HUNT VALLEY, Md.  — State and federal disaster assistance is bringing needed financial help to homeowners, renters and business owners who suffered damage or loss as a result of Hurricane Sandy.

But Maryland Emergency Management Agency and Federal Emergency Management Agency officials are urging storm survivors to use disaster funds wisely and only for their intended purpose.

“Many people have great needs and the money they receive may not cover all they would like,” said MEMA Executive Director Ken Mellette. “But if you spend money on anything other than what your FEMA letter tells you, additional assistance may not be available.”

Funds are available through grants for housing or other needs and through low-interest federal loans to replace housing or personal effects.

Housing Assistance grants must be used only for

Basic housing repairs for homeowners

  • Short-term rental assistance
  • Reimbursement of hotel/motel expenses

Other Needs Assistance grants should be used to help replace essential personal property and meet medical, dental, funeral, transportation and other serious disaster-related needs not covered by insurance or other federal, state and charitable-aid programs. Most funds are deposited electronically and a letter follows in the mail to explain how the money is to be used.

Low-interest disaster loans from the U.S. Small Business Administration are also available to homeowners, renters, businesses and private nonprofit organizations of all sizes.

“We want you to use the money to meet specific disaster-related needs,” Federal Coordinating Officer Mike Lapinski said.

Here are tips to help you get the most out of your personal disaster recovery payment:

  • Keep all of your receipts.
  • If you receive your grant in the form of a check, make sure to safeguard those funds and only spend the money on disaster-related expenses.
  • Don’t be tempted to pay household bills with the disaster recovery payment.
  • Don’t make purchases unrelated to needs created by the disaster.

Disaster grants are subject to an audit and recipients should keep receipts or bills for three years to demonstrate how all funds were used in meeting disaster-related needs. These grants are tax free and are not a loan. They do not have to be repaid. They are not counted as income for welfare or other federal benefit programs and they cannot be garnished.

 “If you receive an SBA loan application after you apply with FEMA, be sure to complete and return it to the SBA,” Lapinski said. “If you don’t, you can disqualify yourself from any more federal assistance.”

FEMA’s housing assistance and grants for disaster-related medical and dental expenses, funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who receive SBA loan applications must submit them to the SBA to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.

Completing the loan application does not commit you to a loan, but it is an important part of the federal financial disaster assistance process.

Nearly $7 Million in Federal Funds Approved to Reconstruct

Hurricane Irene-Destroyed Bridge in Wyoming County

 

HARRISBURG, Pa. — Nearly $7 million in federal funding has been approved for the Pennsylvania Department of Transportation to reconstruct a bridge in Wyoming County, according to officials with the Pennsylvania Emergency Management Agency (PEMA) and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA).

 

Until Hurricane Irene-fueled high velocity flood waters wiped it out, the bridge crossed the Mehoopany Creek on State Route 3001 in Forkston Township. FEMA has obligated $6,924,799 to reconstruct the bridge in its original location.

 

Because devastation of the bridge was a direct result of Hurricane Irene, the project to replace it qualifies for Public Assistance (PA) in Category C, which covers permanent repair or replacement of eligible non-federal-aid roads and bridges. The FEMA portion of the project will comprise the 75 percent federal cost-share to reconstruct the bridge, which is estimated to cost a total of $9,233,065. The remaining 25 percent non-federal share will be paid by the Commonwealth.

 

FEMA manages the program, approves grants and provides technical assistance to the Commonwealth and applicants. The Commonwealth educates potential applicants, works with FEMA to manage the program and is responsible for implementing and monitoring the grants awarded under the program. Local officials are responsible for identifying damage, providing information necessary for FEMA to approve grants and managing each project funded under the program.

Federal assistance can include grants to individuals for rental assistance and essential home repairs. Specialists can direct survivors to agencies that may be able to meet specific needs. Information is also available on rebuilding safer and stronger.

“You can register with FEMA by phone or online, so it isn’t necessary to go to a disaster recovery center,” Federal Coordinating Officer Mike Lapinski said. “However, if you want to speak with someone in person about assistance programs, eligibility or submitting documents to support a claim, we’re there for you.” 

Representatives from the U.S. Small Business Administration will be available at the centers to assist survivors in completing their low-interest disaster loan applications and answer questions about the loan program available to homeowners and renters as well as businesses of all sizes and nonprofit organizations. For many people, a completed SBA loan application is necessary to be considered for some types of federal financial disaster assistance. People with home-based businesses or rental property affected by the storm may also be eligible for SBA loans.

Federal Aid Programs for the State of Maryland Declaration

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) is coordinating the federal government’s assistance and preparations to support states affected by Hurricane Sandy. Today, the President joined an operations briefing at the National Response Coordination Center at FEMA Headquarters in Washington D.C. During the briefing the President received an update on preparedness activities underway from Administrator Craig Fugate and FEMA Regional Administrators, and an update on the storm from National Hurricane Center Director Dr. Rick Knabb. The President continues to direct Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state and local responders in potentially affected areas along the East Coast as they prepare for severe weather. FEMA has already deployed teams and has pre-staged resources to potentially affected states and areas ahead of the storm and FEMA continues to urge residents in potentially affected areas to be prepared.

“As conditions worsen along the Mid-Atlantic and other parts of the East Coast, residents need to listen to the direction of local officials,” urged Fugate. “This is a large storm and the potential impacts from wind, coastal flooding, inland flooding, rain and snow will affect many states.  If you’re on the coast, it’s time to act and follow evacuation orders. If you’re inland, now is the time to make final preparations.  Be ready for power outages and stock up on emergency supplies of food, water, medications, and other supplies.”

Today, the President declared an emergency for the State of Maryland.  The President’s action authorizes FEMA to coordinate all disaster relief efforts to provide assistance for required emergency measures to save lives and to protect property and public health and safety in the City of Baltimore and all counties in the State of Maryland.

FEMA and its federal partners remain in close coordination with states and tribal governments and continue to coordinate resources to provide support as needed. FEMA Incident Management Assistance Teams and liaison officers have deployed to potentially affected states along the East Coast to support preparedness activities and ensure there are no unmet needs.  Mobile Emergency Response Support (MERS) personnel and teams are in place or are en route to Delaware, the District of Columbia, New York, New Jersey, North Carolina and Pennsylvania to support the states with secure and non-secure voice, video, and information services, operations, and logistics support to state response operations, and with any potential requests for assistance.

According to the NOAA National Weather Service 2 p.m. advisory, hurricane force winds are expected along portions of the coast between Chincoteague, Va. And Chatham, Mass.  Tropical Storm force winds are expected north of Chatham to Merrimack River, Mass., the lower Chesapeake Bay and south of Chincoteague to Duck, North Carolina.  Hurricane Sandy is expected to produce significant precipitation over widespread areas causing inland flooding, coastal storm surge, snow, and possible power outages. 

Individuals in the region should continue to monitor NOAA Weather Radio and their local news for updates and directions provided by their local officials.  State and local officials make determinations and announcements about evacuations. We urge the public to listen to the instructions of officials, and if told to evacuate – evacuate.

To support potential pre- and post storm evacuations, in coordination with U.S. Department of Health and Human Services (HHS) through Emergency Support Function 8, FEMA has the capability to activate ambulance contracts to support state requirements to evacuate patients if needed and requested.

In anticipation of the potential impact from the storm, the American Red Cross mobilized hundreds of disaster workers, readying shelters and coordinating efforts with community partners in potentially affected states and the Department of Health and Human Services has two 50-person disaster medical assistance teams pre-staged in the mid-Atlantic, prepared to deploy quickly along the East Coast if needed.  The U.S. Army Corps of Engineers deployed temporary emergency power teams along the East Coast.  Power teams consist of planning and response teams and resource support staff to assist with critical infrastructure. 

The Department of Energy (DOE) is working closely with FEMA, and in support of state and local officials who are responsible for working with utilities as they prepare for storms, deployed emergency response personnel to FEMA Regional Response Coordination Centers (RRCC) in Massachusetts, New York, and Pennsylvania, and additional personnel are on standby to assist.  DOE is working with states and local partners as the electric industry begins the process of pre-mobilizing storm and field personnel to assist in power restoration efforts. 

U.S. Northern Command deployed Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE), in advance of the storm, to validate, plan and coordinate potential Department of Defense (DOD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations.  FEMA and DOD are establishing Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed.

The Federal Aviation Administration (FAA) is monitoring the storm and will take steps to prepare and protect FAA facilities and equipment that are in the projected path of the storm, including control towers, radars and navigational aids. The FAA’s top operational priority is to quickly re-establish air traffic service to support disaster relief efforts. The FAA Air Traffic System Command Center will maintain constant communications with the airlines, the military, business aviation and airports in the storm’s path. They will advise the FAA about their flight schedules and plans to evacuate aircraft from affected areas and the FAA will share information about the status of the air traffic control system and availability of air routes.

Preparedness Actions

Take Action. Time is limited to prepare your family, home or business to lessen the impact of severe weather.  Coastal and inland residents should ensure that their families have an emergency plan and emergency kits in their homes and cars.  Some of the items in a basic emergency kit include: one gallon of water per person per day, for drinking and sanitation; at least a three-day supply of non-perishable food; battery-powered radio and a NOAA Weather Radio; flashlight and extra batteries; and First Aid kit. 

Those in areas where the storm is expected to produce snow should also have supplies in their emergency kits such as rock salt or environmentally safe products to melt ice on walkways, snow shovels, adequate clothing and blankets to keep warm and heating fuel like dry, seasoned wood for the fireplace or wood-burning stove. Both hurricanes and winter storms often cause power outages, take steps now to ensure you can sustain yourself for at least 72 hours if needed.

WASHINGTON – FEMA is encouraging families, schools, businesses, tribes and state and local governments to participate in the first ever Great SouthEast ShakeOut, a regional earthquake drill in which participants – from the District of Columbia, Georgia, Maryland, North Carolina, South Carolina, and Virginia – simultaneously practice the recommended action to take during an actual earthquake.

Earthquakes strike suddenly, without warning, and can have disastrous and far-reaching effects. While earthquake hazards vary from region to region, the Southeast is prone to this dangerous hazard.

The regional earthquake drill comes on the heels of the 2012 National Preparedness Month in September and the 1-year anniversary of the 5.8 magnitude earthquake in Mineral, Virginia.   That earthquake was felt as far north as New England and as far south as Georgia, and caused widespread light to moderate damage from central Virginia to southern Maryland and Washington, DC, including millions of dollars in damage to area landmarks such as the Washington Monument and the National Cathedral.

“It is vitally important for people to have a plan and know what to do during an earthquake,” said FEMA Administrator Craig Fugate.  “The Great SouthEast ShakeOut provides a timely and relevant opportunity for all levels of government, non-profit and faith-based organizations, the private sector, individuals and families to review preparedness plans and practice what to do during an actual event.”

When an earthquake happens, you only have seconds to react, so it’s important to know what to do when the ground starts shaking.  The action you need to take is known as “Drop, Cover and Hold On.”

  • DROP to the ground;
  • Take COVER by getting under a sturdy desk or table; and
  • HOLD ON to it until the shaking stops.

If it’s not possible to get to the floor to safely take cover, before the exercise, identify an inside corner of the room near your work station or the other locations you may be in, away from windows and objects that could fall on you.  The Earthquake Country Alliance advises getting as low as possible to the floor. People who use wheelchairs or other mobility devices should lock their wheels and remain seated until the shaking stops. Protect your head and neck with your arms, a pillow, a book, or whatever is available. FEMA Encourages Participation in the Great SouthEast Earthquake Drill

RICHMOND, Va. — Time is limited for state and local officials, county agencies and certain private nonprofit organizations in Virginia to submit a Request for Public Assistance (RPA) for federal disaster funds that can support the recovery from the derecho and severe storms of late June, 2012.

The deadline to submit the one-page RPA is Monday, Aug. 27, 2012 for the counties and cities of the commonwealth included in the original disaster declaration.

The counties are: Albemarle, Alleghany, Amelia, Amherst, Appomattox, Arlington, Augusta, Bath, Bedford, Bland, Botetourt, Buckingham, Campbell, Carroll, Charlotte, Clarke, Craig, Culpeper, Cumberland, Dinwiddie, Fauquier, Floyd, Fluvanna, Frederick, Giles, Greene, Halifax, Highland, Louisa, Lunenburg, Madison, Nelson, New Kent, Nottoway, Orange, Page, Pittsylvania, Powhatan, Prince Edward, Pulaski, Rappahannock, Roanoke, Rockbridge, Rockingham, Shenandoah, Tazewell, and Warren.

The cities are Bedford, Charlottesville, Covington, Danville, Fairfax, Fredericksburg, Lexington, Lynchburg, Manassas Park, Martinsville, Radford, Roanoke, Salem, Staunton, and Winchester cities.

The deadline is Sept. 13, 2012 for the municipalities included in an amendment to the declaration: Franklin, Montgomery, Smyth and Stafford counties and the cities of Buena Vista, Falls Church and Harrisonburg.

The Virginia Department of Emergency Management Agency (VDEM), with support from the Federal Emergency Management Agency (FEMA), has conducted three applicant briefings for officials in the 51 counties and 18 cities included in the declaration. The briefings address application procedures, administrative requirements, funding and program eligibility.

Public officials and other eligible applicants who were unable to attend the applicant briefings and want to file an RPA may call VDEM at (804) 935-5556 or (804) 335-8755 to submit their RPAs before the approaching deadlines.

Following the applicant briefings, kickoff meetings are held with the individual applicants to identify and review their specific jurisdiction’s needs. To date, approximately 70 kickoff meetings have been held and more than 75 RPAs have been received.

The kickoff meeting is an important early step in the process of receiving federal assistance.

FEMA provides 75 percent of the approved costs for eligible work.

Eligible work may include debris removal, emergency protective measures (such as overtime for police, fire and medical services), road and bridge repair, and repair and restoration of public utilities, buildings, and recreational facilities.

Time is Limited for Governments to Request Federal Assistance for Derecho Damage

RICHMOND, Va. –– Federal disaster assistance is being made available to seven additional Virginia municipalities that suffered damages during the derecho and severe storms of late June 2012.

Public Assistance – which is aid to state and local governments, schools, and certain private nonprofits — is now available in Franklin, Montgomery, Smyth and Stafford counties and the cities of Buena Vista, Falls Church and Harrisonburg.

The municipalities were added to the disaster declaration following new damage assessments requested by the state, and conducted last week by local officials, representatives of the Virginia Department of Emergency Management, and FEMA.

The additions bring the total public assistance designations to 51 counties and 18 cities.

Public Assistance grants cover 75 percent of approved eligible costs. Grants will help pay for the emergency protective measures taken during the storm, debris removal from public roads, and permanent repairs to public infrastructure, highways, bridges, utilities, schools, museums, parks, and other taxpayer-funded facilities.  Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Seven Municipalities Added to Virginia Disaster Declaration

PHILADELPHIA, PA – The Borough of West Pittston, PA, is scheduled to be placed on probationary status with the National Flood Insurance Program (NFIP) on October 1, 2012, unless the Borough is able to address identified corrective actions prior to that date.  FEMA sent a letter to the Borough on June 5, 2012, that identified floodplain management violations and program deficiencies that must be corrected.

The deficiencies cited in the probation letter include failure to manage floodplain development in accordance with the Borough’s floodplain program, and lack of adequate record keeping.  Direct violations of the community’s flood damage prevention ordinance include lack of enforcement on substantially flood damaged structures following the September 2011 floods.

Property owners will still be able to purchase and renew flood insurance coverage during the probationary period, but a $50 surcharge will be added to each policy sold or renewed in the community beginning on October, 1, 2012.  There are currently 358 flood insurance policies in the Borough.

If the Borough fails to make progress, the Borough could be suspended from the program. The result of suspension is the loss of federally backed flood insurance in the community, meaning that residents will not be able to purchase or renew their flood insurance policies after the suspension occurs.  Additionally, if a flood disaster occurs in a suspended community, most types of federal disaster assistance for structures within the Special Flood Hazard Area (SFHA), including federal assistance to individuals and households is not available.  Furthermore, the Flood Disaster Protection Act of 1973 prohibits federal agencies from making grants, loans, or guarantees for the acquisition or construction of structures located in a SFHA.
