BATON ROUGE, La. The St. John Parish School Board will receive a $4.6 million federal grant to repair damages to Lake Pontchartrain Elementary School caused by Hurricane Isaac, the Federal Emergency Management Agency (FEMA) said Tuesday.

More than a foot of floodwater inundated Lake Pontchartrain Elementary during the August 2012 hurricane, causing the school to close its doors for repairs. The $4,624,088 FEMA grant helps reimburse the school board for work to bring the school back to its pre-disaster design, capacity and function.

“Getting this elementary school repaired and the students back in their classrooms will help drive the recovery forward for all of St. John Parish,” said Federal Coordinating Officer Gerard M. Stolar of FEMA.

The newly awarded funds are a portion of the more than $225 million in total Public Assistance recovery dollars approved for the state since the Aug. 29, 2012, disaster declaration. FEMA pays 75 percent of the eligible costs of projects, while the state and/or applicant cover the remaining 25 percent.

Once FEMA reimburses the state of Louisiana it is the state’s responsibility to manage the funds, which includes making disbursements to local jurisdictions and organizations that incurred costs.

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the Commonwealth of Massachusetts to supplement commonwealth and local recovery efforts in the area affected by a severe winter storm, snowstorm, and flooding during the period of February 8 – 9, 2013.

The President’s action makes federal funding available to the commonwealth and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, snowstorm, and flooding in Barnstable, Berkshire, Bristol, Dukes, Essex, Franklin, Hampden, Hampshire, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk, and Worcester counties. 

In addition, assistance is available to the commonwealth and eligible local governments on a cost-sharing basis for snow assistance, for a continuous 48-hour period during or proximate to the incident period in Berkshire, Bristol, Essex, Franklin, Hampden, Hampshire, Middlesex, Norfolk, Suffolk, and Worcester counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties within the commonwealth.

James N. Russo has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Russo said additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments.

President Declares Emergency for Texas

SMYRNA, Del. — More than $2.2 million in federal funding has been awarded thus far for Hurricane Sandy recovery, the Delaware Emergency Management Agency (DEMA) and the Federal Emergency Management Agency (FEMA) announced today.

As DEMA and FEMA continue to partner in Hurricane Sandy recovery, additional funding will be forthcoming following state and federal review and approval.

Recent obligations include projects totaling more than $964,642 in Public Assistance funding, bringing the total amount of FEMA dollars awarded thus far to $2,231,450.  

Public Assistance covers eligible emergency protective measures and restoration of damaged roads, bridges, utilities and other elements of the infrastructure. 

Public Assistance was made available for the counties of Kent, New Castle and Sussex on Nov. 16, 2012 when the President declared a Major Disaster for Delaware due to Hurricane Sandy.

President Declares Emergency for Massachusetts

TRENTON, N.J. — Hurricane Sandy survivors who had storm-related damages in New Jersey have just two weeks left to register with the Federal Emergency Management Agency. Residents must register for disaster assistance by midnight (EDT), May 1.

Survivors can register online and check on the status of their applications at DisasterAssistance.gov, via smartphone or tablet at m.fema.gov. They also can call 800-621-3362 or TTY 800-462-7585. Those who use 711-Relay or Video Relay Services can call 800-621-3362.

May 1 is also the deadline to return applications to the U.S. Small Business Administration for low-interest disaster loans, which are the primary source of federal funds for long-term rebuilding. Survivors can apply for an SBA disaster home or business loan by filling out an online application at disasterloan.sba.gov/ela by midnight, May 1.         

Survivors who applied for federal disaster assistance are urged to stay in touch with FEMA and SBA. Applicants should notify FEMA and SBA of changes to their mailing addresses, phone numbers or email addresses.

FEMA staff is available at the disaster recovery centers to provide clarification to letters, assist survivors with finding a temporary home if their primary residence was damaged or destroyed, check on the status of applications for assistance or refer survivors to other agencies that may provide additional help.

Residents are reminded that three disaster recovery centers will transition Saturday, April 20, and reopen Monday, April 22, as Small Business Administration Disaster Loan Outreach Centers.

The DRCs transitioning are located at the Henry Hudson Trail Activity Center in Leonardo, the Little Egg Harbor Senior Center in Little Egg Harbor Township and the Ocean County Southern Resource Center in Manahawkin.

Residents may choose to visit the remaining disaster recovery centers in New Jersey, located in Ocean, Cape May, Hudson, Atlantic and Monmouth counties. Survivors can locate the address of their nearest center by going to FEMA.gov/DRC or calling 800-621-3362.

As of April 15, more than $384 million in grants has been approved for home repairs or replacement, rental assistance and other needs. Another $718.9 million in SBA low-interest disaster loans has been approved for more than 10,900 homes and businesses.

New Jerseyans Have Two Weeks Left To Register For FEMA Assistance

DENTON, Texas –– In five months, on Wednesday, Sept. 18, 2013, new flood maps for Richland Parish, Louisiana will become effective.  Before that date, state, local and federal officials are encouraging everyone to view the maps to understand their flood risk and consider purchasing flood insurance.

Most property insurance policies do not cover the effects of a flood. Floods can place people at risk of uninsured loss to their businesses, homes and personal property if they don’t have either a private flood insurance policy or coverage through the National Flood Insurance Program (NFIP), a voluntary protection program administered by the Federal Emergency Management Agency (FEMA).

Flooding is the #1 natural disaster in the United States and only flood insurance covers these unexpected, damaging and sometimes fatal events. “Where there is rain, there could be flooding,” said FEMA Region 6 Administrator Tony Robinson. “Everyone lives in a flood zone.

To learn if your community participates in the NFIP and to review the new flood maps, residents can contact their local floodplain administrator.

5 Months Remain Before Richland Parish, LA Flood Maps Become Final

TRENTON, N.J.–Tell your friends and neighbors who have not registered for assistance from the Federal Emergency Management Agency that the last day to register is May 1, 2013. Make sure they know the facts about FEMA registration; many Hurricane Sandy survivors are eligible for disaster assistance and just may not know it.

With about two weeks left to register, here are facts about FEMA assistance:

  • FEMA assistance does NOT affect benefits from other federal programs, such as Social Security benefits, taxes, food stamps or Medicaid.
  • FEMA assistance is available for renters; it is not exclusive to homeowners.
  • FEMA provides grants; it does not make loans. These grants do NOT have to be repaid, and they are NOT considered taxable income.
  • You may be eligible for reimbursement for repairs to your home, even if the repairs are already completed.
  • You may be eligible for FEMA assistance even if you have flood or homeowner’s insurance.
  • Income is NOT a consideration for eligibility for FEMA assistance.
  • A grant you may receive does not take away from another survivor’s assistance; FEMA has sufficient funding to assist all eligible survivors with their eligible disaster-related needs.
  • There is no paperwork to register with FEMA; the process normally takes between 15 and 20 minutes.

The rule of thumb is that if you’re unsure if you are eligible for assistance, call 1-800-621-3362 (FEMA) or go to DisasterAssistance.gov. If you have a speech disability or hearing loss and use TTY,call 1-800-462-7585directly. If using 711 or Video Relay Service, call 1-800-621-3362.

Although the assistance process may continue after the deadline, May 1 will be the last day to call or go online to register for FEMA and apply for SBA physical damage disaster assistance.

FEMA grants cover expenses for temporary housing, home repairs, replacement of damaged personal property and other disaster-related needs such as medical, dental or transportation costs not covered by insurance or other programs. The objective is to make damaged dwellings safe, sanitary and functional.

Some applicants may receive a loan application for the U.S. Small Business Administration (SBA) after registering with FEMA. The SBA provides low-interest disaster loans to renters, homeowners and businesses of all sizes. No one is obligated to take out a loan, but if they don’t complete the application they may not be considered for other federal grant programs.

The SBA may lend up to $200,000 to repair or replace homes and up to $40,000 to repair or replace personal property. Also, up to $2 million is available for businesses for their uncompensated disaster losses.

Spring’s First Widespread Severe Storm System is Here: Are You Ready?

San Juan, PR – The Federal Emergency Management Agency (FEMA) has approved $1.62 million to the Puerto Rico Ports Authority for the rehabilitation of the Terminal Cargo Ramp in Culebra. The funds were made available under FEMA’s Hazard Mitigation Grant Program (HMGP) to enhance the resilience of the sole cargo ramp in the Island Municipality, which provides normal daily services, as well as during emergency situations.

“For years, when hurricanes and tropical storm events affected Culebra, the residents and visitors of the municipality remained isolated for days. This project assures the continuity of port services, for which most residents depend on for their daily routine. The services will continue without major interruptions during and after disaster events,” said FEMA’s Caribbean Area Division Director Alejandro De La Campa. “More than 1,800 Culebra residents will benefit from this mitigation measure, as well as thousands of tourists that visit the Island on a yearly basis.”

Past hurricanes and continuous wave action have deteriorated the concrete cargo platform at Bahía de Sardinas, in Culebra’s Dewey Ward. If the platform is left unattended, it may collapse eventually. Also, seawaters surrounding Culebra (up to three nautical miles) and its neighboring islands and cays are designated critical habitat for the green sea turtle. These elements were taken into consideration while choosing the structural mitigation measure to apply: improving the structure with the lowest impact on the adjacent ocean environment.

A project of this nature involves the structural evaluation of the terminal cargo ramp, its designing phase and the construction phase of the structure. The rehabilitation activities includes the partial demolition of the existing concrete platform, removal of the concrete debris outside the platform area, construction of a new concrete platform with new reinforcing steel, and concrete deposit with corrosion inhibitor additives. The total project cost is $2.16 million, with the Commonwealth of Puerto Rico providing $542,269, which represents the 25% State share.

FEMA’s HMGP provides grants to States and local governments to implement long-term hazard mitigation measures after a major disaster declaration, to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.
