WASHINGTON—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), in coordination with state, local, and tribal emergency managers and state broadcasters’ associations, will conduct a test of the Emergency Alert System (EAS) on Wednesday, September 16, 2015, in six New England states.  The test will begin at 2:20 p.m. Eastern Daylight Time (EDT), and will last approximately one minute. 

The voluntary EAS test will be seen and heard over many radio, television and cable stations in Maine, Vermont, New Hampshire, Connecticut, Massachusetts, and Rhode Island. The EAS test might also be seen and heard in upper New York State if the public normally receives any broadcasts from nearby New England stations.  The word “national” will be added to the test message: “This is a national test of the Emergency Alert System. This is only a test.” 

“The EAS test message will be sent to radio and television stations using a National Periodic Test code that sounds and appears like the regular monthly EAS tests conducted by state officials and broadcasters,” said Roger Stone, Acting Assistant Administrator of FEMA’s National Continuity Programs. “FEMA is working to specify a method for conducting periodic nationwide EAS tests using the National Periodic Test code in the near future.”

The test is designed to have limited impact on the public, with only minor disruptions of radio and television programs that normally occur when broadcasters regularly test EAS in their area. There is no Federal Commissions Commission regulatory liability for stations that choose not to participate. 

The test will assess the operational readiness of FEMA’s Integrated Public Alert and Warning System (IPAWS) infrastructure that will distribute the national-level EAS test message to radio, television and cable operations from origination to reception by public.  It will verify the functionality of EAS stations to receive and broadcast a national test message.  The test requires that radio and television stations make a minor configuration change to their station EAS equipment to receive and process the National Periodic Test code message from the IPAWS system.

In 2007, FEMA began modernizing the nation’s public alert and warning system by integrating new technologies into existing alert systems.  The new system is known to broadcasters and local alerting officials as the Integrated Public Alert and Warning System or IPAWS.  IPAWS connects public safety officials, such as emergency managers, police and fire departments to multiple communications channels to send alerts to the public when a disaster or other imminent danger occurs.

BOSTON – One year ago today, on October 29th, 2012, the Northeast braced for impact as Hurricane Sandy came barreling toward our coastline. Although New England was spared the brunt of the storm, residents and businesses along the shores of Connecticut, Rhode Island, Massachusetts and New Hampshire suffered severe damages from wind and water, many losing homes and livelihoods. Towns along the coasts of Connecticut and Rhode Island were nearly impassable after the storm, roadways choked with debris and sand from a significant storm surge that swept through beachfront communities.

The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) continues to work closely with its partners to help individuals and communities recover from Hurricane Sandy.

In the past year over $125.9 million in FEMA funding has been obligated toward Hurricane Sandy recovery in New England:

Individual Assistance

More than $15.5 million in Federal Emergency Management Agency grants approved for individuals and households region-wide, which includes:

Connecticut:

  • More than $13.8 million for housing assistance
  • More than $1.1 million for other needs assistance

Rhode Island

  • $378,748 for housing assistance
  • $42,592 for other need assistance

More than $51.6 million in Small Business Administration disaster loans approved for homeowners, renters and businesses in Connecticut.

More than $285.3 million in National Flood Insurance Program payments made to policy holders. Including:

New England: One Year After Hurricane Sandy

PORTSMOUTH, N.H. — The Federal Emergency Management Agency’s Public Assistance Program has obligated more than $4.2 million to help the Commonwealth of Massachusetts with costs due to the February 8-10 blizzard.

On April 19, a major disaster declaration made federal funding available to the commonwealth, local governments and certain private nonprofit organizations in Barnstable, Berkshire, Bristol, Dukes, Essex, Franklin, Hampden, Hampshire, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk and Worcester counties. FEMA has obligated $4,208,651 to aid the affected counties.

FEMA Federal Coordinating Officer James N. Russo said, “This assistance reduces the blizzard’s financial burden on local governments and agencies who worked tirelessly in the days immediately following the crippling storm.”  He added that FEMA continues working to ensure that all receive the maximum disaster assistance for which they are eligible.

Kurt Schwartz, director of the Massachusetts Emergency Management Agency, said his agency works closely with FEMA to ensure all eligible federal dollars flow to the commonwealth in a timely manner.

“MEMA will continue to work with our local communities as we move forward with the distribution of these reimbursement dollars,” Schwartz said.

FEMA’s Public Assistance program reimburses public agencies and certain private non-profits for 75 per cent of their eligible costs. For the snowstorm, most of the costs were for emergency response overtime work and for clearing tons of snow from public roads and other public facilities.

In addition, assistance is available to the commonwealth and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48-hour period during or proximate to the incident period in Berkshire, Bristol, Essex, Franklin, Hampden, Hampshire, Middlesex, Norfolk, Suffolk, and Worcester counties.

FEMA Blizzard Aid to Massachusetts Tops $4 Million

PHILADELPHIA, Pa. – Today, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced five newly selected members of the FEMA National Youth Preparedness Council (YPC).

FEMA’s Youth Preparedness Council was formed last year to bring together youth leaders from across the country that are highly interested and engaged in advocating youth preparedness and making a difference in their communities.  The Council supports FEMA’s commitment to involving youth in preparedness-related activities, and provides an avenue to engage youth population, taking into account their perspectives, feedback and opinions.  Council members will attend a Youth Preparedness Council Summit on youth disaster preparedness and will also complete a Council project with FEMA support.

Young people are capable of playing an important role in emergency preparedness, and have the unique potential to help their communities be safe, stronger and more resilient before, during and after a disaster. Youth involved in preparedness programs are able to effectively spread important messages about preparedness to their family, school and community. By participating in youth preparedness programs, young individuals are empowered to become leaders at home, in their schools and communities.

In its second year, interest in the Youth Preparedness Council has increased based on the number of applications received this year for the five seats available.  The five newest members of the Council from across the country have been selected based on their dedication to public service, efforts in making a difference in their community, and their potential to expand their impact as a national advocate for youth preparedness.

  • Ashley Houston (Region VII) was requested to speak about youth preparedness on a panel at the 2013 Institute of Medicine Workshop (to be held in June 2013).
  • Divya Saini (Region IX) was awarded the “Disney Friends for Change” grant for her Block Preparedness Coordinator work, and has authored and published three articles about preparedness in the Palo Alto Weekly Newspaper.
  • Tiffany Espensen (Region IX) developed “Tiffy’s Tip Tuesday” in which she relays disaster preparedness tips via her Twitter account, which currently has 16,880 followers.

This year council members will have the opportunity to participate in the Youth Preparedness Council Summit in Washington, D.C. this summer where they will advise and ask questions on youth disaster preparedness with the leadership of national organizations working on this critical priority.  Council members will also determine their Council project and meet with FEMA Community Preparedness staff, who will be their ongoing FEMA support contacts and mentors. Members will also meet virtually with FEMA leadership on a regular basis throughout the year and will provide ongoing input on strategies and initiatives as well as updates on their projects.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, including direct federal assistance, will be provided at 75 percent federal funding.

President Declares Emergency for Massachusetts

Individuals Urged to Continue to Follow Direction of Local Officials and Check on Neighbors

 

WASHINGTON, D.C. – The Federal Emergency Management Agency (FEMA) and its federal partners, including the National Weather Service, continue to closely monitor the major winter storm systems impacting the Northeast and developing across the Northern and Central Plains.  FEMA’s regional offices in Boston, Chicago, Denver, Kansas City, New York City, and Philadelphia are in contact with state emergency management counterparts and with tribal emergency managers in the path of the storm.  FEMA’s National Response Coordination Center in Washington, D.C. continues to monitor the situation and hold regular operational briefings with regional and federal partners as the severe winter weather continues.

At the state’s request, FEMA liaisons have been positioned in state emergency operations centers in Connecticut, Massachusetts, New Hampshire, New Jersey, New York (both in Albany and New York City), Rhode Island, and Vermont. A National Incident Management Assistance Team is deploying to the Northeast to provide support if additional support is requested to help with emergency response coordination and other needs. These personnel are in addition to the joint state and federal field office staff already in place supporting ongoing disaster recovery efforts in Connecticut, New Jersey, New York, Rhode Island and Vermont following Hurricane Sandy.  Other teams and personnel are ready to support, if needed and requested.

According to the National Weather Service, blizzard conditions, heavy snow and high winds are expected to continue today into tonight in portions of the Northeast and will produce moderate to locally major coastal flooding.  The wet heavy snow may cause downed tree limbs and power lines, creating power outages.  Additionally, the National Weather Service forecasts that snow, and in some areas, blizzard conditions are expected across parts of Colorado, Nebraska, North Dakota, Minnesota, South Dakota and Wyoming through the weekend into Monday, in some areas. 

“Everyone has a role to play in the response to this winter storm,” said FEMA Administrator Craig Fugate. “Follow the direction of your state, local and tribal officials, and if you are told to stay off the roads, stay home, and when it is safe, check on your neighbors or friends nearby who may need assistance or extra support. Older adults and individuals who are dependent on life-sustaining medical equipment or assistive devices such as a ventilator or mobility devices, may need additional support in areas that have lost power.” 

FEMA echoes the warnings issued by the National Weather Service and local elected officials in the affected region, and asks citizens and visitors in areas with severe winter storms to avoid all travel both during and immediately following the storm and to heed all advice and safety information provided by state, tribal and local emergency officials. Individuals in the path of the storm should monitor their NOAA weather radio and local weather forecast office or www.weather.gov for the latest information, including additional or changing weather watches and warnings.

Individuals in areas affected by the storm, are reminded of these safety tips during the storm:

  • Stay indoors during the storm.
  • Walk carefully on snowy, icy walkways.
  • Avoid overexertion when shoveling snow.  If you must shovel snow, stretch before going outside.
  • Keep dry.  Change wet clothing frequently to prevent a loss of body heat. 
  • Use generators outdoors, away from doors, windows and vents.
  • Check on your neighbors or friends nearby who may need assistance or extra support.
