TRENTON, N.J. One hundred days after Hurricane Sandy made landfall, storm survivors in New Jersey are rebuilding with a hand from neighbors, nearly 28,000 volunteers and more than $1 billion in state-federal response and recovery assistance.

Following Sandy’s landfall on Oct. 29, a dozen states deployed 440 personnel and equipment to support New Jersey and the more than 2,200 New Jersey National Guardsmen. It was the state’s largest domestic emergency mobilization.

Thirty-five federal agencies contributed more than 2,600 employees and took on 349 assignments at a cost of $169 million. They did everything from cleaning up hazardous fuels to providing bus transportation during the New Jersey transit system outages.

Survivors Repair Homes and Replace Property

To help those affected by Sandy, the Federal Emergency Management Agency approved more than 58,000 individuals and households for assistance totaling $352 million. Of that financial help, $308 million has gone to help repair homes or pay for a place to rent and $44 million to meet serious needs not covered by insurance or other federal, state and charitable aid programs. Another $26.4 million has provided temporary shelter to those still unable to return home.

FEMA coordinated a housing mission that included the U.S. Department of Housing and Urban Development, the New Jersey Department of Community Affairs and the U.S. Army Corps of Engineers, which used $3.3 million to refurbish 115 housing units at Fort Monmouth.

FEMA and the state also temporarily sheltered 5,538 individuals and families in hotels and motels through the Transitional Sheltering Assistance program that enables survivors to work on longer-term housing solutions.

Two hundred FEMA Corps members and team leaders conducted door-to-door outreach at more than 53,300 homes, providing information about disaster assistance to more than 51,800 survivors.

Low-interest SBA Disaster Loans Fill Recovery Gaps

Low-interest disaster loans from the Small Business Administration remain a critical source of money for rebuilding. SBA also provides working capital for small businesses to help alleviate economic losses. SBA has approved more than 5,600 disaster loans for homeowners, renters and businesses totaling $397.7 million.

Disaster recovery centers have offered one-on-one help to storm survivors. This personal approach helped people with their FEMA applications and SBA loans. More than 71,000 visits have already been made to the 34 centers that have served New Jersey.

At least 40 volunteer groups contributed 760,000 hours of their time during Hurricane Sandy’s response and recovery.

Help with rebuilding homes and infrastructure

To protect lives and property in future disasters, FEMA seized the opportunity to publish advisory base flood elevation maps to guide rebuilding (go to Region2Coastal.com).

FEMA’s Public Assistance program has approved $148.5 million to assist the recovery of state and local governments as well as certain nonprofits.

FEMA has approved 465 projects to help remove hurricane debris and restore disaster-damaged roads, bridges and other infrastructure. Among the largest grants was $11.2 million to the Passaic Valley Sewerage Commission for emergency repairs to a wastewater treatment plant that serves 48 communities and treats 330 million gallons of sewage daily.

In the weeks after the storm hit, FEMA also hired 160 local residents in New Jersey to help with disaster recovery operations.

After 100 Days, New Jersey Communities On Road To Recovery From Sandy

TRENTON, N.J. — Hurricane Sandy survivors in New Jersey live in one of the most culturally diverse states in the country and communicate in numerous languages. The Federal Emergency Management Agency works to reach all of them.

People with disabilities and/or access and functional needs are now the focus of the first full-scale operation by FEMA to offer ready access to valuable disaster assistance and recovery information in all disaster recovery centers.

Survivors can visit any disaster recovery center to connect with American Sign Language or Signed English interpreters either face to face by requesting it ahead of time, or in real time using Video Relay Services or Video Remote Interpreters.

Assistive listening devices, amplified phones and caption phones for survivors who are deaf or hard of hearing are available in the centers, as well as magnifying devices and printed information in Braille and large print for people who are blind or have low vision.

Teams of FEMA Community Relations specialists – armed with publications in English, Spanish, Chinese, Italian, Korean, Polish, Portuguese, Russian, Urdu, French and Braille – canvassed communities affected by Hurricane Sandy. The teams are going door to door to deliver valuable recovery information and to encourage residents with damaged property to register for assistance.

To date, FEMA has translated more than a dozen disaster assistance fliers, brochures and pamphlets into 23 different languages.

Since the major disaster declaration for Hurricane Sandy, more than 650 Community Relations specialists have been in New Jersey, including more than 220 FEMA Corps members. Four dozen of these specialists were bilingual or multilingual, speaking a combined total of 24 languages including American Sign Language.

Multilingual specialists also maintain contact with media outlets whose audience consists mainly of non-English-speaking readers, listeners, or viewers. Spanish-speaking public information officers from FEMA have given dozens of interviews to Spanish-language media, appeared on radio talk shows and spoken with community groups across the affected area.

Hurricane Sandy recovery updates are available in English and Spanish on the agency’s website, which is also designed for use by people with sensory disabilities. Spanish-speaking survivors can choose to follow FEMAespanol on Twitter to receive recovery updates.

Groups, associations and businesses that have non-English-speaking members who sustained damage as a result of Hurricane Sandy and who want to know more about federal and state disaster assistance can contact FEMA’s Speakers Bureau for presentations in 13 languages, if needed. Sign language interpreters are also available.

Multilingual telephone operators are available to help non-English-speaking survivors register for disaster aid and to get their questions answered. NEW YORK – Most of the debris is gone. Communities are making plans for the future and survivors of Hurricane Sandy are receiving financial assistance for storm-related losses.

In New York, the recovery process is well under way 100 days after the storm made landfall Oct. 29, 2012. The whole community is involved in the recovery effort, including federal, state, tribal and local agencies, the private sector and voluntary and faith-based organizations.

The Federal Emergency Management Agency has approved $888.5 million for individuals and households in New York to help eligible survivors with temporary rental costs and other uninsured losses resulting from the hurricane.

Many people have taken advantage of low-interest disaster loans from the U.S. Small Business Administration. SBA has approved disaster loans for 12,991 homeowners, renters and businesses totaling $892.2 million.

The National Flood Insurance Program has paid claims totaling $1.9 billion to 56,000 policy holders.

After a devastating storm, one of the priorities is to clean up the debris so neighborhoods can begin rebuilding. The U.S. Army Corps of Engineers and local and state agencies have removed 5.2 million of the estimated 5.6 million cubic yards of debris. The Corps also drained 270 million gallons of water from subways, tunnels and underpasses within two weeks of the storm.

To ensure that everyone receives information about assistance, FEMA is providing information in 25 languages.

The private sector is playing a key role in spreading information about the kinds of assistance available. The business community has displayed the message on video screens in Times Square, Madison Square Garden and Lincoln Center, among other places. The Metropolitan Transit Authority placed posters at bus stops and subway entrances and on the Staten Island Ferry. The NYC Taxi Commission put the message on video screens in taxi cabs.

FEMA’s Public Assistance program so far has approved $606 million for the repair or replacement of public facilities, debris removal and emergency costs resulting from the disaster, among other expenses. These grants included $106 million to NYPD for personnel costs during the emergency, $46 million to

the New York Department of Sanitation for labor and equipment expenditures and $24 million to the City of Long Beach for debris removal.

More than 500 national, state and local voluntary and faith-based organizations are helping people in need. They are providing donations, volunteer management, home repair, child care, counseling services and removal of muck and mold from homes.

Mitigation specialists are counseling property owners on ways to rebuild structures so they are more resilient to future storm damage. So far, 21,000 have been provided information.

Because of a shortage of available rental units after the storm, FEMA temporarily housed 5,917 individuals and families in hotels and motels through its Transitional Sheltering Assistance Program. This is a short-term option for eligible survivors while they work on longer-term housing arrangements.

In the weeks after the storm, federal agencies deployed more than 5,000 personnel to New York. Many of those specialists are still on the job and FEMA has hired more than 500 local residents to help with disaster recovery operations. Storm survivors are still receiving face-to-face help in the recovery process at disaster recovery centers. So far, New Yorkers have visited the centers 151,116 times.

The federal disaster recovery coordinator for New York is working with public and private partners at federal, state and local levels to identify unmet needs and traditional and innovative resources that can be used to support rebuilding. These efforts will result in a strategy that will be used to guide development for years to come.

After 100 days, New York Communities on Road to Recovery from Sandy

ATLANTA – In two days, more than 2.5 million people are expected to participate in the Great Central U.S. ShakeOut earthquake drill.

The ShakeOut will be held Thursday, February 7 at 10:15 a.m. local time.  It is a multi-state earthquake drill for millions of people to simultaneously practice the recommended response to earthquake shaking:

 

  • DROP to the ground
  • Take COVER by getting under a sturdy desk or table, and
  • HOLD-ON to it until the shaking stops

 

Although people living in this part of the country haven’t experienced many earthquakes, scientists estimate that there is a 25-40 percent probability of a damaging earthquake occurring in the central U.S. within a 50-year timeframe. 

Kentucky Emergency Management Director John Heltzel said, “Earthquakes cannot be predicted and can occur anywhere at any time, which is why it is important to know what to do when one occurs. The ShakeOut is a great opportunity for people, and families, to practice and prepare.”

Thursday’s drill marks the anniversary of the last of the powerful New Madrid earthquakes, a series of at least three magnitude 7-8.0 quakes that struck in the winter of 1811-12 and affected many parts of this region.  If it happened today, an earthquake would cause injury and loss of life, and widespread damage and disruption to the nation’s economy and built environment.

The Great Central U.S. ShakeOut helps Kentucky Prepare for Earthquakes

BATON ROUGE, La. Plaquemines Parish will receive a nearly $1.3 million federal grant to reimburse the cost of repairing a roadway damaged by Hurricane Isaac, the Federal Emergency Management Agency (FEMA) said Monday.

Between Aug. 26 and Sept. 10, Hurricane Isaac produced high winds, rain and flooding throughout the state, hitting Plaquemines Parish particularly hard. The elevated roadway on the parish’s secondary levee required repairs after the water receded, and the FEMA Public Assistance grant, totaling $1,280,209, helps reimburse those repair costs.  

“Severe, slow-moving storms like Hurricane Isaac not only can cause tremendous damage to people’s homes and businesses,  they can affect the infrastructure people depend on every day,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “Reimbursing the repair of the levee road puts the parish one step closer to normalcy after Hurricane Isaac.”

The newly awarded funds are a portion of the $195.5 million in total Public Assistance recovery dollars approved for the state since the Aug. 29, 2012, disaster declaration.

Once FEMA reimburses the state of Louisiana it is the state’s responsibility to manage the funds, which includes making disbursements to local jurisdictions and organizations that incurred costs.

FEMA Awards Nearly $1.3 Million to Plaquemines Parish to Repair Levee Road Damaged by Hurricane Isaac

NEW YORK – The State of New York and the Federal Emergency Management Agency announce the approval of more than $80 million in Public Assistance grants to help communities clean up and recover from Hurricane Sandy.

Grants to New York City include $30 million to reimburse NYPD for personnel overtime, equipment usage and materials associated with emergency protective measures. A $7 million grant reimbursed FDNY for emergency protective measures such as removing water from 2,741 basements and clearing streets for emergency vehicle access.

The NYC Department of Environmental Protection was reimbursed for emergency protective measures with a $10 million grant to protect and temporarily repair damaged areas and operate pumping equipment and emergency generators.

Public Assistance grants affect all of the areas impacted by Hurricane Sandy. The new grants provide more than $6.2 million to Brookhaven Township for debris removal and disposal; $9.5 million to reimburse Islip Township for efforts in combating immediate threats to improved public and private property; and $15 million to the Nassau County Police Department for personnel overtime, equipment usage and materials associated with emergency protective measures.

The FEMA Public Assistance program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure.

  • 14 New York counties are designated for Public Assistance. These are Bronx, Greene, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

FEMA approves $80 million to help NY communities rebuild from Sandy

MINOT, N.D. – Just one month into 2013, the Federal Emergency Management Agency (FEMA) today announced that the number of temporary housing units (THU) still occupied in Ward County has fallen to 476.  The drop is another sign that recovery efforts continue, even in the chilly winter months.

There are only 79 FEMA THUs still on private property in the Souris Valley, down from a high of nearly 1100. In addition 25 units are still occupied at DeSour Valley Heights in Burlington and 298 are occupied at Virgil Workman Village just east of Minot.  The remaining 74 occupied units are at four manufactured home parks in the area.

FEMA is also proceeding with the sale of THUs to current residents.  As of Jan. 31, a total of 50 sales have been finalized.  Purchasing the unit they are living in is one of several options that displaced residents have in securing permanent housing.  FEMA continues to meet with residents on a monthly basis to assist them with developing a long-term housing plan, and those meetings will continue until FEMA’s housing mission concludes in June 2013.

FEMA Souris Valley Housing Mission Continues Progress

NEW YORK – After a disaster, there are many sources of support for survivors as they begin their recovery. The Federal Emergency Management Agency is only one part of a team that includes federal, state, tribal and local government agencies, voluntary organizations, the private sector and faith-based organizations.

FEMA helps survivors of a disaster with critical expenses that cannot be covered in any other way. This grant assistance may be used to help cover items or services that prevent or overcome a hardship due to a disaster. Such items or services include temporary housing, essential home repairs, personal property losses and other disaster-related needs not covered by insurance. Survivors registered with FEMA may be eligible for up to $31,900, the maximum grant.

The assistance FEMA provides may not restore damaged property to its condition before the disaster and may not cover all losses from property damage. Money to repair a home is limited to making it safe, sanitary and functional.

One of the most significant sources of long-term recovery is the U.S. Small Business Administration (SBA), which offers low-interest disaster loans for homeowners and renters. Homeowners may be eligible for loans up to $200,000 to repair or replace their storm-damaged home. Homeowners and renters may be eligible for up to $40,000 for replacement of personal property.

Additionally, more than 500 national, state and local community and faith-based organizations are involved in helping Sandy survivors with their recovery. They are providing a range of services including home repair, child care, counseling services, muck-outs and mold suppression in disaster-damaged homes.

People who sustained losses due to Hurricane Sandy have until Wednesday, Feb. 27, to register with FEMA for potential grant assistance. They should register even if they have insurance. Applying by the deadline may help survivors avoid a funding shortfall if they later find that they are underinsured or have additional damages.

FEMA, partners provide help for critical needs

DULUTH, Minn. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced today that $2,012,087 has been made available to the Western Lake Superior Sanitary District (WLSSD) in federal disaster aid for repairs to the Scanlon (Division D) Interceptor. Additionally, Minnesota Recovers has approved $2,334,497 in Disaster Relief Appropriation Funds to assist with essential restorations. The interceptor sustained damages during the June 14 – 21 severe storms and flooding. The FEMA funds are being made available as part of recovery efforts in response to President Obama’s federal disaster declaration of July 6, 2012.

 

The Scanlon Interceptor is a 36 inch iron pipe that carries wastewater to the Western Lake Superior Sanitary District (WLSSD) Knowlton Creek Pump Station in West Duluth. Flooding damaged a 150 foot portion of the Pipe Bridge, where the pipeline emerges from ground cover and is elevated over a creek. Three of the seven supporting concrete piers and the pipe itself were damaged. Rip-rap was eroded on each side of the creek and a portion of the six-foot high chain link fence that surrounds the pipeline and piers was destroyed.

 

In addition to repairing the damages caused by the disaster, WLSSD plans on replacing an additional 265 linear feet of the pipe, lining 175 linear feet of the buried portion of pipeline, and renovating three manholes. WLSSD intends to utilize the MN Recovers funds to cover the costs of these restorations.

 

FEMA’s Public Assistance Program provides funding to local government jurisdictions and eligible private non-profits for the repair, replacement, or restoration of disaster-damaged infrastructure as well as costs incurred for disaster cleanup or emergency actions taken to protect lives or property. The federal share of recovery costs is 75 percent. The remaining share is the responsibility of the state and local government or non-profit organization.

FEMA and HSEM Provide More Than $4.3 Million Combined for Scanlon Interceptor Repairs

DULUTH, Minn. — State agencies, local governments and certain private nonprofits in Cass and Itasca counties two weeks remaining to file their official requests for federal public assistance to help recover from severe storms and flooding on June 14-21, 2012.

 

The deadline to file a Request for Public Assistance (RPA) is August 25, 2012.

 

Filing such a request with the State is the first step in the process of applying for federal reimbursements under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program. Applicants must file RPAs within 30 days of a presidential disaster declaration. President Obama issued a major disaster declaration for public assistance on July 6. Cass and Itasca counties were designated on July 26.

 

PA grants are obligated to the State to reimburse applicants for expenses they incurred while taking emergency measures to protect lives and property such as debris removal, search and rescue operations and sandbagging. Expenses for repairs to flood-damaged facilities such as roads, bridges, utilities and other public infrastructure may also be covered.

 

Although the program is oriented to public entities, private nonprofit organizations may apply directly to FEMA via the RPA for uninsured costs of debris removal and emergency protective measures. Additionally, nonprofits may qualify for FEMA assistance to make infrastructure repairs if they provide critical services such as communications, power, water, emergency response or medical treatment.
