U.S. Small Business Administration (SBA), nongovernmental organizations and the local community are on hand to answer questions and provide information on the types of assistance available to survivors.

The recovery center will serve as a central location for survivors from any of the 30 counties designated for Individual Assistance who need one-on-one help. State and federal professionals will be available to help eligible survivors get help as quickly as possible.

Second Disaster Recovery Center Opens in Harris County for Texas Flood Survivors

OKLAHOMA CITY – The recent severe storms, floods, straight-line winds and tornadoes occurring May 5 through June 4 damaged public and private roads and bridges.

The Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) may be able to help when repairing privately owned access roads and bridges.

FEMA’s Individual Assistance program could cover the expenses of repairing privately owned access roads if the following criteria are met:

  • It is the applicant’s primary residence;
  • It is the only access to the property;
  • It is impossible to access the home with the damaged infrastructure; or
  • The safety of the occupants could be adversely affected.

SBA is FEMA’s federal partner in disaster recovery, and may also help. Private property owners, established homeowner associations and properties governed by covenant may apply for a low-interest disaster loans directly through SBA. These funds can be used to repair or replace private roads and bridges. Privately owned access roads owned by homeowner associations may apply directly to the SBA.

Homeowners who jointly own access roads and bridges may also be eligible for repair grants or SBA loans under certain circumstances. In some cases, sharing the cost of repairs with funds obtained through a combination of FEMA, SBA loans and private funds may be another option. The affected homeowners should each register with FEMA individually.

Survivors can apply for state and federal assistance online at www.DisasterAssistance.gov or by calling 800-621-FEMA (3362) or (TTY) 800-462-7585. Those who use 711-Relay or Video Relay Services can call 800-621-3362 to register.

Each request for private road or bridge repair assistance is evaluated on a case-by-case basis.

Repair awards through Individual Assistance funding are for disaster-related damages and will not include improvements to the road’s pre-disaster condition, unless improvements are required by current local or state building codes of ordinances.

OKLAHOMA CITY – Additional counties are now approved for Individual Assistance and for Public Assistance as a result of severe storms, straight-line winds, tornadoes and flooding that began on May 5.

Homeowners, renters and business owners in four more Oklahoma counties affected by storms that occurred from May 5 through June 4 can now apply for state and federal disaster assistance. These counties are Choctaw, Cotton, Rogers and Tillman, which brings the total approved to 24.

Individual Assistance was extended to those counties after a review of on-going damage assessments by the Oklahoma Department of Emergency Management (OEM) and the Federal Emergency Management Agency (FEMA).

Disaster assistance for qualified applicants may include:

  • Grants for rental assistance or temporary housing;
  • Grants for home repairs not covered by insurance;
  • Grants for serious disaster-related needs not covered by insurance—such as medical, dental, funeral, personal property, vehicles and moving and storage; and
  • Low-interest disaster loans from the U.S. Small Business Administration (SBA) may be available to businesses of all sizes, private non-profit organizations, and homeowners and renters for losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Survivors in all 24 designated counties (Atoka, Beckham, Bryan, Caddo, Canadian, Choctaw, Cleveland, Comanche, Cotton, Grady, Johnston, Kiowa, Le Flore, Marshall, McClain, McCurtain, McIntosh, Oklahoma, Pittsburg, Pottawatomie, Rogers, Seminole, Tillman, and Wagoner) who sustained losses or damage from these storms should register with FEMA as soon as possible. There are three easy ways to apply:

Public Assistance funding helps repair or rebuild public infrastructure such as roads, bridges, water systems, utilities and public buildings such as schools. Types of entities that may be eligible for Public Assistance include:

  • Local governments and special districts
  • Certain private nonprofit organizations or institutions that conduct activities of a governmental nature and are open to the general public;
  • Federally recognized tribes; and
  • State government agencies.

FEMA Disaster Assistance Extended to Additional Counties

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of Arizona combat the Kearney River Fire in Pinal County. 

On June 17, 2015, the State of Arizona submitted a request for a fire management assistance declaration for the Kearney River Fire and FEMA approved the state’s request on June 17, 2015. The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time of the request, the fire was threatening up to 400 homes in and around the community of Kearney, which has a population of approximately 1,950. Mandatory evacuations took place on June 17th for approximately 300 – 400 people.  The evacuation order was lifted this morning.  The fire started on June 17, 2015, and, at this time, has burned in excess of 450 acres of state and private land.  Two residences have been destroyed by the fire.

The Disaster Relief Fund provides funding for Federal Fire Management Grants (FMAGs) through FEMA to assist in fighting fires which threaten to cause major disasters. Eligible costs covered by FMAGs can include expenses for field camps; equipment use; repair and replacement; tools; materials; supplies and mobilization and demobilization activities.

Mobile Registration Intake Center Opens in Fort Bend County for Texas Flood Survivors

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Card Street Fire, burning in Kenai Peninsula Borough, Alaska.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Card Street Fire threatened such destruction as would constitute a major disaster. Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on June 16, 2015 at 4:54 p.m. AKDT. This is the second FMAG approved in Alaska this fire season.

The fire started on June 15, 2015, and has burned approximately 840 acres of private and state land.

At the time of the request, the fire had burned 10 structures of which 3 were primary homes. Additional losses included 2 large structures, and 5 outbuildings. The fire was threatening 300+ homes of which 200 were primary in and around the Kenai Keys. Approximately 300 people have evacuated the area and preparations are being made for more evacuations. Sheltering operations are ongoing with two currently open hosting 50 local residents and an unknown number of tourists.

Firefighting resources onsite include 12 engines, 2-crews, and additional assets ordered from out-of-state. The Federal Principal Advisor confirmed the threat to homes. The fire is currently 5 percent contained. There are 28 uncontrolled fires within the state which has burned over 70,000 acres to date.

The authorization makes FEMA funding available to pay 75 percent of the State of Alaska’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Cisco Systems, Google, Humanity Road, Information Technology Disaster Resource Center, Intel, Joint Communications Task Force and Microsoft have joined FEMA’s new Tech Corps program – a nationwide network of skilled, trained technology volunteers who can address critical technology gaps during a disaster.

During major disasters or emergencies, trained technology volunteers can complement ongoing response and recovery efforts, including installing temporary networks; enabling internet connectivity, and telephone, and radio communications; and providing other support, such as geographic information system (GIS) capacity, coding, and data analytics.  In 2002, Senator Ron Wyden (D-OR) proposed a mechanism of leveraging private sector technology capabilities to innovate the way federal, state, local and tribal governments respond to disasters. Tech Corps is based on this model, which was developed beginning in 2013 to assemble the initial group of companies for the voluntary program.

“When disaster strikes, we all have a role to play in helping survivors recover, and that includes the private sector,” said FEMA Administrator Craig Fugate. “Tech Corps volunteers will bring a vital skill set to our emergency management team to help the survivors we serve recover more quickly after disasters. We’re grateful to Senator Wyden and the private sector for contributing to this effort and we look forward to partnering with them to make communities stronger and safer.” 

“Tech Corps harnesses a deep well of technical expertise and private-sector manpower to make sure every resource is available immediately when disaster strikes,” said Senator Wyden. “Information technology is often critical to saving lives, and this program ensures that red tape won’t stand in the way of volunteer experts who can stand up temporary cell networks and Wi-Fi solutions that are so important in disaster areas. I’m hopeful today’s partners are the first of many to sign up to work hand-in-hand with emergency responders to help craft more resilient and effective responses to future disasters.”

Already, Tech Corps partners have been active on their own during national and global technology disaster response efforts, including providing support during Hurricane Sandy and the earthquakes in Nepal and Haiti. This initiative signifies a greater level of coordination between volunteers and the emergency management community through FEMA.

FEMA Launches Innovative National Volunteer Program to Enhance Disaster Response and Recovery Efforts Nationwide

AUSTIN, Texas – A Mobile Registration Intake Center (MRIC) has opened in Taylor, Texas, to serve homeowners, renters and business owners who sustained damage as a result of the ongoing severe storms and flooding.

Specialists from the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) are there to answer questions and provide information on the types of assistance available to survivors.

People who had storm damage in Bastrop, Blanco, Caldwell, Denton, Eastland, Fort Bend, Gaines, Guadalupe, Harris, Hays, Henderson, Hidalgo, Johnson, Milam, Montague, Navarro, Rusk, Smith, Travis, Van Zandt, Wichita, Williamson and Wise counties can register for FEMA assistance online at www.DisasterAssistance.gov or call 800-621-3362 toll free from 7 a.m. to 10 p.m. daily until further notice. Multilingual operators are available.

Disaster assistance applicants who have a speech disability or hearing loss and use TTY should call 800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call   800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

Flood survivors statewide should call and report their damage to give the state and FEMA a better idea of the assistance that is needed in undesignated counties.

Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Low-interest disaster loans from SBA also may be available to cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

The SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps businesses of all sizes, private non-profit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations. FEMA’s temporary housing assistance and grants for childcare, medical, dental expenses and/or funeral expenses do not require individuals to apply for an SBA loan. However, those who receive SBA loan applications must submit them to SBA to be eligible for assistance that covers personal property, transportation, vehicle repair or replacement, and moving and storage expenses.
