMA’s direct housing mission has completed placement of nearly two dozen manufactured homes for the residents of Winston County. Temporary housing is installed in commercial parks for survivor use or on an individual homeowner’s property for use while the primary residence is being repaired or rebuilt.

Projects to repair public infrastructure damaged in the storm are being developed. FEMA reimburses 75 percent of eligible disaster-related repairs through its Public Assistance program administered by the state. At the June 30 deadline for receipt of the official notice to FEMA requesting participation, 53 eligible governments and certain private nonprofits such as utilities had signed up for the program. Applicants will work with MEMA and FEMA to be reimbursed for emergency protective measures, debris removal and permanent work such as road and building repairs.

Among the applicants are the City of Louisville, which seeks to rebuild a building leased to a wood products company and the Winston County Medical Foundation, which lost its Winston Medical Center, nursing home and outpatient clinic to the EF-4 tornado that struck the area. The hospital is operating temporarily out of the National Mobile Disaster Hospital, a FEMA-owned facility composed of 27 modular units that arrived in Louisville May 3.

Through its virtual Business Emergency Operations Center, MEMA is working with employers to stabilize jobs affected in the tornado; partners in recovery have donated equipment and materials for the volunteers to use in cleanup and rebuilding.

When the disaster struck April 28, the American Red Cross opened shelters that eventually provided 678 overnight stays and more than 47,000 meals or snacks. The Salvation Army opened eight mobile kitchens and three fixed feeding sites, serving more than 17,500 meals or snacks. Since then, many other volunteers have stepped up both from the local area and outside the region to clean up debris and begin rebuilding.

MEMA and FEMA Voluntary Agency Liaisons have helped connect unaffiliated spontaneous volunteers with affiliated groups and identify and organize groups that are not part of the Mississippi Voluntary Organizations Active in Disaster. VALs have also assisted in making referrals to appropriate agencies and helped establish the NE Mississippi Community Based Recovery Committee to address unmet needs of survivors in Lee and Itawamba counties.

Disaster survivors in Itawamba, Jones, Leake, Lee, Lowndes, Madison, Montgomery, Rankin, Simpson, Warren, Wayne and Winston counties who registered for assistance may check the status of their applications, update contact information or ask questions via the FEMA helpline, 800-621-3362. In Oklahoma, the grants total $166,588 and cover communications equipment for the Country Corner Fire District in Sperry; a wellness and fitness program for the Drumright Fire Department; and firefighting equipment for the Boise City Volunteer Fire Department.

In Texas, the grants total $390,449 and cover firefighting equipment for the Sudan Fire/Emergency Medical Services, the Lancaster Fire Department, the 3N1 Volunteer Fire Department in Rosanky and the Kountze Volunteer Fire Department, Inc.; power stretchers and a wellness and fitness program for the Jersey Village Fire Department; and training for the Amarillo Fire Department.

Arkansas, Louisiana, Oklahoma and Texas Receive More Than $1.3 Million in FEMA Preparedness Grants

EVERETT, Wash. – SR530 slide search teams will direct their efforts to a smaller section as early as Friday morning.

In the coming days, workers at the slide area will shift the focus of their search to the area south of the temporary berm. Experts say this area, which includes two of the total 21 search zones, offers the highest probability of search success. 

Since the SR530 slide March 22, the Snohomish County Medical Examiner’s Office has identified 39 individual fatalities. Four more people remain on the list of missing.

As the search area narrows, the goal of the search crews remains the same: to find as many of the missing individuals for their families as possible. 

Since the berm was constructed, workers have drained the area of water from the North Fork of the Stillaguamish River, which was backed up as a result of the slide blocking the river’s flow. The next step is to allow the area to dry out so workers can safely search it.

Right now, the area is too dangerous to search. When the search will begin is weather dependent; the area may be dry enough to search by Friday, but this week’s rain could delay the timetable.

This search will involve specially trained staff, and fewer workers than earlier search efforts, primarily for worker safety. Although the number of people involved in the search will be reduced, work will continue at all levels: local, state, tribal and federal.

The “wide-area” search will continue, but on a smaller scale, while the work south of the berm will be a technical, targeted search. Search and rescue leaders think this approach offers the best chance to locate missing people.

Current plans call for the following teams to remain on site: a Snohomish County technical search team; a total of eight canine teams; Washington Task Force 1 to prepare for departure on April 19; up to 100 Washington National Guard soldiers to continue searching, with 15 to 20 trained as spotters (crews with specialized instruction that aid the National Guard); a Type 3 Incident Management team to arrive on April 21 and a Type 2 team to demobilize on April 24.

An important related issue is re-establishing the vital SR530 transportation link between Darrington, Oso and Arlington. Search crews must complete their work in the area south of the berm before the Washington State Department of Transportation can evaluate the highway damage, begin clearing the highway and formulate a plan for making repairs.

As the search area narrows, individuals are strongly urged to stay away from the slide area. This area remains too dangerous for people to visit.

While the search is shifting to a new phase, support for local residents and property owners will continue at the local, state, tribal and federal levels.

NEW YORK – The Federal Emergency Management Agency has approved Public Assistance grants to New York University, NYU Langone Medical Center and Services for the UnderServed (SUS)-Mental Health Program to reimburse costs for damage caused by Hurricane Sandy.

New York University has been awarded more than $1 million in funding. The grant covered a variety of needs including ensuring students’ safety, protection of campus data, temporary generators and a fuel oil tank.

NYU Langone Medical Center has been awarded $2.8 million to repair or replace damaged equipment that supported research functions for the Smilow Research Center.

Services for the UnderServed-Mental Health Program, Inc., an eligible private nonprofit human services agency, received more than $2 million in Public Assistance grants to repair a 71-bed residence facility that supports rehabilitative services for people who have a mental health condition and a history of homelessness.

For Hurricane Sandy, FEMA’s Public Assistance program reimburses local, state and tribal governments and eligible private nonprofit organizations 90 percent of eligible costs for emergency and permanent work.  So far, FEMA has awarded $2.4 billion in Public Assistance   grants to eligible New York applicants.

A Year After Hurricane Sandy: New Jersey Recovery By The Numbers

TRENTON, N.J. — Disaster recovery officials urge recipients of federal grants to use the money wisely.

Upon releasing the funds by direct deposit or check, the Federal Emergency Management Agency sent every recipient a letter providing important information about the grant and outlining how the money can be spent.

Disaster-related grants are for repairs, temporary housing and other approved disaster-related costs. New Jerseyans who have questions about their grants should call FEMA’s Helpline at  800-621-FEMA (3362).

Housing funds may be used for:

  • Repairs to return a home to a safe and functional condition – may include repairs to windows, doors, water and ventilation systems, or other structural parts of a home
  •  Replacement or rebuilding of a disaster-damaged home
  •  Reimbursement for lodging expenses directly related to the disaster – receipts for these expenses will be requested if the house sustained damages.
  • Rental assistance – applicants who must remain in temporary housing for a longer period than the initial assistance grant covers may request more assistance until their home can be occupied or other permanent housing arrangements can be made. Disaster-related grant recipients also must turn in proper receipts to receive further assistance.

Recipients of Other Needs Assistance may use the funds for:

  • Personal property, specialized tools for employment, household items, appliances and vehicle repair or replacement
  • Medical, dental and funeral expenses and moving expenses

Disaster-related grant recipients are required to sign a declaration and a release certifying that all funds will be spent on the expenses for which they are intended.

Applicants also should be sure to update their address and phone number information by calling 800-621-FEMA (3362) or TTY 800-462-7585 from 7 a.m. to 10 p.m. or update your information online at www.DisasterAssistance.gov. By law, FEMA grants, which are taxpayer dollars, cannot duplicate payments from other sources. For example, if a grant recipient receives an insurance settlement covering expenses already paid for by FEMA, those duplicated funds must be reimbursed to FEMA.

Use Disaster Grants Wisely

NEW YORK – Following Hurricane Sandy, the Federal Emergency Management Agency has been working to reimburse local governments and some private nonprofits for some of the costs of emergency response, debris removal and for repairing or rebuilding damaged public facilities.

So far, nearly $608 million in Public Assistance (PA) grant funding from FEMA has been approved for projects in the 14 New York counties designated for PA disaster assistance.  

FEMA recognizes the financial burden on local agencies for response and recovery costs and is committed to helping ease that burden, according to Michael F. Byrne, FEMA’s federal coordinating officer for New York.

“The Public Assistance reimbursements will help significantly reduce the impact of Hurricane Sandy costs on local budgets,” Byrne said.  “Our goal is to help agencies obtain the maximum disaster assistance they are eligible for under the law.”

More than 129 PA grants have been approved since the Oct. 30, 2012 Presidential disaster declaration, including a $103 million reimbursement to the New York Health and Hospitals Corporation to replace medical equipment and repair damaged clinics, $106 million for the NYPD for personnel overtime and materials used for emergency protective measures and more than $114 million to the New York University Langone Medical Center for patient evacuation, emergency repairs and clean-up of critical service and facilities.

To be eligible for PA grants, damage must be a result of the disaster, be located within the designated disaster area and be the responsibility of the applicant.  Eligible applicants include state and local governments, tribal nations and certain private nonprofit (PNP) organizations that provide an essential public service.

There are two types of work eligible for reimbursement through a PA grant: emergency work and permanent work.  Emergency work may include reimbursement for debris removal and emergency action

taken to protect lives or property. Permanent work may include reimbursement for repair or restoration of public facilities, such as roads, bridges and public buildings.

FEMA reimburses eligible applicants for 75 percent of their eligible costs. The remaining 25 percent comes from non-federal funds.

Other New York grants include:  a $1,600 grant to the Mattituck Park District in North Fork for material to prevent further erosion to sidewalks, more than $112,000 to reimburse the Town of Shelter Island for debris removal and remediation and a $220,000 reimbursement to the Hudson River Park Trust for the clean-up of an oil spill and debris.

FEMA’s Public Assistance program helps New York rebuild

New Public Assistance grants to NYPD, NYU Medical Center and NYC Sanitation

NEW YORK – This week, the Federal Emergency Management Agency announced three new Public Assistance (PA) grants to New York, bringing the total awarded since Hurricane Sandy to $254 million. PA grants will be used to reimburse the New York Police Department, New York University Langone Medical Center and the City of New York Department of Sanitation for part of the cost incurred saving lives, protecting property and cleaning up New York before, during and after the hurricane.

“I salute the workers of NYPD, NYU Medical Center, and the Sanitation Department for their tireless efforts to protect New Yorkers,” said Michael F. Byrne, FEMA federal coordinating officer. “They are vitally important to the health and safety of the city and their work is paving the road to recovery.”

Today, FEMA announced a $26.3 million PA grant to reimburse the Department of Sanitation which mobilized its entire workforce to remove debris left behind by the storm. Hurricane Sandy’s storm surge inundated residential areas; high winds and heavy rains brought down trees, tree limbs and power lines throughout the city, blocking roads and creating hazardous conditions. From Oct. 30 through Nov. 10, sanitation crews removed an estimated 1.3 million cubic yards of debris. 

Yesterday, FEMA announced two PA grants:

  • $114 million awarded to the NYU Medical Center to reimburse the cost of evacuating patients, performing emergency repairs and to help pay for crews who cleaned, sanitized and inspected facilities.
  • $75 million will go to the NYPD to help pay for uniformed and civilian personnel who patrolled streets, distributed food and water to hurricane survivors and assisted residents in obtaining emergency medical care.
  • The FEMA PA program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure.

In order to qualify, damage must be a direct result of Hurricane Sandy.

FEMA has awarded more than $215 million in Public Assistance funds in the past two days; this is in addition to $39 million previously awarded to Long Beach and Nassau County. In total, FEMA has approved more than $254 million in PA funds since the Nov. 1 disaster declaration for Hurricane Sandy.

FEMA Awards more than $254 million to Rebuild New York

NEW YORK – The Federal Emergency Management Agency has approved more than $75 million in Public Assistance (PA) funding to the New York Police Department to help cover some of its costs for saving lives and protecting property of New Yorkers before, during and after Hurricane Sandy. FEMA reimburses 75 percent of the cost for overtime and compensatory time expenditures.

“In times of crisis New Yorkers pull together,” said Federal Coordinating Officer Michael F. Byrne. “The work performed by the NYPD saved lives and helped countless people. I am pleased to announce this award and thank the men and women of the NYPD for all their hard work.”

Between Oct. 25 and Nov. 11, 2012, more than 200,000 uniformed and civilian personnel employed by the NYPD were involved in responding to emergency needs prior to, during, and after the hurricane and subsequent nor’easter. Their actions included:

  • Preparing for the hurricane and evacuating residents living in flood prone neighborhoods;
  • Distributing food and water to survivors;
  • Patrolling and conducting door-to-door checks on residents;
  • Assisting residents in obtaining emergency medical care; and
  • Removing fallen trees, regulating traffic and monitoring gas distribution.

Under FEMA’s PA program, the agency obligates funds to the state for 75 percent of eligible costs, the remaining 25 percent will be provided by non-federal funds. The state forwards the federal funds to the eligible local governments or organizations that incurred costs, in this case the NYPD. While FEMA reimburses most eligible disaster response and recovery costs, local officials must identify, document and justify disaster-related expenses.

FEMA continues to provide PA funding for projects throughout New York. In addition to the $75 million grant to the NYPD, FEMA has previously provided $39 million for debris removal in Long Beach and Nassau County.
