WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Louisiana to supplement state, tribal, and local recovery efforts in the area affected by severe winter storms during the period of January 8 to January 17, 2013.

The President’s action makes federal funding available to state, tribes, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged in Acadia, Catahoula, Concordia, East Carroll, Evangeline, Franklin, Jefferson Davis, Livingston, Madison, St. Landry, and Vermilion Parishes.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Gerard M. Stolar has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Stolar said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for Louisiana

BATON ROUGE, La. – Six months after Hurricane Isaac slammed into the Gulf coast, Louisianians are starting to make the transition from “survive” to “thrive.” Hard-hit communities are planning how to build back better than ever even as their residents are working to get their lives back on track.

The hurricane may have left a trail of muck and misery through Louisiana after it hit in late August, but the hard work of survivors, their families and community leaders, plus hundreds of millions of dollars in state and federal assistance, have made a significant contribution to the state’s recovery.

 “Every day, Louisiana’s residents, families, businesses and communities make progress in getting their lives back to normal after Hurricane Isaac’s devastating winds, rains and floods,” said Federal Coordinating Officer Gerard M. Stolar of the Federal Emergency Management Agency (FEMA). “There is much work still to do, but their efforts show their resilience and their determination to come back better than ever.”

Today, disaster assistance has topped $506 million. This includes:

  • More than $129.8 million in grants from FEMA’s Individual Assistance (IA) program,
  • Nearly $160.7 million in low-interest disaster loans from the U.S. Small Business Administration (SBA), and
  • More than $215.5 million in reimbursements to the state and local governments , educational institutions, community services and public safety organizations from FEMA’s Public Assistance (PA) program.

Public Assistance, in conjunction with its state and local partners, continues to move forward as it helps Louisiana’s storm-ravaged parishes meet the challenges of repairing damaged infrastructure and covering the costs of debris cleanup and emergency measures taken before, during and after the storm to protect the lives and safety of Louisianians.

Those Public Assistance reimbursement dollars, while awarded to eligible government entities and nonprofits throughout the state, benefit everyone — neighborhoods, parishes and cities. PA dollars help clean up communities overwhelmed by disaster-related debris, repair roads and bridges people use every day getting to work, ensure hospitals, fire stations and other vital community services are restored, put utilities and water systems back in order and restore playground equipment to public parks.

While dollar amounts are an important part of Louisiana’s recovery, they do not tell the full story of the state and federal family’s commitment to the state since the hurricane drenched, flooded and otherwise damaged the state. 

As survivors continue to repair or rebuild their homes, their businesses and their lives, long-term recovery groups have been hard at work in 15 storm-damaged parishes. FEMA’s Voluntary Agency Liaisons work closely with these groups, which are formed from a network of nonprofit and voluntary agencies and faith- and community-based organizations and help survivors meet their longer-term needs.

Although many survivors are well on their way to restoring their homes and property, recovery does not occur at the same pace for everyone. FEMA, the state, the private sector and voluntary agencies continue to collaborate to find ways to help. 

Meanwhile, a continuing state-administered crisis counseling program serves adults and children who need help identifying ways to deal with the stresses of surviving and recovering from a hurricane.

FEMA support personnel also are working to help survivors through the new National Disaster Recovery Framework (NDRF), activated for the first time in the state of Louisiana. Like the disaster’s very first response efforts, extended recovery and revitalization require a united effort starting at the local level. As communities envision their futures and prioritize their needs and wants, they can draw on expertise and resources from a variety of state and federal agencies.

Community involvement began early. Just weeks after the Aug. 29 disaster declaration, two parishes named local disaster recovery managers and the state named Mark Riley as its disaster recovery coordinator. Wayne Rickard of FEMA was appointed the federal disaster recovery coordinator under the NDRF.

In late January, St. John Parish, which sustained severe damage from Hurricane Isaac, held its first public open houses to map the course of the community’s recovery. At these events, residents contributed ideas and received information about how they could help rebuild their parish. In hard-hit Plaquemines Parish, a similar community initiative is in its early stages. 

“It’s exciting to see the ideas and energy in the local initiatives,” Rickard said. “And as other Louisiana communities begin planning for future disasters, they can also call on a wealth of state and federal resources for support and assistance.”

FEMA also continues to work hand in hand with our state and local partners, and reach out to the federal family as we search for viable solutions to the more complex issues that stand in the way of full community recovery.

National Flood Insurance Program experts continue to offer information and guidance to individuals affected by recent flood insurance reform. They have spoken with Louisianians at community forums and by telephone to make sure residents have the most accurate information on which to base their decisions for their families and themselves.

The first FEMA personnel arrived in Louisiana days before Hurricane Isaac hit the state. The agency will remain here for the long haul, committed to supporting our state and local partners as the Whole Community works together to find solutions to the issues that remain.

Six Months of Progress After Hurricane Isaac: Moving from “Survive” to “Thrive” in Louisiana

BATON ROUGE, La. — Louisiana property owners with flood insurance policies whose homes or other structures were damaged during Hurricane Isaac have an additional 60 days to file claims for their flood-related losses. This means most policyholders have until April 22 to complete their proof of loss claims.

The National Flood Insurance Program (NFIP) usually requires claims to be reported within 60 days from the date of loss. Four extensions have been granted.

With the latest 60-day extension on flood insurance claims, Louisianians have 240 days from the date of their insured losses to submit a claim, known as Proof of Loss. Hurricane Isaac first made landfall in Louisiana on Aug. 28, 2012, with heavy rainfall and flooding occurring within several days before and after it hit. For this reason the date of loss varies for property owners.

The Federal Emergency Management Agency (FEMA) administers the program.

“A major storm like Isaac can make it difficult for survivors to gather information that will help adjusters determine their flood insurance loss,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “This extension eases the burden on folks who haven’t yet filed their proof of loss, and we continue to urge them to do so as soon as possible.”

Failure to submit the proof of loss could cause policyholders to miss out on benefits from their flood insurance policy, NFIP specialists said.

Deadline Extended a Fourth Time for Isaac-Related Flood Insurance Claims in Louisiana

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $1,176,158 in Hazard Mitigation Grant Program (HMGP) funds to the city of Madison, Wis., for the construction of a safe room at the Highland Manor Mobile Home Park.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said Andrew Velasquez III, regional administrator, FEMA Region V.  “The construction of this safe room will protect the lives of vulnerable citizens by providing a secure location to seek shelter from tornados and other high wind events.”

The Highland Manor Mobile Home Park has experienced numerous powerful storms in recent years.  This safe room will provide a shelter for 806 residents during a severe weather event.  The structure has been designed to accommodate the special needs of the residents, providing space for five wheelchair occupants.  The shelter will have the capability to be unlocked for use by the either the onsite manager or remotely by the City of Madison Parks Division.  To assure maximum use of the safe room, the Madison Fire Department will conduct an education campaign, including emergency drills, within the mobile home park.

“This is an important project that we believe can help save lives during severe weather,” said Brian Satula, administrator of Wisconsin Emergency Management.  “This is the second safe room at a mobile home park in Dane County for which we have provided hazard mitigation funding.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures.  Through HMGP, FEMA will pay $1,176,158 or 75 percent of the project’s total cost.  Wisconsin Emergency Management and the city of Madison will both contribute 12.5 percent of the funds, or $196,026 each. 

“This has been a successful collaboration between the City of Madison, the property owners, the State of Wisconsin and the federal government,” said Madison Mayor Paul Soglin. “The safety of our residents is a number one concern, and this building will provide a safe shelter during Wisconsin storms.”

Disaster Recovery Center Opens In Petal

BATON ROUGE, La. State and federal recovery from Hurricane Isaac in Louisiana has hit a new milestone, topping half a billion dollars since the Aug. 29, 2012, disaster declaration, the Federal Emergency Management Agency (FEMA) said.

The total includes more than $129.6 million in grants from FEMA’s Individual Assistance (IA) program, more than $160 million in low-interest disaster loans from the U.S. Small Business Administration (SBA), and nearly $214.5 million in reimbursements to state agencies and local governments from FEMA’s Public Assistance (PA) program.

“FEMA’s top priority is clear: help Louisiana’s survivors, their families, business owners and their communities get a good start on their way to recovering from Isaac,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “This money has provided a crucial boost to Louisiana as residents and communities rebuild, recover and look ahead to the future.”

IA grants include nearly $106.9 million in housing assistance and more than $22.7 million in Other Needs Assistance. Meanwhile, more than $185,000 in Disaster Unemployment Assistance has gone to workers who lost their jobs or people who are self-employed and unable to provide services because of the hurricane.

PA funds obligated so far have helped the state replenish dollars it spent to protect Louisianians before, during and after the storm and to remove tons of disaster-created debris. It also reimburses municipalities for repairs to disaster-damaged infrastructure. SBA long-term, low-interest loans enable homeowners, renters and businesses to replace, repair and rebuild their storm-damaged property.

Hurricane Isaac Louisiana Recovery Assistance Tops Half-Billion Milestone

ATLANTA – Teams of federal and state disaster recovery professionals are reaching out to disaster survivors in Forrest and Lamar counties to make sure they know what help is available and how to get it.

FEMA and MEMA’s Community Relations teams go door-to-door in hard-hit areas and visit churches, schools, and other community gathering places. CR teams are easily identified by FEMA photo ID badges and their blue FEMA shirts.

The goal is to identify anyone who needs help—homeowners, renters, business owners, eligible nonprofit agencies and faith-based organizations—and explain how to register for assistance. This includes people with disabilities, those with access and functional needs, seniors, and people with limited English proficiency.

“Recovering from a disaster is difficult,” said State Coordinating Officer Robert Latham. “But state, federal, local partners along with voluntary and faith-based organizations are working together to make sure that all disaster survivors receive the assistance they need.”

Registering with the Federal Emergency Management Agency is the only way survivors can get federal disaster aid.

PHILADELPHIA, Pa. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is requesting individuals who are interested in serving on the National Advisory Council (NAC) to apply for appointment.  The NAC is an advisory committee established to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters.

The NAC advises the FEMA Administrator on all aspects of emergency management frameworks, strategies, and plans while incorporating the whole communities input through appointed council members.

The NAC will have a position open for applications and nominations in the following disciplines:

  • State Non-Elected Official (one representative appointment)
  • Standards Setting (one representative appointment)

Appointments are for three-year terms to June 15, 2016, unless otherwise noted.  The Administrator may also appoint additional candidates to serve as a FEMA Administrator Selection for three-year terms.

FEMA Seeks Applicants for National Advisory Council

NEW YORK – A Disaster Recovery Center is moving to a new location. Another center is ending service.

The center at the Lindenhurst Memorial Library, 1 Lee Avenue in Lindenhurst, NY, 11757, will end service at that location at 3 p.m. Saturday, Feb. 23, and will reopen at 9 a.m. Tuesday, Feb. 26, 2013 at the Copiague Memorial Public Library, 50 Deauville Blvd., Copiague, NY, 11726.

The center’s hours are 9 a.m. to 6 p.m. Monday through Friday and 9 a.m. to 3 p.m. Saturday.

The recovery center at the storefront at 1001 Beach 20th St., Far Rockaway, Queens, NY, 11691, will end service at 3 p.m. Saturday, Feb. 23, 2013.

The State of New York and the Federal Emergency Management Agency closely monitor visitor traffic at all New York recovery centers. Traffic at the two centers has slowed, indicating the information needs of survivors in those areas have mostly been met. So far, there have been more than 14,000 visits to the two centers.

Survivors who need help may still visit any of the other centers that remain open throughout New York, 9 a.m. to 6 p.m. Monday through Friday and 9 a.m. to 3 p.m. Saturday.

A Disaster Recovery Center in NY relocates and another ceases operation

DENTON, Texas – Residents, business and residential renters, and business owners in Deer Park, Texas can now enjoy a 5 to 10 percent reduction in flood insurance premiums because of the city’s active participation in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS).

This means those policyholders who reside in Special Flood Hazard Areas (SFHA) will receive a 10 percent reduction on flood insurance premiums, and policyholders located outside the SFHA will enjoy a 5 percent discount.

In addition to lower premiums, the rating program helps to reduce the threat of damage from flooding, according to officials with the Federal Emergency Management Agency (FEMA). “The flood insurance program rewards communities for implementing programs and policies that protect their residents from flooding,” said FEMA Region 6 Administrator Tony Robinson. “Deer Park’s higher regulatory standards, public education outreach, property acquisition programs and open space preservation initiatives, among other activities, have earned the parish lower premiums as a CRS Class 8 Community.”

The reduction in flood insurance premiums represents an annual savings in premium costs for Deer Park policy holders and will take effect at the time a new policy is written or an effective policy is renewed. Those individuals and business owners with a Preferred Risk Policy will not receive premium rate credits under the CRS because it already has a lower premium than other policies.

Since joining CRS in 2000, the city’s participation in the program has been beneficial in many respects. In addition to the reduction in insurance premiums, local officials are more knowledgeable about floodplain management and residents are more knowledgeable about mitigation and flood insurance.    The CRS program has helped make Deer Park a safer place to live, reduced the economic impact of flood hazards and saved their citizens money on flood policy premiums.

CRS is a voluntary program for National Flood Insurance Program (NFIP)-participating communities.
